DIFFICULTY PAYING YOUR ANNUAL DUES?

If you haven’t yet paid your Westgate fees for 2016 and anticipate not being able to pay on time, be sure to call PCMI (281-870-0585) to discuss getting on a payment plan before more fees are tacked on - from the attorney, etc. $605 can turn into $1,000+ very quickly. Even if you don’t think you can pay all at once, you need to call PCMI to make payment arrangements; DON’T WAIT and cost yourself MORE money. These dues help pay for landscaping, electricity, water, refurbishing and adding amenities and pool management, among other things. It helps Westgate continue to be a great community with stable or increasing property values. If you’d ever like details of how your dues are spent, you can always ask our management company. Also, go to our annual meeting and you will receive a copy of the budget and actual expense list as well as a list of assets.

DEADLINE FOR HOA BOARD ELECTION IN MARCH

At the Annual Homeowners’ Meeting in March, one position on the HOA Board of Directors is up for election. Tom Rowley is in this position currently. If you are a Westgate homeowner and you’d like to run for this position, you MUST submit your INTENT TO RUN BY February 15, 2016 to PCMI by contacting Mary Carey at mary.carey@STservices.com (also copy the Board at board@westgatetx. net) or calling 281-870-0585 (PCMI). If you have any questions about what Board directors do, feel free to email us. HOA Board members should be residents who want to help steer Westgate right and protect their investment. Having good Board members can make a big difference in the quality of life in a neighborhood. They need to have common sense, care about the community and be willing to go to monthly meetings to conduct business.

Hey Westgate neighbors! There are TWO POSITIONS up for election on our MUD district Board. Elections are typically in May. Interested parties need to contact the MUD district’s attorney’s office, Schwartz, Page and Harding as soon as possible to be included in the election. Neither of these positions is currently held by residents in either subdivision, but by people who do not have a vested interest in our area because they do not live here. As residents, we pay a significant amount of taxes to this entity, so it would best be served by people who live here. MUDs I’ve lived in typically work with neighborhoods they serve to improve the area as well as make decisions on upkeep on its water related assets. I imagine that the deadline to register is SOON, so jump at the chance! This position even PAYS you for going to meetings, so you can have a say in how our tax money is handled and be compensated for your trouble. Even if you’re not interested in running, we need to make sure all our neighbors know to vote. Keep an eye out on our Facebook page and website to know when the deadline to enter is and when the election is.

NEW FINE POLICY FOR DEED RESTRICTION VIOLATIONS

Beginning in 2016, Westgate will be instituting a new fining policy for deed restriction violations. Our bylaws give approval to do so. After researching other neighborhoods’ fining policies and working with our attorney to ensure we comply with state law, the Board voted to approve this step. Why did the Board feel this step was necessary? Our job is to do what we can to keep up property values in our community; some violations, when notification letters are ignored, pull down the overall appeal of our neighborhood. While some violations must be sent to the attorney, others can be addressed with fines and hopefully avoid attorney expenses. Fines also address the cost of repeated notifications and further necessary actions; in other words, if someone ignores notification letters, they pay for causing further actions with the fines. The details will be available once the Fine Policy document is filed with Harris County, but the policy is essentially this: • One notice of violation is mailed to homeowner. • After 30 days, certified Notice of Non Compliance letter is sent to homeowner. $50 fine assessed. The homeowner can request to be heard by the Board. • After 30 more days, another notice of violation is sent and $100 fine assessed. The Board can then send the matter to the attorney. • In certain circumstances, the Board can forgo the Notice of Non Compliance; for instance, if the homeowner has received the same notice of violation within a certain period. At any time, anyone can request clarification on a violation by calling our management company, PCMI. More specifics will be available on this policy soon. LETTER FROM THE HOA PRESIDENT

Hello Westgaters! I wanted to touch base with our residents about a few important issues. First, as a result of all the research of the crime watch committee and input from residents concerned about crime, the Board decided to initiate our own contract with the Harris County Sheriff’s Office, independent of MUD 70. This contract provides a deputy that answers directly to Westgate and provides a point of contact for Westgate for information from the sheriff’s office that we didn’t have with MUD 70. Also, this additional deputy covers Westgate only on a 70/30% basis. Since this contract deputy is an ongoing cost, not a one time cost, the Board voted to raise our maintenance fees to cover it; we raised the fees by 10% to $605 for 2016. This increase allows Westgate to increase services but maintain financial health. Over the last year, we’ve begun several large projects to improve Westgate and we are continuing this process to maintain or increase our property values. • The most recent one undertaken is finishing more sidewalks in HOA common areas. Long areas along Westgate Park Dr. not only increase curb appeal and encourage enjoyment of our green spaces as well as fitness, but also address some safety issues for children walking to the pool. Some areas were simply left unfinished by the developer. • Other large projects we’ve undertaken include replacing and repairing the fences along common areas to maintain or improve curb appeal, improving water efficiency in our sprinkler system by installing Water Logic systems and adding cool deck finishing to our pool area. • We are also finalizing plans to add park equipment and refurbish our landscaping at entrances. • Finally, we have continually worked to maintain our parks and uphold deed restrictions, especially those that affect curb appeal in our neighborhood. We have to work within the time restrictions provided by the state, but it helps when residents report repairs that need to be done or egregious violations that need attention. Very recently, the Board approved instituting fines as allowed by

