We are constantly endeavoring to enforce the Westlake Place Deed Restrictions and collect the required annual maintenance fee from each homeowner. The purpose of these restrictions is to keep our community homes and lawns well maintained and safe, thus keeping the value of our homes as high as possible. The maintenance fees pay for maintenance and improvement of our common grounds as well as other costs such as utilities, repair, legal fees, etc. Many of our residents receive violation letters or collection letters from ACMP Management and/or our lawyer and do nothing. If the letters are continually ignored, we have no choice but to turn the matter over to the legal department or take legal action to include foreclosure or law suits. The homeowner is billed for these charges when they are incurred, but the subdivision has to pay them and hope to be reimbursed. This requires spending a large amount of the money you pay in maintenance fees that could otherwise be used to maintain and beautify our common grounds (park, pool, community center, entrances, etc.) If you receive a violation or collection letter, please respond to ACMP ASAP. They are always willing to work with you to resolve the problem. The Board discussed the random signs that are seen all over the neighborhood. It is a violation of the law to attach any sign to any traffic control sign-post. The law applies to stop signs, street name signs, school signs, etc. It is also important not to attach signs to trees. If you need to stake a sign into the ground, be sure you do it carefully and remove it in a timely manner. COMMON DEED RESTRICTION VIOLATIONS The following are the most common violations. If you receive a letter advising that you are in violation, please contact ACMP Management Inc., so that a favorable solution to the problem may be found. Deed restrictions are created and enforced in order to keep our subdivision well kept, safe and attractive to interested buyers. The better the subdivision appears as a whole, the higher value of our property. • Cars parked in the lawn, not in the driveway or on the street • Inoperable vehicles parked in the driveway or on the streets • 18 wheeler trucks and other commercial vehicles parked on the street or in the driveway over the weekend or holidays • House been painted or painted a non-approved color • Lawns needing mowing and other maintenance - Remove grass from cracks on curbs, driveways and or sidewalks • Trash cans or other non-decorative items being stored in the front of the house or house entry way (The front lawn and driveway should be free of unsightly clutter and debris) • Playing music too loud, causing a nuisance to other neighbors • General neglect of property maintenance • Business being run from a home such as a car maintenance, baby sitting, weekly garage sales etc.

TRASHCAN STORAGE Please remember that trashcans must always be stored completely out of public view. They should be invisible except for when they are out at the curb for trash pick-up. They cannot be left in driveways, in yards, on porches or even on the side of the house, unless they are completely hidden from anyone walking or driving by the house. Thanks for your help in keeping unsightly trashcans from making our subdivision look “trashy.” RENTAL OF CLUBHOUSE/PAVILION We encourage residents to use the amenities for their functions throughout the year. They are available for usage only by our resident’s and their guest. The community center, clubhouse and pavilion are available for parties and special events for all residents. We encourage residents to use the amenities for their function throughout the year. A $50 deposit for each is required and a contract will be signed with the restrictions. The deposit is refundable at the close of the rental walk-through when it has been determined that no further cleaning or damage repairs are needed. To set up scheduling and deposit, contact Director Aragon, which is the only one authorized to take the deposit. Please contact Caroline Aragon at 281-974-0056. VETERINARY PUBLIC HEALTH LEASH LAW Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, others may not know. An animal running at someone who is walking by would be very scary for that person. Many children are afraid of animals and could become frightened, which could result in the child getting hurt from trying to avoid the animal. Veterinary Public Health (formerly called Harris County Animal Control) advises, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbored or keep any unlicensed dog or cat or to allow them to become a stray.” Restraints are defined as “the control of a dog or cat under the following circumstances: When it is controlled by a line or leash not more than six feet in length, if the line or leash is held by a human being who is capable of controlling or governing the dog or cat in question or when it is within a fully enclosed vehicle and

when it is on the premise of the custodian and the animal does not have access to sidewalk or street.” While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. HARRIS COUNTY CURFEW TO BE STRICTLY ENFORCED The Harris County Sheriff’s Office deputies will be strictly enforcing curfew, zero tolerance. Most parents are unaware that Harris County has a curfew. Children under the age of 17 must be in at midnight (12 AM). Parent’s need to make sure that their children are at home the entire night. If children are caught wandering around at late hours after midnight, the Harris County Sheriff’s will give them a citation. This is a class C misdemeanor; both the child and the parent must appear in front of court and pay a fine. Usually it will take all day to take care of this and the fine may exceed $150.

