BOARD OF DIRECTORS MEETING

The WCIA Board meets the 3rd Monday of every month (except November and December) with an open homeowner forum the first 15 minutes of the meeting. We thank all who participated in the holiday and Christmas decorating contest. Your efforts helped to bring much joy to our neighborhood. Please remember that all Christmas and holiday decorations must be removed from the exterior of your home by January 31, 2013.

WCIA Dues Are Payable By January 31, 2013

Your 2013 annual maintenance dues are payable on or before January 31, 2013. Please make sure to mail your check, made payable to Westlake CIA, Inc., in advance of the date so that you do not incur a late penalty. Be sure to contact Dianne Broyles, the Account Representative, for a payment plan if you need to pay out your annual fees. She can be reached at Dianne@crest-management.com or 281-945-4619. The Association changed banks, as noted on the billing statement, which allows for more credit card options and FREE e-check to make your payments online which also gives you an immediate receipt for your payment. Please be reminded that your account number has changed, so you will need to be sure to make that correction if you use a bill payment system to pay your assessments. As in previous years, if you would like to make arrangements to pay your 2014 dues in advance over the twelve month period, please send your checks to Crest Management and include the address of the home. We would like to thank you in advance for the timely payment of your assessments.

Annual Meeting Information

The annual meeting was held on Thursday, November 1, 2012. In attendance were about 10 homeowners, our contract Deputy Benjamin Luce, five of the members of the Board of Directors, Russel Holt, the attorney, as well as the representatives from Crest Management. Ann Iannuzzi, Sharon Lyles and Tommy Grant did not attend the meeting due to unexpected family emergencies. Board members Tommy Grant and Malcolm Baker were re-elected to the Board for another 2 years. Several of you have asked that I send you the documents from the 2011 meeting. at curbside. Those of us who do recycle were pleased to hear of this possibility. The Board will post a notice on their website regarding this in the near future when this feature is available. Suggestions were made to for the community to once again participate in National Night Out in October 2013, which is a time to reach out and meet your neighbors. The Association has not participated in this event in the past several years due to a misuse of the event by many residents (i.e., dropping off kids for food, etc. and not staying for the event, etc.). That suggestion was taken under advisement by the Board. The Crest Management representative read the financial report to-date. As of September 30, 2012, the balance sheet showed $378,740.71 in total cash, Capital Reserves, which can only be used for capital improvements, was $46,939.94, Non-capital Reserves was $145,163.23 and in Accounts Receivables there was $130,998.72 still owed by homeowners to the Association in past maintenance assessments, legal fees and penalties. The 2013 budget was presented with no increase in maintenance assessments.

The perimeter fence along Saums Road is currently having bad boards replaced and new paint as part of the regular maintenance of the fence.

Annette Baldwin contacted Harris County about the graffiti, which was on the pedestrian bridge on the Pedestrian/Bicycle Trail and park at South Mayde Creek. Within three working days all graffiti was removed. This is a wonderful amenity, which has been added for our use. So many of these trails cross Harris County and so many subdivisions have enjoyed them. We think that the same dynamic will play out for us as more of our families use the trail system. This is a positive amenity for Westlake Forest and is easily accessed by other subdivisions on the west side of Greenhouse Road. No motor vehicles of any type are allowed on the pedestrian/bicycle trail. We thank Commissioner Radack and his fantastic personnel at Precinct 3 for the hard work they have put in over the last 18 years to make this pedestrian trail and bayou rehabilitation a reality for us.

Also mentioned in the meeting (and by many of you on the suggestions for positive topics), was the possibility of recycling. Malcolm Baker said that he had talked with our trash pick-up company and that the Board can amend the contract to allow for recycling without requiring it of every home. Each person would be given an option to recycle

The Board is very pleased by the more positive and constructive comments brought forth this year for the annual meeting and want to thank those present and those who submitted their comments and questions in advance for a response. This assisted in making the meeting much more enjoyable and productive for all!

South Mayde Creek Hike & Bike Trails Open for Use

The construction phase is completed on the South Mayde Creek Bayou pedestrian/bicycle trail; the area is now the South Mayde Creek Park. Our trail, located on the north side of Westlake Forest, connects with Cullen Park, the Mayde Creek Schools and winds eastward to Hwy 6. This is a wonderful amenity for our community. The trail is lighted, a bridge connects the north and south sides and some landscaping and other elements will be provided by the contractor. Community participation has been provided by all subdivisions and MUDs for landscaping, hardscape, etc., for all other hike/bike trails in Harris County.