our founding documents to encourage adherence to our deed restrictions, thus improving the look of our neighborhood. • We also have been working to collect monies owed to the neighborhood by residents who have neglected paying their dues. Some of these were backlogged due to KB being in control of the neighborhood until the end of 2013 and the lawyers have been playing catch up. We’ve had many lawsuits filed to address this. We are also keeping an eye on those costs, interviewing other law firms to make sure we are getting the best return on our money spent there. All of these projects cost money, but the return is positively maintaining or increasing our property values, really as an investment in our future. One final area of concern, Harris County MUD 70, the MUD that includes Westgate and Paddock, is holding elections on two positions in the spring. Neither of these positions is currently held by residents in either subdivision, but by people who do not have a vested interest in our area because they do not live here. MUD’s I’ve lived in typically work with neighborhoods they serve to improve the area as well as make decisions on upkeep on its water related assets. For instance, the MUD I lived in while in Katy bought land next to our neighborhood and built a very nice, large park in order to prevent commercial encroachment that might have decreased property values and livability. A great investment. We need some residents to step forward to serve on this MUD Board. The MUD has not released the deadline to put your name in the election, but it’s typically very soon. In an effort to educate our residents, we’ll periodically highlight some deed restriction or other item that needs improvement in Westgate: PARKING AND PROHIBITED VEHICLES: According to our Declarations of Covenants, Conditions, Restrictions and Easements, pg. 12-13, cars etc. must be IN WORKING ORDER, have current stickers etc. and are in daily use. Vehicles like a “boat, trailer…recreational vehicle” cannot be stored on your lot unless it is concealed; a TEMPORARY permit can be issued for certain situations. Regarding parking, vehicles MUST NOT “BLOCK A SIDEWALK”. Also, “NO MORE THAN THREE VEHICLES…may be parked on the driveway.” Any repair work to vehicles that is visible to the street MUST BE COMPLETED WITHIN 12 HOURS AND NOT OCCUR ON A FREQUENT/REGULAR BASIS, so as to prevent disorderly and unkempt appearance in Westgate. IMPORTANT NOTE: It’s been reported in some sections that residents are parking on BOTH sides of the street. While I understand the difficulties of where to park, parking on both sides of the street CREATES A DANGEROUS SITUATION. Emergency vehicles cannot pass through to save a life! PLEASE, when parking on the street, stagger your vehicles so they are NOT PARKED DIRECTLY ACROSS FROM ANOTHER VEHICLE on the other side of the street! CFISD held a special-called Board meeting on Monday, Nov. 16, 2015 to propose high school and middle school boundary changes for the 2016-2017 school year and the 2017-2018 school year as a result of opening Cypress Park High School and High School No. 12. Lobo Symphonic Band members won top honors at the Region Orchestra competition held at Cy-Fair High school on November 9th. Langham Creek Swim/Dive team traveled to Corpus Christi in November to compete in the Texas Interscholastic Coaches Assoc (TISCA) Invitational Swim meet. Lobos went head to head with 65 other schools in this qualifying invitational meet from Houston, Austin, Round Rock, Brownsville and Corpus Christi and surrounding areas. LCHS took 4th place overall in the men’s division! With each event having over 100 swimmers, it goes without saying that the competition was abundant. Even with that level of competition, Langham had 10 different swimmers finish in the finals of fourteen events. Congratulations to all qualifiers, finalist and metal winners!! We would like to invite children from 4 yrs. (as of Sept. 1, 2015) to 13 years old to join us as we enjoy another season of T-Ball, Coach, Machine and Kid Pitch. We look forward to teaching your children the skills and watching them enhance their abilities. We will offer several evaluations (skills assessment) days so we can check on their skill level and even out the teams. The ﬁrst evaluation will be Monday, Tuesday and Thursday Nights, February 22nd, 23rd and 25th, between 5-6:30 PM. The last evaluation will be Saturday, February 27th between 9-11 AM. It only takes a few minutes for us to run them through the drills and then we will contact each player the week before they begin practices. After Monday, February 29th, we cannot guarantee a place on a team. They will practice for one hour a week on a Monday, Tuesday, Thursday or Friday. Practices begin the week of March 21st and the league runs through May 21st. The early cost will be $80 for those registering before February 23rd. After February 23rd, the cost will be $90. Registration will begin January 1st.

