FROM THE board 2013 Annual Maintenance Fee

It is that time of year again; maintenance fee will be mailed out soon. The maintenance fee for next year 2013 will remain the same this year. The fee will be $410 with a $25 discount making the fee $385 for those who are paying early by December 28th by 12 PM (noon), in person at the office. For any resident making a payment, it must be received in the office prior to December 28th 12 PM (noon) this will be strictly enforced no allowance, so mail the payment in time to ensure delivery by this date. Westlake Place Annual Holiday Decorations We encourage all residents to participate in decorating for the holiday season. Westlake Place HOA will be honoring the four most outstanding decorated homes with a prize of $25, to be applied toward this year’s maintenance fee. The judging will be on Saturday, December 15th, so please have your decorations completed by this date. Have your lights on by 7 PM, so we do not miss your home. Homeowner must be in good standing to win one of the prizes. Community Center Residents please remember the facilities are available for the holidays, please book early to save your date. Community Center/Clubhouse, Pavilion They are available for usage by our resident’s and their guest. A $50 deposit for each one is required refundable upon passing the exit inspection. Landscaping The WLP HOA Board has contracted a new landscaping company.

General Yard Maintenance Each owner/resident shall maintain the landscaping and improvements on his lot in a neat and attractive manner. General yard maintenance includes: mowing, edging, weeding and watering. Regular tree maintenance includes trimming and removing of branches and tree debris. Other maintenance includes replacement of sod, removal of grass from cracks in or on sidewalks and driveways. Trash Containers Just a small reminder, all trash containers must be stored out of view from the common areas on non-collection days. Solicitation and Solicitors If a solicitor comes to your door, ask for a permit and business card/business license before conducting any business. A Solicitors Permit is issued to an individual traveling door-to-door in residential neighborhoods with the intent to take orders for sales of goods, ware and merchandise, personal property for future delivery or service to be furnished or performed in the future. Many times it can be a scam. If you see solicitors in the community, contact the Sheriff’s non-emergency number and notify them of their whereabouts. The officer will escort them out of the community if they do not carry the appropriate permit and license. Update on Basketball Apparatus One of our most common violation in the Community is the placement of basketball hoops. While the Association understands basketball hoops is a good form of exercise and team play for everyone, they cannot be placed on the sidewalk. Any type of obstruction on a city or county sidewalk is a violation of the American Disabilities Act. Sidewalks must be kept free of any obstructions for wheelchair access at all the times.

Curfew Most parents are unaware that Harris County has a curfew. Children under the age of 17 must be in at midnight (12 AM). Parent’s need to make sure that their children are at home the entire night. If children are caught wandering around at late hours after midnight, they will be given a citation by the Harris County Sheriffs. This is a class C misdemeanor, both the child and the parent must appear in front of court and pay a fine. Usually, it will take all day to take care of this and the fine may exceed $150.

CRIME PREVENTION TIPS FOR THE HOLIDAY SEASON:

With the holidays approaching quickly, here are some friendly reminders. • If possible, arrange for a companion, preferably an adult, to go with you. There is safety in numbers. • Stay alert and be aware of what’s going on around you. • Do not leave you purse, wallet or cellular telephone in plain view. • When parking your vehicle to go shopping, remember where you parked it!! • Always park in a well-lit area. Do not park in a remote dark area. • Lock your vehicle and put up your windows even while you are driving. • If you feel unsafe, always ask the store security to assist you to your car. • When you return to your vehicle, scan the interior of your car to be sure no one is hiding inside. • Check to see if you are being followed. • When storing items purchased at the stores, place them out of sight. The best place is a locked trunk. • Frequently check you rearview mirror to see if you are being followed. If you feel like you are being followed, DO NOT go home. Drive to the nearest police station, fire station or other place of safety.

