FROM THE WLP BOARD POOL TAGS FOR THE 2016 SEASON
New passes will be held at ACMP, Inc. for resident (s) (18 years of age or older) to pick up and sign for. Temporary passes will be issued beginning May 25th, with the passes being ready to pick up within 5-7 days. Residents wishing to attend the pool on Memorial Day weekend will need to register by May 27th. Passes will only be processed for those homeowners that are current with their homeowners’ association assessments. Delinquent accounts will not be permitted to have a pool tag made.
It’s almost that time of year again, pool season will be upon us before we know it! Enclosed below is the upcoming schedule for this year’s pool season registration. We encourage all residents to bring their pool tags during registration. Please mark your calendars and make note of the dates, time and location of the registration. We look forward to seeing our residents at this year’s pool registration. One of the Board’s priorities is the safety of the people spending time at the pool. This is a friendly reminder to please make sure you read and explain the pool rules to all family members and your guest.

A FRIENDLY REMINDER OF TRAFFIC IN THE SCHOOL ZONE It was reported that there was backed up traffic in the morning on Spanish Needle/Greenhouse and Westlake Place/Fry road. We have discovered some problems in the morning before school starts and after school. We are asking for your assistance in making sure that the children get to school safely. Therefore, we have several requests.

PARKING LAWS
The Board was notified about a couple of vehicles that were parked on the street without a valid inspection sticker or current registration. It was also reported that vehicles are not obeying the parking laws, especially in the back and front entrance of our subdivision when picking up and dropping students off for school. So, just as a friendly reminder, here are some of the parking laws. • Park no closer than 30 feet from a stop sign. • Park no closer than 20 feet from a cross walk. • Park no closer than 15 feet from a fire hydrant. • Park no farther from the curb than 18 inches. • Park with the flow of traffic. • Vehicles parked on the street must have a valid, current registration and inspection sticker and be in operable condition. • Parking for more than 48 hours on the street is a violation and will result in towing. • Do not obstruct the driveway entrance or block the mail box of others with your vehicle. • Double parking will result in an immediate citation and possible towing. • Do not forget the streets must be open and clear for any type of emergencies or emergency vehicle to be able to pass. Try to keep your area open so those needing to use the streets will have a clear passage. A friendly reminder that the street is not a safe place where children should be playing. Our subdivision has had too much traffic and people using this as a short cut to get to where they are traveling to. Most travelers neglect to notice the children, drive slow or be cautious.
RENTAL OF CLUBHOUSE/PAVILION
We encourage residents to use the amenities for their functions throughout the year. They are available for usage only by our resident’s and their guest. The community center, clubhouse and pavilion are available for parties and special events for all residents. We encourage residents to use the amenities for their function throughout the year. APRIL GARDENING METHODS
Turf Refurbishment: Now is an excellent time to search out any weak spots in your lawn and prepare for the growing season. The following is a suggested outline of action. l. To determine how many square foot of area needs to be rejuvenated or filled in. 2. Take the square foot, multiply it by 16 and divide that answer by 27. This will give you the number of yard of sand or topsoil to use for grading and provide a growing area for the root zone of the new sod. 3. Again take your original square foot of area to be refurbished and divide by 9, this will tell you approximately how many yards of sod will be required. 4. Strip out the areas you measured and apply the sand or topsoil and re-sod. 5. Water new sod frequently so it will become established. 6. Fertilize around six weeks after installation or when new sod is rooted. Turf Fertilization: This is typically the time of year the turf will begin to grow and start to show new foliage. That means it is an excellent time to apply the first fertilization of the season to your lawn. Select a fertilizer with a balanced NPK for good root, stolen and leaf blade development.

Seasonal Color: March is classically a great time to install new annuals to spruce up your curb appeal. The local garden shops and home improvement stores will be full of choices at this time. You can also go to colorspot.com on your favorite search engine to get some ideas with photos to help you get started. One of the keys to great seasonal color is to ensure a good planting medium. Build up the beds with six inches of planting mix soil prior to planting to provide a base for the root zone to develop. Mulch: With the warmer temperatures of the season and all it brings also come the appearance of weeds! A two to three inch layer of shredded hardwood mulch not only adds curb appeal, it will also aid in weed control. Removing any existing weeds prior to mulching for better results.

