2015 WESTGATE NATIONAL NIGHT OUT (NNO) PARTY

On Tuesday, October 6th, neighborhoods throughout Cypress are being invited to join forces with thousands of communities nationwide for the National Night Out crime and drug prevention event. As NNO National Coordinator Matt Peskin said, “This is a night for America to stand together to promote awareness, safety and neighborhood unity. National Night Out (NNO) showcases the vital importance of police-community partnerships and citizen involvement in our fight to build a safer nation. On National Night Out (NNO), we invite neighborhoods nationwide to join us in Giving Crime & Drugs A Going Away Party.” • From 7 to 9 PM on October 6th, we are asking our fellow Westgate residents to gather up their families, lock your doors, turn on your lights and spend the evening outside with your neighbor. • During this time the Westgate Crime Watch Committee will be hosting a Neighborhood Party at the main park, which is located at the corner of Westgate Park Dr. and Kenmark Lane. • There will be activities and gifts for the children, snacks for everyone and a number of static displays from our local law enforcement agencies, Cy-Fair Fire Department and local vendors that support personal/public safety (If resources are available). We are also looking at having an onsite shredding company, so you can bring your sensitive documents to be shredded. • Please monitor our Westgate Website (www.westgatetx.net), Facebook Community Page and Nextdoor.com for additional details over the next few weeks leading up to the National Night Out on Tuesday, October 6th, from 7 to 9 PM. WESTGATE CRIME WATCH TOWN MEETING

I want to thank the Steering Committee Puneet Saggar, Kimberly McGaughy, Kent McGaughy and Neil Staley for all their hard work and dedication to our community. I also want to thank the people from the 25 homes for coming to our crime watch meeting at the Weekley Community Center on July 30th and asking great questions and all the people who helped put away the tables and chairs so our meeting could last longer. I know some people think there is no point in signing up for crime watch. One of the reasons we want people to sign up is so that we can tell the HCSO that we have many residents paying attention to crime and are serious about keeping our neighborhood safe. By the same token, we also are paying attention to how the HCSO responds. Participating is easy. You watch out for suspicious activity and report it and any crime that occurs. We do not patrol. You can sign up by sending an email to crimewatch@westgatetx.net. Regarding recent tire thefts in our area (it’s not just in Westgate), HCSO Sgt. Wine said the first thing a neighborhood should do is to improve lighting at the neighborhood level and individual homes. So let’s talk about lighting. Driving through the neighborhood at 10 PM, we saw many dark streets and sections of streets that were dark. Check your street at

CHO’S TAE KWON DO CENTER He explained how the tire-rim thieves operate. The driver drops off someone who hides in the dark and can see if there are barking dogs, etc., the driver drives around to scope out the area, if clear, he returns to the vehicle they have selected, the guy comes out of the dark and they proceed. For those that think this committee is any more responsible for crime than each individual homeowner should come to one of the events and ask about how they can help or volunteer time and or ideas. On the topic of cameras, Sgt. Wine did not say that cameras absolutely deter or prevent crime. Crime cannot be totally avoided, but we can share that we are looking at options such as adding patrol officers or cameras as well as other options and we continue to try to get people in the neighborhood involved in crime watch to work together. The Crime Watch Steering committee has four members and a Board representative. All of the members are VOLUNTEERS and have full time jobs. 144 people have signed up to participate in Crime Watch in the past year and a half. Only 51 out of 79 streets have at least one member signed up and quite a few only have one member. Only 5-10 residents attend the mini-night outs to get know their neighbors, the officer and discuss ways to make the community safer. Several members took time off in July and August and spent time communicating with residents regarding questions, communicating with Sgt. Wine and working on the above mentioned initiatives. We volunteer because we do care. Thanks to the people who have volunteered and have taken an active role in the community.

timers however I am sure there are other good brands. The cost was about $15 or $25 each. Set your time, place the little pins for the time you want them to go on and off, then plug them in. The picture shows three timers. One has a lamp plugged into it. The green pins turn the light on, red turns it off. You can set these for anytime of the day or night. In rooms visible from the street we have lights go on and off at various times during the middle of the night. A crook outside trying to decide when is the best time to break in has a problem. Are we home? Are we awake? Do they feel lucky? We picked up ours at Lowes but we have seen them at other hardware stores.

KEEPING INFORMED ABOUT CRIME

The Westgate Crime Watch Committee would like to share information with the neighborhood and ask that this statistics be considered when thinking about our neighborhood safety. People have been concerned that they weren’t informed about the recent crime. Other than mail, which takes time and in our area is unreliable, we have Facebook, Nextdoor and the Westgate Crime Watch email list, which has a little over 100 emails. In the first part of August, 6 people have signed up for Westgate Crime Watch. We now have 141 residents from 138 homes signed up out of 1,403 homes, some we do not have email addresses for. We know many of you already watch out for your neighbors and that is wonderful. If you don’t want to join crime watch - you can sign up for Nextdoor. com and get notifications. Right now there are 375 members there. A resident can send an urgent message to other residents and it will be delivered by a text, email, whatever was selected for notification. Cypress area Facebook groups that can help keep you informed of crime in the area. The committee has hosted several mini-night outs and these average 5-10 residents (not including committee members) attending. After the recent crime and the posts about turning lights on, the

