NUISANCE ABATEMENT ENFORCEMENT ENHANCED BY PARTNERSHIP OF COUNTY AGENCIES
We are holding the meeting on the second week of the month because so many parents will be leaving on vacation for spring break the following week.
SPRING BREAK MEANS CHILDREN ARE PRESENT THROUGHOUT THE DAY
Katy ISD will be having their Spring Break this year from March 14th-18th. This means that children will be present in the subdivision during the weekdays of that week. Please exercise care when you are driving through the subdivision. The speed limit is 30 miles per hour; however, a slower pace is wise when children are present. Our deputy will be monitoring traffic closely for speeding and careless driving. Let’s not have a tragedy mark this special break.
The Harris County Sheriff’s Office District Patrol Bureau has announced a new partnership between the Sheriff’s Office and the County Attorney’s Office to abate nuisances of all types… junk vehicles, trash, abandoned vehicles, houses in disrepair, debris and health and safety issues. The Sheriff’s Office has completed the training of all Contract Deputies in Sheriff’s contracts as well as key District Deputies and various Sergeants throughout the five districts. Texas law allows for the removal of any nuisance from a private or public property. Maintaining a safe and healthy environment for our residents is a primary concern for each of us. The partnership between the County Attorney’s Office and the Sheriff’s Office will result in more efficient and effective enforcement as well as much quicker turn-around between the original contact and the eradication of the nuisance.
Commercial vehicle drivers are subject to fines and, of course, the driver will spend at least one day in court for every violation of this Texas law, which was designed to preserve neighborhood integrity. Make arrangements for alternate overnight and weekend parking of your commercial truck.
Be advised that if you have a vehicle parked in your driveway that is not properly inspected and registered or is inoperative, it will be removed. You will receive a notice to abate the nuisance. If you do not do so within 10 days, proceedings will be initiated and the vehicle will be removed in order to abate this nuisance. Nuisance abatement also applies to appliances, hazardous objects, etc., that are in view of the street. If you have a nuisance in your driveway or yard that falls into any of these categories, remove it now to avoid problems in the near future. If you allow your home to become an eyesore or to fall into disrepair, you will be subject to the Nuisance Abatement laws under a different statute. If you know of any such vehicles, debris, trash, junk, junk vehicles in driveways or houses that are in bad disrepair, please email Annette Baldwin at info.Westlake@gmail.com. A weekly list will be sent to our deputy who will then pursue each violation in accordance with the laws pertaining to that situation.
OVERNIGHT COMMERCIAL TRUCK PARKING VIOLATES LAW
Westlake and Westlake Forest completed the process several years ago to ban overnight parking of commercial trucks anywhere in the subdivision. This includes streets, driveways, common areas, common area parking lots, etc. If you drive a commercial truck, you will want to make arrangements

SPRING - TIME FOR CLEAN UP AND REPAIRS
Spring is here and with it comes the annual clean up for our homes. This is the time to do an inspection of your home’s exterior: paint, downspouts, gutters, lawns and flowerbeds. March is an ideal month for these chores as the weather isn’t extremely hot and you can do the work in relative comfort. The covenants you (or your landlord) signed at the time of the purchase of your home include many details regarding mowing, edging, maintaining the premises, etc. If you plan to repaint using a different color, please submit a sample of the color you will be using to the architectural control committee for approval. This takes a few weeks, so plan ahead. March is the ideal time to plan many types of flowers in your flowerbeds. You will find all types of suggestions for shade, sun, partial sun, etc., at any of the area nurseries. Clean up, fix up and spruce up your home for the spring and summer season. Since our neighborhood has so many mature trees and an abundance of mature landscaping, most homeowners find the spring clean up to be a breeze.
CURFEW IN HARRIS COUNTY
Here’s something for parents to consider: Harris County has a curfew. This curfew applies to young people under the age of 17 years. Midnight is the curfew; it remains in effect until 6 AM. This law was passed by the legislature in 1995. The following synopsis is fairly enlightening: “Law enforcement officers will carefully assess each situation regarding a possible infraction of the juvenile curfew.