Flowering Shrubs and Trees: Now IS NOT the time to do any pruning on this type of plant material. Let the blooming process take place and enjoy it. Once this phase of admiring your blooming plants is complete you can then prune these prized plants. Remove deadwood and shape to be aesthetically pleasing or to keep within desired boundaries. Also wait to fertilize these bloomers until they are finished as they actually bloom better under stress. Fertilizing afterwards will provide the foliage part of the plant the nutrients it will require for growth. Humming Bird Attraction: If you are planning any color upgrades this spring mixing in red and orange will make it inviting to Humming Birds which are always exciting and fun to see fluttering about! Fire Ant Control: With soil temperatures getting warmer our archenemy the Fire Ant will begin to become more active foraging for food. A twostep process will give you some control. If ants are becoming a problem in your landscape apply a broadcast treatment of bait and follow up with a concentrated mound-to-mound application as they appear. These products are readily available in your local garden shop. Mowing Practices: Regular mowing has likely begun; don’t cut the turf too short! The rule of thumb is to remove approximately one third of the leaf blade or height. This will help in the development or thickening of the lawn as well as aid in water retention. Mowing too short also encourages weed development.

The Harris County Sheriff’s Office deputies will be strictly enforcing curfew, zero tolerance. Most parents are unaware that Harris County has a curfew. Children under the age of 17 must be in at midnight (12 AM). Parent’s need to make sure that their children are at home the entire night. If children are caught wandering around at late hours after midnight, the Harris County Sheriff’s will give them a citation. This is a class C misdemeanor; both the child and the parent must appear in front of court and pay a fine. Usually it will take all day to take care of this and the fine may exceed $150.

Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, others may not know. An animal running at someone who is walking by would be very scary for that person. Many children are afraid of animals and could become frightened, which could result in the child getting hurt from trying to avoid the animal. Veterinary Public Health (formerly called Harris County Animal Control) advises, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbored or keep any unlicensed dog or cat or to allow them to become a stray.” Restraints are defined as “the control of a dog or cat under the following circumstances: When it is controlled by a line or leash not more than six feet in length, if the line or leash is held by a human being who is capable of controlling or governing the dog or cat in question or when it is within a fully enclosed vehicle and when it is on the premise of the custodian and the animal does not have access to sidewalk or street.” While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained.

Westlake Place HOA-Board of Directors have hired off-duty deputies employed with the Harris County Sheriff’s Office for our community. A friendly reminder from Westlake Place HOA-Board of Directors, having security does not mean you should not secure your own property or not be responsible for your own security. The Board’s number one priority is trying to keep the entire subdivision safer and informed.
REPORT ANY SUSPICIOUS ACTIVITIES AND CRIMES
When you see suspicious activity and would like to file a report etc, call the non-emergency. When a crime is in progress and or a human life is at risk call 9-1-1. If at any time someone observes a suspicious person or vehicle in the subdivision they should not hesitate in reporting it to the Harris County Sheriff’s Office. The first thing a resident should do is contacting the Harris County Sheriff’s Office to file report. There are three ways to do this. If your incident is an emergency, call 9-1-1, if non-emergency call 713-221-6000 or use the Harris County Sheriff’s online reporting system: www.hcso.hctx.net/LeadinHtml_TxHarrisCountySo/startreport.html. Some resident may feel a sighting such as this may be “nothing:” yet it is better to be safe than sorry. Again, let’s be the eyes and ears for the law enforcement. COMMUNITY SAFETY AWARENESS
1. As the warm spring weather approaches, we want to provide you with some tips to keep yourself and your home safe during the spring and summer months. Included are a few suggestions: 2. Keep doors locked at all times. If you are working in the back yard, keep your front door and garage door closed and locked. Lock your back door when you are in the front yard. Always lock your doors when you leave, even if you only plan to be gone for a few minutes. 3. During the spring weather, many people open windows or sliding glass doors while they are at home. 4. Always remember to close and lock your windows and sliding doors when you go to bed or leave the house. 5. Install motion-activated lights in your front and back yards, so when someone approaches your home, the lights automatically come on, illuminating that person. 6. Put all ladders and other tools back into a secure storage area after you use them. Ladders and other tools can be used by criminals to access your home. A simple screwdriver left out can result in a screen removed, a popped window lock through the glass and a large open window to climb through. Always lock any storage unit or shed you have on your property. 7. Beware of home improvement scams. If you did not solicit the contractor or salesman who shows up at your door unannounced, do not do business with that person. 8. If a utility representative comes to your house, request identification. True representatives will carry their identification and they will gladly show it to you. True utility employees generally drive well marked service vehicles. Call their company for verification. 9. In warm weather months, personal property thefts increase. There is a tendency to leave items, such as bicycles, gardening tools, lawnmowers, weed eaters and other yard tools lying around in the open. Make sure you lock up your personal property in your garage or yard shed; it doesn’t take long for someone to ride by and quickly take your property. An open garage door or yard shed can also be inviting; keep them closed even when you’re at home. 10. Always remember to roll up your car windows, take any valuables out of your car and lock your doors every time you exit your vehicle, even if your vehicle is parked in your driveway. 11. Being a good neighbor can be one of the best crime prevention tools. Watchful, attentive neighbors can identify activity that is not “normal” to their neighborhoods and alert the Constables or Sheriff (911 or 713-221-6000). 12. The ultimate goal of Crime Prevention is to reduce the risk of being a victim. In order to do this effectively, it is important to remove opportunities for a criminal to take advantage of you or your property.