It takes watchful neighbors who communicate, a quick way to get information to residents, having a well lit neighborhood, these are things we can do now with no cost. Cameras and gates can be deterrents and help, but cost more and have limitations. Cameras are being researched. CRIME PREVENTION TIPS

These tips were sent to us from a resident, a former chair of our committee and a security expert. Thanks, David Vaughn! • Lighting is a great way to deter criminals from making your home another statistic, but consider these tips: • Automation is your friend. Try installing a dust/dawn sensor that controls you floodlights. Or a timer. • Install LED bulbs everywhere. You’ll save money and they typically put off a nice bright or soft white color which does a lot to illuminate dark patches. • Use proper signage. Most alarm companies give you two yard signs. Use them both and increase the likelihood that a criminal sees that you are protected. • Maintain your home. Ever hear the broken window theory? Sounds simple but the more run down you look the better you chances you will be a victim of the criminal element. • Vary your sprinkler system patterns to coincide with crime reported online. Example: if the crimes occurring between 10:15 PM and 11 PM, turn you sprinklers on for two shorter watering periods. You guessed it! Once at 10:15 PM or so and another at 11 PM. I know I’m not the brightest but I wouldn’t be hiding in your wet bushes for any duration. Also, the two shorter watering periods are a proven method to improve water intake for plants and reduce water waste, via run off, during droughts. • Use a timer on the table lamp, which may be visible to the street. Nothing would be more awkward or nerve wracking to a criminal than actually having to guess whether or not the homeowner is truly up at midnight or is it just a timer.

We’ve attached a few images that show the message options. • The 1st shows the home page. • The 2nd image shows the message screen. FINAL WORD ON RECENT CRIME FROM THE BOARD PRESIDENT

The Board has been looking into what to do regarding recent thefts and other crime. Some may not like that we have to shepherd the HOA funds and therefore research our options rather than rushing out and spending money rapidly. That doesn’t mean nothing is being done. If you went to the Crime Watch Meeting on July 30th, you know from what the deputies said: they are on it. Crime Watch has been working with residents to determine the best solution to prevent crime. We are discussing exactly what Westgate needs. The Board must consider several bids and suggestions because there is not just one option. It’s unfortunate that more people couldn’t come to the meeting to actually hear from the sergeant that spoke for almost two hours about how to deter crime, what the actual status is of crime in our area and how we as individuals have a responsibility as well as a community. They also have programs in place: he suggested they may have a bait car for instance, but could not, for obvious reasons, give out details, as that could get out to the criminals. Sergeant Wine also stressed that it is an individual’s responsibility to make crime less of an opportunity also. For instance, if you know you have a vehicle that has rims that are attractive to thieves, park in your garage. He spent a lot of time talking about how to make our properties less attractive to criminals. Regarding cameras specifically, the deputies said they do help in investigating the crimes: not to find the criminals, but as back up evidence when something else leads them to the criminals, like a traffic stop that leads to a suspect giving up names for who helped him get those tires in the back of his vehicle. They said they may provide

some deterrent if they notice the cameras, but not significantly. He also suggested other options in conversation with me that the Board would like to look into. It’s not accurate to say nothing is being done. However, we are not going to go out today to spend thousands of dollars without the proper evidence and research of companies. Feel free to do the things on your own property to help, such as adding cameras to individual homes. Also work with your neighbor to combine forces, something else suggested by the Sergeant. The crime watch committee is working with the Board to come up with the most effective solution. I hope that the silver lining in this will be that more people will get involved and work with us to help find the best solutions. Also I’m hoping that neighbors will work together, something the sergeant suggested was most effective. Feel free to email your suggestions to board@westgatetx.net. Crime watch will be posting topics discussed at the meeting in periodic posts. This is not a new problem. Crime happens everywhere, even in much more expensive neighborhoods. Several sheriff deputies that have spoken with Westgate Crime Watch have stated that they consider Westgate a very safe neighborhood with a very low crime rate compared to other neighborhoods in the area. The best way to combat crime is to know your neighbors and to look out for each other. Joining Westgate Crime Watch is a way to help with that. Also, when you see something suspicious, do not just ignore it; call in to the Sheriff’s Non-Emergency dispatch number (713-221-6000) if you’re not sure how important it is. When in doubt, call. If you notice things like dangerous speeders, suspicious vehicles or behavior, etc., it helps the deputies if you call and report it; that way they know the locations and times problems occur, so they know where and when to patrol more.

Some ideas to help with security: • Keep vehicles in the garage. • Leave front outdoor lights on overnight; some sections in Westgate seem much darker than others. Shine a light on crime! • Install motion-sensitive lights. • Some choose to install security cameras. Residents have discussed many other ideas on our group page, so join up and stay connected. It’s time again for our Westgate Garage Sale; this year, the fall event will happen on Saturday, October 17th. So while you’re cleaning, go through that extra “stuff” you have in your closets, de-clutter your house and make some extra money! That week, we’ll have signs out at the entrances of the neighborhood to advertise the event for the community. You can put additional signs to direct people to your house, but please remove them after your sale is over.

