GARDENING TIPS FOR APRIL Mulch - If possible, buy Bagged Mulch. Bagging helps eliminate a great many pests that die from various causes while in the bag. When you buy ‘loose’ mulch that is trucked to your home, you are also buying ants, roaches, termites, etc‌ Spend a little more on bagged material and save lots of future pest problems. Keep your mulch at least 4â€? - 6â€? below the top of your homes exposed foundation edge/side. This will aid in minimizing pests in your home and allow for quick and accurate termite inspections. Shrubs, Flowers and groundcovers - Trim all shrubs/plants at least 12â€? - 18â€? back from your home. Do your best to create a plant free zone that is 18â€? - 24â€? wide around your home. The exception is your lawn - it can grow up next to the slab as long as you keep it 4â€? - 6â€? below the top of the slab. The most conducive to termite infestation are groundcover plantings, growing high against your homes exterior or (especially) ivy that grows on your walls. Trees - Spray your trees at least twice annually. The spring spray eliminates overwintering pests and fungi while preparing trees to resist the pest onslaught of summer with residual pesticides. The fall spray also kills pests from the summer, prevents most fungi from occurring over the winter and puts your valuable asset off to a healthy winter’s dormancy.

DEBBIE DECKER NAMED KATY ISD EXECUTIVE DIRECTOR OF ATHLETICS February 23, 2012 - During this week’s work study meeting, Superintendent Alton Frailey announced the reassignment of Debbie Decker as the executive director of athletics for Katy ISD. Decker has been serving as interim executive director of athletics since the retirement of Rusty Dowling in January 2012. Decker has been with Katy ISD since 2005 as assistant athletic director. She has been responsible for assisting in the overall organization and administration of the Katy ISD Athletic Department. Prior to joining Katy ISD, Decker served assistant athletic director for McKinney ISD.

Decker holds a Bachelor of Science degree from Texas A&M Commerce and a Master of Education from Tarleton State University, where she also earned her principal certification. She is also a NIAAA Certified Athletic Administrator and holds an all-level physical education lifetime certificate. The Katy ISD Department of Athletics oversees the athletic programs of all six Katy ISD high schools and 12 junior high programs. Katy ISD athletic programs have been successful state-wide as Katy ISD has won 16 state team championships.

KATY ELEMENTARY KATY ELEMENTARY HELPS WILDFIRE VICTIMS During the 2011 holiday season, many families in Bastrop, Waller, Montgomery and Grimes counties were still struggling after losing their homes to last year’s devastating wildfires. While it will take months and even years to fully recover, one local school has stepped up to help, Katy Elementary. “When Jennifer Stockstill of Katy saw the story brought by KPRC about the 24-members of the Heart of the Pines Volunteer Fire Department, she brought it before the Katy Elementary PTO board, “They said hands down, this is where we have to donate.” The students at Katy Elementary School had already been collecting coins to help victims of the wildfire. With this new goal, the students were able to collect $1,100.

Leyba was invited to attend a dinner at the Taste of Texas, with the United States Naval Academy Dean of Admissions - Capt. (Ret) Stephen “Bruce� Latta. After dinner and several Naval Academy Alumni speakers, Dean Latta presented Leyba with an official Letter of Appointment to the U.S. Naval Academy. Leyba will begin his studies at the Academy in late June. Leyba was nominated to the U.S. Naval Academy by Congressman Ron Paul in November. Leyba plans to study engineering and to one day become a pilot and astronaut. He will attend the Academy in Annapolis, MD and is scheduled to graduate in 2016 with a degree in engineering and the rank of Ensign in the United States Navy or a Second Lieutenant in the United States Marine Corps. The US Naval Academy has an alumni list of more than 72,000 young men and women including one U.S. President, 21 members of Congress, 52 astronauts, 73 Medal of Honor recipients and two Nobel Prize winners.

Pack 209“Marked Men” Katy Boy Scout Troop 209 recently held an Eagle Scout Award Court of Honor ceremony to recognize Michael Gilbert, Ryan Goodwin and Ian Johnecheck for achieving Scouting’s highest rank of Eagle Scout. Each Scout individually completed the requirements for Eagle by demonstrating leadership skills and proficiency as well as by initiating and leading a community service project. Michael’s project benefited St. Bartholomew Roman Catholic Church’s Youth Program, Ryan’s project benefited The Katy Heritage Society and Ian’s project benefited the Texas Wildlife Rehabilitation Coalition. The three began Scouting in 2000 as Tiger Cubs in Cub Scout Troop 925. Now as Eagle Scouts they have become “Marked Men” by assuming the solemn obligation to do their duty to God, to Country, to fellow Scouts and to Mankind in general. Graduating from high school in 2011, Michael currently attends Midwestern State University, Ryan attends the University of Arkansas and Ian attends the University of Oklahoma. Troop 209, sponsored by St. Peter’s United Methodist Church, was established in 1939 and since then 138 of its members have become Eagle Scouts. Only 4 in 100 Scouts will earn the rank of Eagle Scout.

