Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Veterinary Public Health (formerly called Harris County Animal Control) advises that “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat, nor to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being, who is capable of controlling or

High Sierra Management generates invoices for the annual assessments and they are mailed out in late November or early December. The maintenance fees must be paid in full during that current year or an installment plan set up by February 1st of the following year. The management company will send out a reminder notice to all homeowners who have not paid their assessment in full or set up an installment plan with the management company at the beginning of February of the following year. The homeowner is not charged for this letter. Any expense afterward has to be at the Owner’s expense. This expense is part of a process and not a punishment. It is something that can be discussed during our monthly or Annual meeting.

The inspector is hired by the Management Company and is sent out to collect data monthly. Your Directors will get these letters in the mail just like you. The only difference is that we have to correct it and then face our fellow Directors afterward. It makes us accountable to your cause as well as a reminder that no one should be “above the law.” We are not in judgment over every detail, so speaking to us, helps keep it all open. The Directors are neighbors that volunteer their time for our subdivision. They are not compensated for their time, but they are not expected to pay any additional expense in trying to help. The Neighborhood bares the expenses beyond the normal intention. That is why we need to be involved as neighbors. The Management Company is working for us. Your interest is what should be their focus. You should consider running for any open Director position during the Annual process. In fact, you can get started by volunteering for small projects that are important to you. We can take those considerations during the monthly meetings on the 4th Tuesday of each month. We need to heal any past harm. We do not need to apologize for the Contract that the Developer put in place. But getting a majority together to change it takes you or the owner of the property.

Security on Duty may not always be in their Patrol Car; they have an opportunity to take training for Patrolling on Bicycles. So heads up… and keep our neighborhood safe for everyone.

As Directors do change, there is information that may be lost. Here is where the Management Company earns their pay. They keep things on the Agenda or not. Old issues left being brewed over are only known when someone brings it up. We are currently trying to improve relationships between our local two schools in West Memorial. We have added an effort to reach out and correct misinformation with our local Boys and Girl Scouts. We have also added to Community Service Days to our Annual agenda. We have tried to accomplish these things in the past, but we need more ideas and help to accomplish this.

The 1st Saturday in April and the 1st Tuesday in October were determined to be the best days for the Community Service Days. Now we need to get help with making these dates worthwhile. Community Garage Sales, National Night Out in Texas, Music in the Park and other events have been mentioned, but we need to move forward and see what is important without adding expense to our Neighborhood. Throwing a Party and baring all the expenses is what we are avoiding. A Community action that is worthy would be a better choice. We need your personal views on the possibilities.

You may also contact your management team by visiting the High Sierra Management website at www.highsierramanagement.com and selecting “Online Requests.” High Sierra Management will be performing the monthly deed restriction inspections and citing all violations of the governing documents. If you do not have the rules and regulations, you may download a copy from www.WestMemorial.org or contact the management company and request a copy. We are sure you are all eager to help maintain the property values and exterior appearance of our community and hope we can count on your continued support in this effort. As a reminder, West Memorial Civic Association is a deed restricted community and all changes or additions to the

exterior of the home must be approved by the Association prior to any work commencing. Requests for home improvements can be obtained through management. The Board of Directors meetings are held monthly in the association clubhouse (by the pool) on the fourth Tuesday at 7 PM and all homeowners are welcome to attend. TRASH SERVICE
In January, WCA Waste (WCA) became your trash collection provider. Trash service days are TUESDAY AND FRIDAY. Please have trash out at curb by 7:00 AM each pick up day. Heavy Trash and/or extra bags are picked up on both pick-up days, Tuesday and Friday. RECYCLING IS EVERY FRIDAY WCA takes great pride in our recycling program and efforts. Ensuring the best recycle program for our customers takes time and effort on both sides. Please remove caps, liquids and food products from inside the containers. Please only use the recycle bins for recyclable materials, not as an extra trash container. WCA will collect papers, plastics, aluminum and tin cans that are placed within the provided recycling bin. If items exceed container capacity, please place them adjacent to bin. WCA will provide each current residence with one recycling bin. WCA will replace any bins that are defective or otherwise become unusable due to normal wear and tear. Theft, lost or additional bins can be replaced at $8 each. If you find items left in your bin that are not recyclable please dispose of these items in your trash container for the next scheduled pick up. HOLIDAYS When regular pick-up falls on a holiday, New Year’s Day, Memorial Day, July 4th (Independence Day), Labor Day, Thanksgiving Day, and Christmas Day, the pick-up will be made on the next regular scheduled pick-up day. If your recycling day falls on a holiday it will be picked up the next week on your normal scheduled recycle day. BILLING WCA will invoice each individual residence on a quarterly basis. Bills are due 30 days after receipt. Any residents failing to pay will receive a statement, have services discontinued and incur a $25 late/reconnect service fee.