Westlake Place HOA-Board of Directors have hired off-duty deputies employed with the Harris County Sheriff’s Office for our community. A friendly reminder from Westlake Place HOA-Board of Directors, having security does not mean you should not secure your own property or not be responsible for your own security. The Board’s number one priority is trying to keep the entire subdivision safer and informed. SAFETY AND SECURITY TIPS 1. Please do not keep any valuables visible in your parked vehicle 2. Keep the garage door and back yard gate securely closed at all times. 3. Look for suspicious persons nearby while opening your main door. 4. In case of serious circumstances do not call local security. Please call Police at 911 Emergency number for emergency. 5. If you find a suspicious vehicle parked near your house, please do not confront it, but write down the license plate number, color of the vehicle, the type of the vehicle, the maker of the vehicle and send that information in to the sheriff’s department either by email or phone call. 6. In case of suspicious activity going on nearby your house promptly call local authority, (non-emergency police).

Community Safety Awareness 1. Know your neighbors. 2. Report anything suspicious to the local authorities. 3. Lock all doors, windows and close garages. 4. Close all blinds and window coverings when away and at dusk. 5. Lock your vehicle and take all valuables inside or park your vehicle in your garage. 6. Turn on your exterior lights at night and consider installing motion detector lighting. Please check to see if the approval is required before installing exterior motion lighting. 7. Report any street light outages to the power company. 8. If you are going away consider placing a temporary hold on your paper and mail and setting your interior lights to come on at nightfall and place a vacation watch with the sheriff’s office. 9. Do not leave a spare key outside of your home. Leave it with a trusted neighbor.

CRIME IN THE SUBDIVISION Be Vigilant/ Get to know your surroundings. Here are the reports given: Reported theft from car, breaking and entering, in the surrounding area. Reported traffic citations have increased in our subdivision. This is a friendly reminder to obey traffic laws, including but not limited to: stopping at stop signs, obeying the no turn signs at lights and driving the speed limit. Get to know your neighbors and who should be at their house or who is a stranger. Also, be careful when someone is at your door. Please make sure that you know who they are prior to opening the door. Continue to be vigilant of your surroundings!!!

ARCHITECTURAL FORM/ HOME IMPROVEMENT FORM

NOTICE: It has been reported that a bale of cardboard boxes was dumped off at one of the streets in the subdivision. Dumping trash is unacceptable. If any suspicious activities are noted, please report them to the sheriff’s office. REPORT ANY SUSPICIOUS ACTIVITIES AND CRIMES When you see suspicious activity and would like to file a report etc, call the non-emergency. When a crime is in progress and or a human life is at risk call 9-1-1. If at any time someone observes a suspicious person or vehicle in the subdivision they should not hesitate in reporting it to the Harris County Sheriff’s Office. The first thing a resident should do is contacting the Harris County Sheriff’s Office to file report. There are three ways to do this.

All residents must complete a home improvement form for all improvements, including but not limited to: repainting (even the same color), re-roofing, new siding, sheds or outbuildings, new garage doors and basketball goals. A FRIENDLY REMINDER TRASH CANS SHOULD BE USED FOR TRASH PICK UP

Westlake Place Trash Pickup on Tuesdays and Fridays Only!! Trash bags will only create problems. The trash pickup sticker you receive each quarter shows you have paid your invoice and are a valid customer. It contains your address and the expiration date. A friendly reminder do not place trash bags out, this will only cause problems. The sticker is designed to be placed on the trashcan please do not place these stickers on your mailbox. These stickers occasionally won’t stick even to a garbage can; use a heavy-duty tape when this occurs. Trash will not be picked up if the sticker is not on the trashcan and they will not pick up the trash at your residence if you have not paid. Deed restrictions state that trashcans should not be placed at

the curb earlier than 5 PM the day before trash day and the containers MUST be removed from the curb and/or public view on the day of collection and stored from public view. Remove your cans from the street as soon as possible. The stickers and the trashcans might be stolen. Some of our residents are unclear on the concept of putting trashcans at the curb for collection days (Tuesday and Friday). Trash can be put out after 5 PM the night prior to the scheduled collection day. Thank you for your cooperation in this matter.