This is a friendly reminder to obey traffic laws, including but not limited to: school zones, school bus unloading children, stopping at stop signs, obeying the no turn signs at lights and driving the speed limit. Get to know your neighbors and who should be at their house or who is a stranger. Also, be careful when someone is at your door. Please make sure that you know who they are prior to opening the door. A FRIENDLY REMINDER TRASH CANS SHOULD BE USED FOR TRASH PICK UP
Westlake Place Trash Pickup on Tuesdays and Fridays Only!! Trash bags will only create problems. The trash pickup sticker you receive each quarter shows you have paid your invoice and are a valid customer. It contains your address and the expiration date. A friendly reminder do not place trash bags out, this will only cause problems. The sticker is designed to be placed on the trashcan please do not place these stickers on your mailbox. These stickers occasionally won’t stick even to a garbage can; use a heavy-duty tape when this occurs. Trash will not be picked up if the sticker is not on the trashcan and they will not pick up the trash at your residence if you have not paid. Deed restrictions state that trashcans should not be placed at the curb earlier than 5 PM the day before trash day and the containers MUST be removed from the curb and/or public view on the day of collection and stored from public view. Remove your cans from the street as soon as possible. The stickers and the trashcans might be stolen. Some of our residents are unclear on the concept of putting trashcans at the curb for collection days (Tuesday and Friday). Trash can be put out after 5 PM the night prior to the scheduled collection day. Thank you for your cooperation in this matter.

Please be aware that taping a sign of any kind to a stop sign or a road sign IS AGAINST THE LAW and could result in our deputies issuing you a citation. The correct way in our subdivision is using a staked sign place your address, time and date and remove later on that day or as soon as the event is over. This is the only acceptable way to post such signs. If posting a sign on a resident’s property, please ask for prior permission as a courtesy. If a resident places a garage sale sign in median of the front or back entrance and if this results in any type of damage to the sprinkler system, you will be charged for any needed repairs. We are requesting that all residents limit your garage sales to no more than once a quarter - meaning four times a year only.

Our association is charged for every streetlight each month, irrespective of whether or not the light is functioning. So please help us get value for your hard earned money! By Cheryl Conley, TWRC Wildlife Center This is the time of year when you may hear the pitter patter of tiny feet in your attic or chitter chatter in your walls or chimneys. It’s baby season in the world of wildlife. The most likely animals that may be using your home or out-buildings as a nesting site are raccoons and squirrels. If you’re hearing activity during the day, it’s probably a squirrel. Raccoons are nocturnal and are active at night. If you have a raccoon “renting” from you, it’s best if you can leave her alone for a few weeks. When the babies are old enough, she will move out on her own taking her babies with her. If you’d like to strongly encourage her to leave, in the evening you can place a loud radio, bright lights and unpleasant smells (vinegar is good) in the attic or at the base of your chimney. This will create an unpleasant environment for her. If you hear noises in your walls, tap gently where you’re hearing the noise. If the animal is able to, this should scare them out. If you continue to hear the noise, this may mean a baby is stuck. Seek professional help for removal but make sure you hire a company that will work to try to reunite the mother and baby. Trapping only mothers or removing babies without the mother is cruel and inhumane. Not all animal control companies are alike, so do your research. Ask questions. Get specifics on how the animals will be handled. Will the animal be killed and if so, why? Are there offspring that will be orphaned or abandoned? Insist on humane techniques. If you need assistance finding a humane animal control company, give TWRC Wildlife Center a call. The best way to prevent attic guests is to inspect your home for entry points and block them. Make sure, however, that there are no animals in your attic or walls before you do this. Look over, under and around your roof area. If you find openings, repair them. Remember, although animals may be unwelcomed guests, they are only looking for a dry, quiet, safe place to give birth and care for their little ones until they’re old enough to be on their own just like us.
