Westgate Annual Homeowners’ Meeting RETURN YOUR PROXY TO VANMOR PROPERTIES’ OFFICE BEFORE THE MEETING
This year’s annual homeowner’s meeting will be held on Thursday, December 8, 2011, at Copeland Elementary School. Registration begins at 6:30 PM and the meeting begins at 7:00 PM Please enter the school through the cafeteria entrance at the back of the school, as that is the only entrance that will be open. There is ample parking in back of the school. You should have received a proxy for this meeting from VanMor Properties. It is extremely IMPORTANT this year to achieve that 20% attendance quorum at the Annual HOA meeting. Westgate’s By-Laws state that a 20% quorum of residents must be represented at the meeting for business to be conducted. For a neighborhood with 1220 homes, that means 244 homes must be in attendance. You can represent your home by attending the meeting in person or by returning your proxy to Vanmor’s office before the meeting. As a result of the new HOA laws that went into effect earlier this year, we will be electing one Westgate resident to serve on the Westgate HOA Board of Directors; that’s why we must have a quorum. Please tell everyone you know in Westgate to go to the meeting or turn in their proxy. Email me at kbmcgaughy@gmail.com for a replacement proxy if you’ve lost yours. I wish we could have put this in the November newsletter, but we didn’t have the information by printing time. The HOA committee will be there to talk about our neighborhood. We always receive copies of the annual budget for next year and an expense list for the current year. Also, this is a great time to sign up for any committees you’re interested in, such as the social committee, the newsletter committee, the pool and parks committee and the deed restrictions committee. We’d also like to try to get a crime watch committee started. There will also be a time for questions. So come and be involved, get informed, show interest in your community - Westgate!

The judges will drive around and judge the decorations on Friday, December 16th or Saturday, December 17th, so be sure to have your decoration lights on both those days if you want to participate. Afterword, they’ll announce the winners. There will be a 1st place winner and a 2nd place winner, as well as two Honorable Mentions. The newsletter won’t have the winners in print until the February edition, but we will have it immediately on Facebook (Westgate Subdivision group) and the Westgate Website (www.westgatetx. com).
Westgate Halloween Party Results and Thank You’s
The Westgate Social Committee would like to thank all the Westgate neighbors for coming to the Halloween Pizza Party and Costume Contest at the big park on October 31st. The turnout was tremendous and everyone seemed to have great fun. I heard residents talking about how the kids loved the two piñatas and people looked like they enjoyed the food. Donna Lamy, responsible for organizing all the pizza and delicious goodies, said recently “Thanks so much for my Helpers: Kristie, Cristina, Cecile, Penny and Jay, Jerry, Carmen, Joan, Pat, Judy, Jeanelle, Keesha, Trish and Stephanie… and the HOA fund for paying for this event.” Donna’s husband, a photographer, took pictures, which can be seen (and even ordered) by visiting his website for this event: www.lamy.org/WHalloween11/index.html. Kimberly McGaughy, who organized getting the decorations for the gazebo as well as the kids’ events, said “Thanks to all those who helped us decorate the gazebo! And a special thanks to Jay, Kristie, Stephanie, David, Janice, Kent, James, Jerry and Michel for helping organize all the kids for the contest, for judging (what a difficult task that turned out to be - all the great costumes) and for helping make the two piñatas such great fun!” So many kids dressed in great costumes; they really showed their creativity and enthusiasm. Dumping Dangers:
HOW TO KEEP YOUR HOME FROM FLOODING Your storm drain isn’t a garbage can; however, residents have reported seeing other residents dumping strange items into a storm drain opening on the curb - items like huge pots of what looked like nacho cheese as well as large amounts of thick chocolate on a different day - on Vine Grove Court!!! Why is this act such a potentially dangerous and expensive problem? To answer that, you have to know what storm drains do. A storm drain is an opening in the curb that collects rainwater runoff and conveys it to the storm water drainage system, a series of pipes and ditches designed to move water in a quick and efficient manner away from roadways into local waterways and ultimately Galveston Bay. When the drainage system is overwhelmed, “localized flooding” can be the result. Why? Because foreign objects - like grass clippings, pine needles, leaves, grease, trash, as well as nacho cheese and chocolate, etc. - block the storm drains, prevent the incoming storm water from passing through to the normal creeks, bayous and streams that carry it away and cause our streets and homes to flood. In this particular case, Vine Grove Court, the storm drain is very close to Langham Creek (behind the street), directly affecting our neighborhood. If this illegal dumping keeps up, the first homes to flood will be on Vine Grove Court; then, it’s going to back up an entire section of the neighborhood. This can be repeated anywhere in the neighborhood, as I’ve seen a few landscapers and residents dumping yard clippings in the street drains in other areas too. While we’ve had a severe drought this year, anyone who’s lived here

