Several West Memorial Civic Association Board members volunteered to do oversight for Architectural Guidelines, Deed Restrictions, Pool, Park and Security. The Board members oversee these particular areas and bring any concerns or requests to the Board for review. All requests for Home Improvements and Modifications (new roof, fence, painting of home, gutters, siding, etc.) need to be done on the West Memorial Application for Home Improvement and Modification and submitted to High Sierra Management. There is a copy on our website, westmemorial.org. The request will be reviewed, by the appropriate Board member or members and a notification sent by High Sierra Management as to the approval or denial of the request.

Deputy Botard has transferred to the Animal Cruelty Division. We would like to thank her for her service to your community and wish her the best of luck in her new endeavor.

LEASH LAW “HARRIS COUNTY”

Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Veterinary Public Health (formerly called Harris County Animal Control) advises that “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat, nor to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being, who is capable of controlling or governing the dog or cat in question 2. When it is within a fully enclosed vehicle 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.” While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet.

WEST MEMORIAL YEARLY ASSESSMENT COLLECTION PROCESS

High Sierra Management generates invoices for the annual assessments and they are mailed out in late November or early December. The maintenance fees must be paid in full during that current year or an installment plan set up by February 1st of the following year. The management company will send out a reminder notice to all homeowners who have not paid their assessment in full or set up an installment plan with the management company at the beginning of February of the following year. The homeowner is not charged for this letter. Any expense afterward has to be at the Owner’s expense. This expense is part of a process and not a punishment. It is something that can be discussed during our monthly or Annual meeting.

PATROLLING CHANGES

Security on Duty may not always be in their Patrol Car; they have an opportunity to take training for Patrolling on Bicycles. So heads up… and keep our neighborhood safe for everyone.

We are sure you are all eager to help maintain the property values and exterior appearance of our community and hope we can count on your continued support in this effort. As a reminder, West Memorial Civic Association is a deed restricted community and all changes or additions to the exterior of the home must be approved by the Association prior to any work commencing. Requests for home improvements can be obtained through management. The Board of Directors meetings are held monthly in the association clubhouse (by the pool) on the fourth Tuesday at 7 PM and all homeowners are welcome to attend. WCA will collect papers, plastics, aluminum and tin cans that are placed within the provided recycling bin. If items exceed container capacity, please place them adjacent to bin. DEED RESTRICTIONS

The purpose of Deed Restrictions in your neighborhood is to protect and enhance property values. They set guidelines for initial construction, perpetual maintenance and property use. As residents agree to abide by the majority view; the style and standards of a community are established and everyone benefits. For your information, restrictions are written by the developer before the first home is constructed and the Association is then charged with the on-going responsibility of enforcing them. They can be changed, but a very large percentage vote of homeowners is required to do so. Please let us know if you see a problem in the neighborhood.

CLUBHOUSE RENTAL

If you are interested in renting the clubhouse, please call Dannielle Raper at 1-866-844-3933. At the time your call is returned, the guidelines for renting and using the clubhouse will be provided. Be sure you allow yourself plenty of time to fulfill the requirements, such as hiring security officers. KATY ISD HONORED BY COLLEGE BOARD

Katy ISD is one of 425 school districts in the U.S. and Canada being honored by the College Board with placement on the 6th Annual AP® District Honor Roll for increasing access to Advanced Placement (AP) course work while simultaneously maintaining or increasing the percentage of students earning scores of 3 or higher on AP Exams. Reaching these goals indicates that the District is successfully identifying motivated, academically prepared students who are likely to benefit from rigorous AP course work. Since 2014, the number of Katy ISD students participating in AP exams increased by 13 percent and more than 7,700 students earned a 3 or higher on these exams. Inclusion on the 6th Annual AP District Honor Roll is based on the examination of three years of AP data, from 2013 to 2015, looking across 34 AP Exams, including world language and culture. SUPERINTENDENT CELEBRATED STUDENT AND STAFF ACCOMPLISHMENTS

