BOARD APPROVED COMMITTEES AND DESCRIPTIONS

Social Committee Assist the community in creating, implementing and supporting events and activities. These events include, “Egg”stravaganza, Cookies with Santa and more! Landscape Committee The primary role is to support a social club for landscaping ideas, also known as the Garden Club. They are responsible for inviting horticulture guest speakers for community events and sharing a general interest in landscaping. They also assist with the Holiday Decoration Yard Contest.

COMMUNICATIONS COMMITTEE

To assist the community in creating, implementing and supporting communication efforts including the newsletter, intranet and section leaders and block captains. They also assist with the Holiday Decoration Yard Contest. Traffic/Safety Committee Assists with safety and awareness within the community, making recommendations to the Board for placement of stop signs and speed humps. Adopt a School Committee Provides recommendations to the Board of Directors for the donation of AAS funds to the schools within that community for educational school items, such as computers, library books, etc. These funds also may be allotted for enhancements within the community such as sidewalks, playground areas or other improvements that will benefit the students of the community.

RULES OF THE ROAD FOR WESTHEIMER LAKES AND WESTHEIMER LAKES NORTH

This is a reminder…. The operation of motorized vehicles (ATV’s, dirt bikes, golf carts, etc.) other than mowing equipment on pathways or trails maintained by the Association or any other Common Area within the community is not allowed. According to the Texas department of public safety: • ATV’s are not allowed on a street and an operator crossing a street must have a valid driver’s license. • Golf carts are allowed on roads, but must obey all traffic laws including speed limits. If operated on a road the golf cart must have a license plate and the driver

must have a valid driver’s license and proof of insurance. • Mopeds and motor assisted scooters are treated as regular bicycles. All vehicles used on roads must obey traffic laws including stop signs and speed limits. For additional information on this subject go to www.txdps.state.tx.us/msb/pages/ Electric.htm. BASKETBALL GOALS

Basketball is a fun sport that many like to play. As a reminder, please make sure that all basketball goals are kept in an upright position in your driveway. Basketball goals should not be left in the street at anytime or left on the side of your home when not in use. Leaving Basketball goals in the street can be a nuisance to drivers in the community and a hazard should there be a need for an emergency vehicle to gain access to your street. Please note this is also a violation of deed restrictions and if you receive violation letters regarding this matter you could be sent to the attorney and be liable for those charges.

CANYON GATE EZ TAG LANE ACCESS

Please be patient when approaching the EZ Tag barrier arm and obey the signs. After stopping at the stop sign, proceed slowly and wait until the barrier arm opens fully. Bumping or hitting the barrier arm causes costly and unnecesary repairs to the Association. If there is a car in front of you, please remain at the stop sign until the car has gone through the arm and the arm is closed. The barrier arm closes after each vehicle every time.

WESTHEIMER LAKES – GATE ATTENDANT ENTRY TIPS

• EZ TAG LANE (RIGHT LANE) is for EZ Tag stickered vehicles ONLY that are residents and have registered at the onsite office. • Residents with a Westheimer Lakes vehicle windshield sticker must enter by way of the Gate attendant only. (2 lanes under the cover). • Visitors must enter through the visitor lane (far left lane) nearest the building and must be signed in by the Gate attendant. If the gate attendant is not on duty, the EZ tag lane is left open and visitors can enter the community. * Contact the SplashPad Texas onsite office at 832-222-2355 to register or for more general information *

CANYON SPRINGS AND CANYON FALLS GATES

The Canyon Springs and Canyon Falls Gates EZ Tag Entry lanes are for registered resident entry only via electronic EZ Tags

Electronic entry tags, including credit card size Access Cards and telephone home number registration services are available to all Canyon Springs and Canyon Falls residents at the SplashPad office Tuesday through Saturday. Call 832222-2355 for more details. The entry will remain open during the day while sales and construction of new homes are in operation and gates will close at night. The gated areas may be accessed three (3) ways; with EZ Tag or fast pass tags, Access Card (reader is located at the dial up box in the left lane) or you may dial the home code on the telephone 10 key pad. If someone is home to answer, access may then be granted. If you experience difficulty, the gate attendant’s office may be called by pressing #0001 on the 10 keypad. In the event the gates do not open, please call the gate attendant and they can open the gate during the evening hours of 7:30 PM until 5 AM. Report all gate malfunctions to either 832222-2650 or at 832-222-2355, if no one is available, please leave a message with your name, phone number and a brief description of the situation. The gate repairs will be called into the gate service company.

