If you haven’t yet paid your Westgate fees for 2016 and anticipate not being able to pay on time, be sure to call PCMI (281-870-0585) to discuss getting on a payment plan before more fees are tacked on - from the attorney, etc. $605 can turn into $1,000+ very quickly. Even if you don’t think you can pay all at once, you need to call PCMI to make payment arrangements; DON’T WAIT and cost yourself MORE money. These dues help pay for landscaping, electricity, water, refurbishing and adding amenities and pool management, among other things. It helps Westgate continue to be a great community with stable or increasing property values. If you’d ever like details of how your dues are spent, you can always ask our management company. Also, go to our annual meeting and you will receive a copy of the budget and actual expense list as well as a list of assets.

Having good Board members can make a big difference in the quality of life in a neighborhood. They need to have common sense, care about the community and be willing to go to monthly meetings to conduct business.
HARRIS COUNTY MUD 70 ELECTIONS
Hey Westgate neighbors! There are TWO POSITIONS up for election on our MUD district Board. Elections are typically in May. Interested parties need to contact the MUD district’s attorney’s office, Schwartz, Page and Harding as soon as possible to be included in the election. Neither of these positions is currently held by residents from Westgate; one is not a resident of either subdivision. As residents, we pay a significant amount of taxes to this entity, so it would best be served by people who live here. MUDs I’ve lived in typically work with neighborhoods they serve to improve the area as well as make decisions on upkeep on its water related assets. I imagine that the deadline to register is SOON, so jump at the chance! This position even PAYS you for going to meetings, so you can have a say in how our tax money is handled and be compensated for your trouble. Even if you’re not interested in running, we need to make sure all our neighbors know to vote. Keep an eye out on our Facebook page and website to know when the deadline to enter is and when the election is.
NEW FINE POLICY FOR DEED RESTRICTION VIOLATIONS
Beginning in 2016, Westgate will be instituting a new fining policy for deed restriction violations. Our bylaws give approval to do so. After researching other neighborhoods’ fining policies and working with our attorney to ensure we comply with state law, the Board voted to approve this step. Why did the Board feel this step was necessary? Our job is to do what we can to keep up property values in our community; some violations, when notification letters are ignored, pull down the overall appeal of our neighborhood. While some violations must be sent to the attorney, others can be addressed with fines and hopefully avoid attorney expenses. Fines also address the cost of repeated notifications and further necessary actions; in other words, if someone ignores notification letters, they pay for causing further actions with the fines. The details will be available once the Fine Policy document is filed with Harris County, but the policy is essentially this: • One notice of violation is mailed to homeowner. • After 30 days, certified Notice of Non Compliance letter is sent to homeowner. $50 fine assessed. The homeowner can request to be heard by the Board.

The Board can then send the matter to the attorney. • In certain circumstances, the Board can forgo the initial notice; for instance, if the violation is considered “uncurable” by the state (i.e. garage sale, fireworks or something that is a safety issue) or the same violation notice was sent within a previous period. At any time, anyone can request clarification on a violation by calling our management company, PCMI. More specifics will be available on this policy soon. ANNUAL HOMEOWNERS’ ASSOCIATION MEETING IN MARCH WATCH FOR YOUR PROXY IN THE MAIL
The Westgate HOA will conduct its Annual Homeowners’ Meeting in March. The meeting will be at the Richard and Meg Weekley Community Center (8440 Greenhouse Rd. - right around the corner from Longenbaugh) on the fourth Thursday of the month, as usual; that’s March 24th. Registration begins at 6:30 PM and the meeting begins at 7 PM. You should receive a proxy for this meeting in the mail. It is EXTREMELY IMPORTANT to achieve that 5% attendance quorum at the Annual HOA meeting. A quorum of residents MUST BE REPRESENTED AT THE MEETING FOR BUSINESS TO BE CONDUCTED, including the election. You can represent your home by attending the meeting in person or by returning your proxy BEFORE the meeting. Feel free to email the HOA Board President Kimberly McGaughy if you have any questions or need your proxy picked up: Kimberly@westgatetx.net. You may also have someone come to your home to ask for your proxy for purposes of collecting enough to achieve a quorum. If you are having your proxy picked up, please put it in a sealed envelope. At the time of turning in this article, I haven’t yet seen the actual proxy, but residents will have the opportunity to vote for a Board position on the proxy. One Board position is up for election. Whoever wins that position will serve a two-year term. The deadline to submit your name for the election is February 15, 2016.

