Your Directors are volunteers from your neighborhood that, with your help and suggestions, will be seeking to keep this a great neighborhood to live in.

It is hard to say where one should devote their spare time. Most of us are not sure if we have any spare time for volunteering. But that doesn’t mean we do not try. I contend that there is joy in helping others. With that said, I am going to give some more information about what is happening in our neighborhood. Phil Camus, Harris County Constable’s Office Pct. 5 has a CARE program that might work for you. There are three important programs, Call-Reassurance, Latchkey-Kids and MedicationReminders, each might be what you are looking for to give you peace of mind in a very trying time. The Harris County contact number 281-492-3615 and the enrollment number to set up a PIN is 281-492-3609. The original information came through a fellow Director. But that is what we need, Information! Harris County Public Health & Environmental Services (formerly Animal Control) representatives like Collen Hodges and Fiona Jones delivered a message from HCPHES in the past. Most of the information dealing with Veterinary Public Health concerns. It makes sense that there is not a catch-all for animal control. Today we deal with situations from imports and migration issues never imagined by any public program. But we can learn to avoid being a victim. org, here you will find a local pet lost and found service monitored by Marcie Tomlinson. A purely volunteer service that has helped. But we also have another website from the County. This site can be found at www.CountyPets.com. I suggest that here is an area we listen more too! The website for the County’s data can be obtained at www. hcphes.org and their phone number is 281-999-8531. There you will find pertinent information about what the County is trying to do for us. It is hard to imagine a leash law for cats and ferrets. But it might need to be looked at. We need to be responsible to one another. But we also reserve all rights to disagree. There is working room here. They will pick-up a feral cat or dog that is caged. They cannot run them down on an individual basis. This might make sense simply because I have captured and cared for animals throughout my lifetime. Being a pet owner means more than most of our residents might have time for. But joined together and with correct information we can make it a win-win relationship. This year, The National Night Out in Texas came on October 4, 2011. Our event, last year, just did not get off the ground. We might bring HCPES to an event in the future. But it really needs your input. What other areas can we encourage into our Clubhouse and Park annually. It seems to be a great area to work together. So, do not hesitate to send a responsible suggestion. I would like to highlight Katy Heritage Society and one of many of their efforts in and around our neighborhood. Their website is www.katyheritagesociety.com. During our 2008 NATW event we had artists from the area come into our Clubhouse to display their work. So hopefully we will continue to make these invitations to others. Our election in West Memorial as of the time of this article is set to be Tuesday, November 8, 2011 at West Memorial Junior High. From what I have gathered, there are some issues on Amending our State Constitution. 10 poorly worded resolutions have been placed

on the ballot for our approval or disapproval. The elections take place close to home because there are those that are willing to work the Polls here. Hopefully, by the time we print the newsletter there will be more information. Take the time to look it over. Politics make strange bedfellows, but it is a very good process. We might be taking it for granted that it will never change. No matter which platform you follow, there is good reason to stay informed. This year seems to be important because it is like being tested in if we have an opinion. So take time out and review what is happening and always remember that saying no is an option.
Posting Signs in West Memorial
Posting of signs is prohibited. Posting signs on County Street signs. It can lead to other problems. People can go through training for sign removal. It can get complicated. Try to be responsible with garage sale signs. Do not damage sprinkler heads in the esplanades. Do not post signs on your neighbor’s yard. If you need clarification, call the Management Company at 281-463-1777.

West Memorial has a new alert and notification system that works with email. The alerts are for emergency notifications, security alerts and messages from our constables. The notifications are for neighborhood events, meetings and issues. To be a part of the system, you must request the service. If you are interested, open our web site at www.westmemorial.org and locate the Sign-Up icon on the right side of the main page. Follow the instructions and you will receive all future alerts and notifications. Anyone wishing to send an alert or notification should submit the message to westmemorial@ westmemorial.org for approval, posting and transmission. TRASH SERVICE
In January, WCA Waste (WCA) became your trash collection provider. Trash service days are TUESDAY AND FRIDAY. Please have trash out at curb by 7:00 AM each pick up day. Heavy Trash and/or extra bags are picked up on both pick-up days, Tuesday and Friday.