long knows that when it rains here, it often pours - “gullywashers” as we used to call them - prime flooding conditions. So be vigilant to protect your home: if you see anyone dumping what should be garbage into storm drains, report them to the Harris County Precinct 3 office—281-463-6300 (Westside office). They will investigate, but I would be sure to call back to ask about the investigation’s status.

Harris County Flood Control District has a drainage maintenance program in which crews clean out debris that has collected within flooding channels, like Langham Creek behind our neighborhood. They recently widened and cleaned out the creek so that rain runoff would flow easier to the Addicks Reservoir and thereby help reduce flooding—your tax dollars at work.

Westgate Resident Wins the Farm and Ranch Chili Cook off
Who likes a really good bowl of Chili? At the Farm and Ranch Club’s Chili Cook Off on Oct. 29th, tasters were able to pick from 80+ different chili pots and “you also [got] an ice cold beer to wash it down.” said resident Karl Conolly, who entered the cook off. Karl let Westgate’s residents know about the cook off on the Westgate Subdivision Facebook page, saying “It’s a lot of fun for the whole family... Some of my neighbors showed up last year and they really enjoyed themselves and had a bunch of fun so I figured I would share with the whole neighborhood.” Even with all that competition, Westgate resident Karl Conolly prevailed, crowing “Got first place in the chili cook off!” Congrats Karl and we bet you had great fun too!

Due to a very exciting and successful year, the Copperfield Women’s Club will change its name to the Cy-Fair Women’s Club! Membership to our club is open to all ladies in the Northwest Houston neighborhoods. We look forward to sharing an adventurous new year with new members from the Copperfield area, as well as the entire Cy-Fair area. Our name change will take place as of January 1, 2012. If you are not familiar with our club, we are a service organization that gives back to the community. All funds raised will go right back to the community in scholarships for graduating high school seniors, at Lone Star College, Cy-Fair and grants to other non-profits in our community as well. Currently we meet the first Thursday of most months at West Houston Church of Christ at 7:00 PM for social time and refreshments, followed by a program at 7:30 PM. The church is located at Queenston and West Road. If there are any adventurous ladies out there, that love to have fun and would like to participate in giving back to the community, we encourage you to come join us! Cypress Hoops Invitational
The Cy-Fair Educational Foundation will host the Cypress Hoops Invitational on Thursday, December 8th - Saturday, December 10th. As a partner with the district, our goal is to create a successful high school basketball tournament that engages the entire community. Profits from the tournament will benefit our “Donate to Educate” program. This program provides college scholarships for district students as well as staff development grants to CFISD for innovative and creative teacher training. North Cypress Sports Medicine Center has generously agreed to underwrite the event for the second year. The tournament will have twenty-four teams including the ten CFISD boy’s varsity teams and fourteen out of district teams. Games will

be held at the Berry Center, Cy-Lakes High School, Cy-Ranch High School and Langham Creek High School. Tickets can be purchased at the Berry Center during normal business hours. Ticket prices are: $20 for a 3-day tournament pass, $3 for an adult single game ticket and $2 for a student single game ticket. Saturday, February 11th at The Onmi Westside Houston. Salute to Our Heroes will honor the brave men and women who have served to preserve our freedom and liberty. Proceeds from this event will go to an endowment, enabling graduating students from CFISD to attend college. Inspirational speakers, entertainment, live and silent auctions will highlight this special evening. Tickets and sponsorship opportunities are available. GUEST SPEAKER: Keni Thomas. Army Ranger Involved in “Black Hawk Down” Mission Keni Thomas, Bronze Star for Valor recipient, is an engaging speaker whose story captivates audiences from beginning to end. The highly successful movie “Black Hawk Down” is based on his Army Company’s mission in Mogadishu, Somalia. In addition to speaking, Thomas is a recording artist with two critically acclaimed projects.
CFISD VIPS FALL CONFERENCE
It was barely 8:00 AM in the morning on Friday, Oct. 14th. They were beginning to arrive. Upon checking in; name badges were handed out along with a bright red folder full of the day’s agenda and the conference material. There was even an eco-friendly tote bag full of coupons and goodies generously donated by local area businesses. The room was huge and full of tables decorated with bright paper blocks spelling out the main part of this year’s theme, “Teamwork.” This was the annual VIPS Fall Conference held by the CFISD VIPS