PROCEDURE WHEN FILING A REPORT WITH THE SHERIFF’S DEPT.
If you ever have to file a report with the Sheriff’s Department, whether after calling 911 or the nonemergency number (713-221-6000), be sure to let the deputy know that Westgate has a contract with the Sheriff’s Dept. through our MUD district (Harris County MUD #70). That way, the incident will be reported to our contract deputies, giving them information on what to look for in our community. Also, be sure to report the issue to our Crime Watch committee at crimewatch@ westgatetx.net. They discuss the problems with our deputies as well.

Have you ever needed to call someone for repairs or to have work done, but you didn’t want to just pick someone out of the yellow pages? Well, we’ve begun a document that is our neighborhood’s personal “Angie’s List:” “Recommended Tradespeople And Businesses.” All people and businesses listed on it are recommended by people in Westgate who have had personal experiences with them. We also have a list for businesses actually owned by Westgate residents called “Westgate Residents who provide Services.” If you are a resident who owns a business, provide a description of your services, price range, history of your business, etc. Support your neighbors by checking it out; you might find what you need very close to home! CCS SENIOR PRESENTS ROTARY LOMBARDI AWARD CCS varsity football kicker Landen Nealy was chosen to announce the winner of the 46th Rotary Lombardi Award, given to the nation’s best collegiate offensive/defensive lineman or linebacker. Nealy was selected to present the prestigious award because of his efforts to honor a former CCS football teammate, Vincent Salario, by raising funds for cancer research. CCS head football coach Jacob Spenn said, “We tell our players that being part of a team is being part of something bigger than ourselves.” The CCS football program focuses on building godly men who will impact their culture for Christ. Coach Spenn and the CCS football players in attendance were recognized as Nealy and Vincent’s parents, Gregory and Lei Ann Salario, were brought on stage. The Rotary Lombardi Award was presented to Carl Nassib of Penn State.

The first evaluation will be Monday, Tuesday and Thursday Nights, February 22nd, 23rd and 25th, between 5-6:30 PM. The last evaluation will be Saturday, February 27th between 9-11 AM. It only takes a few minutes for us to run them through the drills and then we will contact each player the week before they begin practices. After Monday, February 29th, we cannot guarantee a place on a team. They will practice for one hour a week on a Monday, Tuesday, Thursday or Friday. Practices begin the week of March 21st and the league runs through May 21st. The early cost will be $80 for those registering before February 23rd. After February 23rd, the cost will be $90.

Kids’ Track Team season starts February 15th. The Northwest Flyers Track Club is now registering new and returning athletes for the 2016 spring and summer track season. All athletes new to the sport who are not on school track teams must pass a fitness test at their first practice in order to join the team. Practices are held on Mondays and Thursdays at Cypress Creek High School track, 9815 Grant Rd., Houston. You are invited to St. Cuthbert Episcopal Church’s Shrove Tuesday Pancake Supper on February 9th from 5:30-7 PM. We will eat pancakes and play bingo! Shrove Tuesday originated during the Middle Ages. Food items like meats, fats, eggs, milk and fish were regarded as restricted during Lent. To keep such food from being wasted, many families would have big feasts on Shrove Tuesday. The English tradition of eating pancakes on Shrove Tuesday came about as a way to use as much milk, fats and eggs as possible before Ash Wednesday began. In France, the consumption of all fats and fatty foods on this day coined the name “Fat Tuesday” or Mardi Gras. Sharing Our Story Lenten Program - All are invited to St. Cuthbert Episcopal Church’s Lenten program, Sharing Our Story. The program will be offered for four Wednesdays in Lent, beginning February 17th through March 9th from 6:30-7:30 PM. We will hear a testimony from a speaker who will share with us their story. We will conclude with Holy Communion and healing prayers. Cornerstone United Methodist Church has partnered with Fiest Elementary School to provide assistance to disadvantaged students attending this elementary school located. More than 50% of the students attending the school are classified as “below the poverty level.” In order to assure that these students have the school supplies they need, the “Friends of Fiest” at Cornerstone have established a “Cornerstone Closet for Fiest.” This is an ongoing project whereby a stockpile of supplies is maintained so that when students deplete their initial supply and families cannot afford to replenish their needs, teachers can draw from the stockpile in the “Closet” to provide needed items. Currently the most needed items are composition books, pencils, glue sticks and facial tissue. Contributions can be dropped off in the church office or placed in the “Closet for Fiest” bend in the lobby of the worship center. All contributions are welcomed. Epiphany Bingo has been conducting bingo games on the west side since February 14, 1986. Epiphany conducts their bingo games every Friday night except holidays. On February 13, 2016, the Cy-Fair Educational Foundation (CFEF) will hold its 8th Annual Salute to Our Heroes Gala at the Omni Hotel. Joe Myers Ford Lincoln is generously underwriting this gala that honors the brave men and women who have served to protect our freedom and liberty. Salute to Our Heroes has raised more than half a million dollars over the past seven years. Proceeds from this event have funded three endowed scholarships. Saturday and Sunday, April 16th & 17th, 10 AM to 5 PM, those big, old airplanes with the mighty round engines will be flying again as the Commemorative Air Force’s Houston Wing presents its 2016 Open House at Hangar B-5, West Houston Airport. Bring the family and get up close and feel the prop wash and hear the noise as radial engines power these WWII aircraft. See some of the old planes your father, grandfather or grandmother learned to fly for World War II. We expect to have 15 - 20 historic aircraft on display along with several WWII military vehicles.

