BOARD OF DIRECTORS MEETING

The WCIA Board meets the 3rd Monday of every month (except November and December) with an open homeowner forum the first 15 minutes of the meeting. CUT-THROUGH TRAFFIC RECEIVING CITATIONS FOR VIOLATIONS OF TRAFFIC LAW

Our Contract Deputy has been writing numerous citations to people who are using Foxlake, Whiteback, Younglake and Mission Creek as well as Westlake Way and Strait Lane as alternate routes on their commute. These commuters are often speeding, frequently running stop signs and causing serious peril in the neighborhoods. In addition to the citations for running stop signs and speeding, our deputy is citing them for no insurance, no inspection, no registration and no drivers’ license. It is not uncommon for a violator to receive as many as three-five citations for one stop. The vast majority of people who are using these neighborhood streets as a shortcut on their commute live in other neighborhoods north, east and west of our area. The Katy Freeway, while expanded and containing contra-flow lanes, is still overcrowded and subject to traffic slow-downs from downtown to Peek Road. Commuters are stressed, tired, angry, often aggressive and very frustrated. Sadly, they carry this attitude into the neighborhoods when they use our streets for their short-cuts. Be aware of the danger that these drivers pose to you and your family.

HOLIDAY DECORATION CONTEST

The annual Holiday/Christmas decorating contest in Westlake Forest and Westlake will be held again this year. Each subdivision will receive first, second and third place prizes. First place is a $100 gift certificate, second place is a $75 gift certificate and third place is a $50 gift certificate. Many of our residents enjoy decorating their homes and yards for the holiday season. We encourage each of you to participate. Start decorating now as the judging will be held on the second Saturday of December.

The Holiday season is a busy one and often we do not take the time to acknowledge those who have done so very much to help our community. Our many anonymous volunteers who work diligently behind the scenes, are the true backbone of our neighborhoods. Whether getting signatures on a petition about a critical issue, assisting a neighbor who is in need by mowing a lawn, consistently reporting suspicious or criminal activity, keeping a stray dog, taking it to the vet for a microchip check and patiently caring for the animal until the owner or a new home is found, providing leadership for our children, placing storm sewer stickers to discourage dumping or any of a myriad number of challenges you have accepted, we have lots of volunteers who give of themselves to better their community without special recognition. REPORTING NUISANCES AND HEALTH HAZARDS TO HARRIS COUNTY

If your neighbor has garbage, junk, trash, construction materials, mattresses, box springs, couches, chairs or any other type of junk that attracts vermin, you can directly report this to the Harris County Public Health and Environmental Services online. You can also report dead birds and other types of problems as well. REPORT A CRIME ON-LINE

The Harris County Sheriff’s Office has joined many other large agencies nation wide in establishing an on-line report for citizens who have experienced petty crime. This is for crimes that do not

require a deputy to respond. Included would be anything that is stolen from your yard or garage (if the door is open), vandalism, etc. If you think it is minor and you think that law enforcement can’t possibly begin to make headway towards an arrest, then this is the place for you. REPORTING CRIMES & ONGOING ACTIVITY

Some of our residents are confused about whom to call for various types of crimes and suspicious ongoing activity. We have a contract with the Sheriff’s Department, which includes a deputy in a marked vehicle in our subdivisions 40 hours per week. However, if you do not call the Sheriff’s Office when a crime occurs or when you see suspicious activity, the deputies have no way of knowing that a crime has occurred or that suspicious activity is happening in an ongoing fashion. We recently received a call from a homeowner who cited numerous crimes that had occurred over the past 8 months in her area of the subdivision. The Sheriff’s Office had records of only a few of the crimes that she cited during that period. This means that the other crimes were not reported. We encourage you to contact the Sheriff’s Office for any type of crime… whether it is serious in nature such as a burglary of a home or motor vehicle or suspicious activity that is occurring at the moment. To report crimes, call the following numbers: Emergency: 911 Non-Emergency: 713-221-6000 If you are observing ongoing activity in your area of the neighborhood, call Annette Baldwin at 281-578-9118. This telephone number is listed on the inside of the back page of your newsletter each month. Ongoing activity can be anything from teenagers consistently violating curfew to loud music to possible drug dealing from a home. It can also include illegal parking, hazardous waste dumping, environmental threats, etc. If you wish to speak with the contract deputy about the activity, he will call you, come to your home or meet you at the Sheriff’s Office Store front located on Fry Road. If you want Ms. Baldwin to talk with the deputy and follow up on the resolution of activity, she can call you when the information is made available. The Harris County Sheriff’s Office has many special units to handle problems. However, these units will not be deployed unless the department is made aware of problems. We now have the Traffic Division working very hard on Fry Road to slow down the traffic so that we can drive from our subdivisions in a more secure fashion. In addition, the Traffic Division and our contract deputy work to slow down traffic on Saums Road so that the hazardous intersection at Westlake Way and Saums does not cost lives or serious injuries as well as cut-through traffic on Westlake Way, Foxlake, Whiteback, Mission Creek and Strait Lane. Many tickets have been written in these areas over the past four months.

