Hi neighbor! Just a friendly reminder. As you may know, West Memorial subdivision is a rather small and compact community. Since it is so small, sometimes minor things can have a large impact. Our deed restrictions help make this a good place to live and one of those deed restrictions concerns trash and trash cans at the curb and/or in front of the house prior to the designated time. We have noticed that several homeowners have placed trash or yard debris at the curb or accumulated it in front of the house before 5 PM on Monday or on Thursday.

We respectfully request that you comply with our guidelines and not put out the trash or garbage before 5 PM the day before scheduled pickup. Perhaps it’s been put there by your yard mowing crew and you were not aware of the situation. If so, please have them take it with them or at least put it out of sight by the house. It would also be nice for our neighborhood if after the trash has been picked up on Tuesday and Friday, that you be kind enough to bring your trashcan back to your house and not leave it at the curb. This note is meant to be a friendly reminder and we hope that you can help us make West Memorial a great and clean place to live. Thank you, The West Memorial Board of Directors

This fawn was found in my front yard resting in a ﬂowerbed. Mom showed up several hours later and off they went into the trees.

DON’T RESCUE ME

By Cheryl Conley, TWRC Wildlife Center If you came across a fawn in your yard with mom nowhere in site, would you assume the baby has been abandoned and needs help? You would not be alone. This is a very common assumption and in an attempt to help the fawn by “rescuing” it, many moms needlessly suffer the loss of their young. For about the first month of life, does will leave their fawns in a safe hiding place while she searches for food. She may be gone for hours at a time. Since fawns are born scent-free it’s difficult for natural predators to detect their presence so, for the most part, they remain safe. Some predators may find them by sight and cause injury to them and in this case, the fawn may need your help. Here are some tips to help you determine if you should leave the fawn alone or rescue it. If approached, most fawns will not run away. Natural instincts tell them to remain still. 1) Keep your eye on the fawn. If mom hasn’t returned after about eight hours, something may have happened to her. The fawn needs help at this point. Pick up the fawn and carefully place it in a dog crate or large container. Do not attempt to feed it or give it water. Keep the container covered and in a dark, quiet place. Call TWRC Wildlife Center for help. 2) If the fawn in covered in ants and/or flies, it needs help. 3) Look at the fawn’s eyes. Are they swollen? Is there a discharge? The fawn needs help. 4) Can you see wounds? Is the fawn bleeding? The fawn needs help. 5) If the fawn is wandering around and crying it may need to be helped. It may simply be calling mom, but if mom doesn’t appear within a short time, the fawn may need help. If your child or a neighbor rescues a fawn out of concern but it appears healthy, return the fawn to the spot where it was found. Mom will not reject the fawn because a human has touched it. Every year hundreds of fawns are brought to wildlife centers needlessly. Know when and when not to intervene. TWRC Wildlife Center can help you determine what’s best for the animal. It’s best to get advice from wildlife experts before acting. WEST MEMORIAL YEARLY ASSESSMENT COLLECTION PROCESS

High Sierra Management generates invoices for the annual assessments and they are mailed out in late November or early December. The maintenance fees must be paid in full during that current year or an installment plan set up by February 1st of the following year. The management company will send out a reminder notice to all homeowners who have not paid their assessment in full or set up an installment plan with the management company at the beginning of February of the following year. The homeowner is not charged for this letter. Any expense afterward has to be at the Owner’s expense. This expense is part of a process and not a punishment. It is something that can be discussed during our monthly or Annual meeting.

Security on Duty may not always be in their Patrol Car; they have an opportunity to take training for Patrolling on Bicycles. So heads up… and keep our neighborhood safe for everyone.

High Sierra Management will be performing the monthly deed restriction inspections and citing all violations of the governing documents. If you do not have the rules and regulations, you may download a copy from www.WestMemorial.org or contact the management company and request a copy. We are sure you are all eager to help maintain the property values and exterior appearance of our community and hope we can count on your continued support in this effort. As a reminder, West Memorial Civic Association is a deed restricted community and all changes or additions to the exterior of the home must be approved by the Association prior to any work commencing. Requests for home improvements can be obtained through management. The Board of Directors meetings are held monthly in the association clubhouse (by the pool) on the fourth Tuesday at 7 PM and all homeowners are welcome to attend. TRASH SERVICE

In January, WCA Waste (WCA) became your trash collection provider. Trash service days are TUESDAY AND FRIDAY. Please have trash out at curb by 7:00 AM each pick up day. Heavy Trash and/or extra bags are picked up on both pick-up days, Tuesday and Friday. RECYCLING IS EVERY FRIDAY WCA takes great pride in our recycling program and efforts. Ensuring the best recycle program for our customers takes time and effort on both sides. Please remove caps, liquids and food products from inside the containers. Please only use the recycle bins for recyclable materials, not as an extra trash container. WCA will collect papers, plastics, aluminum and tin cans that are placed within the provided recycling bin. If items exceed container capacity, please place them adjacent to bin. WCA will provide each current residence with one recycling bin. WCA will replace any bins that are defective or otherwise become unusable due to normal wear and tear. Theft, lost or additional bins can be replaced at $8 each. If you ﬁnd items left in your bin that are not recyclable please dispose of these items in your trash container for the next scheduled pick up.

HOLIDAYS When regular pick-up falls on a holiday, New Year’s Day, Memorial Day, July 4th (Independence Day), Labor Day, Thanksgiving Day, and Christmas Day, the pick-up will be made on the next regular scheduled pick-up day. If your recycling day falls on a holiday it will be picked up the next week on your normal scheduled recycle day. BILLING WCA will invoice each individual residence on a quarterly basis. Bills are due 30 days after receipt. Any residents failing to pay will receive a statement, have services discontinued and incur a $25 late/reconnect service fee. DEED RESTRICTIONS

The purpose of Deed Restrictions in your neighborhood is to protect and enhance property values. They set guidelines for initial construction, perpetual maintenance and property use. As residents agree to abide by the majority view; the style and standards of a community are established and everyone beneﬁts. For your information, restrictions are written by the developer before the ﬁrst home is constructed and the Association is then charged with the on-going responsibility of enforcing them. They can be changed, but a very large percentage vote of homeowners is required to do so. Please let us know if you see a problem in the neighborhood.

CLUBHOUSE RENTAL

If you are interested in renting the clubhouse, please call Dannielle Raper at 1-866-844-3933. At the time your call is returned, the guidelines for renting and using the clubhouse will be provided. Be sure you allow yourself plenty of time to fulfill the requirements, such as hiring security officers. You will be provided with the names and phone numbers of the individuals to contact to make the necessary arrangements. A few, but not all, of the guidelines are listed below: 1. There is no smoking in the clubhouse. 2. Residents must have all dues/assessments paid prior to booking the clubhouse. 3. A certified check for all rental fees and deposits is required 30 days in advance. 4. The security deposit will be returned within 30 days after the date of the event based on the condition the premises was left in. 5. Renter is responsible for the conduct of all attendees. 6.