PROCEDURE WHEN FILING A REPORT WITH THE SHERIFF’S DEPT.

If you ever have to file a report with the Sheriff’s Department, whether after calling 911 or the nonemergency number (713-221-6000), be sure to let the deputy know that Westgate has a contract with the Sheriff’s Dept. through our MUD district (Harris County MUD #70). That way, the incident will be reported to our contract deputies, giving them information on what to look for in our community. Also, be sure to report the issue to our Crime Watch committee at crimewatch@ westgatetx.net. They discuss the problems with our deputies as well.

Have you ever needed to call someone for repairs or to have work done, but you didn’t want to just pick someone out of the yellow pages? Well, we’ve begun a document that is our neighborhood’s personal “Angie’s List:” “Recommended Tradespeople And Businesses.” All people and businesses listed on it are recommended by people in Westgate who have had personal experiences with them. We also have a list for businesses actually owned by Westgate residents called “Westgate Residents who provide Services.” If you are a resident who owns a business, provide a description of your services, price range, history of your business, etc. Support your neighbors by checking it out; you might find what you need very close to home! CCS varsity cheer squad

CYPRESS CHRISTIAN SCHOOL READY, SET, SERVE OTHERS

CCS students enjoy serving others whenever possible. Recently two groups of students took the opportunity to really make a difference in the lives of children in our city and across the world. They encourage you to get involved wherever and whenever you can to help make someone’s life “better today than it was yesterday.” CCS sophomores John Ethan Baldwin, Scott Steinhauser and Lauren Beach traveled to Belize with their church youth group. One part of the group worked primarily on construction, while others focused on a VBS (Vacation Bible School) with the village children. John Ethan was one of the main builders for a cabin the majority of the week and he helped out in various other construction projects - always giving 100% even when it meant digging a deep trench all day. Scott served on the VBS and construction teams. He even let the girls dress him up to dramatize the Bible story. He interacted with the children and always made himself available to serve in other areas. Lauren spent the week helping with VBS. She set up crafts and talked with the children to make sure they understood the story. Four Belize children accepted Christ, one of which Lauren prayed in Spanish with (thanks to Mrs. Hall’s CCS Spanish class). The VBS started with a little over 20 children and ended with 56 (actually 70 if you count the teenage boys who played “fútbol”). The cabin was fully built, new basketball goals were installed, water line and electrical trenches were dug and several trees were removed. John, Scott and Lauren agree that it was a great week and they look forward to their next mission trip. The CCS varsity cheer squad spent one of their camp days at Kids’ Meals Houston. They were able to pack more than 2,200 lunches for local children who normally would not have a lunch. The cheerleaders encourage others to make a difference by volunteering at Kids’ Meals or other non-profit organizations that help feed hungry children.

Young men between the ages of 11-18 are encouraged to visit Boy Scout Troop 61 at 7:00 PM Wednesday nights at Peace Community Church, 5151 Addicks Satsuma Road, Houston, Texas, 77084. “What’s wrong with this picture?” is the playful theme and question attached to each show in Houston Family Arts Center’s (HFAC) 2015-2016 season. Entering its 10th mainstage season, HFAC orchestrated a line-up of all-encompassing shows that highlight the theatre’s award-winning musical expertise, all while enveloping theatre experiences full of odd, zany, mystical and dramatic turmoil audiences love. The first half of the season as follows: September 4-27, 2015: “Lend Me a Tenor” Set in the 1930s, hysterical chaos on a truly operatic level ensues when a world-famous tenor presumably goes missing on the biggest night in the Cleveland Grand Opera’s history. October 16-November 8, 2015: “Into the Woods” The fairy tale classics of Cinderella, Jack and the Beanstalk, Rapunzel and Little Red Riding Hood are weaved into an original, charming, musical tale of a couple’s journey to break a wicked witch’s curse. Will the baker and his wife be able to break the witch’s spell? November 27-December 20, 2015: “It’s a Wonderful Life” George Bailey spends his life giving up big dreams on behalf of his community. Overwhelmed by family obligations, George uncovers an opportunity to save his town but a mistake finds himself in a disparaging situation. VFW VOICE OF DEMOCRACY A NATIONAL ESSAY COMPETITION

The Voice of Democracy essay is a National Competition created in 1947 to allow high school students in grades 9-12 to voice their opinion on their responsibility to our nation. The theme for 2015 is: “My Vision for America.” Students from public, private and parochial high schools and home schooled students, in the U.S. and in American high schools overseas may enter. The oral presentation must be not less than 3 minutes and no more than 5 minutes in length, spoken in English and recorded on the media specified on the application form, with no background noise or enhancements. The essay cannot contain the student’s name, city, state, grade level or refer to their nationality. Entries must be received no later than midnight Nov. 1, 2015.