TRAVELING DURING THE HOLIDAY BREAK?

If you plan to be away from home for more than one night during the Holiday break, please call the Clay Road substation at 281-463-2648 and ask for a vacation watch form to be emailed or faxed to you. The contract deputy, district patrol and our unmarked deputy units will check your home for any signs of criminal activity. In addition, the patrols will pass by your home more frequently during your absence, proactively providing higher visibility. It takes only a few minutes to complete a vacation watch form. Make sure you have made arrangements for newspaper pick up and mail pick up while you are away.

These tools are available to us to help eliminate crimes of all types. It is up to us, as citizens, to pick up the telephone and call about crimes and on-going activity.

TAKE PRECAUTIONS AGAINST CRIME DURING HOLIDAYS

The holidays are busy times and our minds are preoccupied with shopping, baking, planning parties, church activities and so much more. The holidays are also lucrative times for criminals. Here are some tips for our residents: • Never leave packages or attractive items in a vehicle. Lock these in the trunk. Many car burglaries are occurring at various malls and shopping areas on the west and northwest side of Houston. • Try to shop with at least one other person. Stay together and be aware of your surroundings while in parking lots and in stores. • Watch your credit card and your driver’s license. When you pay for your purchases, you will often be asked for your driver’s license with your credit card; you will always have to present identification (usually a driver’s license) when you write a check. Yes, the lines are long and you want to hurry through your transaction, but don’t be tempted to engage in conversation or watch anything or anyone but the clerk processing your transaction. Both of these items should be within your sight at all times. Before you sign a credit card receipt, ask for your credit card and driver’s license. The holidays are great times for identity thieves and those who would steal your credit cards. Be very aware of what is happening when you pay for your purchase. Put everything away before leaving the purchase counter. • Never leave your purse in a locked or unlocked vehicle. Never set your purse down while shopping. Never put your purse in a shopping cart. Always have your purse in your hand or over your shoulder. To avoid purse snatching, cross the purse so that the strap is over one shoulder and the bag is hanging on the opposite side of your body. Men should carry wallets, check books and credit cards in the front pockets of their pants or in a shirt or interior suit pocket. • When going to your car with your purchases, check the lot for suspicious people. Carefully check around and glance under your vehicle. If a closed van is parked next to the driver’s door, slide in through the passenger side. Check the back seat and back floor before getting into your vehicle. If you are loading small children, lock your purse in the trunk with your packages (keep the keys in your hand or pocket). After the children are secured, take another look around for suspicious activity before you open the trunk to get your purse. When you get into your vehicle, immediately lock the doors, start the engine and drive away. If you feel insecure going into the parking lot, ask for a security guard to accompany you.

• When returning home, immediately pull into your garage. If this is not an option, park the car in the driveway and immediately unload all contents and lock the car. Stay alert during this process. • Do not put attractive packages next to windows that offer an easy view from the street. • When leaving your home for the evening, leave some lights and a radio or television turned on. Leave one outside light on. When you return home, check the sides of your house and the area across the street and adjacent to your home from your vehicle before parking. If you are a woman alone, get your house key ready before you exit your car. Lock your car as you are leaving it and immediately go to your door, unlock it, go inside and relock the door. • All homes should be equipped with long dead bolt key locks. Windows should be locked when you are not at home or are not awake. • If you are leaving for the holidays, ask a friend or neighbor to pick up the newspapers and your mail each day or file a stop delivery for these. Complete a vacation watch form at the Franz Road Store Front, which is located just west of Fry on Franz Road. By taking a few precautions, you will insure a safe and happy holiday for you and your family.

PARKING LAWS STILL ENFORCED DURING HOLIDAYS

Often we have guests during the holidays. Please advise them that the parking laws are enforced in both Westlake and Westlake Forest. Tell them to park with the traffic and not to block fire hydrants or neighbors’ driveways. Fire engines and ambulances must have clear access to each street in both neighborhoods at all times.

