We hope these “good neighbor” tips help: • Do not set off fireworks in the neighborhood parks. • End your fireworks at a reasonable hour. Anytime after 1:00 AM is generally too late and is not respectful of neighbors, many who have work the next day. • Dispose of your fireworks safely. Do not store trash containers next to your house to prevent potential fire hazards and wet down your firework garbage to put out any smoldering embers. • Clean your driveway, sidewalk and street of firework debris no later than New Years day. HOLIDAY DECORATING CONTEST WINNERS: The holiday displays were wonderful! Due to the publishing deadlines, the winners will appear in the February newsletter. A big “THANK YOU” to everyone who helped the neighborhood look so festive for the holiday season.

To volunteer, contact the Spectrum Management office whose contact information is in the newsletter. WESTFIELD ANNUAL DUES • You have received your annual invoice for the Westfield Homeowners Dues. Despite countless improvements we have been able to keep your participation the same again this year at $373. • They are due January 1st and delinquent February 1st. In an effort to answer a question posed to the Board by many people we want to make you aware of a prepayment program that Spectrum, our management company has agreed to. You can make partial payments at any time and pay the balance by January 31st. • Another option for next year and the future is to send any amount of payments at any time during the year in advance so your invoice at the end of the year will have a smaller balance due to advance payments. You can do this on the website if you choose at www. spectrumam.com. • All delinquent dues are turned over to the attorney for collection, judgement and foreclosure. The first order of business for the attorney is to send you a letter and charge your account $125. In a few short months you could end up owing in excess of $1,000. • Payment plans are available. You may request a payment plan before or after your account has been turned over to the attorney, however, after your account has been turned over to the attorney, there will be a fee to prepare the payment plan. That is not the case if you request a payment plan from the management company prior to the attorney receiving your account. Basketball goals, street side parking and lawn maintenance. The HOA and Spectrum Management Company get inquiries about the above items on a regular basis, so we thought we would address those in this newsletter. First and foremost, homeowners need to understand that if an item (rule) is in the deed restrictions, it cannot be waived for a particular homeowner. The only way deed restrictions can be changed would be to have an election/vote of the entire neighborhood whereby the majority of property owners vote to make changes. Rewriting deed restrictions is a lengthy, costly proposition. Our deed restrictions are as follows: Basketball goals (permanent or portable) are permitted so long as ARC approval has been obtained first. Storage in the street or at the curb is prohibited. Lawn Maintenance - includes; front and back lawn maintenance (mowing, edging, weeding & watering etc.) as well as for curbside areas, maintenance of trees and shrubs and prompt removal of weeds from landscape beds and “force maintenance” on your property if you fail to comply with a notice (i.e.: maintenance of your front lawn/repair of a fence etc.). Street side parking - is considered acceptable in short-term/ emergency situations ONLY. All vehicles should be appropriately parked within garages or on the driveways of a residence. (Article II, Section 2.18). Article III, Section 8 says that no motor vehicle

The Westfield Board of Directors meets every third (3rd) Monday of each month except for the month of the annual meeting. Owners are invited to attend these meetings during the open forum session, but may be dismissed should the Board adjourn into Executive Session. With the management company, there is also a website that provides a good bit of information for homeowners. An owner can go to the website, which is www.spectrumam.com and log in with your address. It will ask you to provide an email address as well. After completing the process, you will receive a password (within 24 hours) that you can use for future logins.
POOL CARDS
If you received a pool card this year, please keep it. The pool cards will be reused every year. You will receive a sticker for the new year once your homeowners association dues have been paid. You will receive the sticker prior to the pool opening date. When you receive the sticker, you will place it upon the pool id card. If you need a pool card, please contact spectrum management (number listed below).

This site will give you access to the governing documents for the association as well as a way to pay your assessments online and submit ACC requests for improvements to your property. Another advantage to being registered on the site is that the Board or the management company can send broadcast emails to owners when they need to get information out quickly to the neighborhood. DEED RESTRICTION ENFORCEMENT
Deed restriction violations are recorded on monthly drive by inspections through all sections of Westfield. These are performed by Spectrum Association Management. Homeowners with violations are notified by a series of letters according the Deed Restriction Enforcement Policy. This Policy serves as procedure for Spectrum Association Management to follow. If you receive a letter, don’t take it as an insult or a call to battle. The worst action is to ignore the letter. If you have resolved the problem, need more time or circumstances do not allow you to resolve the problem at this time, notify Spectrum Association Management as per the instructions in the letter. If you wish to report a deed restriction violation in your neighborhood, please complete the form on the web Site.

