NEW BOARD IS ELECTED FOR WESTLAKE/WESTLAKE FOREST
The November 7, 2013 annual elections saw a sea change in the composition of the Board of Directors. Elected to fill five vacant seats were Annette Baldwin, David Bryant, Edmond Stachowski, Susan Stibitz and Chris Ubilluz. Both Tommy Grant and Malcolm Baker resigned their unexpired terms. On November 12th, the Board elected officers as follows: Annette Baldwin, President; David Bryant as Vice President, Susan Stibitz as Secretary and Edmond Stachowski as Treasurer. Appointed to fill the vacant director positions were Marcos Cruz and Sharon Lyles. The new Board is looking for volunteers for committees for both Westlake and Westlake Forest to help with such things as the recreation committees (uses for common area, tennis courts, pools, parks in both subdivisions and the greenbelt in Westlake, etc), Community Events Committees (develop a deeper sense of community in each subdivision), Architectural Control Committees, Website Content Committees, Master Plan Committee for each subdivision (work with the Board in reviewing and updating the 1997 Master Plan with the Architect) and several other committees, which will be needed from time to time. The next meeting of the WCIA (the association representing both Westlake and Westlake Forest) will be held on Tuesday, January 7, 2014, at 7:00 PM, at the Westlake Forest Civic Center located at Franz & Creek Meadow in Westlake Forest. The Board will have an open homeowners’ forum, which will begin about 8:00 PM, but homeowners are invited to attend and observe during the regular Board meeting. Following the homeowners’ forum, the Board will adjourn to executive session to discuss matters of collection and serious deed restriction violations, which are, by law, private and not conducted in any public arena.

The website for the Westlake and Westlake Forest subdivisions is: www.westlakecia.org. On that website, you will find much has changed. We have included helpful links for homeowners who are experiencing problems with lenders, as well as with the HOA. Further, all minutes are written and approved within a short window of time and then uploaded to the website. All financials, both income and balance sheets, will be included every month as well. Timely updates are mandatory for a website that has meaning to the membership. During the next year we plan to expand the website to include other community services, programs and lost/found pets, as well as other topics. Chris Ubilluz is working on a facebook page for Westlake and Westlake Forest in order to get quick feedback from our members on issues of interest. SHERIFF’S EXPLORERS PROGRAMS LAUNCHED IN HARRIS COUNTY
Harris County Sheriff Adrian Garcia has launched the Harris County Sheriff’s Office (HCSO) law Enforcement Explorers program, a career and value-oriented initiative that will give young adults the opportunity to explore a career in law enforcement by working with deputies of the HCSO. The HCSO’s Law Enforcement Explorers program is open to teenagers and young adults between the ages of 14 (must have completed the 8th grade) and 20 interested in a career in law enforcement. Student participants will get a first-hand look at what it takes to be a law enforcement officer and decide early on whether it is a career they want to pursue. The Explorers students will have the opportunity to train to perform certain police functions and utilize that training in mock police calls. They’ll also be able to showcase that training in Explorers competitions, held throughout the United States and qualify to win awards and even college scholarships. Currently the HCSO has six Posts located through Harris County, with over 225 Explorers. Please visit their website www.hcsoexploreres.com.

A quick review of our calls for service in 2013, has demonstrated that our residents are not calling the Sheriff’s Office on suspicious persons and suspicious vehicles, as well as crimes such as burglary of a motor vehicle, etc. If you don’t call to report a crime or suspected criminal activity in progress or suspicious persons or vehicles, no arrests will be made, the crime or criminal activity will continue and the Sheriff’s Office will not know that anything is going on. Yes, we have those rare occasions where a deputy, by pure luck, drives up on a crime or suspicious activity in progress. But why rely on luck when you have a telephone? The number to call is 713-221-6000. This is the phone number for the Harris County Sheriff’s Office. If there is an emergency, call 9-1-1. We live in HARRIS County. If you would like a magnet for your refrigerator so that both these numbers are readily available to you, stop at the Franz Road Store Front and pick one up. Do NOT call the Franz Road Store Front for a deputy or in an emergency. These deputies are with the Crime Prevention Bureau.

