MESSAGES FROM THE BOARD

UPCOMING EVENTS: December 8th through December 15th Holiday Decorating Contest Head into the attic, closet or garage and pull out those holiday decorations and dust them off! It is time for the annual Holiday Home and Yard Decorating Contest. The winners will win a $25 gift card and a sweet treat. Judging will be done by the HOA Board of Directors and will take place from December 8th through December 15th. MAKE SURE TO KEEP YOUR LIGHTS ON UNTIL 10:00 PM each night of the judging so that the judges can see your decorations. Winners will be listed in the February 2014 newsletter. Good luck to everyone and get decorating! Santa Claus is Coming to Town The Westlake Volunteer fire department goes out into its service community every year with lights flashing and sirens wailing to let the children know that Santa is on his way. Boys and girls of all ages can wave to Santa and his helpers and catch the sweet treats that they toss to the onlookers. Westlake VFD has performed this community goodwill project for decades and we would like to thank them for being such good “neighbors.” Santa will be in Westfield on Friday, December 13th. You will hear the fire engine sirens beginning at 6:30 PM until around 9:00 PM as Santa and his “elves” and Westlake FD volunteers make their way through our neighborhood. We will also place the date on the website and send out an eblast a few days before to remind everyone. If we still do not have your email, contact Spectrum Management. WESTFIELD ANNUAL DUES • You have received your annual invoice for the Westfield Homeowners Dues. Despite countless improvements we have been able to keep your participation the same again this year at $373. • They are due January 1st and delinquent February 1st. In an effort to answer a question posed to the Board by many people we want to make you aware of a prepayment program that Spectrum, our management company has agreed to. You can make partial payments at any time and pay the balance by January 31st. • Another option for next year and the future is to send any amount of payments at any time during the year in advance so your invoice

at the end of the year will have a smaller balance due to advance payments. You can do this on the website if you choose at www. spectrumam.com. • All delinquent dues are turned over to the attorney for collection, judgement and foreclosure. The first order of business for the attorney is to send you a letter and charge your account $125. In a few short months you could end up owing in excess of $1,000. • Payment plans are available. You may request a payment plan before or after your account has been turned over to the attorney, however, after your account has been turned over to the attorney, there will be a fee to prepare the payment plan. That is not the case if you request a payment plan from the management company prior to the attorney receiving your account. FREQUENTLY ASKED QUESTIONS ABOUT….

Basketball goals, street side parking and lawn maintenance. The HOA and Spectrum Management Company get inquiries about the above items on a regular basis, so we thought we would address those in this newsletter. First and foremost, homeowners need to understand that if an item (rule) is in the deed restrictions, it cannot be waived for a particular homeowner. The only way deed restrictions can be changed would be to have an election/vote of the entire neighborhood whereby the majority of property owners vote to make changes. Rewriting deed restrictions is a lengthy, costly proposition. Our deed restrictions are as follows: Basketball goals (permanent or portable) are permitted so long as ARC approval has been obtained first. Storage in the street or at the curb is prohibited. Lawn Maintenance - includes; front and back lawn maintenance (mowing, edging, weeding & watering etc.) as well as for curbside areas, maintenance of trees and shrubs and prompt removal of

2

weeds from landscape beds and “force maintenance” on your property if you fail to comply with a notice (i.e.: maintenance of your front lawn/repair of a fence etc.). Street side parking - is considered acceptable in short-term/ emergency situations ONLY. All vehicles should be appropriately parked within garages or on the driveways of a residence. (Article II, Section 2.18). Article III, Section 8 says that no motor vehicle may be parked or stored on any part of any Lot, easement, right-ofway or common area or on any adjacent street if it exceeds normal passenger vehicle dimensions or is either in any type of disrepair, unlicensed/registered, etc. Failure to comply may result in removal, at owner’s expense, debris/clutter items and/or ticketing/towing (Harris County) of unsightly vehicles. How to report violations: Deed restrictions: online at www.spectrumam.com Report it or call 281-343-9178 Junk Cars/Illegal Parking: report to Spectrum Management and also Harris County Sheriff 713-221-6000 Noise Disturbances/Disorderly Behavior: Harris County Sheriff 713221-6000 Loose/Dangerous Dogs: Harris County Animal Control 281-9993191 All Emergencies: 911

HOLIDAY CRIME WATCH

Keep safe during the holidays: • Leave your front porch light on at night. • Report street lights that are not working. Criminals like nice dark streets. • Report suspicious vehicles to police. • Most robberies happen during the daytime - if a car is at your neighbor’s home and you do not recognize it, call the sheriff. • Do not leave valuable items in your car. Fact: most car break-ins happen to cars parked in the street. • Break down the boxes your purchases came in and put them in your garbage can. If the boxes are too large and you have to leave them at the curb, turn them inside out so that criminals cannot see what expensive item was in the box that is now in your house.

• If you are going to be out of town, let your neighbor know so that they can pick up the newspaper and keep an eye on your house. Criminals can tell when you are not at home. It is a good idea to let a good neighbor have your phone number where they can reach you in the event of an emergency at your property. You can also let the Sheriffs’ office know you are away and they will keep an eye on your home.