This is an excellent park like environment for walking and bike riding. Other trails throughout west Harris County are used by individuals for walking, exercise, bike riding, family activities and scouting activities. This is a natural environment, which is unfamiliar for many in Harris County. The Mayde Creek Bayou offers an array of birds and other wildlife as well as native plants. The trails are relatively peaceful. The walkway is a smooth surface, which is easily navigable. Eventually this walkway will connect with a trail that will parallel Westlake on the east side and end at Park Row. We have been talking with Harris County since 1994 about this hiking/biking trail. In 2002, Harris County announced a federal grant and state funds as well as their own contribution to this wonderful park-like amenity. We thank Precinct 3 Commissioner Radack for his persistent and consistent efforts in supporting our county parks and hiking and biking trails. We also thank Jimmy Greeson, now retired from Harris County Precinct 3, as well as Paul Hawkins, Precinct 3, who picked up the mantle and worked to bring this project to fruition. The hike/bike trail is open to the public from dawn to 10 PM. Tree Planting Time

January and February are excellent times to plant trees and shrubbery in the Houston area. The temperatures are chilly to moderate and the trees and shrubbery are given the best possible start on life. If you are considering adding to your landscaping, we recommend that you choose one of these two months to do it. Your money will be well spent.

I have served in the capacity of your Sheriff Contract Coordinator for 16 years. Over that time I have gotten to know so many of you, have watched your children or grandchildren grow into mature young people and have shared the joys and the sorrows of your lives. I appreciate the kindnesses extended to me during this period and I have enjoyed very much working with you in this capacity. As many of you know, I have devoted over 20 years of work with the Sheriff’s Office and various agencies in our county government. During that time I have testified before many committees about legislation that was necessary to improve the quality of life in Harris County. About four years ago, the Sheriff’s Contract Coordinators formed a County-wide organization in which I have taken a serious leadership role. My focus has become more and more on the macro perspective of the impact of so many competing interests and elements in West Harris County. In addition, I am active in The Compassionate Friends of Katy, acting in a leadership role with that

Because I feel I can best serve you, my neighbors, by impacting policy, legislation and other elements, which drive the quality of life for us and our children and grandchildren, I am resigning as your Law Enforcement Coordinator effective December 31, 2012. I informed the Board of this decision at the annual meeting. I weighed this very seriously before making my decision. The Board will be appointing someone else to handle the official position for the Westlake Sheriff’s Contract Deputy Program. I will, however, remain active with the Sheriff’s Office and I will share information with you that is timely and of concern to all of us about crime, crime prevention, additional resources provided to the subdivisions by the Sheriff’s Office, the legislative process, issues that impact us (such as the flea market) and other elements that will impact our quality of life. I will be handing over the reins of the law enforcement coordinator’s position in Westlake and Westlake Forest on December 31, 2012. The new coordinator is Wayne Rhea, a long-time resident of Westlake and a member of the WCIA Board since November 2011. Wayne will be handling the communications from you about ongoing activity, problems within the community, violations of the nuisance abatement law, etc. He hasn’t decided whether to publish his telephone number or get a cell phone with a number just for the subdivision(s). If you would like for me to also know about a specific situation, I will still be involved and will respond to most issues. In the meantime, Wayne’s email address is: westlakeandyou@aol.com If you want to be on Wayne’s broadcast emails, you will need to email him and let him know. He will add your name. Due to the private nature of the email list, which I am keeping, I will continue to share anything that Wayne sends out with those who are on my email list. Wayne is hoping to get together with the webmaster for the Association’s website and try to add some items which might be of interest to the community, which I think this is a great idea. Class for the Harris County Sheriff’s Office last year and he became interested in law enforcement while attending a town hall meeting held by Sheriff Garcia shortly before that. He is now a member of the District IV CPA Alumni group, which works to help the Sheriff’s Office in various capacities. Wayne will be joining the County-Wide Law Enforcement Coordinators organization, which is one of the organizations that I am active in as a director. Through this organization, Wayne will become familiar with all of the ins and outs and new elements of his volunteer position and I am sure he will be an active member. In addition, he will be in the loop for all communications and meetings for the District IV Law Enforcement Coordinators group as well. Finally, I will be working with Wayne and mentoring him on the learning curve. Wayne has some great, fresh ideas and I am pleased with his enthusiasm about this serious responsibility to each one of you. I will continue to write most of the law enforcement articles and general interest articles for our newsletter. In addition, I will keep you informed by email of any issues that impact us both on a macro and micro perspective. In January, we will be starting the legislative season and there is much fine-tuning that is needed in many of the nuisance abatement laws. These are the quickest and most inexpensive line of defense against the degeneration that has afflicted so many moderately priced and older subdivisions in the unincorporated area of Harris County. Please feel free to send your information to me and to Wayne through this transition period. A Message From the New Harris County Law Enforcement Coordinator - Wayne Rhea

