Recently a home in Westlake was being utilized by a homeless man who had a lengthy criminal record. Deputies arrested the man and the house has been completely secured. Our deputy has pointed out two such homes to the Westlake/Westlake Forest Board. The house with the homeless ex-con in residence was reported by a neighbor. Our neighbor cannot watch every house 24 hours a day. That’s where you… the neighbor… need to step up and say something. If you know of an empty or abandoned house in either Westlake or Westlake Forest, please email info.westlake@gmail.com or call one of the Board members with the information. The Board member phone numbers are listed on the inside back page of this newsletter. Let’s make sure we don’t have this kind of activity and these kinds of attractions in our neighborhood.

The Westlake Fire Department will hold their annual candy toss between the 7th and 19th of December. Exact dates for the Westlake and Westlake Forest subdivisions will be announced when this information is available. For those of you who are new to this area, the Westlake Fire Department hosts Santa Claus who rides on the fire engines on every street in each subdivision tossing candy for the children. This is a fun event for the entire family. We will post the exact date that this will happen for the Westlake and Westlake Forest subdivisions on Nextdoor.com and on our website. The WCIA will be holding a special Christmas event for the children of both Westlake and Westlake Forest on Saturday, December 5, 2015. Breakfast with Santa will include food, a visit with Santa Claus, gifts and some activities for the children. Christmas music will set the scene for this neighborhood celebration. The Westlake Forest event will be held at the gazebo in Reflections Park on Franz Road. The Westlake event will be held at and near the swimming pool area on Younglake. This event will start at 9 AM and end before noon. Santa & Mrs. Claus will be leaving around 11 AM. Families with young children are invited to attend the celebration in their subdivision. HOLIDAY DECORATION CONTEST IS UNDERWAY
The annual Holiday/Christmas decorating contest in Westlake Forest and Westlake will be held again this year. Each subdivision will receive first, second and third place prizes. First place is a $100 gift certificate, second place is a $75 gift certificate and third place is a $50 gift certificate. Many of our residents enjoy decorating their homes and yards for the holiday season. We encourage each of you to participate. Start decorating now as the judging will be held on the second Saturday of December. Judging will be done on Saturday evening, December 12, 2015. Awards will be given within 24-48 hours by a Board representative to the resident.

Health Hazards to Harris County If your neighbor has garbage, junk, trash, construction materials, mattresses, box springs, couches, chairs or any other type of junk that attracts vermin, you can directly report this to the Harris County Public Health and Environmental Services online. TREAT OUR PARKS, GREENBELT & AMENITIES WITH RESPECT AND CARE
Both Westlake Forest and Westlake have added many lovely new amenities for the enjoyment of all of our residents. We have also installed cameras throughout these areas and we have noticed that some residents are not clear on how to behave in the parks. Please refrain from picking flowers, throwing rocks from around the fountains onto the fountains, wading in the fountain, climbing on the fountain, dumping sand into the streambed at the Westlake park, driving vehicles on the greenbelt in Westlake or the parks in either Westlake or Westlake Forest, drinking alcohol on any community owned property or vandalizing any of the community owned property.

While most of us have a basic understanding of how to behave in public, there are a few deviants who frequent our parks and other common areas. The vandalism and graffiti simply waste community financial resources. If you see anyone who is behaving destructively in our parks and common areas, please call the Sheriff’s Office and also let a Board member know immediately. We do not want our parks and common areas to take on a rundown look that is ugly and repulsive.
REPORTING CRIMES AND ONGOING ACTIVITY
Some of our residents are confused about whom to call for various types of crimes and suspicious ongoing activity. We have a contract with the Sheriff’s Department, which includes a deputy in a marked vehicle in our subdivisions 40 hours per week. Westlake and Westlake Forest share these costs in order to provide a more secure environment for you and your family. In addition to our contract deputy, we have deputies who work in the subdivisions at odd hours of the day and night-sometimes in marked units, sometimes in civilian vehicles. However, if you do not call the Sheriff’s Office when a crime occurs or when you see suspicious activity, the deputies have no way of knowing that a crime has occurred or that suspicious activity is happening in an ongoing fashion. We encourage you to contact the Sheriff’s Office for any type of crime… whether it is serious in nature such as a burglary of a home or motor vehicle or suspicious activity that is occurring at the moment. Ongoing activity can be anything from teenagers consistently violating curfew to loud music to possible drug dealing from a home. It can also include illegal parking, hazardous waste dumping, environmental threats, etc. If you wish to speak with the contract deputy about the activity, he will call you, come to your home or meet you at the Sheriff’s Office Store front located on Fry Road. If you want Ms. Baldwin to talk with the deputy and follow up on the resolution of activity, she can call you when the information is made available.
TRAVELING DURING THE HOLIDAY BREAK?
If you plan to be away from home for more than one night during the Holiday break, please call the Clay Road substation at 281-463-2648 and ask for a vacation watch form to be emailed or faxed to you. If you are on our info.westlake@gmail.com email list, a form can be emailed to you; you will then complete the form and send it to the Sheriff’s Office Fax at 281-463-8246. The contract deputy and district patrol will check your home for any signs of criminal activity throughout the day while you are gone. In addition, the patrols will pass by your home more frequently during your absence, proactively providing higher visibility. It takes only a few minutes to complete a vacation watch form. Make sure you have made arrangements for newspaper pick up and mail pick up while you are away.

