APRIL BOARD MEETING

The Westlake Civic Improvement Association will hold its April meeting on Tuesday, April 19, 2016, at 7 PM at the Community Center located at 2502 Franz Road in Westlake Forest. All homeowners are invited to attend. The Board will hold an executive session April 18, 2016, at 6:30 PM at the Community Center. If you would like a special meeting with the Board about a collection issue or a deed restriction or architectural matter, please contact Emma Deatherage at PCMI to be placed on the evening’s schedule. We are back on our regular schedule of the third Tuesday of each month for our homeowner meeting.

COMMUNITY GARAGE SALE

Many of our homeowners and residents have asked if we would hold a community garage sale a few times a year. After discussion about how the Board can support a successful effort, we have decided to hold the Spring Community Garage Sale for Westlake and Westlake Forest on Saturday, April 9, 2016 from 7-11 AM. The Board will advertise this community garage sale and we will be placing large banners on the median of Saums Road for the four hour period of the community garage sale. The Board will promote the Garage Sale through Nextdoor.com, on our website, through email and on Craig’s list. We encourage our homeowners to participate and maximize the amount of traffic for each family’s garage sale. Each homeowner will be responsible for setting up their own garage sale in their front yard and driveway. We ask that you let the Board know via a quick form on our website whether or not you are participating in this event. We will then advertise how many homes are involved, thereby further increasing your traffic on that Saturday morning. Our website is www.westlakecia.org. EARTH DAY KICK OFF EVENT

The Westlake Civic Improvement Association will hold its Earth Day Week Kick Off Event on Saturday, April 16, 2016, at 11 AM at the Park, Common Area and Community Center located in Westlake Forest at Franz Road and Creek Meadow. Food will be served between 11 AM and 1:30 PM. Ralph Reed will be cooking hamburgers, hot dogs and sausages for everyone. In addition, there will be chips and sweets of some sort plus water to drink. Music will be provided and an MC will announce various activities. There will be door prizes given out at 11:30 AM, noon, 12:30 PM, 1 PM and 1:30 PM for adults and for children. We will have a presentation of information and brochures for all residents to browse regarding water use reduction in our homes; a specialist on water conservation will be available to answer your questions. We will also have a master gardener present with ideas on low maintenance, low water native plants and suggestions for creating lovely landscaping without spending a king’s ransom for plants each season. There will be activities and gifts for the children as well as information for the adults. Many other plans are in the works to make this a happy, informative celebration of Earth Day. We invite all of our residents to come out on Saturday, April 16th and join us at the Westlake Forest Common area, park and Community Center for this Celebration of Spring and Earth Day. Report standing water to the Harris County Public Health and Environmental Services Department at 713-274-6300; this is the ENVIRONMENTAL DIVISION. It is imperative that no standing water be allowed in your yard or around your home due to the terrible consequences of the Zika Virus. The mosquito which transmits Zika is prolific in the Harris County area.

2016 WESTLAKE GATORS SWIM TEAM REGISTRATION

Westlake Forest and Westlake have one of the finest programs available in the late spring and early summer for the children of our subdivision. If your child is between 4 years and 18 years of age, you will want to enroll him or her in the Westlake Gators Swim Team. Your child will learn to swim, get healthy exercise, have great fun and be able to compete in swim meets with his or her team mates. This program lasts until the end of June. Sadly, this team has often been populated by children from other subdivisions because our residents are not taking the time to join this wonderful team. Professionally managed by residents of Westlake and Westlake Forest, your children will gain a sense of fair play, accomplishment and joy in physical activity when you register them for the Gators swim team. Finances need not be an issue as scholarships are available for residents of both Westlake and Westlake Forest.