The first thing I would like to say is THANK YOU to Annette Baldwin for her service in this position for the past 16 years. She has served our community well and will be a hard act to follow. She has assured me that I will receive her full support during the transition of this position. Several months ago I met with Annette to discuss just what

she does and was impressed with how involved she was with this position and serving Westlake/Westlake Forest. I am Wayne Rhea and have lived in Westlake since 1974, raised two children and have been married to the same wonderful wife for almost 43 years. I am retired and now feel I will have the time to devote to my community and this is why I am excited to take on this project. I am a Director on the Westlake/Westlake Forest Board, I am a member in the Harris County Sheriff Office Citizens Police Academy Alumni Association, attending class 33 and receiving the Outstanding Achievement Award from Sheriff Adrian Garcia for my participation during this class. Attending this class allows me to do ride-alongs with HCSO Deputies and see first-hand what we can expect in our communities. Although I will not be riding with our contract deputy, I will be meeting with him on a regular basis to discuss our community concerns and his assistance with crime control in our community and also will be monitoring the radio channels of the HCSO. I plan to become active in the County, Region One and State Citizens Police Alumni Association groups and hope this will allow me to serve you better. I have just completed the Citizen Emergency Response Team class last month and early next year plan to join up with a local county CERT team located here in our area and hope to offer this class to you soon. I have applied to serve on the Harris County Grand Jury next year and this will again give me a better insight into how our County Government works. I hope to meet soon with the Westlake Volunteer Fire Department to see how we might be able work together to serve you through education programs and workshops in the future such as the CERT program and Citizens Police Academy and other education programs offered for you during the year. Nuisance Abatement Enforcement Continues in Our Neighborhoods

The Harris County Sheriff’s Office has an overall Nuisance Abatement program for neighborhoods, such as ours, which have suffered from severe neglect during the sub-prime foreclosure crisis. Empty homes with junk and clutter in the front and back yards, eyesores for the community, inoperable vehicles, health and safety hazards… these and much more are addressed under Texas law as it applies to Nuisance Abatements in the Traffic Code and the Health and Safety code. All contract units are trained in every Nuisance Abatement law on the books. Each law will be enforced quickly. Once again, we are putting a burden on the Sheriff’s Office that rightfully belongs on other agencies and the homeowners’ associations, but this is the most expeditious way of solving the many problems we are seeing in both Westlake Forest and Westlake. So, if you know of a home that is abandoned, has a junk vehicle in the driveway or street, trash, debris, high grass, a dangerous swimming pool, etc., please email Wayne Rhea at info.westlake@ gmail.com or call Annette Baldwin at 281-578-9118. She will forward the information to our deputy who will act on it immediately. Additional deputies have been dedicated to the Nuisance Abatement program throughout Harris County. They will be working with Sgt. Boatman on all types of nuisances. New deputies who bid into contracts are trained in Nuisance Abatement prior to their new assignment. The vehicle Nuisance Abatement and parking code are enforced in an ongoing policy for Westlake and Westlake Forest. The health and safety laws will supplement that for further improvement in our neighborhoods. The Harris County Sheriff’s Office is partnering with the Harris County Health Department and the County Attorney in an effort to clean up these problems.

GARDENING TIPS FOR JANUARY

• Birds: Provide food and fresh water. More birds die from lack of water than from lack of food. • Cacti: Semi-dormant now. Reduce watering. • Camellias: Plants may be moved. Pick up and discard fallen blooms. • Cultivation: Changes in design may now be made, new beds dug and old ones rebuilt. Correct defects in drainage. Incorporate gypsum into heavy soils: repeat in three weeks. Dig granite dust, rock phosphate and quantities of organic matter into soil. Allow time for settling before planting. • Fertilize: Daylilies, spuria, Louisiana and bearded irises with complete fertilizer. Give strawberries 1 teaspoon ammonium sulfate, keeping six inches away from plant. Fertilize pansies with manure tea or blood meal. Water in. • Fruits: Plant fruit trees. Mulch figs with grass or straw to prevent freeze damage to crown.