POSTING OF GARAGE SALE SIGNS

Please be aware that taping a sign of any kind to a stop sign or a road sign IS AGAINST THE LAW and could result in our deputies issuing you a citation. The correct way in our subdivision is using a staked sign place your address, time and date and remove later on that day or as soon as the event is over. This is the only acceptable way to post such signs. If posting a sign on a resident’s property, please ask for prior permission as a courtesy. If a resident places a garage sale sign in median of the front or back entrance and if this results in any type of damage to the sprinkler system, you will be charged for any needed repairs. We are requesting that all residents limit your garage sales to no more than once a quarter - meaning four times a year only.

SCHOOL NEWS KATY INDEPENDENT SCHOOL DISTRICT WWW.KATYISD.ORG KATY ISD BOARD OF TRUSTEES APPROVES 2016-2017 ATTENDANCE BOUNDARY MODIFICATION

The Katy ISD Board of Trustees voted to approve an attendance boundary modification (ABM) designed to address the opening of three new campuses and alleviate overcrowding at campuses landlocked with 125 percent capacity. This ABM will provide muchneeded relief to Rylander and West Memorial elementary schools, as well as, balance enrollment as the District prepares to open two elementary schools and one junior high next school year. During this entire process, the District welcomed feedback from the community through an online survey. Nearly 9,000 parents, staff and community members completed the survey and dozens shared their feedback during the open forum at various Board meetings. These comments helped shape the ABM and addressed major needs and concerns cited by parents and community. The District presented to the Board a preliminary ABM proposal on November 16th and then an updated option on December 7th to better address the overcrowding at West Memorial Elementary.

The Board approved the updated ABM option on December 14th. The District estimates that approximately 3,600 students will be impacted by the approved attendance boundary modifications. Katy ISD will be notifying all impacted families in January/February 2016. COMMUNITY INVITED TO SUPPORT TEACHER GRANTS

The Katy ISD Education Foundation is inviting parents, businesses and community members to contribute to its teacher grant initiative by becoming a Foundation Investor or making a one-time donation. The Foundation’s annual Inspiring Imagination teacher grant program awards funds to teachers to implement classroom projects that engage and excite Katy ISD students. Formed in 2013 to support creative classroom programs in Katy ISD schools, the Foundation has awarded more than $500,000 to teachers throughout the district, enriching the learning experience for more than 65,000 Katy ISD students. Each spring, teachers are invited to apply for a grant through a competitive, three-step evaluation process. Submissions are judged by community volunteers. This year’s grant application process launched in November with teacher grant applications due March 30, 2016. Grants will be awarded in May 2016 for the 20162017 school year.

Hall of Fame. Coach Joseph, along with eight other inductees, were announced on Saturday, December 19th at NRG Stadium. Coach Joseph began his coaching career at Luling High School 37 years ago. After advancing in jobs at Brazosport and Austin Westlake, he then moved to Katy High School, where he has served for 33 years. He was the KHS defensive coordinator and then assistant head coach for 22 years before becoming the KHS head coach in 2004. During his tenure as head coach, he has led the Katy Tigers to eight state final games with three of those appearances resulting in 6A State Championships. His current coaching record stands at 167-14. While individual and team accolades are greatly appreciated and honored, Coach Joseph also strives to build a strong group of student athletes who recognize, through the actions of their head coach, the necessity for integrity, loyalty and the value of leading oneself and others through life’s victories with humility and hardships with grace. The induction banquet will be held on May 7, 2016 in Waco, Texas.

BASEBALL - T-BALL, COACH, MACHINE & KID PITCH

We would like to invite children from 4 yrs. (as of Sept. 1, 2015) to 13 years old to join us as we enjoy another season of T-Ball, Coach, Machine and Kid Pitch. We look forward to teaching your children the skills and watching them enhance their abilities. We will offer several evaluations (skills assessment) days so we can check on their skill level and even out the teams. The first evaluation will be Monday, Tuesday and Thursday Nights, February 22nd, 23rd and 25th, between 5-6:30 PM. The last evaluation will be Saturday, February 27th between 9-11 AM. It only takes a few minutes for us to run them through the drills and then we will contact each player the week before they begin practices. After Monday, February 29th, we cannot guarantee a place on a team. They will practice for one hour a week on a Monday, Tuesday, Thursday or Friday. Practices begin the week of March 21st and the league runs through May 21st. The early cost will be $80 for those registering before February 23rd. After February 23rd, the cost will be $90. Registration will begin January 1st.

MEN’S OUTWARD FLAG FOOTBALL

Come join men 18 yrs and older for our men’s Outward Flag Football league coming this spring. Practice/Games will be on Saturday afternoons around 2 PM. The league will have a tournament at the conclusion of the season.