The Westlake Gators Swim Team (WGST) is now holding registration for the 2016 summer swim season online. This began March 14, 2016 and will end on May 6, 2016. Registration may be found at westlakegators.swimtopia.com. Each swimmer registered will receive a team shirt, insurance while participating in swim team events, team party and trophy at the end of the season and great learning experience with lots of fun with new and old friends. WGST is a summer team offering instruction, training and competition to swimmers age 4 to 18. The swimmer must be able to swim the length of the pool unassisted by May 17, 2016. Practice begins Monday, May 2, 2016. Morning and evening practices will be offered during the month of June. WGST is a joint venture of Westlake/Westlake Forest subdivisions to insure that both subdivisions will have a swim team for their residents. It should be noted that other subdivisions are also invited to join. We are a member of the West Houston Aquatic League (WHALe). WGST was organized to provide our youth the opportunity to participate in a quality competitive summer swimming program, which will provide personal growth, self-esteem, enjoyment and introduce children to the life-long health benefits of the sport of swimming. The sport will be taught in a fun environment while nurturing a competitive attitude at the individual’s own rate. WGST considers all swimmers as equal and integral members of our team. Our success is ultimately measured by how much opportunity we provide for the youth of our community and by how much their individual potential is maximized. The building of positive attitudes, health bodies, disciplined minds and enduring friendships are among the rewards our programs strives to offer to those who join. Spring is here which means everything is starting to grow. If your home backs up to Saums Road, please be sure to keep any shrubs or trailing vines trimmed away from the perimeter fence along the back of your home. If the deed restriction isn’t corrected, an initial fine will be charged to your account and every month thereafter until corrected. Please take the time to just stand back and look at your home and take note of what can be done to make your home look the best that it can. Do I need to paint? Are the window treatments neat in good condition and a neutral color? Is my roof, gutters and wood in need of repair? If you catch these things in the beginning then they truly are little things! Our neighborhood is in a great location, which becomes more attractive to prospective home buyers as the traffic in the area gets worse! However, if we allow our homes to deteriorate and do not keep them maintained and looking neat then our home values will also decline. If you notice something that needs to be taken care of or that might be a deed restriction, please take the time to notify our management company or one of the board members! If you should receive a letter advising you of a deed restriction, please correct it in a timely matter. If you need more time than noted in the letter to correct the violation, call the management company and they will note your file so you don’t continue to receive notices to correct the violation.

CATS USING FLOWERBEDS: TRAPPING MAY BE DONE

It has been discovered that free roaming cats are using the flowerbeds for their litter boxes. If this continues traps will be set and the cats taken to the pound. This practice puts the health of anyone who works or plays on the mulched area at risk. The diseases that can be transmitted cannot only make people very sick: some will die from the exposure to cat feces and urine in the mulch.

DEED RESTRICTIONS PUBLISHED ON WEBSITE

The deed restrictions for both the Westlake Forest and Westlake subdivisions are posted on our website. Please take a few minutes to familiarize yourself with the dos and don’ts of life in our subdivisions. Although we do not have the strict deed restrictions associated with more affluent communities, we do follow the “hometown” norm of our deed restrictions and expect our residents to contribute to the health of the neighborhood by complying. ZIKA VIRUS FOCUSES COUNTY ATTORNEY & SHERIFF’S OFFICE ON NUISANCE ABATEMENT

We have long advocated the benefits of applying the Texas Nuisance Abatement laws to our subdivisions. Even small amounts of standing water are cause for serious alarm as we are now in the “mosquito season” in the Houston area. The Zika virus is one which has severe consequences for unborn babies and, on occasion, serious health consequences for children and adults who contract the virus. After many discussions as to the merit of formalizing this effort, expanding it throughout the county and partnering resources with other Harris County Agencies, the Sheriff’s Office has announced the best programs yet devised for neighborhoods, such as ours, which are experiencing increasingly severe problems with junk vehicles, abandoned cars (parked on the street for 48 hours or more), abandoned

homes, foreclosed homes, debris, trash, broken windows and hazards which impact both health and safety. Needless to say, neighborhoods which decay become enticingly attractive to the criminal element. These neighborhoods do not get the seal of approval from the real estate community, either. We want to eliminate these possibilities for Westlake Forest and Westlake. The Sheriff’s Office has already trained nearly 250 deputies and sergeants in the Nuisance Abatement Code(s) of Texas. More deputies and sergeants are scheduled for training next week. Sgt. Ron Boatman will be in charge of the county-wide Nuisance Abatement program in the Sheriff’s Office. He has established relationships with the Health Department and the County Attorney’s office. The County Attorney’s office is present at all deputy trainings to answer questions about quick referral and information needed on the types of abatement in order to pursue these in a court of law.

The Nuisance Abatement Officer from the Health Department will be working closely with all the deputies in Patrol, whether in contracts or district units, to enable all non-compliant nuisances to be expeditiously removed or corrected. This is not an enforcement of deed restrictions. Although Texas law and deed restrictions intersect on some of the nuisance abatement laws, law enforcement agencies do not enforce deed restrictions. If there is a deputy talking with someone about a nuisance, it is because the law has been violated. The County Attorney’s Office has assigned several of their attorneys to this effort. Each contract unit is trained in all facets of Nuisance Abatement. The Health Department Nuisance Abatement Officer for Harris County is partnering on this effort as well.