DEED RESTRICTION PROCESS FOR GENERAL VIOLATIONS

1st letter: Notifying owner of violation and giving them (30 days) to cease and desist. (Legally no further letters can go out for this violation until the (30 days) has expired.) 2nd letter: After the (30 days) has expired from the 1st letter a 2nd letter notifying the owner of violation will be sent. (Please note that depending on what the violation is the board can send the account to the attorney when the (30 days) has expired from this letter.)

3rd letter: This letter is optional to the board and depending on what the violation is they do not always feel the need to send a 3rd letter. At any time you feel that you get a letter that is not warranted, please feel free to contact First Service immediately to discuss at 713-932-1122. Please note that yard maintenance does not require 30-day notice for correction.

ANIMAL / PET CONTROL

Please respect your neighbors’ yards and their personal space… remember that pets must be confined to a fenced backyard or within the house and must not be allowed to bark all night long or cause a nuisance to neighbors. They must be on a leash at all times when away from this contained environment. It is also the pet owner’s responsibility, when walking their pet within the subdivision, to keep ALL areas free of pet debris. Please remember that cats must also be confined. To report loose dogs, please call Ft. Bend Animal Control at 281-342-1512.

The Lamar CISD school received a check for $5,000 to the Robotics Club, an investment in the future of our students. Fostering support for our community’s children through local programs and activities is the goal of the Adopt-A-School Fund. The Fund is established through contributions from homeowners, the developer and builders in the Westheimer Lakes Community at the time of closing and continues to be fed through subsequent home sales and purchases in the community.

• Cultivation: Changes in design may now be made, new beds dug and old ones rebuilt. Correct defects in drainage. Incorporate gypsum into heavy soils: repeat in three weeks. Dig granite dust, rock phosphate and quantities of organic matter into soil. Allow time for settling before planting. • Fertilize: Daylilies, spuria, Louisiana and bearded irises with complete fertilizer. Give strawberries 1 teaspoon ammonium sulfate, keeping six inches away from plant. Fertilize pansies with manure tea or blood meal. Water in. • Fruits: Plant fruit trees. Mulch figs with grass or straw to prevent freeze damage to crown. • House Plants: Water, when surface soil is crumbly dry. Wash dust off leaves to open pores. Mist often. Inspect for diseases and insects. Reduce water for poinsettias. • Lawns: Remove thatch aerate, and feed with low nitrogen mixture. • Pests: For petal blight prevention, spray azaleas and camellias as flowers open. Spray for scale with dormant oil solution if temperature will be above 35˚ and below 85˚ for next 48 hours. Always read and heed manufacturer’s directions before spraying. • Propagation: Ivy cuttings root easily this month and next. Root cuttings of shrubs in mixture of loam and coarse sand; keep damp and semi-shaded until rooted. • Prune: Fruit trees in advance of new growth. Prune to groom and shape. Do not remove too much. Remove dead wood from trees and shrubs before spring buds swell, but do not prune spring bloomers. Prune crape myrtles. Prune nandina and others of similar growth habit by cutting unwanted canes out at base of plant. • Roses: Annual pruning about the middle of February, just before the spring buds break. To prevent later appearance of disease in the old beds, keep garden clean of debris and weeds. Complete preparation of new beds for roses. • Transplanting: January is one of the best months to transplant woody plants, both evergreen and deciduous, especially trees. Energy will be expended on roots instead of foliage. Learn ultimate size and cultural needs of tree or plant before buying. Consider dwarf varieties to avoid crowding later. Group plants of similar cultural needs. Do not work wet soil. Assure good drainage. Keep plants moist. • Vegetables: Prepare beds, preferably raised for drainage, with about 50% humus, including rotted manure. • Winter Protection: Expect freeze any time; plan for protection of tender plants. Water. Remove coverings, particularly plastic, when temperature rises. Protect low plants with dry leaves, pine needles or soil mulch, but remove when weather warms.

