HOMEOWNERS MEETING TUESDAY, SEPTEMBER 15TH
The WCIA will hold its September meeting at the Civic Center located at 2502 Creek Meadow in Westlake Forest, on Tuesday, September 15, 2015 at 7 PM. All homeowners are invited to attend this meeting. The WCIA Board will hold its executive session Monday, September 14, 2015, at 6:30 PM at the Civic Center. If you have a special situation which you would like to discuss with the Board, please contact Annette Baldwin before September 15th so you can be added to the schedule. Following the executive meeting, if any homeowners are still in the parking lot, the Board will announce the decisions made in executive session. These will also be announced in the Board discussions at the meeting on September 15, 2015, as well. We hope to see even more homeowners come out and make their suggestions to us at the meeting on September 15th.

SWIMMING POOLS CLOSE AFTER LABOR DAY
In keeping with the traditional Back to School program, the Westlake and Westlake Forest pools will close for the season after the Labor Day Weekend. Most of our lifeguards attend high school or college and are not available for work following Labor Day. The Board will be discussing pool hours and this year’s special offerings at the September and December meetings. If you would like to present feedback, please attend a Board meeting or send your comments or suggestions to Annette Baldwin @ info.westlake@ gmail.com. We hope our residents enjoyed the pools this season. There was a generally low attendance at the pools throughout the summer months. The WCIA Board is gapping the “too big to fail” banks financially. They do not pay their annual dues and they do not maintain their collateral, which is, of course, a house. Nor do these big banks mow regularly or clean up the yards annually. While the big banks have set up layers and layers of bureaucracy to literally halt any complaints about the condition of their property, we must live in a neighborhood blighted by this unsightly collateral. The WCIA Board is striving to improve the appearance of our neighborhood by force mowing these lots, both front and back, on a regular basis. This year has been particularly difficult due to the high amount of rain and the Dallas grass that is plaguing us with its weedy nature and quick growth. However, we will continue to force mow these unsightly vacant homes because we want a well maintained neighborhood and this is one of our responsibilities to the community.
TOWING SIGNS POSTED IN WCIA PARKING AREAS
Some of our residents have remarked about the No Parking signs in the parking lot at the civic center in Westlake Forest and at the Westlake pool and park. There is no parking in these parking areas from 10 PM – 6 AM. A tow truck will remove any vehicles parked in these parking lots at a cost of $145.50 for the tow and $20 when the car is brought to the storage lot plus $20 per day for the storage of the vehicle. Our community parking lots are being monitored every night, all night long. Do not park in these three parking areas after 10 PM or before 6 AM. Tell friends and family members that the signs are for real: parking after 10 PM will result in a tow of your vehicle.

CAMERA SURVEILLANCE IS SLOWING VANDALISM & CRIME
Westlake and Westlake Forest have joined the technological revolution of the most recent millennium and installed cameras where we once had crime. Although a little late in coming, this has been a most effective purchase. The Board of Directors has set up cameras in both parks and swimming pools, the civic center lot and the civic center, the playgrounds and the Westlake greenbelt. The cameras are monitored throughout the day and randomly throughout the night. Recordings are kept for 30 days and these same recordings are given to law enforcement when vandalism or illegal activity occurs at any of the common areas in both subdivisions. With the help of neighbors, we have been able to identify perpetrators and take appropriate actions. Signs regarding the park rules are prominently placed in both parks. Pool rule signs are easily read in both pools. Please advise your children that any criminal activities will be captured on video and charges will be filed against all suspects. You are trespassing if you enter any of the common areas (parks, pools, playground, greenbelt) after 10 PM and before 6 AM. The WCIA has a standing complainant form filed with the Sheriff’s Office to insure arrests. Be on your best behavior in our common areas.

BACK YARDS NEED LOCKED GATES
Recently homeowners have reported that they have seen strangers in their back yards. When the strangers realize someone is at home, they leave immediately. What does this mean? These individuals didn’t mistakenly wander into your backyard. They are there by choice; in all likelihood their goal was a quick burglary of your home. Please padlock your back gates and secure your fence so that it is not easy for a burglar to get into your backyard. Once in the yard, these individuals have unfettered access to your home… even if you are home. Keep your back door locked. Hopefully all of us now have the longer, secure deadbolts, which can only be opened with a key. These fit more deeply into the door casing to make it difficult to kick the door open. But, the first line of defense is your gate… have a padlock and keep it locked at all times.
DOGS RUNNING LOOSE BECOME A PROBLEM IN DENSE POPULATION AREAS
As our email subscribers know, we are sending out pictures of missing dogs or dogs who have been found at least once a week. Some stories have happy endings, some have tragic endings. There is a leash law in Texas. This means that YOU must be in control of your dog at all times. The law interprets control as having the dog confined or restrained. There is no margin for question on this one. Under controlled restraint or confinement means just that. Some cultures have no problems with dogs running loose, eating what they can beg or steal, getting water where they can find it. In the rural areas of Texas, people pretty much take care of their dogs. They understand livestock and animals in general. They feed, vaccinate, water and bathe their animals. In the densely populated areas of Texas, such as Houston and its suburban areas, dogs must be restrained, vaccinated, fed, watered and sheltered. Anything less is cruelty or neglect that results in a violation of Texas law.