the sides and backs of buildings on North Fry, the presence of gangs is obvious. We have got to remove the welcome mat by insisting that graffiti be eradicated immediately. We will be providing ongoing information to our deputy regarding all of the above Nuisance Abatement issues in our subdivision. In order to maximize the use of our contract deputy dollars, your continued and expanded efforts to send me information on suspected Nuisance Abatement is most appreciated. Together we can clean up our neighborhoods. If we can emulate this model in Westlake, the Nuisance Abatement laws will continue to lower the expense for legal costs to the WCIA as well as end the problem much more quickly than civil action with its long process of the monthly neighborhood check by the management company, followed by a series of letters and finally, individual cases forwarded to the attorneys for more expensive letters plus a possible legal action which is also expensive, lengthy and payable from WCIA (your dues money) funds. Please keep in mind that the law firm and management company charge for every service provided. This is the nature of business. These people are not volunteers. A sizable portion of our budget will need to go to attorneys and to the management company for deed restriction violations if we cannot stay on top of nuisance abatement. We thank each one of you who reported a violation to our Contract coordinator. We encourage you to continue to do so; you will be improving the appearance of the neighborhood and enhancing the quality of life for each one of us. TIME FOR OUTSIDE LAWN & STRUCTURE WORK

The season is here for fertilizing grass, mowing, edging, cleaning up from the winter and enhancing the appearance of your home for the spring, summer and fall months. Now is the time to get started… before the heat becomes overwhelming. The covenants require that your gutters be in place, your house be properly painted, the roof be in good condition, the lawn mowed and the driveway, sideway and curb areas edged. While for most of us these requirements have always been a way of life, some folks are not used to the upkeep of a single family home with a yard. There is much information available at both Home Depot and Lowe’s regarding yards, gardens, gutters, painting, roofing, etc. These pamphlets are free. Employees can answer any questions you might have. We thank the majority of homeowners and residents who take care of their property and enhance the overall appearance of the neighborhood.

OVERNIGHT COMMERCIAL TRUCK PARKING ILLEGAL IN SUBDIVISIONS

By now you should have noticed the signs posted at each entrance to both Westlake and Westlake Forest regarding the illegality of overnight commercial truck parking. Commercial vehicles are not allowed in the subdivision between 10 PM and 6 AM.

Our deputy has personally contacted a number of commercial truck operators whose vehicles have been in the subdivision overnight or at 10 PM. All were warned of the law and told to remove these vehicles from the subdivision; each individual has complied. Those who do not comply are subject to citation, court appearance and serious fines. If a commercial truck is parked overnight within the subdivision, the Sheriff’s Department will begin issuing citations to the owner of the truck. In most cases, these trucks are not owned by the resident but by their employer. The fine is pretty hefty. If you drive a commercial vehicle, we suggest you make arrangements for overnight parking of that vehicle in a safe place outside the subdivisions. There are many options for parking the larger commercial vehicles. Monthly rent can be paid to several nearby storage facilities and you might even be able to park in a parking lot if you make arrangements with the operator of the shopping center.

TEXAS PARKING LAW

For those of you who unfamiliar with the parking laws in the state of Texas, here are the basics for your review. Due to requests from emergency services providers as well as continual complaints from neighbors, a crackdown on parking violations has resumed. • 30 Feet from stop sign • 20 Feet from cross walk • No more than 18” from curb - parallel to curb, front wheels turned toward curb, car locked • Park WITH the traffic direction • Vehicles parked in driveways cannot extend into the street • No more than 48 hours on a public street - sticker after 48 hours/tow after additional 48 hours • No parking on the sidewalks (except where sidewalk crosses driveway) • 15 ft from fire hydrant • Cannot obstruct another’s driveway

ALARM PERMITS

Alarm permits in Harris County (not within the city limits, that’s us, folks), are obtained through the Harris County Alarm Detail. A permit application can be found at www.hcso.hct.net. The application can be printed from the website, then completed and mailed to their office with the applicable fee. Should you have any questions or need a form, contact the Alarm Detail at 713755-4600 during normal business hours. There is a charge for the initial permit and for each annual renewal. If you are over 65, special rules apply. When installing a new alarm, don’t let your alarm company do this. Many of them automatically process these through HPD and your alarm will never be answered.

GARDENING TIPS FOR APRIL

Mulch - If possible, buy Bagged Mulch. Bagging helps eliminate a great many pests that die from various causes while in the bag. When you buy ‘loose’ mulch that is trucked to your home, you are also buying ants, roaches, termites, etc… Spend a little more on bagged material and save lots of future pest problems. Keep your mulch at least 4” - 6” below the top of your homes exposed foundation edge/ side. This will aid in minimizing pests in your home and allow for quick and accurate termite inspections. Shrubs, Flowers and groundcovers - Trim all shrubs/plants at least 12” - 18” back from your home. Do your best to create a plant free zone that is 18” - 24” wide around your home. The exception is your lawn - it can grow up next to the slab as long as you keep it 4” - 6” below the top of the slab. The most conducive to termite infestation are groundcover plantings, growing high against your homes exterior or (especially) ivy that grows on your walls. Trees - Spray your trees at least twice annually. The spring spray eliminates overwintering pests and fungi while preparing trees to resist the pest onslaught of summer with residual pesticides. The fall spray also kills pests from the summer, prevents most fungi from occurring over the winter and puts your valuable asset off to a healthy winter’s dormancy.