TAKE PRECAUTIONS AGAINST CRIME DURING HOLIDAYS
The holidays are busy times and our minds are preoccupied with shopping, baking, planning parties, church activities and so much more. The holidays are also lucrative times for criminals. Here are some tips for our residents: • Never leave packages or attractive items in a vehicle. Lock these in the trunk. Many car burglaries are occurring at various malls and shopping areas on the west and northwest side of Houston. • Make arrangements for UPS, Fed EX or USPS packages to be delivered to a neighbor who is always home or to your office. Leaving packages at your front door is an open invitation to thieves. • Solicitors at your door need to be analyzed carefully before unlocking the door. If you do not have a window that allows a view of the person who is at your door, consider installing a peep hole in the door. Never open the door to someone you do not know. If someone knocks at your door that you don’t recognize, ask them to state their reason for being at your home. If you don’t want to talk with them, tell them to leave your property as you are not interested. If they do not leave immediately, call the Harris County Sheriff’s Office at 9-1-1 as you should be feeling threatened at this point. If you have an outside storm door, keep it locked at all times when you are home. • There is an uptick in online email from hackers who have various nefarious intentions. Never click on a link that is sent from someone on your email list but includes no explanation of something you are expecting. Friends get hacked and these links, which are used when emailing their lists (that would include you), allow instant access to your computer for various reasons that are either criminal or very shady. • If you get a phone call from the IRS saying that you owe them money, hang up. The IRS never calls taxpayers about taxes owed. Their communications are relayed only through the US mail. • Do not leave a garage door opener in your vehicle which is parked outside of the garage. The reason for this is obvious. Consider locking your garage door from the inside when you come home after work or shopping. This eliminates criminals who use random garage door frequencies to break into homes. • Try to shop with at least one other person. Stay together and be aware of your surroundings while in parking lots and in stores. • Watch your credit card and your driver’s license. When you pay for your purchases, you will often be asked for your driver’s license with your credit card; you will always have to present identification (usually a driver’s license) when you write a check. Yes, the lines are long and you want to hurry through your transaction, but don’t be tempted to engage in conversation or watch anything or anyone but the clerk processing your transaction. Both of these items should be within your sight at all times. Before you sign a credit card receipt, ask for your credit card and driver’s license. The holidays are great times for identity thieves and those who would steal your credit cards. Be very aware of what is happening when you pay for your purchase. Put everything away before leaving the purchase counter. • Never leave your purse in a locked or unlocked vehicle. Never set your purse down while shopping. Never put your purse in a shopping cart. Always have your purse in your hand or over your shoulder. To avoid purse snatching, cross the purse so that the strap is over one shoulder and the bag is hanging on the opposite side of your body. Men should carry wallets, check books and credit cards in the front pockets of their pants or in a shirt or interior suit pocket.