Brownie TrooP 19394 On Saturday January 28th and February 4th, Brownie Troop 19394 ventured out on their first outings. Troop 19394 consists of 2nd graders from the Richmond/Ft. Bend and Katy areas. The girls began working on their first Skill Building Badge - My Best Self - by attending smile school at Dr. Larry Caldwell pediatric dentist office in Sugarland. They followed that up with learning about the Life Flight helicopter and touring Sugar Land Fire Station 6. According to the girls, the most exciting part of the weekend was sitting in the helicopter. Thanks to all who made this possible for Brownie Troop 19394.

For more than 50 years fire fighters have helped MDA by filling their boots with donations from the citizens of their community. Houston Professional Fire Fighters Local #341 will begin their 2012 Fill-theBoot fundraising campaign for the Muscular Dystrophy Association on Saturday April 14th and May 12th during the hours of 10 AM and 2 PM to collect funds for the campaign. The Fire Fighters rely on support and donations from the community for the success of the campaign. Proceeds raised during the street-side campaign will help support MDA services and research programs, including MDA’s outpatient clinics at Texas Children’s Hospital and The Methodist Neurological Institute. Money raised from Fill-the-Boot also sends young people ages 6-17 to MDA summer camp, held in Burton, Texas.

On Saturday, January 21st, the Katy Stake Relief Society women’s auxiliary of the Church of Jesus Christ of Latterday Saints (LDS), met to hear wisdom from author and philanthropist Beverly Campbell. Campbell served for twelve years as the director of International Affairs for the worldwide Church, where she worked with ambassadors and other world leaders. Also, as a director of the Joseph P. Kennedy Foundation, she played a significant role in the creation of Special Olympics and helped establish bioethical studies at major universities. She has been able to work at the national and international level on diverse challenges such as child survival, breast cancer, drunk driving, media and interfaith cooperation. Her family’s private philanthropy includes providing fresh water wells and building concrete dams for villages in Africa. Campbell is a noted author. She wrote both: Eve and the Choice Made in Eden and Eve and the Moral Journey: Finding Wholeness, Happiness, and Strength. A recent quote used to introduce her was, “It is essential for women to become articulate in all ways - in their lives and through their voices, as defenders of their homes, their faiths, their marriages, their beliefs, their core.” The event was the annual conference of the combined Katy Stake Relief Society. The Katy Stake is a geographic area comprised of nine Latter-day Saint congregations, each with its own chapter of the Relief Society. About two hundred women attended.

NCL AzALeA ChApter hoNors its 2012 seNior CLAss The National Charity League, Inc., Azalea Chapter honored its graduating seniors at its annual Senior Presentation in late February at the Omni Houston Hotel at Westside. At the dinner and dance attended by family and friends, chapter members celebrated the accomplishments of each of the 22 girls in the Azalea Class of 2012 and recognized her contributions to the community during her years of service in the six-year National Charity League (NCL) program. NCL stAr ChApter

The Star Chapter of NCL celebrated the Senior Class of 2012 in the ballroom of the Omni Houston Hotel at Westside in February. We recognized each of these 23 young ladies for what they have accomplished in the past six years in the NCL organization. They have contributed over 6,000 hours to their chapter and community working through 20 local charities. Each young lady learned how to serve her community, be a leader and open her eyes to the cultural arts around her. The Star Chapter is dedicated to mothers and daughters serving together and building a close relationship, which together empowers them to be confident, well rounded and socially aware.

The mission of NCL is to foster mother-daughter relationships in a philanthropic organization committed to community service, leadership development and cultural experiences. The Azalea Chapter was formed in 1999 and in the past year its members have served over 9100 volunteer hours in support of 26 charitable organizations in Katy.

in just 10 weeks!

One week after the Katy Elks lodge hosted its annual free throw “Hoop Shoot,” two of the six winners who had advanced to District competition are now on their way to State to vie for the next level contest, Regional. Any who survive these two rounds will be Nationals bound in Springfield, MA this summer. Macy Ray, winner in the 12-13 girls category and Bennett Hanks, 8-9 boys winner, will be representing the Gulf Coast Disrtict in Dallas. This is Bennett’s first trip to State, while Macy will be enjoying her third time there. Last year Macy advanced to National competition where she placed fourth. Katy has always provided strong competition to other Elks Lodges in the “Hoop Shoot” scholarship program. Rick McCool, along with his wife Shirley, have spear-headed the local “Hoop Shoot” for over 30 years, a number of which Rick has also served as District chair. This will be their final year to direct any “Hoop Shoot” activities since Rick has chosen to “retire.” Knowing Rick, he will still be available to help but he is turning the local and district chairs over to Dan Tass, along with the help of his wife Gail, to direct the winning tradition that has been set by Katy area youth and the Katy Elks Lodge.

