It is that time of year again; the maintenance fee for next year 2014 will remain the same as this year. The fee has remained the same for the past three years. The fee will be $410 with a $25 discount making the fee $385 for those paying early by December 27th by 3 PM in person at the office. During the holiday season residents may have several family members or guests visiting. Please, remind them do not block the driveways or access to mail boxes and park all vehicles on the street with the flow of traffic.

VOLUNTEERS

As the New Year begins, the Board would like to say Thanks to all who have volunteered in one way or another by donating their time and hard work. We have a Board that works hard, well together and has made several accomplishments to the subdivision.

NEW YEAR CELEBATION AND FIREWORKS

While making plans to celebrate the New Year, the DPS is reminding drivers don’t drink and drive. The DPS, HCSO and other law enforcement agencies will increase patrolling during the holidays to promote safety. Fireworks can be very dangerous and cause serious injury. Please provide adult supervision during the lighting of any fireworks and never give children fireworks to ignite. Take extra caution due to the ground being dry in some areas at this time of year and keep a bucket of water handy. Never ignite fireworks toward homes and make sure people are out of the way prior to lighting. Be considerate of your neighbors limit the fireworks to a reasonable hour, some may have to work the next day. Then after your celebration please, make sure to clean up and dispose of the fireworks properly. Always remember that alcohol and fireworks can be a dangerous combination. Also, remember there is no real justification for firing a weapon in celebration of bringing in the New Year and you could be charged by the local law enforcement agency.

Please remember there is safety in numbers. • Stay alert and be aware of what’s going on around you. • Do not leave you purse, wallet or cellular telephone in plain view. • When parking your vehicle to go shopping, remember where you parked it!!

• Always park in a well-lit area. Do not park in a remote dark area. • Lock your vehicle and put up your windows even while you are driving. • Do not buy more than you can carry. Ask for assistance, if needed, to help you carry your purchases out to our car. • If you feel unsafe, always ask the store security to assist you to your car. • Have your keys in your hand when approaching your vehicle. Check to see if you are being followed. • When you return to your vehicle, scan the interior of your car to be sure no one is hiding inside and around your vehicle before getting in. • When storing items purchased at the stores, place them out of sight. The best place is a locked trunk. Or if possible, take them home. • Frequently check your rear view mirror to see if you are being followed. If you feel like you are being followed, DO NOT go home. Drive to the nearest police station, fire station or other place of safety.

HARRIS COUNTY CURFEW TO BE STRICTLY ENFORCED

The Harris County Sheriff’s Office deputies will be strictly enforcing curfew, zero tolerance. Most parents are unaware that Harris County has a curfew. Children under the age of 17 must be in at midnight (12 AM). Parent’s need to make sure that their children are at home the entire night. If children are caught wandering around at late hours after midnight, the Harris County Sheriff’s will give them a citation. This is a class C misdemeanor; both the child and the parent must appear in front of court and pay a fine. Usually it will take all day to take care of this and the fine may exceed $150.

Westlake Place HOA-Board of Directors have hired off-duty deputies employed with the Harris County Sheriff’s Office, for our community. Having security does not mean you should not secure your own property or not be responsible for your own security. Take time to

make sure your vehicles are locked, parked in the garage if you can. That is the safest place for your vehicle. Get to know your neighbors. Call the Harris County Sheriff’s Office if you see any suspicious vehicles/persons in the neighborhood. The Association receives many reports of speeding drivers and drivers running stop signs in the community. Monitoring of stop signs has resulted in some citations issued and other citations for different traffic violations. For the safety of the community and residents walking, children playing, please follow the speed limit and make a full stop at each stop sign to ensure everyone’s safety. The deputies has been notified of the complaints/concerns voiced by the residents and will continue to monitor this activity with zero tolerance. So remember to abide by all traffic laws while driving through the subdivision. CRIME IN THE SUBDIVISION Here are the reports given: • Graffiti was noted to the stop sign at Spanish Needle Drive and Westlake Place and the community marquee in front of the pool, it was removed promptly. • There seems to be several people still running the stop signs throughout the subdivision. This was reported and we were provided with extra patrol during the evening hours last month. The deputies that patrol our subdivision were also notified about this activity and will be issuing citations too. • When leaving your home, make sure to lock all doors, secure the windows and lock the garage doors. Also, when leaving at night, one deterrent is a well-lit area, so keep the lights on outside your home. Always make sure to secure your belongings and lock your vehicle and if at all possible park your vehicle in the garage. The Board’s number one priority is trying to keep the entire subdivision safer and informed. REPORT ANY SUSPICIOUS ACTIVITIES AND CRIMES When you see suspicious activity and would like to file a report etc, call the non-emergency number. When a crime is in progress and or a human life is at risk call the 9-1-1. If at anytime someone observes

Trash will not be picked up if the sticker is not on the trashcan and they will not pick up the trash at your residence if you have not paid. Do not place these stickers on your mailbox. Do not leave your trashcans out for an extended period of time. Remove your cans from the street as soon as possible. The stickers and the trashcans might be stolen. Some of our residents are unclear on the concept of putting trashcans at the curb for collection days (Tuesday and Friday). Trash can be put out after 5 PM the night prior to the scheduled collection day.

POSTING OF GARAGE SALE SIGNS

Please be aware that taping a sign of any kind to a stop sign or a road sign IS AGAINST THE LAW and could result in our deputies issuing you a citation. The correct way in our subdivision is using a staked sign place your address, time and date and remove later on that day or as soon as the event is over. This is the only acceptable way to post such signs. If posting a sign on a resident’s property, please ask for prior permission as a courtesy. If a resident places a garage sale sign in median of the front or back entrance and if this results in any type of damage to the sprinkler system, you will be charged for any needed repairs. We are requesting that all residents limit your garage sales to no more than once a quarter - meaning four times a year only.

