CERTIFY YOUR YARD
By Cheryl Conley, Vice President, TWRC Wildlife Center There are many of you out there that want to help wildlife, but because of your job and the demands of a family, you feel you don’t have the time. There IS something you can do and you can do it right in your own backyard. Your yard can become a Certified Wildlife Habitat site through the National Wildlife Federation. Whether you live in an apartment, in a high-rise or on a 10-acre ranch, you can create a haven for wildlife. You can even have your school or business certified. Community organizations can get areas certified as well. You’d be one of 150,000 certified sites across the country. There are four requirements for getting your property certified. You must provide water, food, cover and a place to raise young. Examples of food sources are native plants, berries, nectar and seeds. The water source can be a something as simple as a bird bath or you may have a stream or pond on your property. Wildlife requires cover in order to feel safe. Mature trees, a brush pile or even a roosting box placed by you can provide the needed cover. Many of the same places the wildlife use for cover can also be used to raise young. Examples of places to raise young are dense shrubs, a nesting box or vegetation. Once you have provided these essential elements, you can become a Certified Wildlife Habitat. The biggest benefit you will receive is being able to watch the wildlife activity in your yard and having the satisfaction of knowing you are helping the animals. The National Wildlife Federation also offers you a free one-year subscription to the National Wildlife magazine, a personalized certificate and quarterly habitat tips emailed to you. Yard signs that say you are a Certified Wildlife Habitat site are available for purchase. Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Veterinary Public Health (formerly called Harris County Animal Control) advises that “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat, nor to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being, who is capable of controlling or governing the dog or cat in question 2. When it is within a fully enclosed vehicle 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.” While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained.

Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet.
WEST MEMORIAL YEARLY ASSESSMENT COLLECTION PROCESS
High Sierra Management generates invoices for the annual assessments and they are mailed out in late November or early December. The maintenance fees must be paid in full during that current year or an installment plan set up by February 1st of the following year. The management company will send out a reminder notice to all homeowners who have not paid their assessment in full or set up an installment plan with the management company at the beginning of February of the following year. The homeowner is not charged for this letter. Any expense afterward has to be at the Owner’s expense. This expense is part of a process and not a punishment. It is something that can be discussed during our monthly or Annual meeting.
BEHIND THE SCENE INSIGHT
The inspector is hired by the Management Company and is sent out to collect data monthly. Your Directors will get these letters in the mail just like you. The only difference is that we have to correct it and then face our fellow Directors afterward. It makes us accountable to your cause as well as a reminder that no one should be “above the law.” We are not in judgment over every detail, so speaking to us, helps keep it all open. The Directors are neighbors that volunteer their time for our subdivision. They are not compensated for their time, but they are not expected to pay any additional expense in trying to help. The Neighborhood bares the expenses beyond the normal intention. That is why we need to be involved as neighbors. The Management Company is working for us. Your interest is what should be their focus. You should consider running for any open Director position during the Annual process. In fact, you can get started by volunteering for small projects that are important to you. We can take those considerations during the monthly meetings on the 4th Tuesday of each month. We need to heal any past harm. We do not need to apologize for the Contract that the Developer put in place. But getting a majority together to change it takes you or the owner of the property.

PATROLLING CHANGES
Security on Duty may not always be in their Patrol Car; they have an opportunity to take training for Patrolling on Bicycles. So heads up… and keep our neighborhood safe for everyone.
CURRENT CHANGES THAT ARE IN PLACE As Directors do change, there is information that may be lost. Here is where the Management Company earns their pay. They keep things on the Agenda or not. Old issues left being brewed over are only known when someone brings it up. We are currently trying to improve relationships between our local two schools in West Memorial. We have added an effort to reach out and correct misinformation with our local Boys and Girl Scouts. We have also added to Community Service Days to our Annual agenda. We have tried to accomplish these things in the past, but we need more ideas and help to accomplish this.
The 1st Saturday in April and the 1st Tuesday in October were determined to be the best days for the Community Service Days. Now we need to get help with making these dates worthwhile. Community Garage Sales, National Night Out in Texas, Music in the Park and other events have been mentioned, but we need to move forward and see what is important without adding expense to our Neighborhood. Throwing a Party and baring all the expenses is what we are avoiding. A Community action that is worthy would be a better choice. We need your personal views on the possibilities.