The purpose of Deed Restrictions in your neighborhood is to protect and enhance property values. They set guidelines for initial construction, perpetual maintenance and property use. As residents agree to abide by the majority view; the style and standards of a community are established and everyone benefits. If you are interested in renting the clubhouse, please call Dannielle Raper at 1-866-844-3933. At the time your call is returned, the guidelines for renting and using the clubhouse will be provided. Be sure you allow yourself plenty of time to fulfill the requirements, such as hiring security officers. You will be provided with the names and phone numbers of the individuals to contact to make the necessary arrangements. A few, but not all, of the guidelines are listed below: 1. There is no smoking in the clubhouse. 2. Residents must have all dues/assessments paid prior to booking the clubhouse. 3. A certified check for all rental fees and deposits is required 30 days in advance. 4. The security deposit will be returned within 30 days after the date of the event based on the condition the premises was left in. 5. Renter is responsible for the conduct of all attendees. 6. Police Officers are required at all functions of 50 or more attendees or at any event in which alcohol will be served. Arrangements and payment, for the officers, are to be made by the renter.

KATY ISD’S 16TH ANNUAL PROMISE TO READ
Community members from Katy and the surrounding area recently stopped what they were doing to read to students in more than 375 classes as part of Katy ISD’s 16th annual Promise to Read program. Through Promise to Read, volunteers promise to spend 30 minutes reading to an elementary classroom during two weeks in November. This year, 10 Katy ISD elementary campuses hosted the event with Partners in Education: Cimarron, Creech, Franz, Golbow, Exley, Rhoads, Rylander, Williams, Wilson and Winborn Elementary Schools. Host campuses rotate each year so that, over a three-year period, every Katy ISD elementary has an opportunity to participate. Readers represented a cross section of local companies and organizations including: American Kids Athletics, AXA Financial Advisors, Brazos Valley Schools Credit Union, BP America, Inc., CenterPoint Energy, Chick-fil-A of Katy, College Nannies and Tutors of Katy, Cinco Ranch Conservatory of Music, ExxonMobil, First Victoria Bank, Grand Vision Center, Hasta La Pasta, H-E-B Katy Market, Herff Jones Graduation Center, Katy Area Chamber of Commerce, Katy Family YMCA, Members Choice Credit Union, Omni Houston Hotel Westside, Pediatric Dentists of Katy, Pepper Lawson Construction, Rainforest Café, The Shady Lady Window Coverings, Tradition Bank, Wood Group and more.
During the November Board Work Study meeting, Officer Shannon Taylor was sworn in to serve on the Katy ISD Police Force. Officer Taylor’s law enforcement experience includes having served as a police officer for the Delphi, Indiana Police Department and Purdue University. Officer Taylor is a graduate from the Indiana Law Enforcement Academy and has been an officer for more than 14 years. After serving for Purdue and Delphi, Officer Taylor served three years as a police officer at Rice University. She resides in Katy with her husband, John Taylor and her daughter. Katy ISD peace officers are licensed and certified by the Texas Commission on Law Enforcement Officers Standards and Education. The Katy ISD police jurisdiction includes all territory within the boundaries of the District (181 square miles) and all property, real and personal, outside the boundaries of the District that is owned, leased or rented by the District or otherwise under the District’s control. Peace officers employed by Katy ISD have the same authority, powers, privileges and immunities as bestowed on all Texas peace officers while on or off duty. CHILDREN • STORYTIME - Storytime for preschool-aged children is held each Wednesday at 11:15 AM. Stories, fingerplays and songs are featured. This is ideal for children ages 3 to 5, but all children and their caregivers are welcome. • PAT-A-CAKE CLUB INFANT STORYTIME - This program will meet each Thursday morning at 10:15 AM and 11:15 AM. This is an interactive program for children, ages 0 to 18 months and their caregivers. Each session will last about 20 minutes, featuring nursery rhymes, songs and finger plays. • TOTALLY TODDLER STORYTIME - Toddlers, ages 18 to 36 months, are invited to participate in our Totally Toddler Storytime, which will be held on Tuesdays, at 10:15 AM and 11:15 AM and Wednesdays, at 10:15 AM. This program is designed with “little wrigglers” in mind. Together the children and their caregivers participate in songs, games, fingerplays and hear some good stories. Tickets are required for Toddler Storytime. Tickets are given to the first 30 toddlers the day of the event. • AFTERNOON ART- Glue, paper, scissors, markers, fun and more!