FORWARD BASKETBALL - HIGH SCHOOL GUYS

Come join men 18 yrs and older for our men’s Outward Flag Football league coming this spring. Practice/Games will be on Saturday afternoons around 2 PM. The league will have a tournament at the conclusion of the season. Evaluations for all players will be Monday, Tuesday and Thursday, March 14th, 15th and 17th from 6-7 PM and Saturday, March 19th from 10:30-11:30 AM. These will take place on the ﬁelds behind the church. Cost for the league will be $40 per player covering cost of ofﬁcials and jersey. Copper Creek Meadows Community held a “Cookie Kickoff” for the Annual Girl Scout Cookie Sale. We celebrated the 10th anniversary of the “Lemonade” cookie and enjoyed “frosted lemonade.” We also learned fun facts about Girl Scout cookies, played games and did other activities to help develop skills such as goal planning and financial responsibility. The annual Girl Scout Cookie Sale began on Dec. 19th and continues through March. Sales of Girl Scout Cookies provide funds for individual troop activities and help to support our Council camps and a variety of programs. Proceeds from the Cookie sale help to feed and shoe the horses, maintain the sailboats and canoes and buy archery equipment. We greatly appreciate the support of our friends and neighbors! Thank you! Troop 113017 celebrated the birthday of Juliette Gordon Low, our Founder, with a pajama party on Oct 31st. The pink hats and a variety of masks added to the fun. Troop 113035 participated in a painting badge workshop at Rice University. The workshop finished with a birthday celebration and cake for Juliette! Our Leader/Daughter holiday craft event was a lot of fun for those who attended. Thanks to all who assisted with the event! Our Spring Leader/Daughter event is coming up in April. This is always a popular event, with camping, shopping and all kinds of activities. In the past, activities have included riding, rock climbing, talent show and Dutch Oven Cook-off. Can’t wait to find out what is on the schedule this year. Our World Thinking Day event is coming up in February, when we celebrate our membership in the international Scouting movement and learn about other countries. Last year, we had some very creative booths, decorations and swaps and we can’t wait to see what our troops will be doing this year! Second year Brownie Troop 16150 volunteered to decorate a float for the Great Pyrenees Rescue Group at the Brenham Christmas parade. The girls also made jingle sticks and walked with the group in the parade. These busy Brownies also joined with other Copper Creek Meadows troops who made cards, letters and drawings for soldiers serving in Afghanistan. Troops from our community also joined in creating ornaments for the Girl Scout Christmas tree at the Museum of Natural Science. This year’s theme was “Back to Nature.” Girl Scouting is open to all girls ages 5 (must be in kindergarten) through 18, who are willing to accept the Girl Scout Promise and Law. Girls may join at any age and no previous Scouting experience is required. Older girls whose schedules may not allow for participation in a troop may join as “Juliettes” (individually registered girls).

BOY SCOUT TROOP 61

Young men between the ages of 11-18 are encouraged to visit Boy Scout Troop 61 at 7:00 PM Wednesday nights at Peace Community Church, 5151 Addicks Satsuma Road, Houston, Texas, 77084. They will get a hands-on experience of what Scouting has to offer and have the opportunity to visit with the Scouts and their adult leaders to learn more about the things the troop has done during meetings and activities. Scouting activities include camping, fishing, archery, rifle/ shotgun shooting, hiking, first aid, wilderness survival, community service, citizenship, swimming, leadership, white-water rafting and much more. On February 13, 2016, the Cy-Fair Educational Foundation (CFEF) will hold its 8th Annual Salute to Our Heroes Gala at the Omni Hotel. Joe Myers Ford Lincoln is generously underwriting this gala that honors the brave men and women who have served to protect our freedom and liberty. Salute to Our Heroes has raised more than half a million dollars over the past seven years. Proceeds from this event have funded three endowed scholarships. CFEF was established in 1970 as a non-proﬁt to raise money to fund a scholarship for high school graduates in the area. Over the past 45 years, the Foundation has grown tremendously through the efforts of the Board of Trustees and the generosity of the Cy-Fair Community. The Foundation has awarded more than $6 million in scholarships to 1300 graduating seniors. CFEF is a 501(c)3 non-

January 9, 2016: The 2016 Women’s Quarter Marathon is a women’s-only race to empower women and young girls through ﬁtness and a healthy lifestyle. The Titmouse Club is a nature program for children ages 2 ½ to 5 sponsored by the Houston Audubon Docent Guild. The program is offered every Tuesday and Wednesday morning, 10 to 11 AM, from mid-September until mid-May at the Edith L. Moore Nature Sanctuary, 440 Wilchester Boulevard. You are invited to St. Cuthbert Episcopal Church’s Shrove Tuesday Pancake Supper on February 9th from 5:30-7 PM. We will eat pancakes and play bingo! Shrove Tuesday originated during the Middle Ages. Food items like meats, fats, eggs, milk and ﬁsh were regarded as restricted during Lent. To keep such food from being wasted, many families would have big feasts on Shrove Tuesday. The English tradition of eating pancakes on Shrove Tuesday came about as a way to use as much milk, fats and eggs as possible before Ash Wednesday began. In France, the consumption of all fats and fatty foods on this day coined the name “Fat Tuesday” or Mardi Gras. You are invited to the Ash Wednesday services at St. Cuthbert Episcopal Church on February 10th at 6:30 AM, 4:30 PM and 7 PM. All services have Holy Communion and the imposition of ashes. The 4:30 PM service is designed for children and their families. Ash Wednesday marks the beginning of the season of Lent, which is dedicated to reﬂection, prayer and fasting in preparation for Easter.