Our Community Security Supplement of Law Enforcement

Our Supplement of Law Enforcement Westlake Place HOA-Board of Directors have hired off-duty deputies employed with the Harris County Sheriff’s Office, for our community. Having security does not mean you should not secure your own property or be responsible for your own security. Take time to make sure your vehicles are locked, parked in the garage if you can. That is the safest place for your vehicle. Get to know your neighbors. Call the Harris County Sheriff’s Office if you see any suspicious vehicles/persons in the neighborhood. Notify the post office and paper delivery when you plan to be out of town. If you are going away from home for an extended period of time, contact the management company with an updated phone number for your file in case of an emergency. You can also, fill out a vacation form with the Harris County Sheriff’s Office. Patrol Service Report The Association receives many reports of speeding drivers and drivers running stop signs in the community. Monitoring of stop signs have resulted in some citations issued and other citations for different traffic violations. For the safety of the community and residents walking, children playing, please follow the speed limit and make a full stop at each stop sign to ensure everyone’s safety. The deputy has been notified of the complaints/concerns voiced by the residents and will continue to monitor this activity. Take a second to look out for pedestrians crossing the streets, riding bikes, jogging, make sure you slow down while driving through our subdivision. Our residents are encouraged to report ANY wrong doings to the appropriate agency... either Harris County Sheriffs or Precinct 5 Constables. If they don’t report an incident, they shouldn’t send ANYONE an email discussing the situation. Be vigilant; call law enforcement to make a report. Beware of your surrounding andreport any suspicious activities. Report any Suspicious Activities When you see suspicious activity and would like to file a report etc, call the non-emergency number. When a crime is in progress and or a human life is at risk call the 9-1-1. If at anytime someone observes a suspicious person or vehicle they should not hesitate reporting it to the Harris County Sheriff’s Office. Some resident may feel a sighting such as this may be “nothing,” yet, it is better to be safe than sorry. Again, let’s be the eyes and ears for the law enforcement.

ARCHITECTURAL FORM/ HOME IMPROVEMENT FORM

All residents must complete a home improvement form for all improvements, including but not limited to: repainting (even the same color), re-roofing, new siding, sheds or outbuildings, new garage doors and basketball goals. The ACC approval must be given in advance prior to the work being started. We have specific guidelines for sheds and outbuildings. Call ACMP 281-855-9867 to request a form. Trash Pick-up Stickers Belong On Trash Cans

FYI: Waste Management will not pick up your trash if your account is delinquent. Please, keep your account current to avoid disruption of service. Another issue might be if you’re not putting out a trash can and only trash bags Waste Management may not pick it up without the sticker being present.

The trash pickup sticker you receive each quarter shows you have paid your invoice and are a valid customer. It contains your address and the expiration date. The sticker is designed to be placed on the trashcan please do not place these stickers on your mailbox. These stickers occasionally won’t stick even to a garbage can; use a heavyduty tape when this occurs. Trash will not be picked up if the sticker is not on the trashcan and they will not pick up the trash at your residence if you have not paid. Do not place these stickers on your mailbox. Do not leave your trashcans out for an extended period of time. Remove your cans from the street as soon as possible. The stickers and the trashcans might be stolen. Some of our residents are unclear on the concept of putting trashcans at the curb for collection days (Tuesday and Friday). Trash can be put out after 5 PM the night prior to the scheduled collection day.

POSTING OF GARAGE SALE SIGNS

Please be aware that taping a sign of any kind to a stop sign or a road sign IS AGAINST THE LAW and could result in our deputies issuing you a citation. The correct way in our subdivision is using a staked sign place your address, time and date and remove later on that day or as soon as the event is over. This is the only acceptable way to post such signs. If posting a sign on a resident’s property, please ask for prior permission as a courtesy. If a resident places a garage sale sign in median of the front or back entrance and if this results in any type of damage to the sprinkler system, you will be charged for any needed repairs. We are requesting that all residents limit your garage sales to no more than once a quarter - meaning four times a year only.

Animals that are not properly restrained pose a treat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt to avoid the animal.

Veterinary Public Health (formerly called Harris County Animal Control) advises that “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbored or keep any unlicensed dog or cat or to allow them to become a stray.” Restraints are defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six feet in length, if the line or leash is held by a human being who is capable of controlling or governing the dog or cat in question or 2. When it is within a fully enclosed vehicle or 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.”

LOCAL TEACHERS ATTEND TSCA CONVENTION

San Antonio was the site of the recent Texas Speech Communication Association convention (TSCA) which was attended by a group of six current and retired speech teachers and debate coaches from Katy. In addition to numerous interesting, useful and thought provoking sessions on all aspects of teaching speech and debate, several awards were given. Notably among the awards was Secondary Speech Educator of the Year, which was presented to Gay Hollis, James Taylor High School debate coach. She has had a very successful coaching career at Taylor and other schools and is a teacher looked up to by students and colleagues alike. Other teachers attending were the speech and debate coaches from Mayde Creek High School, Greg McGee; from Morton Ranch High School, Carrie Sanguinetti and from Seven Lakes High School, Charli Lennon.

