BOARD OF DIRECTORS MEETINGS

The monthly Board of Directors meeting for Williamsburg Colony generally are held on the 2nd Wednesday of each month at 6:00 PM, at the clubhouse located at 2315 John Crump. Anyone that would like to attend a meeting and address the Board should contact PCMI’s office 281-870-0585, at least a week prior to the meeting so that you can be included on the agenda. - WCMA

Remember to keep all cars and trucks locked and windows rolled up. Call on any suspicious persons or vehicles. We need everyone’s help here. Please call the Constables at 281-463-6666.

PARK USE

Park hours have been posted. Park hours are 8 AM to 8 PM. Also, those wishing to play baseball in the park or street, please be careful. Any damage done to resident’s property is the responsibility of those parents of the children that cause it. Also it has been brought to the Board’s attention that use of foul language and trouble at the park must stop. If Constables report such behavior, individuals may become barred from park/pool area. Let’s all have fun and play nice. Older kids watch out for little ears nearby. Remember, $250 reward to anyone who provides information about damage or vandalism to the park. This reward will be paid and no one will ever know who reported such damage.

STREET LIGHTS

Your Association pays for your streetlights from your annual dues, whether they work or not. If a light is out in your area, please call 713-207-2222 and report it. Each light pole should have a number on it. When reporting the out or malfunctioning light, give them the pole number and closest street address. We want all of our lights to work. A lighted area is a safer area.

We need your help. Anyone who has won awards or received special recognition from club, school, church, etc., please let us know. We need someone who will give permission for the Health Department to come on their property to view violations of neighbors. So please, help us get rid of dangerous conditions in our subdivision.

MINUTES OF THE Wcma, INC. BOARD OF DIRECTORS

JANUARY 11, 2012 A meeting of the Board of Directors of the Williamsburg Colony Maintenance Association, Inc., was held on Wednesday, January 11, 2012, 5:16 PM, at the community clubhouse, pursuant to Notice attached as Exhibit “A.� Directors in attendance were Shelli Shaw, John Eberlan, Chad Ray, Ken Rychlik and Jana Heaton. Also in attendance was Dolores Sue representing Planned Community Management, Inc. (PCMI). With a quorum present, the meeting was called to order at 5:16 PM. EXECUTIVE SESSION The Board held their executive session to discuss deed restriction violations, collections and contract negotiations and a legal opinion letter from the association attorney. OPEN FORUM FOR HOMEOWNER At 6:00 PM, the Board adjourned to open forum. There were no homeowners present.

ELECTION OF OFFICERS The Board of Directors unanimously agreed Ken Rychlik will serve as President, John Eberlan will serve as Vice-President, Shelli Shaw will serve as Secretary, Jana Heaton will serve as Treasurer and Chad Ray will serve as Director. Further, the unanimously agreed that Ken Rychlik, John Eberlan and Chad Ray will serve as the Architectural Control Committee. MINUTES The minutes of the meetings held November 9 and November 30, 2011, were reviewed and approved as written. Minutes attached as Exhibit “B.� FINANCIAL Jana Heaton presented the financial statements as of December 31, 2011. As of December 31, 2011, the money in the bank totaled $375,825.85. This includes checking and money market accounts and is the money to cover both operating and reserve expenses. Financials attached as Exhibit “C.� DELINQUENCY As of December 31, 2011, delinquency totaled $ 86,825.85. BOARD ANNOUNCED DECISIONS MADE DURING EXECUTIVE SESSION During executive session, the Board reviewed each deed restriction matter. Total violations noted for the month were one hundred seventy five. The Board unanimously agreed to send four (4) violations to the association attorney for legal action. Those accounts have been properly noticed as required. The Board closed the file on one account that was currently at the attorney. The Board reviewed correspondence from an owner about their extenuating circumstances and their request for a payment plan. The board unanimously agreed to a payment plan for ten (10) months. There was also communication from an owner that had received a citation for failing to stop at a stop sign. This owner felt homes on

corner lots need to make sure their shrubs and trees are trimmed back so that visibility is very clear. The Board instructed PCMI to make sure on the next inspection to send letters to residents needing to trim growth back from streets.