BACK TO SCHOOL TIME: WATCH OUT FOR CHILDREN
The children are back in school and each school bus carries a precious cargo. Be aware of children running to or from the bus. Also, be aware of children who are walking to or from a drop-off point. Please slow down and watch for children. The actions of children cannot be anticipated; frequently a child will dart into the street for no apparent reason. Please be ready for the unexpected when children are present in the neighborhood. State law requires that all traffic on both sides of the street stop for a school bus that is loading or discharging children. If you do not stop, the driver will take your license plate number and action will be taken against you. Please be careful when children are present. We urge you to drive responsibly and to talk with your teenage children who are driving about the responsibility of driving carefully in the neighborhood.

NUISANCE ABATEMENT PROGRAM, LEGAL PARKING & CLEAR STREETS IMPROVES NEIGHBORHOOD APPEARANCE & SAFETY
The fall of the year brings many opportunities for us to work in our yards. As the weather cools down, the jobs of weeding and mulching gardens, planting fall flowers, mowing and putting on fertilizer become a lot easier. This is an ideal time to refresh your floral plantings and take care of lawn problems. Trees can be pruned later in the year when the weather is cooler. This is generally best done in January.
As most of you know, the application of the Texas law against Nuisances both in the form of vehicles and health safety items has been an ongoing activity in Westlake and Westlake Forest. What does this mean? The vehicles in driveways, which are not current on registration and inspection, are covered in some fashion, are on jacks or blocks or are inoperable are in violation of state law. The penalties for violating this law can be pretty stiff. If you have a vehicle in your driveway that falls into any of these categories, you will want to remove it. Park the vehicle in your garage or take it out of the neighborhood and place it in a rental facility. This will save you much frustration and money.
We encourage our residents to take an objective look at the exterior of their home and take appropriate measure to rid the lawn and trees of various pests. This is also a good time to do exterior repairs before the holidays slip up on us. If you plan a major change in your paint color or plan to put in siding or do other improvements which radically change the look of your home, please complete an architectural

standing water in your yard. If you have a swimming pool or pond in your yard, do not let water stagnate. Use appropriate chemicals and check the ph and chemical level on pools and ponds to make sure you are not fostering the creation of a health disaster. Penalties for some of these violations are swift and severe. Finally, do not leave refrigerators, chemicals, paint, old wood, etc., in your front or back yard. This, too, is a violation of the health and safety code. You will be cited by the proper authorities for the violation if you do not abate the nuisance. While some of our residents are used to conditions in other nonrestricted areas such as the country or neighborhoods in far-eastern or southeast Houston, a subdivision is a high density population area. These nuisances negatively impact the neighborhood and the quality of life. That is the reason the Texas legislature has passed laws that exclusively address the unincorporated areas of Texas counties. Please obey the Texas law and be part of the solution, not part of the problem.
BURGLARY OF MOTOR VEHICLES IS COMMON
The theft of expensive tools from trucks parked in subdivisions on the street and even on driveways is becoming very commonplace in all areas of Harris County. Often thieves will opt to steal the truck or van, clean out the tools and dump the vehicle. This is one of the most common crimes throughout the USA. It’s common because people forget to lock their cars or trucks. Or, even worse, people leave expensive and attractive items in their cars or trucks and expect all who see these items to admire them but not touch them. There are people who regularly commit BMVs… burglaries of motor vehicles. These thieves walk parking lots, scope out the good stuff, smash and grab. It takes 10 seconds to commit this crime. They walk subdivision streets at night, often accompanied by a slow moving car being driven by an accomplice. Most of the time, these thieves simply open the door. Sometimes the car parked on the street is locked; smash and grab accomplishes the crime and they zip off before you can respond to your alarm.
PARKING LAWS CONTRIBUTE TO NEIGHBORHOOD SAFETY
The ongoing effort by the Sheriff’s Department to enforce all parking laws within the confines of our neighborhood has begun to show some dramatic results. The streets are less cluttered, fire hydrants are not blocked, dangerous vehicles are gone, intersections are easily navigated and the children of our neighborhood are much safer. Please consider your neighbors when parking on the street. Not only are you risking your vehicle, but you could potentially be risking the lives of innocent children. If you must park on the street, be considerate of the neighbor across the street who must back from a driveway in order to enter the street. Do not park so that it is almost impossible to exit a driveway. Whenever possible, do not park on the street in order to further insure the safety of our children. By cleaning up the streets, we are finding that the children are more easily spotted as they dart out to chase a ball or swerve while riding a bicycle. If you are unfamiliar with the parking laws, stop in at the Franz Road Store Front that is located just west of Fry Road on Franz. Pamphlets of all types, including parking safety, are available at no charge.

Katy Youth Basketball (KYB) is celebrating its 30th year as Katy’s premier youth basketball organization. Registration for our 5-on-5 season will begin in September. KYB has developed a new website and registration platform and will now be offering parents the ability to complete all their registration needs online, prior to our walk-up registration, which is now optional. However, KYB will continue to host a walk-up registration for those who prefer to register in person. KYB offers a 5-on-5 league for boys and girls of all skill levels who are currently enrolled in 1st-8th grades and who reside within the Katy ISD attendance boundaries. Practices will begin in November and games will begin in January.

Katy/Fulshear/West Houston/Spring Branch/Westpark Beltway Registration for Fun, Fair, Positive Soccer (FFPS) is open for boys and girls ages 4 to 18 for the FALL Season. Games start on October 10, 2015. FFPS is a non-profit youth soccer program dedicated to providing a positive youth sports experience for all children. Founded in 1986 in Katy, Texas, FFPS has grown to 22 leagues and 16,000 players throughout the Greater Houston area. FFPS offers children a fun and fair experience, including one practice per week, a full uniform and trophy for every player, equal playing time and play every position, co-ed/balanced teams, positive coaching and more. No tryouts are required.