KATY ISD’S 16TH ANNUAL PROMISE TO READ
Community members from Katy and the surrounding area recently stopped what they were doing to read to students in more than 375 classes as part of Katy ISD’s 16th annual Promise to Read program. Through Promise to Read, volunteers promise to spend 30 minutes reading to an elementary classroom during two weeks in November. This year, 10 Katy ISD elementary campuses hosted the event with Partners in Education: Cimarron, Creech, Franz, Golbow, Exley, Rhoads, Rylander, Williams, Wilson and Winborn Elementary Schools. Host campuses rotate each year so that, over a three-year period, every Katy ISD elementary has an opportunity to participate. OFFICER TAYLOR JOINS THE KATY ISD POLICE FORCE
During the November Board Work Study meeting, Officer Shannon Taylor was sworn in to serve on the Katy ISD Police Force. Officer Taylor’s law enforcement experience includes having served as a police officer for the Delphi, Indiana Police Department and Purdue University. Officer Taylor is a graduate from the Indiana Law Enforcement Academy and has been an officer for more than 14 years. After serving for Purdue and Delphi, Officer Taylor served three years as a police officer at Rice University. She resides in Katy with her husband, John Taylor and her daughter. Katy ISD peace officers are licensed and certified by the Texas Commission on Law Enforcement Officers Standards and Education. The Katy ISD police jurisdiction includes all territory within the boundaries of the District (181 square miles) and all property, real and personal, outside the boundaries of the District that is owned, leased or rented by the District or otherwise under the District’s control. Peace officers employed by Katy ISD have the same authority, powers, privileges and immunities as bestowed on all Texas peace officers while on or off duty. The BP STEM Grant Program will be administered via the foundation’s Inspiring Imagination teacher grant initiative. STEM is the acronym for Science, Technology, Engineering and Mathematics and represents the integration of science and mathematics into existing areas of study. “As a Katy ISD Education Foundation Cornerstone Investor, BP stands at the forefront of an initiative from which generations of Katy ISD students will benefit,” said Chris Crockett, Katy ISD Education Foundation Board President. “BP’s contribution will provide Katy ISD teachers with countless opportunities to bring extraordinary classroom experiences to their students.” BP, which has a long standing relationship with Katy ISD through the Cinco Ranch High School FIRST Robotics Program, Junior Achievement and other programs, is eager to deepen their support through the BP STEM Grant Program. “BP is thrilled to support an innovative program that will provide Katy ISD teachers additional resources they need to continue inspiring their students,” said Mike Zanghi, BP Vice President for Wells, Gulf of Mexico. “This donation reaffirms BP’s commitment to STEM education and to the communities in which we live and operate.” The Katy ISD Education Foundation launched its second annual Inspiring Imagination teacher grant cycle Dec. 1st. CHRISTIN VOGEL EARNS GIRL SCOUT GOLD AWARD
Girl Scout Ambassador Christin Vogel recently earned the Girl Scout Gold Award, the highest award a girl scout can achieve. Less than five percent of girls who join Girl Scouts earn this recognition. Thousands of squirrels and swamp rabbits are injured yearly due to natural causes such as storms and diseases, as well as animal attacks and human interaction. Christin’s project addressed the issue of providing shelter for squirrels and swamp rabbits while they recover from injuries. Christin and her volunteers built squirrel boxes and swamp rabbit boxes to donate to the Texas Wildlife Rehabilitation Center. The Texas Wildlife Rehabilitation Center rehabilitates wounded animals with the intent to release back into the wild. The shelters that were built will be placed in their natural habitats and the squirrels and swamp rabbits will use these temporary shelters until they are once again fully adapted to the wild and can live efficiently on their own. Christin also conducted educational workshops at local libraries and informed people about how the Texas Wildlife Rehabilitation Center takes in harmed animals and helps them recover strength, confidence and their natural habits. She also described signs of an injured animal and discussed what to do if an animal does become injured and how to avoid harming wild animals. Christin demonstrated outstanding leadership skills, community involvement, time management and personal development in order to carry out her Gold Award project. As an active member of Girl Scouts for 9 years, Christin has also earned her Bronze and Silver Awards. Christin is currently a Junior at Cinco Ranch High School.

THE LONE STAR SYMPHONIC BAND
The Band is based in west Houston, with rehearsals and concerts held at CrossPoint Community Church off of Westgreen Blvd. and I-10 (The Katy Freeway). Five concerts are slated for the Lone Star Symphonic Band’s 21st Season, with tickets for all concerts available on the Band’s website, www.lssband.org, for $5.50 each and will be available the day of the concert at the door for $10 each. All concerts begin at 4:00 PM and feature the Lone Star Dixieland Band for 30 minutes prior to the main performance in the foyer. All selections performed will feature life’s many colors. On March 2, 2014, the Band will perform “Lone Star,” a concert as big as Texas! The Lone Star Symphonic Band will perform on May 4, 2014, a spring-filled concert titled “Spring into Fun!” The annual patriotic concert, titled “We Hold These Truths,” will be held on June 29, 2014. The Lone Star Symphonic Band is a non-profit volunteer organization dedicated to bringing performances of artistic merit to the Houston metropolitan area.