Dalton Meredith, 16, of Boy Scout Troop 1288, was honored at a special Eagle Scout ceremony on December 28, 2015 at Kingsland Baptist Church. To receive Scouting’s highest award, Dalton had to earn 21 merit badges, serve as leader of his troop and complete a major community service project. Dalton’s service project took place at the Katy YMCA Day Camp. Leading 23 scouts and adults, Dalton planned and built a playhouse platform for the children attending the YMCA to enjoy. The project took 155 total hours of planning, building and installing. Dalton was a Cub Scout member of Pack 239 before joining Boy Scouts. He has been a member of Troop 1288, chartered to Epiphany Catholic Church, for 7 years. He has served as Assistant Senior Patrol Leader, Patrol Leader, Leave No Trace Leader, Order of the Arrow Troop Representative, Troop Guide, Historian and Den Chief. Dalton earned a total of 53 merit badges and was honored to attend the Philmont Scout Ranch, Northern Tier - Bissett and plans to attend the Sea Base High Adventure Camp this summer in Florida. Last year, Dalton attended National Youth Leadership Training. He is also a Brotherhood Member of the Order of the Arrow. Dalton is a junior at Taylor High School. He is a member of the Taylor High School Marching Band and attends Kingsland Baptist Church.

The 2016 Women’s Quarter Marathon is a women’s-only race to empower women and young girls through fitness and a healthy lifestyle. The route will start at Central Green Park, run through Cinco Ranch and back to Central Green Park where the post-race party will take place. The distance is a quarter of a marathon, which is 6.55 miles. The Mini-Quarter Marathon is 1.25 miles and is designed for girls under the age of 13 who also want to join the movement. Registration opened September 15, 2015 for this new Houston running event.

Family Reading Club - January 24th-March 5th This six-week program is designed to encourage families to read, learn and have fun together. Families participate in the program by reading books and completing optional “challenges” that can be done at home. All Fort Bend County families are eligible to participate. Families who complete the program by reading 36 books or for 6 hours - 6 books per week or for 60 minutes per week - are eligible to receive a book bag for the family and will have their named entered into a drawing for a $50 dining gift card, donated by the Friends of the Library. Each branch library will have a drawing for the gift card on March 7th. A single registration is required for each participating family. An adult (parent or guardian) is asked to register the family online by going to the library’s website (www.fortbend.lib.tx.us) and clicking on the “Family Reading Club Sign-Up” image, which will become available January 24th. Families may also register at one of the libraries in the Fort Bend County library system. RUOK PROGRAM Fort Bend County Sheriff’s Dept. has a computer-generated program called “Are You OK?” (RUOK). It is a computer-generated call intended for senior citizens (over 55) and disabled persons who live alone and could benefit from a daily check. A computer will generate a call each morning, at about the same time and the participant chooses a time frame. A voice will ask, “Are you OK?” After this, all they have to do is hang up the phone. If the participant goes out of town or leaves the residence for any time, you just temporarily un-subscribe and re-subscribe when you return. If the call goes unanswered, the computer will call back 3 times at 15-minute intervals. If there is still no answer, the Sheriff will dispatch a deputy or the local police. They will have with them a print out of information on the person that is not responding to the calls. This program was established by FBC Sheriff Milton Wright, Commissioner’s Court and Ken Whitt (FBC Sheriff’s Citizens Academy Alumni Assoc.) in 1998. Many police chiefs in the county are also participating in the program and will proceed with the welfare check for citizens of their community. These animals are energy-efficient in that when given the choice between a meal that has to be chased or one that is easily found in a backyard, they will always pick the easy meal. Everything these animals do is related to food availability. PREVENTING CONFLICTS - KEEP WILD THINGS WILD!

Here are some simple rules for living with the wildlife found in urban areas. These tips explain how to live with and enjoy wildlife responsibly. Our behavior as people affects the behavior of wildlife. Don’t feed wildlife! Direct feeding can alter an animal’s normal behavior. Problems occur when animals become habituated (used to humans). Keep trash and garbage around your yard contained and picked up. Do not put your trash out for pick up the next day unless it is in a sealed container that wildlife cannot get into as many wildlife species are most active at night. Keep compost in a container that allows the material to vent but keeps wildlife from getting into it. Do not feed pets outdoors. The pet food attracts wildlife right to your door. Restrain or secure your pets. Although free roaming pets are more likely to be killed by automobiles than by wild animals, there are wildlife predators like coyotes, foxes or hawks that view cats and small dogs as potential prey and/or competition for food resources. For the safety of your pets, keep them restrained at all times. Remove bird feeders especially if wildlife is seen around the feeders. The seed in bird feeders can attract many small and medium-sized mammals (squirrels, mice, rats). These, in turn attract animals that prey on squirrels, mice and rats. If possible, try to find a bird feeder that does not allow seed to spill.

