Additional Community Security Supplement of Law Enforcement While our subdivision is not a crime haven as so many of the surrounding subdivisions are in this area, we do have our fair share of resident and visiting troublemakers or criminals. Due to the increased criminal activity being reported in the surrounding subdivisions that is having a negative effect on Westlake Place Subdivision, the Board has made the decision to increase the presence of the off duty Harris County deputies patrolling. The Board’s concern is the safety of all residents, so by increasing the presence of law enforcement this may be a deterrent to some of the criminal activity. The safety and well-being of all resident’s is the number one priority and concern that the Board is foremost committed to. The Board would like to send a special thanks to Major Silvio and Sergeant Barber for their dedication and service in helping to keep our subdivision safe. 2013 Annual Maintenance Fee To Remain At Current Level The maintenance fee for next year 2013 will remain the same as this year. The fee will be $410 with a $25 discount making the fee $385 for those who are paying early by December 28th by 12 PM (noon), in person at the office. For any resident making a payment it must be received in the office prior to December 28th 12 PM (noon) this will be strictly enforced no allowance, so please mail the payment in time to ensure delivery by this date. You may pay your assessments online go directly to the web address www.revopayments.com and enroll in epayment. Volunteers As the New Year begins, the Board would like to say Thanks to all who have volunteered in one way or another by donating their time and hard work. The Board would like to send a special thanks to Glen Disheroon, for his dedicated support in advising and consulting this year. We would like to thank all the residents that voted for their HOA Board. We have a Board that works well together and have made several accomplishments in the subdivision. New Year Celebration and Fireworks While making plans to celebrate the New Year, the DPS is reminding drivers don’t drink and drive. The DPS, HCSO and other law enforcement agencies will increase patrolling during the holiday to promote safety.

Fireworks can be very dangerous and cause serious injury. Please provide adult supervision during the lighting of any fireworks and never give children fireworks to ignite. Take extra caution due to the ground being dry at this time of the year and keep a bucket of water handy. Never ignite fireworks toward homes and make sure people are out of the way prior to lighting. Be considerate of your neighbors limit the fireworks to a reasonable hour, some may have to work the next day. Then after your celebration please, make sure to clean up and dispose of the fireworks properly. Always remember that alcohol and fireworks can be a dangerous combination. Also, remember there is no real justification for firing a weapon in celebration of bringing in the New Year and you could be charged by the local law enforcement agency. Community Center Residents, please remember the facilities are available for the holidays, please book early to save your date. Friendly reminder, the sign posted at the community center states no animals allowed, this means at anytime. Community Center/Clubhouse, Pavilion They are available for usage by our resident’s and their guest. A $50 deposit for each one is required refundable upon passing the exit inspection. Westlake Place Annual Holiday Decorations The winners will be announced in the February newsletter of the holiday decorating contest. After further discussion the Board has decided to change the decision that the prize of $25 would not be applied toward this year’s maintenance fee. The four most outstanding decorated homes will instead receive a $25 gift card. Parking During the holiday season, residents may have several family members or guests visiting. Please, remind them do not block driveways or access to mail boxes and park all vehicles on the street with the flow of traffic. Landscaping The WLP-HOA Board has contracted a new landscaping company. The Board is securing bids for the trimming of the trees in the cul-de-sacs.

General Yard Maintenance Each homeowner/resident shall maintain the landscaping and improvements of his/her lot in a neat and attractive manner. General yard maintenance includes: mowing, edging, weeding and watering. Regular tree maintenance includes trimming and removing of branches and tree debris. Replacement of sod, removal of grass from cracks in or on sidewalks and driveways. Solicitation and Solicitors If a solicitor comes to your door ask for a permit and business card/business license before conducting any business. A Solicitors permit is issued to an individual traveling door-to-door in residential neighborhoods with the intent to take orders for sales of goods and merchandise, personal property for future delivery or service to be furnished or performed in the future. Many times it can be a scam. If you see solicitors in the community, contact the Sheriff’s nonemergency number and notify them of their whereabouts. The officer will escort them out of the community. Curfew Most parents are unaware that Harris County has a curfew. Children under the age of 17 must be in at midnight (12 AM). Parent’s need to make sure that their children are at home the entire night. If children are caught wandering around at late hours after midnight, the Harris County Sheriff will give them a citation. This is a class C misdemeanor; both the child and the parent must appear in front of court and pay a fine. Usually it will take all day to take care of this and the fine may exceed $150.
CRIME PREVENTION TIPS FOR THE HOLIDAY SEASON:
With the holidays approaching quickly, here are some friendly reminders. • If possible, arrange for a companion, preferably an adult, to go with you. There is safety in numbers. • Stay alert and be aware of what’s going on around you. • Do not leave you purse, wallet or cellular telephone in plain view. • When parking your vehicle to go shopping, remember where you parked it!! • Always park in a well-lit area. Do not park in a remote dark area. • Lock your vehicle and put up your windows even while you are driving. • If you feel unsafe, always ask the store security to assist you to your car. • When you return to your vehicle, scan the interior of your car to be sure no one is hiding inside. • Check to see if you are being followed. • When storing items purchased at the stores, place them out of sight. The best place is a locked trunk. • Frequently check you rearview mirror to see if you are being followed. If you feel like you are being followed, DO NOT go home. Drive to the nearest police station, fire station or other place of safety.

