FEBRUARY MEETING OF WESTLAKE CIA

The Westlake CIA will hold its monthly meeting on Tuesday, February 16, 2016, at 7 PM at the Civic Center located at the corner of Franz Road and Creek Meadow in Westlake Forest. Homeowners are invited to attend the Board meeting and then to participate in the Homeowners Forum, which usually is held at about 7:30 PM. An executive meeting will be held on Monday, February 15, 2016 at the Civic Center. BOARD GOALS FOR 2016: DEED RESTRICTION ENFORCEMENT

The WCIA Board has established many goals for the year 2016. One primary goal is a fine policy, which will be strictly enforced for deed restriction violations. The most flagrant violations, which are a nuisance and even a hazard in the neighborhoods will be dealt with swiftly. These include operating a car repair facility or other noisy, dirty, business from a home in either Westlake or Westlake Forest. Day care for a small number of children and telecommuting or consulting work are not a violation of the deed restrictions. Pictures will be taken, a letter noting the type of violation and a remediation request will be sent. Following that, a notice of the fine schedule will be sent along with other information required by Texas law. As a final remedy, our covenants and state law allow the association to correct the violation and charge the costs to the homeowner. The vast majority of our residents takes good care of their property and do not violate the deed restrictions. Westlake and Westlake Forest are single family home subdivisions and the covenants for both subdivisions reflect this. Businesses, rental to multiple persons, failure to properly maintain the exterior and mow the lawn, junk strewn about on the lawn and in the front area are the violations, which are most egregious. Forewarned is forearmed. Take care of your property and if you are a renter, don’t put your landlord in a position of facing litigation. Follow the covenants. The deed restrictions for both Westlake and Westlake Forest can be found on our website www.westlakecia.org. Ignorance is not a valid excuse.

Improvements and upgrades are on the agenda for this year in Westlake Forest and Westlake. In Westlake Forest, we plan to upgrade and change some of the playground equipment and reconfigure the playground a bit. In Westlake Forest’s Reflections Park, we will be adding park lighting for better security. In addition, we will be repairing the fences a bit on Saums Road and refreshing the stain on the new fences and pergolas in the park, at the pool and at the playground and community center. The new members of the Westlake Committee are working through their goals and these will be announced following our February 2016, meeting.

All contract units are trained in every Nuisance Abatement law on the books. Each law will be enforced quickly. Once again we are putting a burden on the Sheriff’s Office that rightfully belongs on other agencies and the homeowners’ associations, but this is the most expeditious way of solving the many problems we are seeing in both Westlake Forest and Westlake.

The number to call is 713-221-6000. This is the phone number for the Harris County Sheriff’s Office. If there is an emergency, call 9-1-1. We live in HARRIS County. If you would like a magnet for your refrigerator so that both these numbers are readily available to you, stop at the Franz Road Fry Store Front and pick one up.

So, if you know of a home that is abandoned, has a junk vehicle in the driveway or street, trash, debris, high grass, a dangerous swimming pool, etc., please email Annette Baldwin at info.westlake@gmail. com or call her at 281-578-9118. She will forward the information to our deputy or the district nuisance abatement deputy who will act on it immediately.

Do NOT call the Franz Road Store Front for a deputy or in an emergency. These deputies are with the Crime Prevention Bureau. The phones are answered during weekdays only. You can go to the Store Front to file a minor report such as the theft of a bicycle or to pick up information or complete a Vacation Watch form. However, this office does not dispatch deputies.

This program began in 2011 following the training of all deputies. New deputies who bid into contracts are trained in Nuisance Abatement prior to their new assignment.

The vehicle Nuisance Abatement and parking code are enforced in an ongoing policy for Westlake and Westlake Forest. The health and safety laws will supplement that for further improvement in our neighborhoods.

While parking on the street and in the driveway is legal, it is amazing how many people do not use their garages for vehicle parking. If your garage is full of junk, this might be the time to clean it out, throw it away or put it in the attic

If you must park on your driveway, please remember to lock your vehicle. Before leaving your vehicle, take out items that might attract a criminal (major or minor) such as CDs, tapes, computers, cell phones, cash, credit cards, bags containing unknown items and anything that might attract a crime of opportunity. If you leave items in your vehicle and your vehicle is unlocked, don’t be surprised if your property is missing the next day.

Recently we have theft reports of catalytic converters and wheels from various vehicles parked both on the street and in driveways. Both of these are expensive replacements, minimally requiring a deductible payment on vehicle insurance and often raising your rates with a claim. It would seem wiser to empty the garage and park the cars there overnight.

The Harris County Sheriff’s Office is partnering with the Harris County Health Department and the County Attorney in an effort to clean up these problems. A quick review of our calls for service in 2014, has demonstrated that our residents are not calling the Sheriff’s Office on suspicious persons and suspicious vehicles as well as crimes such as burglary of a motor vehicle, etc. This appears to be particularly with residents whose homes back up to the greenbelt.

Once again we are asking you to please be considerate of your neighbors and the emergency personnel who risk their lives for us. Fire engines and ambulances often cannot squeeze down some of our streets when cars and trucks are parked on the street. Park cars in your garage and on your driveway. Always lock cars parked on your driveway and make sure you have removed “attractive valuables” from them. Since the largest homes in our subdivisions have four bedrooms, there is really no reason for more than four cars per house… two in the garage and two in the driveway. Guests can park on the street, but they need to be very aware of the parking laws in Texas. Due to the continuing upswing in street parking, the following Parking Laws of the state of Texas will be enforced to the letter: 1) Park no closer than 30 feet from a stop sign 2) Park no closer than 20 feet from a cross walk 3) Park no closer than 15 feet from a fire hydrant 4) Park no farther from the curb than 18” 5) Cars parked on the street must be locked 6) Park with the flow of traffic 7) Vehicles parked on the street must have a valid and current registration and inspection sticker and be in operable condition 8) Parking for more than 48 hours on the street is a violation that will result in towing 9) Do not obstruct the driveways of others with your vehicle 10) Double parking will result in immediate citation and possible towing These laws are not designed for a neat appearance. These laws are designed for the safety of the public. The life you save might just be your own. And many citations have been written over the past six months; citations will be written to any vehicle that is illegally parked.