• When going to your car with your purchases, check the lot for suspicious people. Carefully check around and glance under your vehicle. If a closed van is parked next to the driver’s door, slide in through the passenger side. Check the back seat and back floor before getting into your vehicle. If you are loading small children, lock your purse in the trunk with your packages (keep the keys in your hand or pocket). After the children are secured, take another look around for suspicious activity before you open the trunk to get your purse. When you get into your vehicle, immediately lock the doors, start the engine and drive away. If you feel insecure going into the parking lot, ask for a security guard to accompany you. • When returning home, immediately pull into your garage. If this is not an option, park the car in the driveway and immediately unload all contents and lock the car. Stay alert during this process. • Do not put attractive packages next to windows that offer an easy view from the street. • When leaving your home for the evening, leave some lights and a radio or television turned on. Leave one outside light on. Upon returning home, check the sides of your house and the area across the street and adjacent to your home from your vehicle before parking. If you are a woman alone, get your house key ready before you exit your car. Lock your car as you are leaving it and immediately go to your door, unlock it, go inside and relock the door. • All homes should be equipped with long dead bolt key locks. Windows should be locked when you are not at home or are not awake. • If you are leaving for the holidays, ask a friend or neighbor to pick up the newspapers and your mail each day or file a stop delivery for these. Complete a vacation watch form and submit it to the Sheriff’s Office in Clay Road. Fax this to 281-463 -8246. By taking a few precautions, you will insure a safe and happy holiday for you and your family.
PARKING LAWS STRICTLY ENFORCED DURING HOLIDAYS
Often we have guests during the holidays. Please advise them that the parking laws are enforced in both Westlake and Westlake Forest. Tell them to park with the traffic and not to block fire hydrants or neighbors’ driveways. Fire engines and ambulances must have clear access to each street in both neighborhoods at all times.

December and January are ideal times in Houston to plant trees and shrubs. The cool weather combined with the rain offer trees and shrubs the opportunity to establish themselves. In addition, the soft winter sunshine and warm days nurture the plants. If you are thinking of adding to your landscaping, this is an ideal time to do it. Whether you select a 5-gallon plant or large trees planted by a tree planting service, your plants and trees will have the highest hope of survival this summer if planted now. Be sure to select trees and shrubs, which are recommended for the Gulf Coast summers. Native plants are always best and use the least amount of water.
STREET PARKING LAW IN TEXAS
Just a reminder for the busy month of November. The parking laws in Texas are strictly enforced in our neighborhoods. Following is a brief checklist for those of you who haven’t recently read the Texas Driver’s License Manual: *DO NOT PARK OR STAND A VEHICLE (whether occupied or not): (Temporarily stopping to comply with signs, signals, etc., is not considered parking or standing.) 1. In front of a public or private driveway. 2. Within 15 feet of a fire hydrant. 3. Within 20 feet of a crosswalk at an intersection. 4. Within 30 feet upon the approach to any flashing signal, stop sign, yield sign or other traffic control signal located at the side of a roadway. 5. 18 inches or more from the curb. 6. Do not block the sidewalk with a vehicle or bicycle. * From the Texas DPS Drivers’ License Handbook Please ask your guests to park in your driveway or in front of your house, not in front of neighbors’ homes. Make sure that your family does the same. Civility is necessary in order to live in such densely built subdivisions as we have in the Houston area. Do not leave trash outside that might blow on your neighbor’s lawn or plantings. Pick up after yourself, your family and your guests. Be courteous to avoid confrontations with high stress individuals. While this is all common sense, common sense isn’t so common these days.

ALARM PERMITS
Alarm permits in Harris County (not within the city limits, that’s us, folks), are obtained through the Harris County Alarm Detail. A permit application can be found at www.hcso.hct.net. The application can be printed from the website, then completed and mailed to their office with the applicable fee. Should you have any questions or need a form, contact the Alarm Detail at 713-755-4600 during normal business hours. There is a charge for the initial permit and for each annual renewal. If you are over 65, special rules apply. When installing a new alarm, don’t let your alarm company do this. Many of them automatically process these through HPD and your alarm will never be answered.

• If a long flowering period is desired, pansies should be placed in their permanent beds not later than this month. Fertilize monthly with manure, super-phosphate or a liquid high-phosphate product. Keep flowers picked for more bloom. • Take tulips out of cold storage and plant late this month. • Fertilize established trees, spring-blooming shrubs, spurias and sweet peas (after they are a foot tall) with a fertilizer such as 13-1313; Louisiana iris with cotton seed meal and manure. • Azaleas and camellias may be moved now. Keep moist to lesson cold weather damage. May acidify again.

The 2016 Women’s Quarter Marathon is a women’s-only race to empower women and young girls through fitness and a healthy lifestyle. The route will start at Central Green Park, run through Cinco Ranch and back to Central Green Park where the post-race party

will take place. The distance is a quarter of a marathon, which is 6.55 miles. The Mini-Quarter Marathon is 1.25 miles and is designed for girls under the age of 13 who also want to join the movement. Registration opened September 15, 2015 for this new Houston running event. Girls Inc. of Greater Houston’s mission is to inspire all girls to be strong, smart and bold by developing programs of informal education that empowers girls to live and succeed in an inequitable world.