Recycling is every Friday WCA takes great pride in our recycling program and efforts. Ensuring the best recycle program for our customers takes time and effort on both sides. Please remove caps, liquids and food products from inside the containers. Please only use the recycle bins for recyclable materials, not as an extra trash container. WCA will collect papers, plastics, aluminum and tin cans that are placed within the provided recycling bin. If items exceed container capacity, please place them adjacent to bin. WCA will provide each current residence with one recycling bin. WCA will replace any bins that are defective or otherwise become unusable due to normal wear and tear. Theft, lost or additional bins can be replaced at $8 each. If you find items left in your bin that are not recyclable please dispose of these items in your trash container for the next scheduled pick up. Holidays When regular pick-up falls on a holiday, New Year’s Day, Memorial Day, July 4th (Independence Day), Labor Day, Thanksgiving Day, and Christmas Day, the pick-up will be made on the next regular scheduled pick-up day. If your recycling day falls on a holiday it will be picked up the next week on your normal scheduled recycle day. Billing WCA will invoice each individual residence on a quarterly basis. Bills are due 30 days after receipt. Any residents failing to pay will receive a statement, have services discontinued and incur a $25 late/reconnect service fee. The WMCA Board meets at the clubhouse at 22415 Kingsland on the fourth Tuesday of every month, at 7:00 PM and all homeowners are welcome to attend. If you have a specific issue that you would like to address with the Board, please email Staci Gregory seven days before the meeting to be put on the agenda.

It also contains neighborhood information, including schools, security, recreation and local worship centers. Check it out, you might find something you have been looking for.
DEED RESTRICTIONS
The purpose of Deed Restrictions in your neighborhood is to protect and enhance property values. They set guidelines for initial construction, perpetual maintenance and property use. As residents agree to abide by the majority view; the style and standards of a community are established and everyone benefits. For your information, restrictions are written by the developer before the first home is constructed and the Association is then charged with the on-going responsibility of enforcing them. They can be changed, but a very large percentage vote of homeowners is required to do so. Please let us know if you see a problem in the neighborhood. CLUBHOUSE RENTAL
If you are interested in renting the clubhouse, please call DebbieKay at 281-500-7106. At the time your call is returned, the guidelines for renting and using the clubhouse will be provided. Be sure you allow yourself plenty of time to fulfill the requirements, such as hiring security officers. You will be provided with the names and phone numbers of the individuals to contact to make the necessary arrangements. A few, but not all, of the guidelines are listed below: 1. There is no smoking in the clubhouse. 2. Residents must have all dues/assessments paid prior to booking the clubhouse. 3. A certified check for all rental fees and deposits is required 30 days in advance. 4. The security deposit will be returned within 30 days after the date of the event based on the condition the premises was left in. 5. Renter is responsible for the conduct of all attendees.

• The Plymouth Pilgrims were the first to celebrate the Thanksgiving in the fall of 1621. • The drink that the Puritans brought with them in the Mayflower was the beer. • The Wampanoag Indians were the people who taught the Pilgrims how to cultivate the land. • The first Thanksgiving celebration lasted three days. • President George Washington issued the first national Thanksgiving Day Proclamation in the year 1789 and again in 1795. • The state of New York officially made Thanksgiving Day an annual custom in 1817. • Sarah Josepha Hale, an editor with a magazine, started a Thanksgiving campaign in 1827 and it was result of her efforts that in 1863 Thanksgiving was observed as a day for national thanksgiving and prayer. • Abraham Lincoln issued a ‘Thanksgiving Proclamation’ on third October 1863 and officially set aside the last Thursday of November as the national day for Thanksgiving. • Brown patch will continue to plague St. Augustine lawns as nights get cooler and humidity and rain continue. Discolored circles will appear in low areas almost overnight. Apply a fungicide recommended for brown patch according to label directions. Avoid walking through brown-patched turf. It spreads easily from the bottom of your shoes. If brown patch appears in the same lawn areas every year, add an inch or two of sandy topsoil to eliminate those low spots. • Fertilize St. Augustine turf with a winterizing formula to promote root growth over the winter months. Lower your lawn mover blades now and mow on a schedule that cuts no more than one-third of the grass blade away. • As chrysanthemums and other perennials finish blooming, cut flowering stalks to the ground to permit all strength to be used in making root growth. • Feed roses lightly, but avoid nitrogen fertilizers. Do not prune now. Keep up spraying program and water deeply.

• Remove dead foliage and plant debris to help eradicate insects and disease organisms. Thin out and transfer volunteer seedlings. Beds made now will benefit by weathering before being planted. If soil is heavy, dig six inches deep, leave rough, cover with gymsum and strawy manure, water and allow to mellow. • Bananas are more likely to bear fruit if the trunk does not die back in winter. Cut banana stalks back to six feet, wrap with newspaper and burlap. • Continue mulching for winter. Build up a thick top mulch to protect roots from freezing and winter drying. Don’t throw away those pine tree needles; they make great acidic mulch for azaleas, gardenias and next Spring’s impatiens. • Place pansies in beds after weather has cooled. Use a little blood meat mixed in soil under each plant. • Now is the best time to plant trees and shrubs.

Whether spent playing games, reading or just talking, that one hour a week makes a tremendous difference in the life of a child.