Close off crawl spaces under porches, decks and sheds. Wildlife will use these areas as dens for resting and raising their young. Do protect livestock and produce. Wildlife predators will prey upon livestock. There are techniques for protecting livestock from predation. Fencing can be useful in keeping wildlife out of certain areas. It is a good idea to clear fallen fruit from around fruit trees in the fall. Don’t approach or try to touch wildlife. Wildlife which becomes habituated may approach other humans expecting food or attention. This is not safe for the animals or for people. Don’t provoke an encounter. Do educate your neighbors. Share this information with your neighbors since your good efforts could be futile if neighbors are purposely or unintentionally providing food or shelter for wildlife.

FBA CELEBRATES VETERANS DAY

First Baptist Academy (FBA) students, faculty and parents gathered to honor Army, Navy, Air Force, Marine and Coast Guard veterans who served in times of war or peace at Houston’s First Baptist Church. Veterans and their guests enjoyed a continental breakfast before being escorted to the Worship Center flanked on either side by walls of admiring students. Featured speaker retired Colonel Tom Wilson’s words of courage and sacrifice were followed by gifts of gratitude to the veterans in the form of music, poems and songs presented by the Middle School Concert Band and PK-8th grade representatives. Wilson, a decorated 30-year Air Force civil engineering officer served at Holloman Air Force Base in New Mexico, Ramstein Air Base, Germany, Hurlburt Field, Florida and in Operation Desert Storm. Wilson is currently the Director of Passport To Lead, Houston Christian High School’s signature leadership program.

You could make this on National Spaghetti Day January 4th! INGREDIENTS: 1 (8 ounce) package spaghetti, broken into 2-inch pieces 1 egg, beaten 1/4 cup milk 2 cups shredded mozzarella cheese, divided 1/4 teaspoon salt 1/4 teaspoon garlic salt 1 (16 ounce) jar spaghetti sauce 1 teaspoon dried oregano 1/4 teaspoon dried basil 4 ounces pepperoni sausage, sliced DIRECTIONS: Preheat oven to 425 degrees F (220 degrees C). Grease a 9x13-inch baking dish. Bring a large pot of lightly salted water to a boil. Add spaghetti and cook for 8 to 10 minutes or until al dente; drain and rinse with cold water. Combine egg, milk, 1/2 cup of the mozzarella cheese, salt and garlic salt in a large bowl. Stir in cooked spaghetti; mix well. Spread mixture into prepared baking dish. Bake in preheated oven for 15 minutes. Remove from oven and reduce temperature to 350 degrees F (175 degrees C). Spread sauce over spaghetti. Sprinkle with oregano, basil and the remaining 1 1/2 cups mozzarella. Top with pepperoni, return to oven and bake until cheese is bubbly and beginning to brown, about 30 minutes more. GLAZED APPLE CREAM PIE

You could make this on National Pie Day January 23rd! INGREDIENTS: 1/2 cup white sugar 1/2 cup milk 1/2 cup heavy cream 1/4 cup butter 2 tablespoons cornstarch 2 tablespoons milk 1 teaspoon vanilla extract 2 tart apples - peeled, cored and sliced 1 tablespoon all-purpose flour 1/4 teaspoon ground cinnamon 1 (15 ounce) package pastry for double-crust pie 1/2 cup confectioners’ sugar 1 tablespoon milk 1/4 teaspoon vanilla extract 1 tablespoon butter, softened DIRECTIONS: In a medium saucepan over medium heat, combine 1/2 cup sugar, 1/2 cup milk, 1/2 cup cream and 1/4 cup butter. Heat until butter is melted, stirring occasionally. In a small bowl, whisk together the cornstarch, 2 tablespoons milk and vanilla; stir into saucepan. Cook until thickened, stirring constantly. Remove from heat, and set aside to cool slightly. Preheat oven to 400 degrees F (200 degrees C). In a medium bowl, combine the apples, flour and cinnamon. Mix well. Line a 9 inch pie pan with pie dough. Pour thickened filling mixture into pastry-lined pie pan. Arrange apple mixture evenly over filling. Top with second crust, seal and flute the edges. Cut slits in top crust. Bake for 30 to 40 minutes or until crust is golden brown and apples are tender. Cool for at least 30 minutes. In small bowl, combine confectioners’ sugar, 1 tablespoon milk, 1/4 teaspoon vanilla and 1 tablespoon softened butter. Blend until smooth; pour evenly over warm pie.
