A FRIENDLY REMINDER WESTLAKE PLACE HOMEOWNERS ANNUAL FEES DUE
It’s that time of year again, Westlake Place residents: We have to pay our Annual Assessment Fees. WLP Management Company, ACMP, will be mailing out all of the details for the Annual Assessment fees. The Board reviewed the proposed budget for the 2016 Annual Assessment during the October meeting. The 2016 budget was accepted and the 2016 Annual Assessments were set at $410. Once again, the Board has approved the early discount amount of $25 and was set at $385. The payment must be received in ACMP Inc.’s office or in the bank’s lockbox by 5 PM on December 30, 2015 in order to receive the early discount. Any payments left in the side night drop box after 5 PM on December 30, 2015 will not receive the early discount and will be responsible for any other assessments. Westlake Place residents need to make sure that the homeowners understand that no postmarks will be accepted for proof of early discounts or the timely payment of Assessments. (Note: $410 No Increase from last year.)

FROM THE WLP BOARD REMOVE THE “OPPORTUNITY” THIS HOLIDAY SEASON
The Holiday Season is upon us! The ABTPA (Auto Burglary & Theft Prevention Authority) and the Harris County Sheriff’s Office would like to take a moment to remind the citizens we serve of a few things. Just as we gear up to shop this holiday season, so do criminals, especially those who wish to commit vehicle crimes. These crimes include burglarizing your vehicle, removing all of its contents, accessories or even stealing the vehicle. Texas Department of Motor Vehicles and HCSO remind drivers that a vehicle is burglarized every two minutes and stolen every eight minutes in the state. These types of crimes typically escalate during the holiday season when drivers are more likely to leave belongings within plain view inside vehicles. The overwhelming pressure of trying to get it all done sometimes causes us to be negligent in locking doors, taking the keys and removing anything of value from plain view. Take the extra step and remove anything with your address and account numbers (Mail) from the vehicle as well. Not doing so, could and often does lead to Gateway Crimes such as Identity Theft, Credit Card Abuse and Burglary of your home. “Auto burglars are most likely to scout local malls, shopping centers, entertainment venues, hotels and busy parking lots this time of year looking for OPPORTUNITIES.” Sam Cerda, Public Awareness Deputy for the HCSO Auto Theft Unit states “Remove the Opportunities and You Can Remove the Criminal and The Victim” The less of an opportunity citizens give, the more likely the criminal will move on to other targets. We frequently get complacent in our surroundings, often becoming victims to criminal acts.” If you have lived in southwest Texas for any length of time, you know it gets really hot. Drivers tend to leave the windows cracked and in some cases leave the vehicle running to cool the interior of the car before entering. This can often result in the burglary of or worse, theft of the vehicle. The same actions occur in what we call “Cold Weather,” leaving the car running to warm it up. Whichever one you may be guilty of and most are at some time or another, it’s still an “Opportunity.” The ABTPA and Harris County Sheriff’s Office want you to have a Safe and Crime Free Holiday Season, “Protect It, It’s Yours.” ~ Deputy Sam Cerda CCPS

It has been noted we have had several residents that have rented the Pavilion and/or the clubhouse, who have not removed their trash, swept the floors, nor mopped the floor. Due to this and not having a full time employee to clean the restrooms, clubhouse or pavilion, the directors have now made a request that anyone not complying will lose the deposit and not be allowed to rent either of the facilities. We have also been notified that we have had several persons not using the park but driving up and dumping their trash in the trashcans instead of taking and dumping their trash at home. The trashcans are for those in the community center, not to clean your vehicle nor come and dump your weekly trash. Once again, we do not have a full time employee to take out the trash during the timed schedule for trash pickup.

Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, others may not know. An animal running at someone who is walking by would be very scary for that person. Many children are afraid of animals and could become frightened, which could result in the child getting hurt from trying to avoid the animal. Veterinary Public Health (formerly called Harris County Animal Control) advises, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbored or keep any unlicensed dog or cat or to allow them to become a stray.” Restraints are defined as “the control of a dog or cat under the following circumstances: When it is controlled by a line or leash not more than six feet in length, if the line or leash is held by a human being who is capable of controlling or governing the dog or cat in question or when it is within a fully enclosed vehicle and when it is on the premise of the custodian and the animal does not have access to sidewalk or street.” While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained.

Another main concern is that it was noted that several residents who do use the facilities turn on the lights and fans under the pavilion but forget to turn them off. This is adding to the cost of the electric bill. This is a friendly reminder to please remember to turn off lights and fans in the pavilion area before leaving the area. HARRIS COUNTY CURFEW TO BE STRICTLY ENFORCED
The Harris County Sheriff’s Office deputies will be strictly enforcing curfew, zero tolerance. Most parents are unaware that Harris County has a curfew. Children under the age of 17 must be in at midnight (12 AM). Parent’s need to make sure that their children are at home the entire night. If children are caught wandering around at late hours after midnight, the Harris County Sheriff’s will give them a citation. This is a class C misdemeanor; both the child and the parent must appear in front of court and pay a fine. Usually it will take all day to take care of this and the fine may exceed $150.