The Board then reviewed contracts for 2012. It was unanimously agreed to accept the contract with Sweetwater Pools with the change of pool hours; the pool will be open from noon until 8:00 pm instead of 11:00 am to 8:00 pm. Ken Rychlik will execute the new contract. The Mosquito Spraying contract for 2012 was approved. A proposal was presented to obtain a new vendor for clubhouse rentals and cleaning. The Board unanimously agreed to accept this new vendor as of February 1, 2012. The current vendor will be notified that as of January 31, 2012, the service will not longer be required. PCMI will ask the current vendor to meet Ken Rychlik to release the clubhouse rental book and keys to the facilities. Upstairs Clubhouse Remodeling was discussed. Ken Rychlik previously met Jr. D. Construction on site. The Board reviewed the drawing and plans. After due discussion, the Board unanimously agreed to accept the proposal at a cost of $19,321.04. Ken Rychlik will organize the remodeling around rentals. The Board reviewed a legal opinion from the association in regards to increasing the number of directors. At this time the Board does not feel it is necessary to increase the Directors based on the attorney’s recommendation.

It was decided that at the next month’s Board meeting, they will discuss changing the by-laws to decrease the quorum requirements for annual meetings. The reason for the need to change by-laws is due to the hardship in time and costs to the association recalling the annual meeting and obtaining a quorum. OLD BUSINESS New Law Filings - Ken Rychlik reported he has signed all necessary documents to be filed at the county to bring the association into compliance with the new laws. NEW BUSINESS Ken Rychlik reported there have been two (2) cameras destroyed at the recreational facility. The person was caught on video and an arrest has been made. At this time, the association is waiting for the final cost to replace the cameras and boxes. As soon as the final costs are received, the association will be seeking restitution. PERIMETER FENCE John Eberlan will be reviewing the perimeter fences and PCMI will be notifying residents of the need for repair or replacement needs.

The next regular Board Meeting will be held February 8, 2012, 5:00 PM at the clubhouse. With no further business to come before the Board, the meeting was adjourned at 6:52 PM.

We would like to remind residents that being in Harris County means those under the age of 18 must not be roaming the streets after midnight. Any children spotted after midnight should be reported to the Constables at 281-463-6666. Most of the trouble we have in the subdivision that is attributed to mischievous minors occurs after the curfew. Once park hours are posted, anyone in the park after hours will be charged with trespassing.

GARAGE SALE SIGNS

To all Williamsburg Colony residents, garage sales are great, we can increase our attic and closet space, locate things we forgot that we had and most important, make a few extra bucks. The one thing that is sometimes forgotten is the placement and removal of our garage sale signs. So please neighbors, if and when you have a garage sale, let’s try and remember not to place garage sale signs on any of our community signs or poles. Also, remove signs that are staked when your garage sale is complete. Cleaner streets do make a difference.

Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Veterinary Public Health (formerly called Harris County Animal Control) advises that “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat, nor to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by human being who is capable of controlling or governing the dog or cat in question or 2. When it is within a fully enclosed vehicle or 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.” While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet.

RECIPES Spring Salad

INGREDIENTS: 12 slices bacon 2 heads fresh broccoli, florets only 1 cup chopped celery 1/2 cup chopped green onions 1 cup seedless green grapes 1 cup seedless red grapes 1/2 cup raisins 1/2 cup blanched slivered almonds 1 cup mayonnaise 1 tablespoon white wine vinegar 1/4 cup white sugar

DIRECTIONS: Place bacon in a large, deep skillet. Cook over medium high heat until evenly brown. Drain, crumble and set aside. In a large salad bowl, toss together the bacon, broccoli, celery, green onions, green grapes, red grapes, raisins and almonds. Whisk together the mayonnaise, vinegar and sugar. Shrubs, Flowers and groundcovers - Trim all shrubs/plants at least 12” - 18” back from your home. Do your best to create a plant free zone that is 18” - 24” wide around your home. The exception is your lawn - it can grow up next to the slab as long as you keep it 4” - 6” below the top of the slab. The most conducive to termite infestation are groundcover plantings, growing high against your homes exterior or (especially) ivy that grows on your walls. Trees - Spray your trees at least twice annually. The spring spray eliminates overwintering pests and fungi while preparing trees to resist the pest onslaught of summer with residual pesticides. February 23, 2012 - During this week’s work study meeting, Superintendent Alton Frailey announced the reassignment of Debbie Decker as the executive director of athletics for Katy ISD. Decker has been serving as interim executive director of athletics since the retirement of Rusty Dowling in January 2012. Decker has been with Katy ISD since 2005 as assistant athletic director. She has been responsible for assisting in the overall organization and administration of the Katy ISD Athletic Department.

2012 KATY Folk life Festival

What was life like for the pioneers of early Texas? How did they Dress? What skills did they need to survive? Where did the children go to school? What kinds of animals did they own? These questions and many more will be answered for those who attend the 27th Annual Katy Folk Life Festival. The Katy ISD Outdoor Learning Center will be transformed into scenes of the late 1800’s, as many demonstrations and activities of pioneer life are recreated.