Our Supplement of Law Enforcement Westlake Place HOA-Board of Directors have hired off-duty deputies employed with the Harris County Sheriff’s Office, for our community. Having security does not mean you should not secure your own property or be responsible for your own security. Take time to make sure your vehicles are locked, parked in the garage if you can. That is the safest place for your vehicle. Get to know your neighbors. Call the Harris County Sheriff’s Office if you see any suspicious vehicles/persons in the neighborhood. Notify the post office and paper delivery when you plan to be out of town. If you are going away from home for an extended period of time, contact the management company with an updated phone number for your file in case of an emergency. You can also, fill out a vacation form with the Harris County Sheriff’s Office.

Crime in the Subdivision Here are the reports given: • Reported a breaking/entering into a couple of vehicles in our community. Always remember to remove all valuables from the interior and exterior of your vehicle and lock your vehicle once it’s parked, even if it’s only for a short period of time. One deterrent is a well-lit area so keep the lights on outside your home. • On Saturday, October 27th, between the hours of 4:30 PM - 4:45 PM, a group of young men in a small four door red car were traveling into our subdivision on Westlake Place Drive and Spanish Needle Drive. Witnesses stated they saw a young man riding in the car they heard loud voices, screaming and one young man being hit by another in the car. They stated the car stopped at Westlake Place Drive and Spanish Needle and continued down Westlake Place Drive. It was then that the young man jumped out of the car and started running down the street. Witnesses also stated that one of the young men in the back seat of the car rolled down the window and pulled out a shot gun and fired 3 shots at the young man running down the street. The young men in the car then chased him down and hit him with the car, ran up into a yard and hit the side of a fire hydrant. The young man sustained minor injuries. Westlake EMS arrived at the scene and transported him to a local hospital where he was treated and released. Harris County Sheriff’s officers were at the scene and took statements from the witnesses who were present when the incident occurred. If anyone has any further information please, contact the Harris County Sheriff’s office since this an ongoing investigation or call Crime Stoppers of Houston 713-222-TIPS (8477) they will pay up to $5,000 for information leading to the arrest and charging of any felony suspects. Patrol Service Report The Association receives many reports of speeding drivers and drivers running stop signs in the community. Monitoring of stop signs have resulted in some citations issued and other citations for different traffic violations. For the safety of the community and residents walking, children playing, please follow the speed limit and make a full stop at each stop sign to ensure everyone’s safety. The deputy has been notified of the complaints/concerns voiced by the residents and will continue to monitor this activity. Take a second to look out for pedestrians crossing the streets, riding bikes, jogging, make sure you slow down while driving through our subdivision. Crime In The Surrounding Area • Tuesday, November 20th, between 10:45 AM-12:45 PM, it seems that there was another home invasion, which started on Lazy Valley at Greenhouse and Morton. The home invaders were interrupted and several law enforcement officers were called for assistance. Then two or more of the alleged suspects jumped out of the vehicle as officers were chasing them. Officers were placed in different areas where they could possibly try to escape. They began to run, jumping into backyards and running down the South Mayde Creek Hike and Bike Trail. During this time they began to get rid of some of the things they were stealing throwing it into the street, they were armed and in possession of weapons. The pursuit initially started from Morton/ Greenhouse up to Saums into the Westlake Forest subdivision where one was apprehended. This involved the officers from the Harris County Sheriff’s Office, DPS, Constables and helicopters that hovered above our subdivision and surrounding area and finally ending at the strip center at Saums and Fry Road. Thanks to the combined efforts of Law Enforcement, they were able to apprehend four of the five alleged suspects and confiscated some weapons. • Wednesday, November 21st, between 3:00 AM-3:30 AM, it was reported that in the subdivision next to us directly East of Spanish Needle Drive and Greenhouse, four Hispanic males tried breaking and entering into a vehicle and when the homeowner came out of the house to confront them, gun shots were fired at him. When a suspected crime is in progress you should call 911 immediately.