By Commissioner Andy meyers Reported crimes have decreased 7% in Fort Bend County and nearly 9% in the Katy/Fulshear area from 2010 to 2011, despite an increase in population. The crime rate has decreased each year for the last ten years resulting in Fort Bend County having the lowest crime rate of the ten largest Texas counties. An article in the Katy Section of the Houston Chronicle reported that crime in Katy/Cinco Ranch area, which is in both Harris and Fort Bend Counties, had increased. The Fort Bend County Sheriff’s Office recently assigned 50 Deputies to the North County Annex located at the northeast corner of the Grand Parkway and the Westpark Toll Road. Building the Annex and locating the Sheriff’s Patrol Deputies in it will increase patrol time in the north part of the county by 10-15%, which helps decrease response times on complaints and reduce crime. The two direct connectors at SH 99 and Interstate 10 are now open, significantly reducing traffic congestion at that intersection. TxDOT has begun construction of Segment “E” of the Grand Parkway from Interstate 10 to SH 290. Fort Bend County has begun construction of the first two of ten Grand Parkway overpasses in the portion of Segment “D” from FM 1093 to US 59. Construction of all ten overpasses and of Segment “E” should be completed by year end 2013. Fort Bend County has begun engineering design on the extension of the FM 1093/Westpark Toll Road. The Project is in two Phases. Phase I consists of four lanes of FM 1093 frontage road from SH 99 to FM 1463, four lanes of main toll lanes from SH 99 to Spring Green Road, and a direct connector east FM 1093 to north SH 99. Construction of Phase I is slated to begin the fall of 2012 and will take 18-24 months. Phase II of the Project consists of four lanes of FM 1093 frontage road from FM 1463 to James Lane in Fulshear and will be about two months behind Phase I. The Project is funded mainly by TxDOT and the Fort Bend County Toll Road Authority.

The county will construct and operate a “Park and Ride” facility on property it owns on the north side of FM 1093/Westpark Toll Road between Mason Road and Grand Mission Drive. The “Park and Ride” is funded by a federal grant. It is scheduled to be completed by late summer 2013. A continuous right turn lane from north FM 1463 to east Interstate 10 was completed in 2011 to reduce traffic congestion at that intersection. Further improvements to FM 1463, a state road, requires the federal government to approve and fund additional feeder lanes from FM 1463 east along I 10 and an overpass at the FM 1463/I 10 intersection. Such approval and funding is not anticipated for several years. To provide additional access to I 10, the county has been working with TxDOT, Waller County, city of Katy, and various property owners and developers to build the Cane Island Parkway from US 90 on the north to connect to FM 1463 on the south. Cane Island will include an overpass over I 10 about a mile west of the I-10 / FM 1463 intersection. This Project has been stalled by the Federal Highway Administration’s (FHWA) insistence that the state and local governments provide full funding for the ultimate I 10 overpass, which is estimated to cost $30 million. Another proposal has been made to FHWA for approval of a two-lane overpass over I 10. We currently await a response from FHWA. Fort Bend County Sheriff’s Dept. has a computer-generated program called “Are You OK?” (RUOK). It is a computer-generated call intended for senior citizens (over 55) and disabled persons who live alone and could benefit from a daily check. A computer will generate a call each morning, at about the same time and the participant chooses a time frame. A voice will ask, “Are you OK?” After this, all they have to do is hang up the phone. If the participant goes out of town or leaves the residence for any time, you just temporarily un-subscribe and re-subscribe when you return. If the call goes unanswered, the computer will call back 3 times at 15-minute intervals. If there is still no answer, the Sheriff will dispatch a deputy or the local police. They will have with them a print out of information on the person that is not responding to the calls. This program was established by FBC Sheriff milton Wright, Commissioner’s Court

Animal control authorities are permitted to enter your property to patrol and remove pets. pets must be registered, licensed and inoculated as required by law. As a dog owner, you are responsible for the control of your dog. If your dog is one that ‘makes objectionable noise,’ you must make every effort to respect your Neighbor’s right to their ‘peace and quiet.’ When your dog is not in your yard, it is imperative that you keep your dog on a leash at all times. While your dog is friendly to you and your family, imagine the consequences if it were to harm someone while it was ‘roaming free.’ please respect other resident’s right to walk the common area ground without fear of attack from an unleashed dog. Laws are written to ensure that owned animals are confined to their property or kept on a leash to free a community of unrestrained and free-roaming animals. Although most dog bites occur on the property where the dog lives, unrestrained or free-roaming dogs do pose a substantial threat to the public. In addition, unrestrained animals are at increased risk of being bitten by rabies infected wildlife. Enforcement of restraint laws is essential in enhancing the animal control program’s efforts to reduce the risk of rabies in our community.