In November, Katy ISD Superintendent Alton Frailey spoke to hundreds of Katy community members, dignitaries and staff during his annual State of the District Address. Along with a snapshot of the District’s accomplishments and current enrollment growth, Frailey shared with attendees an update on 2014 bond projects, as well as his vision for the future of the District. During the address, Frailey shared some of the District’s major accomplishments, such as being recognized on the College Board AP Honor Roll for increasing access to AP course work and increasing the percentage of students earning scores of 3 or higher, and being recognized as the 57th largest district in the nation. During the 2014-2015 school year, Katy ISD had more than 60 students named semifinalists in the National Merit Scholarship Program, 85 student athletes that signed letters of intent to

play sports at colleges and universities across the nation and the Class of 2015 graduates accepted more than $21 million in scholarships. Attendees also enjoyed special guest speakers Chuck Brawner, Mayor Pro Tem of the City of Katy; Lance LaCour, President and CEO of the Katy Area Economic Development Council; Ann Hodge, President and CEO of the Katy Area Chamber of Commerce and Carol Adams, author of ‘Historic Katy, An Illustrated History’ and former City of Katy Councilmember.

BASEBALL - T-BALL, COACH, MACHINE & KID PITCH

We would like to invite children from 4 yrs. (as of Sept. 1, 2015) to 13 years old to join us as we enjoy another season of T-Ball, Coach, Machine and Kid Pitch. We look forward to teaching your children the skills and watching them enhance their abilities. We will offer several evaluations (skills assessment) days so we can check on their skill level and even out the teams. The first evaluation will be Monday, Tuesday and Thursday Nights, February 22nd, 23rd and 25th, between 5-6:30 PM. The last evaluation will be Saturday, February 27th between 9-11 AM. It only takes a few minutes for us to run them through the drills and then we will contact each player the week before they begin practices. After Monday, February 29th, we cannot guarantee a place on a team. They will practice for one hour a week on a Monday, Tuesday, Thursday or Friday. Practices begin the week of March 21st and the league runs through May 21st. The early cost will be $80 for those registering before February 23rd. After February 23rd, the cost will be $90. Registration will begin January 1st.

FORWARD BASKETBALL - HIGH SCHOOL GUYS

Be a part of one of our basketball leagues. Practice/Games will be on Monday, Tuesday or Thursday nights. Evaluations to help set the teams will be February 29th, March 1st, 3rd, 7th, 8th & 10th from 6:308:30 PM in our Gym. Practices begin the week of March 21st and the league runs through May 5th. The cost of Forward Basketball is $25. Last year there was such a great response so register early and pay to reserve your spot. Registration will start February 1st.

MEN’S OUTWARD FLAG FOOTBALL

Come join men 18 yrs and older for our men’s Outward Flag Football league coming this spring. Practice/Games will be on Saturday afternoons around 2 PM. The league will have a tournament at the conclusion of the season. Evaluations for all players will be Monday, Tuesday and Thursday, March 14th, 15th and 17th from 6-7 PM and Saturday, March 19th from 10:30-11:30 AM. These will take place on the fields behind the church. Cost for the league will be $40 per player covering cost of officials and jersey. First games will be April 9th and season concludes on May 21st with tournament. Registration will begin in February.

FIRST ANNUAL WOMEN’S QUARTER MARATHON EVENT

January 9, 2016: The 2016 Women’s Quarter Marathon is a women’s-only race to empower women and young girls through fitness and a healthy lifestyle. The route will start at Central Green Park, run through Cinco Ranch and back to Central Green Park where the post-race party will take place. The distance is a quarter of a marathon, which is 6.55 miles. The Mini-Quarter Marathon is 1.25 miles and is designed for girls under the age of 13 who also want to join the movement. Registration opened September 15, 2015 for this new Houston running event. Girls Inc. of Greater Houston’s mission is to inspire all girls to be strong, smart and bold by developing programs of informal education that empowers girls to live and succeed in an inequitable world. Saturday, January 30th at 5 PM, the bus departs from the Library for a performance of “The Marriage of Figaro” by the Houston Grand Opera. First Baptist Academy (FBA) students, faculty and parents gathered to honor Army, Navy, Air Force, Marine and Coast Guard veterans who served in times of war or peace at Houston’s First Baptist Church. Veterans and their guests enjoyed a continental breakfast before being escorted to the Worship Center flanked on either side by walls of admiring students. Featured speaker retired Colonel Tom Wilson’s words of courage and sacrifice were followed by gifts of gratitude to the veterans in the form of music, poems and songs presented by the Middle School Concert Band and PK-8th grade representatives. Wilson, a decorated 30-year Air Force civil engineering officer served at Holloman Air Force Base in New Mexico, Ramstein Air Base, Germany, Hurlburt Field, Florida and in Operation Desert Storm.