Executive Board at the Berry Center in Cypress. The schedule was full. It consisted of everything from learning how to turn a popsicle stick into a fun treat for a teacher or volunteer to tips on helping our students handle stress. The attendees could choose from a variety of 50 minute sessions that covered topics such as: Internet Safety; Reaching Out to Diverse Volunteers; Guidelines and Best Practices for Fundraising; and even Taking Care of Your Personal Health While Maintaining a Busy Lifestyle.

Something was most impressive about this conference to one volunteer. This audience of 200 plus was comprised of men and women, volunteers and school staff - not limited to Cy-Fair ISD. There were 4 other area districts represented at this conference: Alief ISD, Fort Bend ISD, Houston ISD and Spring ISD. The current budget environment has left our school districts vying to be first in line for every resource of financial and physical support they can find. But for one day in October, the district boundary lines came down. There was no competition. There was no hidden agenda. Despite the traffic and everyday challenges, educators and volunteers from schools all over our county came together for a common purpose: improving their volunteer program thereby affecting the students in a positive way. This was simply an opportunity to attend an event that focused on several different areas of how to build on their volunteer resources in order to enhance the children’s education. While that volunteer sat looking out over the diverse crowd; she couldn’t help but see a universal theme, “Yes, in this room, it’s truly all about the students.”

Largest Recognized District in Texas - Once Again
For the fourth consecutive year, Cypress-Fairbanks ISD is the largest Recognized school district in Texas. The Texas Education Agency (TEA) confirmed that an appeal was granted and CFISD’s accountability rating was changed to Recognized. The increase in rating came as a result of an appeal to recalculate the TAKS science passing percentage for Dean Middle School. The decision changed the campus’ accountability rating to Academically Acceptable.
STAAR TEST TO REPLACE TAKS TEST
STAAR, State of Texas Assessments of Academic Readiness, has replaced TAKS. As the Texas Education Agency distributes information to the district about this new assessment program, we will post on the website at www.cfisd.net. TEA may not finalize all information until the beginning of the spring semester, so we encourage you to revisit the website throughout the school year. Smith Middle School is seeking community mentors to serve as positive role models for our students. Being a community mentor is extremely rewarding and only takes a commitment of 30 minutes to an hour a week to mentor/meet with one of our 6th, 7th or 8th grade students. Mentors must attend a one-time district orientation before they begin mentoring at the school. Then, it just takes 30 minutes a week to truly make a difference in the life of a child. Once you have completed the training and background check, an administrator at Smith will work with you to match you with a student who would be the best fit for you. If you enjoy working with children and making a true difference in people’s lives, the mentor program at Smith Middle School is just for you!! We are especially looking for quality male mentors to serve as role models to our male students. District mentor training dates are being held on the following dates this school year: Jan. 26th, Feb. 7th and March 22nd. Langham Creek Cheerleaders
The annual Langham Creek Cheerleader Cheer Clinic held on October 15th was a huge success! Approximately 100 participants came to enjoy learning about the cheerleading talents our girls display everyday and to meet and get a picture with, our outstanding Lobo mascot. The parents enjoyed the “show off” at the end of the clinic, as well as, seeing the kids perform on the sidelines with the Lobo cheerleaders at the JV game on October 19th! Thank you to everyone who came to the clinic - it really is a fun event for all. The Lobo cheerleaders had some great “nature” time on Friday, November 4th, with family and friends at their annual hayride. On a beautiful, crisp night, they roasted hot dogs and made smores over campfires, played guitar and sang and just enjoyed each others company away from the lights and complications of the city. A well deserved respite for our hard working girls! On November 7th, the cheerleaders kicked off basketball season by decorating the locker room with signs, streamers and balloons! Way to pump up our players for an exciting Lobo basketball season! Go Lobos!