Rounding out the group were retired Katy teachers Norma Coston and Bo Williamson who currently own Custom Awards & Engraving in Katy. Although retired from teaching and coaching, the two remain active in their professional association and Custom Awards & Engraving donates the award plaques each year for the various categories of Educator of the Year. Both Bo and Norma are Life Members of the association and while Coston has been a member for 32 years, Williamson boasts a 48-year membership. Another winner from our area was George Tennison, speech teacher and debate coach from Olle Middle School in the Alief School District. He was honored as TSCA’s Middle School Speech Educator of the Year. Next year’s convention will be held in Corpus Christi and all speech and debate teachers are encouraged to attend and learn from the sessions provided as well as ideas of colleagues’ they meet. It’s a “once a year” opportunity to experience a “teaching growth spurt” over a short period of time.

CELEBRATION OF LIVESTOCK SHOW & RODEO’S 70TH ANNIVERSARY BRINGS COUNTRY ACT TO BENEFIT SCHOLARSHIP FUND

Following the FFA motto “…Living to serve,” in 1943, L.D. Robinson, former Katy High School agriculture teacher, initiated the Katy ISD FFA Livestock Show & Rodeo to serve and better prepare Katy ISD students. To celebrate the legacy of Robinson and the anniversary of the FFA Livestock Show & Rodeo, the Casey Donahew Band will perform a concert on February 9, 2013 at 7 PM at the Leonard E. Merrell Center. All proceeds from the concert will benefit the L.D. Robinson Scholarship Fund. The L.D. Robinson Scholarship Fund was established in 1970 to honor Robinson. Multiple four-year scholarships are awarded in the amount of $500 per semester to graduating seniors in the Katy ISD FFA and Agriculture Science program who meet the requirements of the scholarship. To date, the scholarship fund has awarded almost 90 recipients.

MAYDE CREEK HIGH MCHS LAUNCHES THEATRICAL SEASON WITH 3 PLAYS AT ONCE

Just weeks into the school year, Mayde Creek High School Theatre Company was already well into simultaneous rehearsals for the first three plays of the 2012 - 2013 theatrical season, dubbed The Season Behind the Curtain. The season opened October 18th with Noises Off by Brian Frayn. Deemed “the funniest farce ever written” by The New York Times, Noises Off offers a backstage look at a company of British actors during the rehearsal and subsequent tour of a ridiculous and illfated farce called Nothing On. Each of the three acts of Noises Off contains a performance of the first act of Nothing On, where the characters forget lines, miss cues and fuss with bothersome props, which include several plates of sardines. Directed by theatre teacher Tammy Reed, Noises Off featured an impressive two-story, studentbuilt set designed to rotate 360 degrees twice during the show. The following weekend, MCHS Theatre Company presented a familyfriendly double feature: Final Dress Rehearsal by Jack Frakes and Cinderella by Sally Netzel. The first one-act play follows the antics of an amateur theatre’s final dress rehearsal of Cinderella. Desperately trying to pull the show together, comedy ensues. The second one-act play tells a more traditional although equally hilarious version of the classic children’s story Cinderella and features some of the ugliest step sisters you ever saw. “It’s been challenging rehearsing three plays all at once,” said student director Adrianna Adams. “But it’s great to have everyone in the department busy learning.”

Kimberly Akimbo, By David Lindsay-Abaire, Directed by Ron Jones, Through December 15, 2012, STUDIO 101 (1824 Spring Street, Houston 77007). Kimberly Akimbo is a play written in 2000 by Pulitzer prize-winning playwright David Lindsay-Abaire. Its title character is a lonely teenage girl suffering from a disease a lot like progeria, that causes her to age 4 and a half times as fast as normal. Thus, Kimberly is trapped inside the frail physical body of an elderly woman. She meets another misfit (a teenage boy) and the two form an attachment to one another that borders on attraction. The situation is not helped by Kimberly’s rapidly deteriorating health. Soon Kimberly’s family gets mixed up in some crazy money schemes and the family gets emotionally destroyed.

The Katy Christian Women’s Connection (KCWC) hosted a prayer coffee on October 11th at their new Prayer Coffee location, The Fellowship at Cinco Ranch Church in Katy. The ladies enjoyed the fellowship, sharing and prayers of the women in attendance. Jennifer Phillips Lawrence shared her testimony of how the Lord has work through her life, with abundant blessings for her family, it was very inspiring and she touched everyone’s hearts.
