Several West Memorial Civic Association Board members volunteered to do oversight for Architectural Guidelines, Deed Restrictions, Pool, Park and Security. The Board members oversee these particular areas and bring any concerns or requests to the Board for review. All requests for Home Improvements and Modifications (new roof, fence, painting of home, gutters, siding, etc.) need to be done on the West Memorial Application for Home Improvement and Modification and submitted to High Sierra Management. There is a copy on our website, westmemorial.org. The request will be reviewed, by the appropriate Board member or members and a notification sent by High Sierra Management as to the approval or denial of the request. THE GREATER ROADRUNNER
By Cheryl Conley, TWRC Wildlife Center As a child, I grew up watching Warner Brothers cartoons showing Wile E. Coyote and his elaborate plans to catch the clever Roadrunner. It wasn’t until I grew up that I learned that there actually was a bird called a Roadrunner. It wasn’t until I moved to Texas that I got to see one. The Greater Roadrunner spends most of its time on the ground. It can fly but prefers to walk or run. It can run up to 15 miles per hour. It will occasionally leap straight up in the air to catch a flying insect or an occasional hummingbird but its diet mostly consists of insects, reptiles, frogs, toads and rodents. They also dine on scorpions, tarantulas and centipedes. Roadrunners are large in size measuring up to two feet from head to tail. They have a distinctive x-shaped footprint with two toes pointing forward and two pointing backward. They are native to the Southwest and have adapted well to desert conditions. They secrete a highly concentrated salt solution through a gland that sits in front of each eye. By secreting it there, it uses less water than excreting through their kidneys and urinary tract thus conserving water. They prey on moisture-rich mammals and reptiles that supply water into their diet. They dissipate heat by fluttering the unfeathered area under the chin.

Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Veterinary Public Health (formerly called Harris County Animal Control) advises that “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat, nor to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being, who is capable of controlling or governing the dog or cat in question. 2. When it is within a fully enclosed vehicle. 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.”

High Sierra Management generates invoices for the annual assessments and they are mailed out in late November or early December. The maintenance fees must be paid in full during that current year or an installment plan set up by February 1st of the following year. The management company will send out a reminder notice to all homeowners who have not paid their assessment in full or set up an installment plan with the management company at the beginning of February of the following year. The homeowner is not charged for this letter. Any expense afterward has to be at the Owner’s expense. This expense is part of a process and not a punishment. It is something that can be discussed during our monthly or Annual meeting.

RECYCLING IS EVERY FRIDAY WCA takes great pride in our recycling program and efforts. Ensuring the best recycle program for our customers takes time and effort on both sides. Please remove caps, liquids and food products from inside the containers. Please only use the recycle bins for recyclable materials, not as an extra trash container. WCA will collect papers, plastics, aluminum and tin cans that are placed within the provided recycling bin. If items exceed container capacity, please place them adjacent to bin. WCA will provide each current residence with one recycling bin. WCA will replace any bins that are defective or otherwise become unusable due to normal wear and tear. Theft, lost or additional bins can be replaced at $8 each. If you find items left in your bin that are not recyclable please dispose of these items in your trash container for the next scheduled pick up.

During this entire process, the District welcomed feedback from the community through an online survey. Nearly 9,000 parents, staff and community members completed the survey and dozens shared their feedback during the open forum at various Board meetings. These comments helped shape the ABM and addressed major needs and concerns cited by parents and community. The District presented to the Board a preliminary ABM proposal on November 16th and then an updated option on December 7th to better address the overcrowding at West Memorial Elementary. The Board approved the updated ABM option on December 14th. The District estimates that approximately 3,600 students will be impacted by the approved attendance boundary modifications. Katy ISD will be notifying all impacted families in January/February 2016. COMMUNITY INVITED TO SUPPORT TEACHER GRANTS
The Katy ISD Education Foundation is inviting parents, businesses and community members to contribute to its teacher grant initiative by becoming a Foundation Investor or making a one-time donation. The Foundation’s annual Inspiring Imagination teacher grant program awards funds to teachers to implement classroom projects that engage and excite Katy ISD students. Formed in 2013 to support creative classroom programs in Katy ISD schools, the Foundation has awarded more than $500,000 to teachers throughout the district, enriching the learning experience for more than 65,000 Katy ISD students. Each spring, teachers are invited to apply for a grant through a competitive, three-step evaluation process. Submissions are judged by community volunteers. This year’s grant application process launched in November with teacher grant applications due