January and February are excellent times to plant trees and shrubbery in the Houston area. The temperatures are chilly to moderate and the trees and shrubbery are given the best possible start on life. If you are considering adding to your landscaping, we recommend that you choose one of these two months for planting. Your money will be well spent.

Harris County has recently seen a tremendous uptick in the burglary of motor vehicles. 90% of these burglaries are essentially thefts from unlocked vehicles. Do not leave any valuables in plain sight. Do not leave a garage door opener in your car that is parked on the driveway or on the street. If you must park in your driveway or on the street, remove anything of value, park legally on the street and lock your vehicle. We have seen laptop computers, cell phones, wallets, cash, iPods, Blackberries, books, priceless family treasures and other items stolen from unlocked vehicles. Some people leave cash and credit cards in their cars. This is a definite incentive to a criminal to break the glass on your vehicle to gain access. An empty, locked vehicle has the lowest chance of being burglarized. Think about it.

TRASH PICK-UP STICKERS BELONG ON TRASH CANS
The garbage pickup sticker you receive each quarter shows you have paid your invoice and are a valid customer. It contains your address and the expiration date. The sticker is designed to be placed on a garbage can. These stickers occasionally won’t stick even to a garbage can; use a heavy duty tape when this occurs. Remove your cans from the street as soon as possible. Do not place these stickers on your mailbox. They may well be stolen. Do not leave your garbage cans out for a period of time. The stickers might be stolen and the garbage cans could be stolen. A word to the wise should be sufficient.

KATY ISD’S 16TH ANNUAL PROMISE TO READ
Community members from Katy and the surrounding area recently stopped what they were doing to read to students in more than 375 classes as part of Katy ISD’s 16th annual Promise to Read program. Through Promise to Read, volunteers promise to spend 30 minutes reading to an elementary classroom during two weeks in November. This year, 10 Katy ISD elementary campuses hosted the event with Partners in Education: Cimarron, Creech, Franz, Golbow, Exley, Rhoads, Rylander, Williams, Wilson and Winborn Elementary Schools. Host campuses rotate each year so that, over a three-year period, every Katy ISD elementary has an opportunity to participate. During the November Board Work Study meeting, Officer Shannon Taylor was sworn in to serve on the Katy ISD Police Force. Officer Taylor’s law enforcement experience includes having served as a police officer for the Delphi, Indiana Police Department and Purdue University. Officer Taylor is a graduate from the Indiana Law Enforcement Academy and has been an officer for more than 14 years. After serving for Purdue and Delphi, Officer Taylor served three years as a police officer at Rice University. She resides in Katy with her husband, John Taylor and her daughter. Katy ISD peace officers are licensed and certified by the Texas Commission on Law Enforcement Officers Standards and Education. The Katy ISD police jurisdiction includes all territory within the boundaries of the District (181 square miles) and all property, real and personal, outside the boundaries of the District that is owned, leased or rented by the District or otherwise under the District’s control. CHRISTIN VOGEL EARNS GIRL SCOUT GOLD AWARD
Girl Scout Ambassador Christin Vogel recently earned the Girl Scout Gold Award, the highest award a girl scout can achieve. Less than five percent of girls who join Girl Scouts earn this recognition. Thousands of squirrels and swamp rabbits are injured yearly due to natural causes such as storms and diseases, as well as animal attacks and human interaction. Christin’s project addressed the issue of providing shelter for squirrels and swamp rabbits while they recover from injuries. Christin and her volunteers built squirrel boxes and swamp rabbit boxes to donate to the Texas Wildlife Rehabilitation Center. The Texas Wildlife Rehabilitation Center rehabilitates wounded animals with the intent to release back into the wild. The shelters that were built will be placed in their natural habitats and the squirrels and swamp rabbits will use these temporary shelters until they are once again fully adapted to the wild and can live efficiently on their own. Christin also conducted educational workshops at local libraries and informed people about how the Texas Wildlife Rehabilitation Center takes in harmed animals and helps them recover strength, confidence and their natural habits. She also described signs of an injured animal and discussed what to do if an animal does become injured and how to avoid harming wild animals. Christin demonstrated outstanding leadership skills, community involvement, time management and personal development in order to carry out her Gold Award project. As an active member of Girl Scouts for 9 years, Christin has also earned her Bronze and Silver Awards. Christin is currently a Junior at Cinco Ranch High School.