• House Plants: Water, when surface soil is crumbly dry. Wash dust off leaves to open pores. Mist often. Inspect for diseases and insects. Reduce water for poinsettias. • Lawns: Remove thatch aerate, and feed with low nitrogen mixture. • Pests: For petal blight prevention, spray azaleas and camellias as flowers open. Spray for scale with dormant oil solution if temperature will be above 35˚ and below 85˚ for next 48 hours. Always read and heed manufacturer s directions before spraying. • Propagation: Ivy cuttings root easily this month and next. Root cuttings of shrubs in mixture of loam and coarse sand; keep damp and semi-shaded until rooted. • Prune: Fruit trees in advance of new growth. Prune to groom and shape. Do not remove too much. Remove dead wood from trees and shrubs before spring buds swell, but do not prune spring bloomers. Prune crape myrtles. Prune nandina and others of similar growth habit by cutting unwanted canes out at base of plant. • Roses: Annual pruning about the middle of February, just before the spring buds break. To prevent later appearance of disease in the old beds, keep garden clean of debris and weeds. Complete preparation of new beds for roses. • Transplanting: January is one of the best months to transplant woody plants, both evergreen and deciduous, especially trees. Energy will be expended on roots instead of foliage. Learn ultimate size and cultural needs of tree or plant before buying. Consider dwarf varieties to avoid crowding later. Group plants of similar cultural needs. Do not work wet soil. Assure good drainage. 1 (15 ounce) can black-eyed peas, drained 1 (10 ounce) package frozen corn kernels, thawed 2 tablespoons chopped pimento peppers 1/2 cup chopped celery (optional) 2 tablespoons minced onion 1/4 cup apple cider vinegar 1 tablespoon white sugar 2 tablespoons Worcestershire sauce 1/2 teaspoon garlic salt 1/2 teaspoon pepper 1/4 cup vegetable oil Combine the black-eyed peas, corn, pimentos, celery and onion in a mixing bowl; set aside. In a separate bowl, whisk together the vinegar, sugar, Worcestershire sauce, garlic salt and pepper. Slowly whisk in the vegetable oil until the dressing emulsifies. Stir the dressing into the vegetables until evenly coated. Refrigerate 4 hours to overnight before serving.

Pour the apple cider and maple syrup into a large stainless steel saucepan. Place the cinnamon sticks, cloves, allspice berries, orange peel and lemon peel in the center of a washed square of cheesecloth; fold up the sides of the cheesecloth to enclose the bundle, then tie it up with a length of kitchen string. Drop the spice bundle into the cider mixture. Place the saucepan over moderate heat for 5 to 10 minutes, or until the cider is very hot but not boiling. Remove the cider from the heat. Discard the spice bundle. Ladle the cider into big cups or mugs, adding a fresh cinnamon stick to each serving if desired.

MORE THAN 165 PARTICIPATE IN 15TH ANNUAL PROMISE TO READ PROGRAM

Community members from Katy and the surrounding area recently stopped what they were doing to read to students in more than 345 classes as part of Katy ISD’s 15th annual Promise to Read program. Through Promise to Read, volunteers promised to spend 30 minutes reading to an elementary classroom during one week in November.

This year, ten Katy ISD elementary campuses hosted the event with Partners in Education: Morton Ranch, Hutsell, Nottingham, Kilpatrick, King, Pattison, Mayde Creek, Griffin, Bear Creek and McRoberts Elementary. Host campuses rotate each year so that, over a threeyear period, every Katy ISD elementary has an opportunity to participate. “Promise to Read has become a volunteer event that many in our community really look forward to. Portions of the existing Katy 1st Ward, Katy 3rd and Katy 4th, make up the new ward. Katy Mills Ward now serves 350 church members south of I-10, between Woods Road on the west and Mason Road on the east, with the south boundary approximately at FM 1463. The Katy Mills Ward is one of eleven congregations that make up the Katy Stake. The Church presence in Katy began with one member in around 1950 and has steadily grown since then and now includes several thousand Latter-day Saints. The bishop or lay leader of the Katy Mills Ward is Cody Larsen, who works as a finance manager at Phillips 66 and Company. Bishop Larsen will be assisted in leading the congregation with two counselors: Robert Lund and Dave Bleazard. They began immediately setting up leadership for various auxiliary organizations, for youth, children and adults. The new Katy Mills Ward meets at the LDS meetinghouse at 1928 Drexel Road in Katy, sharing that building with two other wards. Their Sunday meetings start at 11:00 AM. Visitors are always welcome. Growth in the Katy area has led to the need for a new congregation in the Katy Stake of The Church of Jesus Christ of Latter-day Saints. A congregation, called a ward, is a geographic area with about 300600 church members. When an area sees growth, such that local wards are reaching the upper size limits, a new ward is formed. That is what happened this October in Katy, with the creation of the new Katy Mills Ward.