If the juvenile is taken into custody, the juvenile may be transported to a processing center. While at the processing center, the juvenile’s parent, guardian or custodian will be contacted and asked to pick up the juvenile. If a parent, guardian or custodian cannot be located or does not pick up the juvenile, the juvenile will be transported to Chimney Rock Center operated by Children’s Protective Services. The juvenile can receive a citation, which is a Class C Misdemeanor up to $500. In addition, the parent, guardian or custodian may also be issued a citation if they knowingly allow juvenile to violate curfew. Owner, operator and other person in control of a public place may be issued a citation if they knowingly permit juvenile to remain on premises during curfew hours.” This is taken from a website about the curfew. Parents, we suggest that you talk with your children about curfew laws, truancy laws and other status violation laws such possession of tobacco, possession of liquor, etc. While adults can be out after midnight and are not subject to truancy, MIP and other status violation laws, children are subject to these laws. There have been a number of citations issued to our residents’ children recently for curfew violation, MIP (alcohol) and MIP (tobacco). This is costly for parents and can deprive children of many opportunities in the future.
DISTURBING THE PEACE IN THE NEIGHBORHOOD
Recently, we have had a big upswing in complaints about disturbing the peace. There is no real way to measure noise available to law enforcement, but the law on disturbing the peace is clear: if you are unable to enjoy your home and property due to the loud music, loud talking, loud car sounds or loud screaming, the peace of the community is being disturbed. Parties for large groups (more than 10 total people) need to be held in halls that are rented and designed acoustically to handle the noise level of loud music, loud talking, occasional screaming and a generally higher level of sound than one normally associates with a backyard barbeque. A neighborhood where homes are close together is not the place to hold these events, which get loud and noisy very quickly. Please call the Sheriff’s Office at 713-221-6000 if parties and loud music are a problem in the neighborhood any time of the day or night. This behavior is not acceptable and the Sheriff’s Office needs to talk with these people and explain their options on limiting size and sound or renting commercial halls for these family and other types of gatherings.
PARKING LAWS STRICTLY ENFORCED IN NEIGHBORHOODS
Once again, we heard from the Westlake Volunteer Fire Department that they were unable to get a fire engine and ambulance through a street due to the helter-skelter parking on that street. There are several streets in Westlake and Westlake Forest, which are continually cluttered with too many parked cars and trucks. Due to this threat to human life, the threat posed by these excessive numbers of vehicles, the parking laws are being strictly enforced with no exceptions. The deputy will attempt to find you to ask you to park your vehicle correctly. If he is unable to do so, he will write a citation, which take you from work for one day in court and cost money. Following are the basic parking laws. Abide by them. We are seeing some shocking problems on the small cul de sacs in Westlake. If cars/trucks park legally on these cul de sacs, there is room for only two vehicles. Further on some streets in Westlake Forest and Westlake, we are seeing far too many vehicles for a single home of 3 or 4 bedrooms.

Alarm permits in Harris County (not within the city limits, that’s us, folks), are obtained through the Harris County Alarm Detail. A permit application can be found at www.hcso.hct.net. The application can be printed from the website, then completed and mailed to their office with the applicable fee. Should you have any questions or need a form, contact the Alarm Detail at 713-755-4600 during normal business hours. There is a charge for the initial permit and for each annual renewal. If you are over 65, special rules apply. When installing a new alarm, don’t let your alarm company do this. Many of them automatically process these through HPD and your alarm will never be answered.

Katy ISD Partners in Education is celebrating another successful Food for Families campaign, the District’s annual community initiative that supports families in need. Principals from every campus identify students and $50 grocery gift cards are given to those students’ families before the winter break. Initially conceived as a way for Katy ISD employees at the administration building to help students and their families, Food for Families has burgeoned into a communitywide initiative that is now primarily supported by individual, private contributions. And for the first time, local eateries donated a portion of their proceeds during the inaugural “Food for Families Restaurant Week,” ultimately helping to provide gift cards for 40 families. Fun-Fair-Positive Soccer (FFPS) early sign up for the Spring 2016 Season is underway. Sign up early to save up to $20. FFPS is for girls & boys, ages 4-18. The league will have a tournament at the conclusion of the season. Evaluations for all players will be Monday, Tuesday and Thursday, March 14th, 15th and 17th from 6-7 PM and Saturday, March 19th from 10:30-11:30 AM. These will take place on the fields behind the church. Cost for the league will be $40 per player covering cost of officials and jersey. First games will be April 9th and season concludes on May 21st with tournament. Registration began in February.