Start the new year off with a HEALTHY attitude by becoming a Master Wellness Volunteer. The Master Wellness Volunteer (MWV) program is an engaging 4-day series, designed to provide participants with 40 hours of research-based education, delivered through engaging, fun and interactive workshops. The training topics are: nutrition, dietary guidelines, food safety, heart disease, diabetes, healthy lifestyle choices, adult and child health and much more. After completing the 40 hours of training, individuals may volunteer in their community, worksite or school by conducting presentations, assisting with healthy cooking demonstrations, serving on Extension planning committees, distributing information at health fairs, working with schools, etc. Previous health or wellness training is not required but an interest in living healthier and helping others do the same is a must. How would you feel if you saved a kid’s life? StandUp For Kids is an all volunteer organization dedicated to saving the lives of at-risk and homeless kids through volunteer outreach efforts. Our volunteers search the streets in order to find, stabilize and otherwise help homeless and street kids improve their lives. Every day throughout the US thirteen kids die on the streets from abuse, disease and suicide. According to recent statistics Houston has up to 2,500 kids living on the streets at any given time. Texas has the highest rate of homeless youth in the U.S. StandUp For Kids needs supplies for our Houston program, which provides food, clothing, counseling and a safe environment for the homeless youth of Houston. SPECIAL CHEERS NEEDS VOLUNTEERS
Special CHEERS is a 501(c)(3) non-profit organization dedicated to providing Occupational Therapy to children with special needs of all ages living in and around the greater Houston area. Our facility is unique in that we utilize animals, including horses, dogs, goats, pigs, lambs and rabbits as an integral part of each child’s therapy treatment plan. Being a non-profit organization, we are constantly looking for extra help around the farm. Therefore, Special CHEERS would like to welcome all high school and college-aged students interested in working with both children and animals to volunteer after school, on the weekends or seasonally (i.e., summer camp). FOSTER CHILDREN: PREPARATION FOR ADULT LIVING (PAL)
When foster children reach age 18, they are considered independent. That’s difficult for kids who have been wards of the state, with necessities arranged by caseworkers with state funds. Now they’ll have to figure out how to organize themselves and make their money last a whole month. Fortunately, Child protective Services offers them a program to help prepare for independence: Preparation for Adult Living (PAL). The year-long course culminates in an all-day workshop hosted by the National Council for Jewish Women (NCJW). The course is held at Junior Achievement’s BizTown, using computer kiosks sponsored by local businesses. Baked Alaska
You could make this on National Baked Alaska Day February 1st! INGREDIENTS: 2 quarts vanilla ice cream, softened 1 (18.25 ounce) package white cake mix 1 egg 1/2 teaspoon almond extract 8 egg whites 1/8 teaspoon cream of tartar 1/8 teaspoon salt 1 cup white sugar DIRECTIONS: Line the bottom and sides of an 8-inch round mixing bowl or deep 8-inch square container with foil. Spread ice cream in container, packing firmly. Cover and freeze 8 hours or until firm. Preheat oven to 350 degrees F (175 degrees C). Grease and flour an 8x8 inch pan. Prepare cake mix with egg and almond extract. Pour into prepared pan. Bake in preheated oven according to package instructions, until center of cake springs back when lightly touched. Beat egg whites with cream of tartar, salt and sugar until stiff peaks form. Line a baking sheet with parchment or heavy brown paper. Place cake in center. Turn molded ice cream out onto cake. Quickly and prettily spread meringue over cake and ice cream, all the way to paper to seal. Return to freezer 2 hours. Preheat oven to 425 degrees F (220 degrees C). Bake the Alaska on the lowest shelf, 8 to 10 minutes or until meringue is lightly browned. Serve at once. Source: allrecipes.com, Submitted by: Shirleyo