SHERIFF’S PHONE NUMBERS

The non-emergency phone number for the Harris County Sheriff’s Department is 713-221-6000. The number for the Clay Road station is 281-463-2648. But if you actually have an emergency that needs assistance right away, please call 9-1-1.

DEED RESTRICTION ENFORCEMENT

Deed restriction violations are recorded on monthly drive by inspections through all sections of Westfield. These are performed by Spectrum Association Management. Homeowners with violations are notified by a series of letters according the Deed Restriction Enforcement Policy. This Policy serves as procedure for Spectrum Association Management to follow. If you receive a letter, don’t take it as an insult or a call to battle. The worst action is to ignore the letter. If you have resolved the problem, need more time or circumstances do not allow you to resolve the problem at this time, notify Spectrum Association Management as per the instructions in the letter. If you wish to report a deed restriction violation in your neighborhood, please complete the form on the web Site.

GARDENING TIPS FOR DECEMBER

• If a long flowering period is desired, pansies should be placed in their permanent beds not later than this month. Fertilize monthly with manure, super-phosphate or a liquid high-phosphate product. Keep flowers picked for more bloom. • Take tulips out of cold storage and plant late this month. • Fertilize established trees, spring-blooming shrubs, spurias and sweet peas (after they are a foot tall) with a fertilizer such as 13-1313; Louisiana iris with cotton seed meal and manure. • Azaleas and camellias may be moved now. Keep moist to lesson cold weather damage. May acidify again. • Last month to plant early blossoming spring bulbs, speciosum and other varieties of lilies. Mulch. • Water plants well before a freeze; dry roots are easily damaged. • Don’t forget to provide food and fresh water for birds. More birds die from lack of water than lack of food.

MAYDE CREEK GIRLS VARSITY AND JV CROSS COUNTRY TEAMS BRING HOME GOLD!

The Mayde Creek Girls competed at the Caldwell Cross-Country Invitational at Davidson Creek Park. The Varsity Girls and JV Girls both won their divisions, bringing home two Team Championship Plaques and 12 medals! The girls competed hard and had a great showing against 12 schools in the Austin and Bryan/College Station area. We were very fortunate the rain and storms cleared out so we would be able to race. The Varsity team and JV team both raced a 2-mile loop over some very muddy terrain. The Varsity squad was led by Senior Shenaya Thomas, who placed 3rd, earning her a bronze medal. She recorded a time of 12:57 over the 2-mile course. Junior Olivia Johnston was the second Ram to finish, running a time of 12:59 and placing 4th. Senior Lesly Garza was the next Ram to cross the finish line with a time of 13:11, placing her 8th. Earning the final medal for the Lady Ram Cross Country Team was Senior Emily Lee, who placed 11th with a time of 13:30. Finishing behind her in 16th place, barely missing a medal, was Sophomore Ysatis Gonzalez. She recorded a 2-mile time of 13:41. The final Rams to finish, in a neck and neck battle, were Sophomore Valerie Durgin and Senior Ruby Uribe. They had times of 13:59.2 and 13:59.4 and placed 17th and 18th, respectively. The Varsity girls had a team total of 42 points earning them 1st place! Freshman Lexi Torbit led her team to the championship title by finishing the JV race in 1st place, earning her a gold medal. She had an awesome performance over the hilly and muddy course, running a time of 13:56. Close behind her in 2nd place was Freshman Andrea Vo. She recorded a time of 14:00, good for a silver medal. Also medaling was Senior Angy Rojas, who placed 4th with a time of 14:12. Rounding out the top 5 for the Lady Rams in a tight finish for 6th and 7th place was Sophomore Marissa McKay and Freshman Shelby Sears. They recorded times of 14:46 and 14:47, respectively. Also finishing in a close race was Senior Tatiana Sanchez and foreign exchange student, Junior Alicia Van Bodungen Thelin, running in her first cross-country race ever. They had finishing times of 15:25.3 and 15:25.7, placing them 12th and 13th. Junior Jayla Blanke earned the final medal, placing 15th with a time of 15:30. Sophomore Emily Cruz barely missed a medal, coming in 16th place and recording a time of 15:35. Freshman Mairany Barbosa placed 19th with a time of 15:52. Freshman Leslie Garza was the next Ram to finish in 27th place, running a time of 17:03. Sophomores Frances Martinez, Daisy Guerrero and Rossy Reyna finished next in 31st, 32nd and 33rd place, with finishing times of 18:03, 18:39 and 18:46. The final Ram to finish was Junior Chloe Oyerly, who placed 35th with a time of 20:46. The JV team had a total of 20 points, giving them the 1st place team title! All of the Mayde Creek Cross-Country girls competed extremely hard and showed much confidence and improvement. There were many personal records! We are very proud of the way they competed, as well as their desire to win! It is an awesome feeling bringing back 2 team championship plaques! The girls were back in action Saturday, September 28th, when we traveled to Cy-Woods High School for the CyWoods Invitational. We would like to thank everyone for your continued support!