VANDALISM COSTING YOU MONEY

Every time one of the juveniles in our neighborhood chooses to vandalize the community’s property, the costs for clean up or replacement are taken directly from our general fund. With addition of video cameras last spring, we are prosecuting all individuals who vandalize or trespass on subdivision owned property. Parents, we strongly suggest that you know where your children are and what they are doing. Parents, charges will be filed against your child (teenager) and reimbursement to the community will be required by the court.

January and February are excellent times to plant trees and shrubbery in the Houston area. The temperatures are chilly to moderate and the trees and shrubbery are given the best possible start on life. If you are considering adding to your landscaping, we recommend that you choose one of these two months to do it. Your money will be well spent.

ALARM PERMITS

Alarm permits in Harris County (not within the city limits, that’s us, folks), are obtained through the Harris County Alarm Detail. A permit application can be found at www.hcso.hct.net. The application can be printed from the website, then completed and mailed to their office with the applicable fee. Should you have any questions or need a form, contact the Alarm Detail at 713-755-4600 during normal business hours. There is a charge for the initial permit and for each annual renewal. If you are over 65, special rules apply. When installing a new alarm, don’t let your alarm company do this. Many of them automatically process these through HPD and your alarm will never be answered.

SCHOOL NEWS KATY INDEPENDENT SCHOOL DISTRICT WWW.KATYISD.ORG KATY ISD BOARD OF TRUSTEES APPROVES 2016-2017 ATTENDANCE BOUNDARY MODIFICATION

The Katy ISD Board of Trustees voted to approve an attendance boundary modification (ABM) designed to address the opening of three new campuses and alleviate overcrowding at campuses landlocked with 125 percent capacity. This ABM will provide muchneeded relief to Rylander and West Memorial elementary schools, as well as, balance enrollment as the District prepares to open two elementary schools and one junior high next school year. During this entire process, the District welcomed feedback from the community through an online survey. Nearly 9,000 parents, staff and community members completed the survey and dozens shared their feedback during the open forum at various Board meetings. These comments helped shape the ABM and addressed major needs and concerns cited by parents and community. The District presented to the Board a preliminary ABM proposal on November 16th and then an updated option on December 7th to better address the overcrowding at West Memorial Elementary.

The Board approved the updated ABM option on December 14th. The District estimates that approximately 3,600 students will be impacted by the approved attendance boundary modifications. Katy ISD will be notifying all impacted families in January/February 2016. COMMUNITY INVITED TO SUPPORT TEACHER GRANTS

The Katy ISD Education Foundation is inviting parents, businesses and community members to contribute to its teacher grant initiative by becoming a Foundation Investor or making a one-time donation. The Foundation’s annual Inspiring Imagination teacher grant program awards funds to teachers to implement classroom projects that engage and excite Katy ISD students. Formed in 2013 to support creative classroom programs in Katy ISD schools, the Foundation has awarded more than $500,000 to teachers throughout the district, enriching the learning experience for more than 65,000 Katy ISD students. Each spring, teachers are invited to apply for a grant through a competitive, three-step evaluation process. Submissions are judged by community volunteers. This year’s grant application process launched in November with teacher grant applications due March 30, 2016. Grants will be awarded in May 2016 for the 20162017 school year.

Hall of Fame. Coach Joseph, along with eight other inductees, were announced on Saturday, December 19th at NRG Stadium. Coach Joseph began his coaching career at Luling High School 37 years ago. After advancing in jobs at Brazosport and Austin Westlake, he then moved to Katy High School, where he has served for 33 years. He was the KHS defensive coordinator and then assistant head coach for 22 years before becoming the KHS head coach in 2004. During his tenure as head coach, he has led the Katy Tigers to eight state final games with three of those appearances resulting in 6A State Championships. His current coaching record stands at 167-14. While individual and team accolades are greatly appreciated and honored, Coach Joseph also strives to build a strong group of student athletes who recognize, through the actions of their head coach, the necessity for integrity, loyalty and the value of leading oneself and others through life’s victories with humility and hardships with grace. The induction banquet will be held on May 7, 2016 in Waco, Texas.

We will offer several evaluations (skills assessment) days so we can check on their skill level and even out the teams. The first evaluation will be Monday, Tuesday and Thursday Nights, February 22nd, 23rd and 25th, between 5-6:30 PM. The last evaluation will be Saturday, February 27th between 9-11 AM. It only takes a few minutes for us to run them through the drills and then we will contact each player the week before they begin practices. After Monday, February 29th, we cannot guarantee a place on a team. They will practice for one hour a week on a Monday, Tuesday, Thursday or Friday. Practices begin the week of March 21st and the league runs through May 21st. The early cost will be $80 for those registering before February 23rd. After February 23rd, the cost will be $90. Registration will begin January 1st.

Come join men 18 yrs and older for our men’s Outward Flag Football league coming this spring. Practice/Games will be on Saturday afternoons around 2 PM. The league will have a tournament at the conclusion of the season.