Katy ISD’s tradition of increasing student participation and strong performance on Advanced Placement (AP) exams continues as the district recently learned that each one of its six high school campuses showed an increase in the number of students participating in the exams. In addition, every high school campus exceeded the state and national percentage of AP students making a qualifying score of 3 or better on the exams. Katy ISD is among the 388 U.S. public school districts (one of only 23 in Texas) to be listed on the 2011 College Board AP Achievement List. This list identifies districts that simultaneously achieved increases in access to AP courses while maintaining or improving the rate of students earning a score of 3 or better on the exams – the score that generally qualifies a student for college credit. In May 2011, more than 3,000 Katy ISD students took more than 7,200 AP exams, with 79 percent of the exams earning a score of 3 or better. This reflects a 24 percent increase from 2010 in the number of exams earning these high scores. Advanced Placement and PreAP courses are designed to challenge students beyond grade level academic courses and prepare them for success in future advanced coursework. Katy ISD recognizes that support and encouragement from the campus, the teacher, and parents are critical to student success. Therefore, the district follows an inclusive enrollment model for AP and PreAP courses that provides support systems for student success. Katy ISD offers AP courses in English, mathematics, science, social studies, fine arts, computer science and languages other than English. Katy High School Choir started its busy year with the Katy High School Football opener against Northshore by singing our National Anthem. Our Tigers brought home the WIN! The Choir and Theatre students also presented the children’s musical HONK on October 20th, 21st, & 22nd at the Katy High School PAC.Â

sports Bear Creek Baptist - Upward Basketball and Cheerleading
Bear Creek Baptist Church is offering Upward Basketball and Cheerleading for K-8th Grade. Cost is $75. They will have one hour of practices a week and on Saturdays they will have a game for an hour. Every practice and game takes place on our Campus. It is a great place where they will learn new skills for the game and cheer. Registration started in October. Our first evaluation will be Saturday, November 5th, from 10:30 AM -1:30 PM in our Gym on the Sonic side of our Church. The following week, we will have more evaluations, Mon., Tues and Thurs., Nov. 7th, 8th and 10th between 6:00 PM and 8:00 PM. Each child is needed to attend during one of these times. We will kick off the season with a Clinic on Sat., Dec. 3 and practices will begin the next week starting Dec. 5th. Chamber members and non-members are invited to participate in the discussion on how the region addresses mobility challenges in the face of continued growth. There will be two sessions with a luncheon in between. The featured speaker is Commissioner Ned J. Holmes. Holmes is a commissioner of the Texas Transportation Commission, which oversees statewide activities of the Texas Department of Transportation. Additional forum speakers will be: Steve Clark, PE, ARUP; Mark Ellis, Gulf Coast Rail District and Texas State Representative Allen Fletcher. Currently, the chamber is working with the Texas Department of Transportation on the re-designation application process of U.S. 290 to an interstate status. The status change could possibly allow additional federal funds toward the proposed improvements of U.S. 290 along with allowing greater visibility for domestic and international firms seeking to relocate in the Cy-Fair Houston market sector. In addition, the construction of the SH 99; Segment E (I-10 West to U.S. 290) has begun with an anticipated completion over the next 18-24 months. Once completed, Segment E will allow an alternative route for commuters and businesses along U.S. 290 traveling to the West Houston Energy Corridor. The Mobility Forum will be Thursday, November 3rd from 10:30 AM to 2:00 PM at the Berry Center, 8877 Barker Cypress. Individual tickets are $60 and sponsorship tables of 10 range from $600 to $2,500. Living Word Lutheran Church in Katy is pleased to announce that Lisa Jastram of Sugar Land, TX, has joined the staff as the 9:30 AM contemporary worship leader. Jastram is no stranger to the Katy area having performed in many of the area churches, libraries and schools with Oasis for Children, her educational entertainment venture. She comes to Living Word at an exciting time in the life of the church as they complete their Envision Project begun less than a year ago. The church has been installing new lighting, screens, projectors and systems upgrades to maximize possibilities for meaningful and exciting worship. Sept. 25th was the first Sunday for the congregation to experience the new amenities. One of Jastram’s goals were to make the service more intergenerational and family friendly. She also hopes to see more of the arts incorporated into worship including dance and visual arts. Previously, Jastram has led the musical portion of worship at St. Martin’s Lutheran in Sugar Land, New Hope Lutheran in Missouri City and Grace UCC in Alief. Her background as a missionary child raised in Japan matches well with Living Word’s emphasis on global mission.

The Junior High group from Living Word Lutheran Church in Katy held a packing session to prepare school kits to be used in areas of the world where kids are recovering from wars, tsunamis and other strife. Many will be used in refugee camps as kids try to return to school. The kits are distributed by Lutheran World Relief to the needy in 43 countries. Another packing session will be held in January.