CRBS FLAG FOOTBALL PLAYS TOUGH Takes Second in Conference!
Clay Road Baptist School (CRBS) Middle School Flag Football team took second place in the West Houston Christian Athletics Conference (WHCAC) championship on Saturday, October 29th, held at Southwest Christian Academy. The CRBS Eagles held Calvary Episcopal School to two touchdowns in a heavily defensive game against a very tough, disciplined team until the very last play, with the final score being 20-0. CRBS played against eight teams in the WHCAC from August to October. Clay Road Baptist School (CRBS) Middle School volleyball team took the West Houston Christian Athletics Conference (WHCAC) championship on October 20, 2011, at the finals held at Logos Prep Academy in Sugarland, TX. The first match was very difficult, but ended with a win for CRBS with a score of 25-23. Calvary Episcopal School won the second match with a score of 25-15. During the final match, which led to the championship title, Samantha Skrehot hit a “hotspot” with 12 straight serves leading CRBS to a championship win with a score of 15 -2. CRBS played against twelve teams in the WHCAC from August to October.

Dean Unsicker of Rosehill Christian School presented a check to St. Luke’s Community Hospital during a recent football game. RCS raised $900 through t-shirt sales to benefit breast cancer research. The Cy-Fair Holiday & Health Festival is held in conjunction with the Layla Grace 5K. Layla Grace Marsh lost her battle with Neuroblastoma at age 2. Her parents, Cypress residents, formed the Layla Grace Children’s Cancer Research Foundation to fund research into high-risk pediatric cancers and to empower parents who have children diagnosed with cancer. The Layla Grace 5K Run/Walk and Kids One Mile Run Run begins and ends at the Berry Center. Entry fee for the 5K Run/Walk is $25 and for the Kid’s 1 Mile Fun Run, only $15. Jordan Merecka was born with multiple congenital heart defects, including Dextrocardia (his heart was on the wrong side of his chest). As a child, he experienced two open chest surgeries, several surgical revisions and an implantable defibrillator. For many years after his early surgeries, Jordan was able to live an active childhood. As a teen, he enjoyed hunting and fishing with his father and at school, he participated in FFA (Future Farmers of America). But, in September 2010, Jordan’s heart began to fail and he was placed on a waiting list for a heart transplant. With medical treatment, he was able to attend school as he waited. At the start of 2011, the senior at Cypress Woods High School was looking forward to three major milestones in his life: his prom on May 27th, his eighteenth birthday on May 29th and his graduation on June 5th. In April 2011, his health took a turn for the worse and he was admitted to Texas Children’s Hospital with heart failure symptoms and kidney insufficiency. He critically needed a heart transplant. Over the weekend of May 21st, all of his organs began to fail acutely and he could not breath on his own because his heart was so weak. On May 22nd, Jordan received

the Total Artificial Heart that saved his life. Jordan missed his prom, but thanks to a diligent heart-failure team and the availability of the artificial heart, he celebrated his birthday at Texas Children’s on May 29th - a week after his surgery. On June 5th, Jordan watched his graduation ceremony online while his 16-year-old sister walked across the stage to accept his diploma on his behalf. His class rose to their feet for a standing ovation. Jordan has been accepted at Texas A&M University Galveston and looks forward to studying marine biology. But for now, Jordan’s focus is on gaining his strength and being ready for his new heart.