There has been an increase in criminal activity surrounding our subdivision this is being closely monitored by the Board and the Harris County Sheriff’s Office. Report any Suspicious Activities When you see suspicious activity and would like to file a report etc, call the non-emergency number. When a crime is in progress and or a human life is at risk call the 9-1-1. If at anytime someone observes a suspicious person or vehicle they should not hesitate reporting it to the Harris County Sheriff’s Office. Some resident may feel a sighting such as this may be “nothing,” yet, it is better to be safe than sorry. Again, let’s be the eyes and ears for the law enforcement. Reporting Crimes There have been several residents reporting crimes to the Board, which we encourage residents to continue this practice. The first thing a resident should do is contacting the Harris County Sheriff’s Office to file report. There are three ways to do this.

POSTING OF GARAGE SALE SIGNS
Please be aware that taping a sign of any kind to a stop sign or a road sign IS AGAINST THE LAW and could result in our deputies issuing you a citation. The correct way in our subdivision is using a staked sign place your address, time and date and remove later on that day or as soon as the event is over. This is the only acceptable way to post such signs. If posting a sign on a resident’s property, please ask for prior permission as a courtesy. If a resident places a garage sale sign in median of the front or back entrance and if this results in any type of damage to the sprinkler system, you will be charged for any needed repairs. We are requesting that all residents limit your garage sales to no more than once a quarter - meaning four times a year only.

VETERINARY PUBLIC HEALTH LEASH LAW
Animals that are not properly restrained pose a treat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt to avoid the animal. Veterinary Public Health (formerly called Harris County Animal Control) advises that “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbored or keep any unlicensed dog or cat or to allow them to become a stray.” Restraints are defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six feet in length, if the line or leash is held by a human being who is capable of controlling or governing the dog or cat in question or 2. When it is within a fully enclosed vehicle or 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.” While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained.

Please report a burned out street light, any resident may call Center Point directly at 713–207-2222. However, for those with internet access, you may also make this report on-line. For those interested, the website address to do this is http://cnp.centerpointenergy.com/ outage . Then enter your contact details so that they can get back to you if more information is needed. On the following page enter the details of the light(s) with the problem. Just as you would if reporting the outage via telephone, you will need to provide the street address where the light is located and the six digit number that is prominently displayed on the front of the pole. Under normal circumstances the crew will out to fix the problem within seven working days. Anyone noticing a streetlight that is out or some other malfunction is encouraged to report the problem to Center Point via either these two methods without delay. Our association is charged for every streetlight each month, irrespective of whether or not the light is functioning. So please help us get value for your hard earned money!

Trash Pick-up Stickers Belong On Trash Cans
FYI: Waste Management will not pick up your trash if your account is delinquent. Please, keep your account current to avoid disruption of service. Another issue might be if you’re not putting out a trash can and only trash bags Waste Management may not pick it up without the sticker being present. The trash pickup sticker you receive each quarter shows you have paid your invoice and are a valid customer. It contains your address and the expiration date. The sticker is designed to be placed on the trashcan please do not place these stickers on your mailbox. These stickers occasionally won’t stick even to a garbage can; use a heavyduty tape when this occurs. Trash will not be picked up if the sticker is not on the trashcan and they will not pick up the trash at your residence if you have not paid. Do not place these stickers on your mailbox. Do not leave your trashcans out for an extended period of time. Remove your cans from the street as soon as possible. The stickers and the trashcans might be stolen. Some of our residents are unclear on the concept of putting trashcans at the curb for collection days (Tuesday and Friday). Trash can be put out after 5 PM the night prior to the scheduled collection day.