NEW YEAR CELEBRATIONS CAN BRING DANGER

The New Year’s Eve and New Year’s Day celebrations can often be fraught with dangers to both people and property. If you plan to use fireworks, please do so in such a way that the debris does not find its way onto your neighbor’s roof or their yard or driveway. Exercise extreme caution so that you do not inadvertently set a neighbor’s home on fire. After you have finished with your fireworks display,

clean up the mess so that it is not left as an eyesore for the neighbors to clean. Please confine fireworks to reasonable hours. Fireworks after 1 AM are annoying to most of your neighbors. If you have children, please closely supervise them. Each year at New Year’s and in July we read of children maimed or killed by fireworks. If you must use fireworks, exercise sober care and watch your children carefully. If you drink, don’t drive. The Sheriff’s Department and DPS will be conducting stepped up programs to lower or eliminate the incidents involving drunk drivers.

SUSPICIOUS PERSONS SHOULD BE REPORTED

If you see activity that is out of the ordinary, people who are behaving suspiciously, cars or trucks which move slowly down the street or continually drive the street for a period of time, call the Sheriff’s Office at 713-221-6000. Report this activity as suspicious persons or suspicious vehicles. During the holidays, particularly, we will see suspicious comings and goings. Some of these are perfectly legitimate. However, if you are unsure, call the Sheriff’s Office. Daytime burglaries can increase during the holiday season so be aware of this if you are at home or driving through the subdivision during the day. What else should you report? Loud music or other loud activities after 10 PM. People on the bayou or on the greenbelt or playground areas after posted hours, unlicensed motorcycles and four-wheelers on the roadways, minors in possession of alcohol or tobacco, drunk drivers, people who are in the public arena and are drunk or under the influence of drugs… these are all violations of the law and the Sheriff’s Office will respond and handle the questioning and, if necessary, the arrest. Do not attempt to take matters into your own hands. You are putting yourself in harm’s way and the risk is not worth it. If each of us does our job of reporting the possible criminal activities we see, our neighborhood will not see an upsurge in crime during the holiday season. If we do this year round, we will see a decline in burglaries of homes and motor vehicles as well as a decline in drug use.

IT’S TREE PLANTING SEASON

December and January are ideal times in Houston to plant trees and shrubs. The cool weather combined with the rain offer trees and shrubs the opportunity to establish themselves. In addition, the soft winter sunshine and warm days nurture the plants. If you are thinking of adding to your landscaping, this is an ideal time to do it. Whether you select a 5-gallon plant or large trees planted by a tree planting service, your plants and trees will have the highest hope of survival this summer if planted now. Be sure to select trees and shrubs, which are recommended for the Gulf Coast summers. Native plants are always best and use the least amount of water.

GIVE CIVILIAN CALL TAKERS PERTINENT INFORMATION

Whether you dial 9-1-1 or 713-221-6000, your call will be answered by a civilian who has been trained to take the call, ask relevant questions and enter the information into the computer system for dispatch to a deputy or the fire department. Response time for serious incidents is of crucial concern to all of us. Therefore, when you call for emergency or non-emergency service, ask the call taker what time they are showing. While this may seem odd at first glance, it actually gives the Sheriff’s Office the opportunity to track response time and any glitches that might appear in the system. Remember that call takers are not sworn peace officers and are not allowed to interpret your call or Texas law. They are required to enter the call into the system so that a deputy can be dispatched. It is up to the deputy to decide how to handle the call. Calls are given a priority: priority 1 is life threatening (someone breaking into your home while you are there), priority 2 needs attention as soon as possible (suspicious person), priority 3 is a report of a crime or criminal mischief that has already occurred or an ongoing situation which doesn’t require immediate or near-immediate response (stolen bicycle). Get the time from the call taker. If you have a problem when calling the Sheriff’s Office or if a call taker is rude or unprofessional, please call Annette Baldwin at 281-578-9118 with the date and time of the call so that follow up can be done with the appropriate supervisors.

