WESTLAKE CIA ANNUAL MEETING SCHEDULED FOR NOVEMBER 9TH
The annual meeting of the Westlake Civic Improvement Association will be held on Monday, November 9, 2015, at the new Westlake Fire Department on Saums Road in the WFD’s new community center. The meeting will begin at 7 PM and end around 8:30-9 PM if all runs smoothly. Changes in Texas law governing subdivisions have allowed us new flexibility in the date and time of our meeting. The announcement will be sent to all homeowners and the ballots will be included. If you would like to vote your neighbor’s signed ballot and bring in ballots for quorum, we would really appreciate it. All election procedures were explained in your announcement package. The nominations have been done according to our by-laws and state law. The nominating committee closed nominations on the October 30, 2015. If you are unable to attend the meeting and would like to make your ballot selections and return them to PCMI for quorum, the election will take less time. Each resident is allowed to vote for three candidates either from Westlake or Westlake Forest. The at-large candidate, who will be a tie-breaker in keeping with the new by-laws, will be selected by voters from both subdivisions. If you have any questions, please feel free to contact one of the Board members who are listed on the inside of the back page of this newsletter. We hope to see a good turnout for this meeting as we recap the ongoing repairs and improvements that have been done over the past year. The emphasis of this Board is on keeping our amenities attractive, expanding amenities in both subdivisions, a high level of regard for infrastructure repairs and pro-active maintenance and continuing to maintain an attractive look throughout both subdivisions. On the administrative side, the Board is focused on deed restriction violations that devalue the subdivision and collection of dues in a timely fashion. ANNUAL HOLIDAY DECORATING CONTEST TO BE JUDGED IN EARLY DECEMBER
We all look forward to the holidays and the lights and decorations on the homes in our community. Many of our residents do wonderful displays of lights on their homes and figures in their yards. If you like to decorate the exterior of your home for the holidays, please have your decorating completed by the second Saturday of December so that you can be included in the annual judging of our Holiday Decorating Contest. Three prizes are awarded in both Westlake and Westlake Forest. These are gift certificates that every family can use. We hope you join in.
CHRISTMAS PARTY PLANNED FOR BOTH SUBDIVISIONS ON SATURDAY, DECEMBER 5TH
The Westlake CIA is planning a Christmas gathering of Breakfast with Santa Claus at the parks and common areas of Westlake and Westlake Forest on Saturday, December 5th, from 9 AM-11 AM, for children and adults. Included will be gifts for the children, a two hours visit with Santa Claus, some light snacks and Christmas music. Last year’s Breakfast with Santa Claus was well attended by the children and parents of Westlake and Westlake Forest and we are planning for an ever bigger event this year. You will be receiving a postcard announcing the event in your home mailbox. This is a lovely event for the smaller children and their parents, which sets the mood for a beautiful holiday season.

Thanksgiving is just around the corner. Some of us have already started to do Christmas shopping and are making our Holiday plans. During this busy season, we urge you to consider both your safety and your security. If you leave home for more than a few days, file a Vacation Watch report with the Harris County Sheriff’s Office. Email info.westlake@gmail or go to our website www.westlakecia.org to get a copy of the form. Instructions are included on the form. This is a quick, painless procedure and it allows our deputies to check your home a little more closely than normal when you are gone. This service is free to Harris County residents. If there is a problem filing this document at the Franz Road Store Front, please call Annette Baldwin immediately at 281-578-9118.

When shopping, please remember to put packages in your trunk, unless you are headed directly home. Tempting packages left in vehicles that are parked in commercial areas will draw the eyes of the criminal opportunist. If at all possible, shop with another adult. Two sets of eyes are better than one to watch for pickpockets, muggers and others who would have your money or your purchases if given the opportunity. Be alert in parking lots and in stores. Whenever possible, park close to the entrance of the store in a lighted area. Many retail establishments have security cameras and security patrols in their parking lots. However, do not rely on these to save you from crime. Watch for suspicious persons, check around your car before entering it and lock the doors as soon as you are inside the vehicle. Start your car and leave the area. Don’t make yourself a crime target.

Secure your home to avoid a burglary. The Sheriff’s Office offers free inspections of homes that give you information about what you can do to secure your home inexpensively. Call the District IV substation M-F, 8 AM-4 PM, to schedule an inspection of your home. The phone number is 281-463-2648. Always keep your vehicles locked unless they are in a locked garage. Do not leave anything in your vehicle that might tempt someone to break into it. It is not necessary to be paranoid… it is necessary to be vigilant to avoid becoming a victim of crime.

Sadly purse snatchings and other crimes are on the upswing in this area. The holiday season will serve to increase this activity. Be alert, be ready and plan ahead when shopping… especially at night. When driving home from shopping, make sure no one is following you. If you suspect you are being followed, go to the fire station, where there are always people willing to help you. Do not drive to your home if you think you are being followed. When you arrive home, unload your car quickly and then lock the car.

Just a reminder for the busy month of November. The parking laws in Texas are strictly enforced in our neighborhoods. Following is a brief checklist for those of you who haven’t recently read the Texas Driver’s License Manual:
Do not leave trash outside that might blow on your neighbor’s lawn or plantings. Pick up after yourself, your family and your guests. Be courteous to avoid confrontations with high stress individuals. While this is all common sense, common sense isn’t so common these days.

If there are issues that you think need to be addressed by the Board, this is one of the ways to reach us. In addition to this resource, we urge every resident to join the “nextdoor.com” website, which is specially established for your individual neighborhood. At nextdoor. com, you will find announcements of a timely nature, discussions of problems within the subdivision and common to the entire area. This is an excellent resource to exchange ideas and information. Sign up today. Simply go to nextdoor.com, enroll by entering your name and address and you will be placed in either Westlake Forest or Westlake. You can interface with residents of your subdivision or residents of the 12 subdivisions around you. As always, our website is current with all kinds of information that answers most common questions and quickly solves problems. Go to westlakecia.org and see for yourself!
ALARM PERMITS
Alarm permits in Harris County (not within the city limits, that’s us, folks), are obtained through the Harris County Alarm Detail. A permit application can be found at www.hcso.hct.net. The application can be printed from the website, then completed and mailed to their office with the applicable fee. Should you have any questions or need a form, contact the Alarm Detail at 713-755-4600 during normal business hours. There is a charge for the initial permit and for each annual renewal. If you are over 65, special rules apply. When installing a new alarm, don’t let your alarm company do this. Many of them automatically process these through HPD and your alarm will never be answered.