GARDENING TIPS FOR JANUARY
• Birds: Provide food and fresh water. More birds die from lack of water than from lack of food. • Cacti: Semi-dormant now. Reduce watering. • Camellias: Plants may be moved. Pick up and discard fallen blooms. • Cultivation: Changes in design may now be made, new beds dug and old ones rebuilt. Correct defects in drainage. Incorporate gypsum into heavy soils: repeat in three weeks. Dig granite dust, rock phosphate and quantities of organic matter into soil. Allow time for settling before planting. • Fertilize: Daylilies, spuria, Louisiana and bearded irises with complete fertilizer. Give strawberries 1 teaspoon ammonium sulfate, keeping six inches away from plant. Fertilize pansies with manure tea or blood meal. Water in. • Fruits: Plant fruit trees. Mulch figs with grass or straw to prevent freeze damage to crown. • House Plants: Water, when surface soil is crumbly dry. Wash dust off leaves to open pores. Mist often. Inspect for diseases and insects. Reduce water for poinsettias. • Lawns: Remove thatch aerate, and feed with low nitrogen mixture. • Pests: For petal blight prevention, spray azaleas and camellias as flowers open. Spray for scale with dormant oil solution if temperature will be above 35˚ and below 85˚ for next 48 hours. Always read and heed manufacturer s directions before spraying. • Propagation: Ivy cuttings root easily this month and next. Root cuttings of shrubs in mixture of loam and coarse sand; keep damp and semi-shaded until rooted. • Prune: Fruit trees in advance of new growth. Prune to groom and shape. Do not remove too much. Remove dead wood from trees and shrubs before spring buds swell, but do not prune spring bloomers. Prune crape myrtles. Prune nandina and others of similar growth habit by cutting unwanted canes out at base of plant. • Roses: Annual pruning about the middle of February, just before the spring buds break. To prevent later appearance of disease in the old beds, keep garden clean of debris and weeds. Complete preparation of new beds for roses. • Transplanting: January is one of the best months to transplant woody plants, both evergreen and deciduous, especially trees. Energy will be expended on roots instead of foliage. Learn ultimate size and cultural needs of tree or plant before buying. Consider dwarf varieties to avoid crowding later. Group plants of similar cultural needs. Do not work wet soil. Assure good drainage. Keep plants moist. • Vegetables: Prepare beds, preferably raised for drainage, with about 50% humus, including rotted manure. • Winter Protection: Expect freeze any time; plan for protection of tender plants. 6 cups apple cider 1/4 cup real maple syrup 2 cinnamon sticks 6 whole cloves 6 whole allspice berries 1 orange peel, cut into strips 1 lemon peel, cut into strips
Pour the apple cider and maple syrup into a large stainless steel saucepan. Place the cinnamon sticks, cloves, allspice berries, orange peel and lemon peel in the center of a washed square of cheesecloth; fold up the sides of the cheesecloth to enclose the bundle, then tie it up with a length of kitchen string. Drop the spice bundle into the cider mixture. Place the saucepan over moderate heat for 5 to 10 minutes, or until the cider is very hot but not boiling. Remove the cider from the heat. Discard the spice bundle. Ladle the cider into big cups or mugs, adding a fresh cinnamon stick to each serving if desired.

MORE THAN 165 PARTICIPATE IN 15TH ANNUAL PROMISE TO READ PROGRAM
Community members from Katy and the surrounding area recently stopped what they were doing to read to students in more than 345 classes as part of Katy ISD’s 15th annual Promise to Read program. Through Promise to Read, volunteers promised to spend 30 minutes reading to an elementary classroom during one week in November.
This year, ten Katy ISD elementary campuses hosted the event with Partners in Education: Morton Ranch, Hutsell, Nottingham, Kilpatrick, King, Pattison, Mayde Creek, Griffin, Bear Creek and McRoberts Elementary. Host campuses rotate each year so that, over a threeyear period, every Katy ISD elementary has an opportunity to participate. “Promise to Read has become a volunteer event that many in our community really look forward to. Portions of the existing Katy 1st Ward, Katy 3rd and Katy 4th, make up the new ward. Katy Mills Ward now serves 350 church members south of I-10, between Woods Road on the west and Mason Road on the east, with the south boundary approximately at FM 1463. The Katy Mills Ward is one of eleven congregations that make up the Katy Stake. The Church presence in Katy began with one member in around 1950 and has steadily grown since then and now includes several thousand Latter-day Saints. The bishop or lay leader of the Katy Mills Ward is Cody Larsen, who works as a finance manager at Phillips 66 and Company. Bishop Larsen will be assisted in leading the congregation with two counselors: Robert Lund and Dave Bleazard. They began immediately setting up leadership for various auxiliary organizations, for youth, children and adults. The new Katy Mills Ward meets at the LDS meetinghouse at 1928 Drexel Road in Katy, sharing that building with two other wards. Their Sunday meetings start at 11:00 AM. Visitors are always welcome. Growth in the Katy area has led to the need for a new congregation in the Katy Stake of The Church of Jesus Christ of Latter-day Saints. A congregation, called a ward, is a geographic area with about 300600 church members. When an area sees growth, such that local wards are reaching the upper size limits, a new ward is formed. That is what happened this October in Katy, with the creation of the new Katy Mills Ward.