EMAIL LIST SET UP FOR INSTANT PROBLEM NOTIFICATION

In the past, our residents relied on block captains to disperse crime information such as possible attempted abductions of children, robbery patterns at specific stores, suspected drug activities, etc. With the advent of the internet, many subdivisions are using an email list to convey information quickly to residents. If you would like to join the Westlake Forest/Westlake email list, please send your name, address and telephone number along with the email address you check frequently to Annette Baldwin at: info.westlake@gmail. com. You will receive information, which has been sent to Annette Baldwin from the Sheriff’s Office, from citizens who have observed events, etc. In addition, if you want to volunteer as a block captain for your street, you can do so by sending an email. Sadly, in this era of commuting and busy schedules, few of us get to know our neighbors. At one time in our history, neighbors knew when there was a problem and immediately told their neighbors. For many years we have relied on our block captains; however we have lost a number of block captains who have not been replaced. This effort will offer information as it comes to our attention. Rumors will be checked out by the Sheriff’s Office before the information is shared via email to the residents. In addition, if an incident occurs at your home, the Sheriff’s office can contact Annette Baldwin about your home and work telephone numbers and get in touch with you quickly.

TRASH PICK-UP STICKERS BELONG ON TRASH CANS

The garbage pickup sticker you receive each quarter shows you have paid your invoice and are a valid customer. It contains your address and the expiration date. The sticker is designed to be placed on a garbage can. These stickers occasionally won’t stick even to a garbage can; use a heavy duty tape when this occurs. Remove your cans from the street as soon as possible. Do not place these stickers on your mailbox. They may well be stolen. Do not leave your garbage cans out for a period of time. The stickers might be stolen and the garbage cans could be stolen. A word to the wise should be sufficient.

MAYDE CREEK GIRLS VARSITY AND JV CROSS COUNTRY TEAMS BRING HOME GOLD!

The Mayde Creek Girls competed at the Caldwell Cross-Country Invitational at Davidson Creek Park. The Varsity Girls and JV Girls both won their divisions, bringing home two Team Championship Plaques and 12 medals! The girls competed hard and had a great showing against 12 schools in the Austin and Bryan/College Station area. We were very fortunate the rain and storms cleared out so we would be able to race. The Varsity team and JV team both raced a 2-mile loop over some very muddy terrain. The Varsity squad was led by Senior Shenaya Thomas, who placed 3rd, earning her a bronze medal. She recorded a time of 12:57 over the 2-mile course. Junior Olivia Johnston was the second Ram to finish, running a time of 12:59 and placing 4th. Senior Lesly Garza was the next Ram to cross the finish line with a time of 13:11, placing her 8th. Earning the final medal for the Lady Ram Cross Country Team was Senior Emily Lee, who placed 11th with a time of 13:30. Finishing behind her in 16th place, barely missing a medal, was Sophomore Ysatis Gonzalez. She recorded a 2-mile time of 13:41. The final Rams to finish, in a neck and neck battle, were Sophomore Valerie Durgin and Senior Ruby Uribe. They had times of 13:59.2 and 13:59.4 and placed 17th and 18th, respectively. The Varsity girls had a team total of 42 points earning them 1st place! Freshman Lexi Torbit led her team to the championship title by finishing the JV race in 1st place, earning her a gold medal. She had an awesome performance over the hilly and muddy course, running a time of 13:56. Close behind her in 2nd place was Freshman Andrea Vo. She recorded a time of 14:00, good for a silver medal. Also medaling was Senior Angy Rojas, who placed 4th with a time of 14:12. Rounding out the top 5 for the Lady Rams in a tight finish for 6th and 7th place was Sophomore Marissa McKay and Freshman Shelby Sears. They recorded times of 14:46 and 14:47, respectively. Also finishing in a close race was Senior Tatiana Sanchez and foreign exchange student, Junior Alicia Van Bodungen Thelin, running in her first cross-country race ever. They had finishing times of 15:25.3 and 15:25.7, placing them 12th and 13th. Junior Jayla Blanke earned the final medal, placing 15th with a time of 15:30. Sophomore Emily Cruz barely missed a medal, coming in 16th place and recording a time of 15:35. Freshman Mairany Barbosa placed 19th with a time of 15:52. Freshman Leslie Garza was the next Ram to finish in 27th place, running a time of 17:03. Sophomores Frances Martinez, Daisy Guerrero and Rossy Reyna finished next in 31st, 32nd and 33rd place, with finishing times of 18:03, 18:39 and 18:46. The final Ram to finish was Junior Chloe Oyerly, who placed 35th with a time of 20:46. The JV team had a total of 20 points, giving them the 1st place team title! All of the Mayde Creek Cross-Country girls competed extremely hard and showed much confidence and improvement. There were many personal records! We are very proud of the way they competed, as well as their desire to win! It is an awesome feeling bringing back 2 team championship plaques! The girls were back in action Saturday, September 28th, when we traveled to Cy-Woods High School for the CyWoods Invitational. We would like to thank everyone for your continued support!