March 30, 2016. Grants will be awarded in May 2016 for the 20162017 school year. Foundation Investors pledge annual gifts that range from $1,000 to $50,000 per year. KATY HIGH SCHOOL HEAD COACH SELECTED FOR TEXAS HIGH SCHOOL FOOTBALL HALL OF FAME
Katy High School’s Head Football Coach Gary Joseph, was recently selected as a 2016 inductee into the Texas High School Football Hall of Fame. Coach Joseph, along with eight other inductees, were announced on Saturday, December 19th at NRG Stadium. Coach Joseph began his coaching career at Luling High School 37 years ago. After advancing in jobs at Brazosport and Austin Westlake, he then moved to Katy High School, where he has served for 33 years. He was the KHS defensive coordinator and then assistant head coach for 22 years before becoming the KHS head coach in 2004. During his tenure as head coach, he has led the Katy Tigers to eight state final games with three of those appearances resulting in 6A State Championships. His current coaching record stands at 16714. While individual and team accolades are greatly appreciated and honored, Coach Joseph also strives to build a strong group of student athletes who recognize, through the actions of their head coach, the necessity for integrity, loyalty and the value of leading oneself and others through life’s victories with humility and hardships with grace. The induction banquet will be held on May 7, 2016 in Waco, Texas.

The first evaluation will be Monday, Tuesday and Thursday Nights, February 22nd, 23rd and 25th, between 5-6:30 PM. The last evaluation will be Saturday, February 27th between 9-11 AM. It only takes a few minutes for us to run them through the drills and then we will contact each player the week before they begin practices. After Monday, February 29th, we cannot guarantee a place on a team. They will practice for one hour a week on a Monday, Tuesday, Thursday or Friday. Practices begin the week of March 21st and the league runs through May 21st. The early cost will be $80 for those registering before February 23rd. After February 23rd, the cost will be $90. Registration will begin January 1st.

MEN’S OUTWARD FLAG FOOTBALL
Come join men 18 yrs and older for our men’s Outward Flag Football league coming this spring. Practice/Games will be on Saturday afternoons around 2 PM. The league will have a tournament at the conclusion of the season. Evaluations for all players will be Monday, Tuesday and Thursday, March 14th, 15th and 17th from 6-7 PM and Saturday, March 19th from 10:30-11:30 AM. “What’s wrong with this picture?” is the playful theme and question attached to each show in Houston Family Arts Center’s (HFAC) 2015-2016 season. Entering its 10th mainstage season, HFAC orchestrated a line-up of all-encompassing shows that highlight the theatre’s award-winning musical expertise, all while enveloping theatre experiences full of odd, zany, mystical and dramatic turmoil audiences love. The first half of the season as follows: January 29th-February 21st: “Forever Plaid” On their way to see the Beatles’ American debut on The Ed Sullivan Show, a quartet of high school friends’ musical dreams begin and quickly end after a car crash involving a busload of Catholic schoolgirls. March 11th-April 3rd: “Harvey” What do you get when you mix a polite and friendly man with a strange, six-foot-tall, invisible rabbit named Harvey? A sister who wants to commit her brother, but gets committed herself and a town comically turned upside down on the search for a mild-mannered hero and his invisible friend. All performances are on the HFAC Garza Mainstage, recently named “Houston’s Best Gem of a Theatre” by the Houston Press, except for Peter Pan, which will be performed at the Berry Center.

Family Reading Club - January 24th-March 5th This six-week program is designed to encourage families to read, learn and have fun together. Families participate in the program by reading books and completing optional “challenges” that can be done at home. All Fort Bend County families are eligible to participate. Families who complete the program by reading 36 books or for 6 hours - 6 books per week or for 60 minutes per week - are eligible to receive a book bag for the family and will have their named entered into a drawing for a $50 dining gift card, donated by the Friends of the Library. Each branch library will have a drawing for the gift card on March 7th. A single registration is required for each participating family. An adult (parent or guardian) is asked to register the family online by going to the library’s website (www.fortbend.lib.tx.us) and clicking on the “Family Reading Club Sign-Up” image, which became available January 24th. Families may also register at one of the libraries in the Fort Bend County library system. Upon registering, families will then have their own online page on which to record their books or reading time. There is no charge to join the Family Reading Club. The program is sponsored by Fort Bend County Libraries and the Friends of the Library organizations that support the county library system.