Houston Fire Fighters Making Houston the City with the Biggest Heart FOR MDA
It’s official, Houstonians through the Houston Fire Fighters raised a record breaking $509,961 for the Muscular Dystrophy Association making them the #1 Fill-the-Boot department in the country for the last 9 out of 10 years raising more than $6.3 million during that time. For more than 50 years fire fighters have helped MDA by filling their boots with donations from the citizens of their community. Houston Professional Fire Fighters Local #341 will begin their 2012 Fill-theBoot fundraising campaign for the Muscular Dystrophy Association on Saturday February 11, 2012 during the hours of 10 AM and 2 PM. Fire Fighters will also be out March 10th, April 14th and May 12th to collect funds for the campaign. The Fire Fighters rely on support and donations from the community for the success of the campaign. Proceeds raised during the street-side campaign will help support MDA services and research programs, including MDA’s outpatient clinics at Texas Children’s Hospital and The Methodist Neurological Institute. Money raised from Fill-the-Boot also sends young people ages 6-17 to MDA summer camp, held in Burton, Texas. Support & Help Groups St. Cuthbert Episcopal Church DivorceCare and DivorceCare for Kids
DivorceCare (for adults) and DivorceCare (for Kids) will be starting at St. Cuthbert Episcopal Church. These programs provide Christcentered help for adults and children (grades 1-6) struggling with the hurt and pain of divorce and separation. They are Christian-based support groups designed to help process and bring healing and will begin at St. Cuthbert’s on Sunday, January 9th from 4:00-6:00 PM for twelve consecutive weeks. There is a $15 registration fee for each group that covers an activity book and snacks for the program and can be paid at the first session. Scholarships are available. How would you feel if you saved a kid’s life? StandUp For Kids is an all volunteer organization dedicated to saving the lives of at-risk and homeless kids through volunteer outreach efforts. Our volunteers search the streets in order to find, stabilize and otherwise help homeless and street kids improve their lives. Every day throughout the US thirteen kids die on the streets from abuse, disease and suicide. According to recent statistics Houston has up to 2,500 kids living on the streets at any given time. Texas has the highest rate of homeless youth in the U.S. StandUp For Kids needs supplies for our Houston program, which provides food, clothing, counseling and a safe environment for the homeless youth of Houston. The Mothers of Young Children (MYC) group was organized by St. Cuthbert Episcopal Church to minister to families with young children throughout the Northwest Houston community. WANTED! A FEW GOOD MUSICIANS! The Sounds of Cypress Band, formerly known as the Cy-Fair Community Band, is producing beautiful sounds, having fun as a group and seeking new members who just love to play music. So dust off your musical instrument and come out for practice on Tuesday nights at 7 PM at the Lone Star College College-CyFair campus in the Fine Arts Building. The Cy-Fair Community Band was initiated about three years ago, with approximately five or six musicians coming together to explore their common interest in music and their enjoyment of playing together. They have evolved into an accomplished group of band members and have recently changed their name to Sounds of Cypress. DeeDee Flores is director of group. By day she is a band director at Plummer Middle School. Her ability has led the group to develop polished performances, which they are anxious to share. The Environmental Protection Agency (EPA) estimates that about 220 million tons of old computers and other technology hardware are trashed in the U.S. every year. At the same time, 43% of US households do not have a computer at home. This huge disparity is commonly referred to as the Digital Divide. La-fundacion.net in partnership with community organizations throughout Texas, is trying to bridge the gap by placing donated computers in the hands of those who do not have access to technology. La-fundacion.net collects donated computers that once refurbished, upgraded and loaded with legal copies of Windows are provided to organizations like The Women’s Home of Houston, churches, community centers or directly to Public School Children who do not have a home computer in partnership with Public Schools such as Houston’s Hamilton Middle School. Recycling your old computer or other electronic equipment is a great way to help those who cannot afford access to technology, but it can also help keep the environment free from dangerous pollutants and can even mean a few extra dollars in your pocket at tax time. Residents of Harris County must be aware of the regulations adopted by Commissioners Court to meet the standards of the “Texas Rabies Control Act of 1981.” This ordinance, enforced by Veterinary Public Health (formerly called Harris County Animal Control) is designed to protect the health and welfare of Harris County residents. • Requires the annual vaccination and registration of all dogs and cats four months of age and older. Vaccinated within the last twelve months, or; Vaccinated within the last 36 months provided that the animal was vaccinated twice within 12 months and the last vaccination was with a licensed 3-year vaccine. • Requires dogs and cats to be physically restrained at all times, without access to the sidewalks and streets. • Sets a REGISTRATION FEE for all dogs and cats: Updated 8/2011 $15 LIFETIME: for neutered dogs and cats. Proof of neutering required. $15 LIFETIME; for dogs and cats belonging to persons 65 years of age or older. •NOTE: All pets with lifetime registration must be vaccinated yearly against rabies. $75 Triennial License: for dogs and cats with qualifying vaccination status. Must provide proof of two rabies vaccinations within 12 months and the last vaccination must be with an licensed 3-year vaccine $25 ANNUAL: fee for all other dogs and cats. $5 REPLACEMENT fee for Harris County tag. Sets an IMPOUNDMENT FEE plus a boarding fee to be charged for each animal picked up. Owner may also be issued a citation for allowing the animal to run loose. OTHER • Impounded animals shall be kept three days to allow the owner time to redeem them. • The occupant/head of household of any premises on which a dog or cat remains for a period of seven days is presumed to be the owner of that animal. • All animals suspected of rabies, or animals that bite, scratch or otherwise attack any person shall be impounded at the discretion of the County Health Officer, for a period of ten days under veterinary observation. • Violators of any provision of this order are guilty of a misdemeanor and are subject to a fine of up to $200 in a Justice of the Peace Court.