A friendly reminder to obey traffic laws, including but not limited to: stopping at stop signs, obeying the no turn signs at lights and driving the speed limit. It was reported a break in and entering no witness, it was also reported that the criminals took small items for a quick turnover, for example jewelry, TV, games, misc. items etc. Get to know your neighbors and who should be at their house or who is a stranger. When you see suspicious activity and would like to file a report etc, call the non-emergency. When a crime is in progress and or a human life is at risk call 9-1-1. If at any time someone observes a suspicious person or vehicle in the subdivision they should not hesitate in reporting it to the Harris County Sheriff’s Office. The first thing a resident should do is contacting the Harris County Sheriff’s Office to file report. There are three ways to do this. TRASH CANS SHOULD BE USED FOR TRASH PICK UP
Westlake Place Trash Pickup on Tuesdays and Fridays Only!! Trash bags will only create problems. The trash pickup sticker you receive each quarter shows you have paid your invoice and are a valid customer. It contains your address and the expiration date. A friendly reminder do not place trash bags out, this will only cause problems. The sticker is designed to be placed on the trashcan please do not place these stickers on your mailbox. These stickers occasionally won’t stick even to a garbage can; use a heavy-duty tape when this occurs. Trash will not be picked up if the sticker is not on the trashcan and they will not pick up the trash at your residence if you have not paid. Deed restrictions state that trashcans should not be placed at the curb earlier than 5 PM the day before trash day and the containers MUST be removed from the curb and/or public view on the day of collection and stored from public view. Remove your cans from the street as soon as possible. The stickers and the trashcans might be stolen.

The correct way in our subdivision is using a staked sign place your address, time and date and remove later on that day or as soon as the event is over. This is the only acceptable way to post such signs. If posting a sign on a resident’s property, please ask for prior permission as a courtesy. If a resident places a garage sale sign in median of the front or back entrance and if this results in any type of damage to the sprinkler system, you will be charged for any needed repairs. SUPERINTENDENT CELEBRATED STUDENT AND STAFF ACCOMPLISHMENTS
In November, Katy ISD Superintendent Alton Frailey spoke to hundreds of Katy community members, dignitaries and staff during his annual State of the District Address. Along with a snapshot of the District’s accomplishments and current enrollment growth, Frailey shared with attendees an update on 2014 bond projects, as well as his vision for the future of the District. During the address, Frailey shared some of the District’s major accomplishments, such as being recognized on the College Board AP Honor Roll for increasing access to AP course work and increasing the percentage of students earning scores of 3 or higher, and being recognized as the 57th largest district in the nation. During the 2014-2015 school year, Katy ISD had more than 60 students named semifinalists in the National Merit Scholarship Program, 85 student athletes that signed letters of intent to

play sports at colleges and universities across the nation and the Class of 2015 graduates accepted more than $21 million in scholarships. Attendees also enjoyed special guest speakers Chuck Brawner, Mayor Pro Tem of the City of Katy; Lance LaCour, President and CEO of the Katy Area Economic Development Council; Ann Hodge, President and CEO of the Katy Area Chamber of Commerce and Carol Adams, author of ‘Historic Katy, An Illustrated History’ and former City of Katy Councilmember.

BASEBALL - T-BALL, COACH, MACHINE & KID PITCH
We would like to invite children from 4 yrs. (as of Sept. 1, 2015) to 13 years old to join us as we enjoy another season of T-Ball, Coach, Machine and Kid Pitch. We look forward to teaching your children the skills and watching them enhance their abilities. We will offer several evaluations (skills assessment) days so we can check on their skill level and even out the teams. The first evaluation will be Monday, Tuesday and Thursday Nights, February 22nd, 23rd and 25th, between 5-6:30 PM. The last evaluation will be Saturday, February 27th between 9-11 AM. It only takes a few minutes for us to run them through the drills and then we will contact each player the week before they begin practices. After Monday, February 29th, we cannot guarantee a place on a team. They will practice for one hour a week on a Monday, Tuesday, Thursday or Friday. Practices begin the week of March 21st and the league runs through May 21st. The early cost will be $80 for those registering before February 23rd. After February 23rd, the cost will be $90. Registration will begin January 1st.
FORWARD BASKETBALL - HIGH SCHOOL GUYS
Be a part of one of our basketball leagues. Practice/Games will be on Monday, Tuesday or Thursday nights. Evaluations to help set the teams will be February 29th, March 1st, 3rd, 7th, 8th & 10th from 6:308:30 PM in our Gym. Practices begin the week of March 21st and the league runs through May 5th. Come join men 18 yrs and older for our men’s Outward Flag Football league coming this spring. Practice/Games will be on Saturday afternoons around 2 PM. The league will have a tournament at the conclusion of the season. Evaluations for all players will be Monday, Tuesday and Thursday, March 14th, 15th and 17th from 6-7 PM and Saturday, March 19th from 10:30-11:30 AM.