Animals that are not properly restrained pose a treat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. The custodian of a dog or cat is not authorized to have, harbored or keep any unlicensed dog or cat or to allow them to become a stray.” Restraints are defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six feet in length, if the line or leash is held by a human being who is capable of controlling or governing the dog or cat in question or 2. When it is within a fully enclosed vehicle or 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.”

Anyone noticing a streetlight that is out or some other malfunction is encouraged to report the problem to Center Point via either these two methods without delay. GARDENING TIPS FOR JANUARY

• Birds: Provide food and fresh water. More birds die from lack of water than from lack of food. • Cacti: Semi-dormant now. Reduce watering. • Camellias: Plants may be moved. Pick up and discard fallen blooms. • Cultivation: Changes in design may now be made, new beds dug and old ones rebuilt. Correct defects in drainage. Incorporate gypsum into heavy soils: repeat in three weeks. Dig granite dust, rock phosphate and quantities of organic matter into soil. Allow time for settling before planting. • Fertilize: Daylilies, spuria, Louisiana and bearded irises with complete fertilizer. Give strawberries 1 teaspoon ammonium sulfate, keeping six inches away from plant. Fertilize pansies with manure tea or blood meal. Water in. • Fruits: Plant fruit trees. Mulch figs with grass or straw to prevent freeze damage to crown. • House Plants: Water, when surface soil is crumbly dry. Wash dust off leaves to open pores. Mist often. Inspect for diseases and insects. Reduce water for poinsettias. • Lawns: Remove thatch aerate, and feed with low nitrogen mixture. • Pests: For petal blight prevention, spray azaleas and camellias as flowers open. Spray for scale with dormant oil solution if temperature will be above 35˚ and below 85˚ for next 48 hours. Always read and heed manufacturer s directions before spraying. • Propagation: Ivy cuttings root easily this month and next. Root cuttings of shrubs in mixture of loam and coarse sand; keep damp and semi-shaded until rooted. • Prune: Fruit trees in advance of new growth. Prune to groom and shape. Do not remove too much. Remove dead wood from trees and shrubs before spring buds swell, but do not prune spring bloomers. Prune crape myrtles. Prune nandina and others of similar growth habit by cutting unwanted canes out at base of plant. • Roses: Annual pruning about the middle of February, just before the spring buds break. To prevent later appearance of disease in the old beds, keep garden clean of debris and weeds. Complete preparation of new beds for roses. • Transplanting: January is one of the best months to transplant woody plants, both evergreen and deciduous, especially trees.

KATY ISD’S 16TH ANNUAL PROMISE TO READ

Community members from Katy and the surrounding area recently stopped what they were doing to read to students in more than 375 classes as part of Katy ISD’s 16th annual Promise to Read program. Through Promise to Read, volunteers promise to spend 30 minutes reading to an elementary classroom during two weeks in November. This year, 10 Katy ISD elementary campuses hosted the event with Partners in Education: Cimarron, Creech, Franz, Golbow, Exley, Rhoads, Rylander, Williams, Wilson and Winborn Elementary Schools. Host campuses rotate each year so that, over a three-year period, every Katy ISD elementary has an opportunity to participate. During the November Board Work Study meeting, Officer Shannon Taylor was sworn in to serve on the Katy ISD Police Force. Officer Taylor’s law enforcement experience includes having served as a police officer for the Delphi, Indiana Police Department and Purdue University. Officer Taylor is a graduate from the Indiana Law Enforcement Academy and has been an officer for more than 14 years. After serving for Purdue and Delphi, Officer Taylor served three years as a police officer at Rice University. She resides in Katy with her husband, John Taylor and her daughter. Katy ISD peace officers are licensed and certified by the Texas Commission on Law Enforcement Officers Standards and Education. The Katy ISD police jurisdiction includes all territory within the boundaries of the District (181 square miles) and all property, real and personal, outside the boundaries of the District that is owned, leased or rented by the District or otherwise under the District’s control. CHRISTIN VOGEL EARNS GIRL SCOUT GOLD AWARD

Girl Scout Ambassador Christin Vogel recently earned the Girl Scout Gold Award, the highest award a girl scout can achieve. Less than five percent of girls who join Girl Scouts earn this recognition. Thousands of squirrels and swamp rabbits are injured yearly due to natural causes such as storms and diseases, as well as animal attacks and human interaction. Christin’s project addressed the issue of providing shelter for squirrels and swamp rabbits while they recover from injuries. Christin and her volunteers built squirrel boxes and swamp rabbit boxes to donate to the Texas Wildlife Rehabilitation Center. The Texas Wildlife Rehabilitation Center rehabilitates wounded animals with the intent to release back into the wild. The shelters that were built will be placed in their natural habitats and the squirrels and swamp rabbits will use these temporary shelters until they are once again fully adapted to the wild and can live efficiently on their own. Christin also conducted educational workshops at local libraries and informed people about how the Texas Wildlife Rehabilitation Center takes in harmed animals and helps them recover strength, confidence and their natural habits. She also described signs of an injured animal and discussed what to do if an animal does become injured and how to avoid harming wild animals. Christin demonstrated outstanding leadership skills, community involvement, time management and personal development in order to carry out her Gold Award project. As an active member of Girl Scouts for 9 years, Christin has also earned her Bronze and Silver Awards. Christin is currently a Junior at Cinco Ranch High School.