If you do not have the rules and regulations, you may download a copy from www.WestMemorial.org or contact the management company and request a copy. We are sure you are all eager to help maintain the property values and exterior appearance of our community and hope we can count on your continued support in this effort. As a reminder, West Memorial Civic Association is a deed restricted community and all changes or additions to the exterior of the home must be approved by the Association prior to any work commencing. Requests for home improvements can be obtained through management. The Board of Directors meetings are held monthly in the association clubhouse (by the pool) on the fourth Tuesday at 7 PM and all homeowners are welcome to attend. In January, WCA Waste (WCA) became your trash collection provider. Trash service days are TUESDAY AND FRIDAY. Please have trash out at curb by 7:00 AM each pick up day. Heavy Trash and/or extra bags are picked up on both pick-up days, Tuesday and Friday.
RECYCLING IS EVERY FRIDAY
WCA takes great pride in our recycling program and efforts. Ensuring the best recycle program for our customers takes time and effort on both sides. Please remove caps, liquids and food products from inside the containers. Please only use the recycle bins for recyclable materials, not as an extra trash container. WCA will collect papers, plastics, aluminum and tin cans that are placed within the provided recycling bin. If items exceed container capacity, please place them adjacent to bin. WCA will provide each current residence with one recycling bin. WCA will replace any bins that are defective or otherwise become unusable due to normal wear and tear. Theft, lost or additional bins can be replaced at $8 each. If you find items left in your bin that are not recyclable please dispose of these items in your trash container for the next scheduled pick up.

HOLIDAYS When regular pick-up falls on a holiday, New Year’s Day, Memorial Day, July 4th (Independence Day), Labor Day, Thanksgiving Day, and Christmas Day, the pick-up will be made on the next regular scheduled pick-up day. If your recycling day falls on a holiday it will be picked up the next week on your normal scheduled recycle day. BILLING WCA will invoice each individual residence on a quarterly basis. If you are interested in renting the clubhouse, please call Dannielle Raper at 1-866-844-3933. At the time your call is returned, the guidelines for renting and using the clubhouse will be provided. Be sure you allow yourself plenty of time to fulfill the requirements, such as hiring security officers. You will be provided with the names and phone numbers of the individuals to contact to make the necessary arrangements. A few, but not all, of the guidelines are listed below: 1. There is no smoking in the clubhouse. 2. Residents must have all dues/assessments paid prior to booking the clubhouse. 3. A certified check for all rental fees and deposits is required 30 days in advance. 4. The security deposit will be returned within 30 days after the date of the event based on the condition the premises was left in. 5. Renter is responsible for the conduct of all attendees. 6. Police Officers are required at all functions of 50 or more attendees or at any event in which alcohol will be served. Arrangements and payment, for the officers, are to be made by the renter. The Katy Tiger Band is asking for your help. We need to purchase a trailer to carry our equipment. The goal is $20,000. Currently, we need $14,000. Any donation that is made towards our trailer will be recognized on a plague in the band hall. Individual donations of $1,000 or higher and company donations $2,500 and higher will also be listed on the back of the trailer for the 2014 - 2015 school year. This trailer will be a large rolling billboard that supports and promotes ALL of Katy High School.

THE LONE STAR SYMPHONIC BAND
The group recently recorded a Christmas themed CD, which will be available for purchase at all concerts this season. The Band is based in west Houston, with rehearsals and concerts held at CrossPoint Community Church off of Westgreen Blvd. and I-10 (The Katy Freeway). Five concerts are slated for the Lone Star Symphonic Band’s 21st Season, with tickets for all concerts available on the Band’s website, www.lssband.org, for $5.50 each and will be available the day of the concert at the door for $10 each. All concerts begin at 4:00 PM and feature the Lone Star Dixieland Band for 30 minutes prior to the main performance in the foyer. All selections performed will feature life’s many colors. December 15, 2013 will be the Lone Star Symphonic Band’s Christmas and Hanukkah themed concert, titled “Celebrate the Season.” On March 2, 2014, the Band will perform “Lone Star,” a concert as big as Texas! The Lone Star Symphonic Band will perform on May 4, 2014, a spring-filled concert titled “Spring into Fun!” The annual patriotic concert, titled “We Hold These Truths,” will be held on June 29, 2014. The Lone Star Symphonic Band is a non-profit volunteer organization dedicated to bringing performances of artistic merit to the Houston metropolitan area. Founded in 1993 as the West Houston Concert Band, the band is comprised of musicians from all walks of life and instills the value that music is a life-long event, continuing well beyond high school and college. The Band is under the direction of Mr. Bob Bryant.
