PLEASE HELP PROTECT OUR STORM DRAINS The blowing, sweeping or dumping of grass clippings or other pollutants down the storm drain is against Texas State Law. This can cause drainage problems and is punishable by a fine of $5,000 for each offense. Please help us keep our storm drains clear of all debris. VETERINARY PUBLIC HEALTH LEASH LAW Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, others may not know. An animal running at someone who is walking by would be very scary for that person. Many children are afraid of animals and could become frightened, which could result in the child getting hurt from

trying to avoid the animal. Veterinary Public Health (formerly called Harris County Animal Control) advises, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbored or keep any unlicensed dog or cat or to allow them to become a stray.” Restraints are defined as “the control of a dog or cat under the following circumstances: When it is controlled by a line or leash not more than six feet in length, if the line or leash is held by a human being who is capable of controlling or governing the dog or cat in question or when it is within a fully enclosed vehicle and when it is on the premise of the custodian and the animal does not have access to sidewalk or street.” While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. IT’S A DOG-GONE SHAME, OOPS!!! Year after year, residents are complaining about people who walk their dogs and don’t clean up after their pets. Inconsiderate residents should be embarrassed for leaving poop behind from their pets. Our city requires owners to pick up after their pets. Persistent violators can be cited. Please cooperate and help keep our areas clean, beautiful and poop-free. COMMUNITY CENTER/CLUBHOUSE/PAVILION We encourage residents to use the amenities for their functions throughout the year. They are available for usage only by our resident’s and their guest. The community center, clubhouse and pavilion are available for parties and special events for all residents. We encourage residents to use the amenities for their function throughout the year. A $50 deposit for each is required and a contract will be signed with the restrictions. The deposit is refundable at the close of the rental walk-through when it has been determined that no further cleaning or damage repairs are needed. CLUBHOUSE/PAVILION FOR RENT/LEASE - FREQUENTLY ASKED QUESTIONS Who can rent the clubhouse? The Clubhouse is available only to homeowners of Westlake Place that are current on their assessments. Can I rent the clubhouse and then lend or rent it to someone else? No, WLP homeowners cannot rent the clubhouse to/for anyone else. What is the cost to rent the clubhouse? The Clubhouse/ Pavilion rent is $50 deposit per each. What are the hours for a rental? The clubhouse is rented from 9 AM the day of the booking until 9 PM the day of the event (before closing of park). At which time the clubhouse/Pavilion has to be clean & ready for the next renters and the homeowner has to meet with the Board Director to do a walk through, before the end of the event and the key must be returned after the event. How soon do I have to pay the $50 fee? Once a booking date has been set and the rental lease is signed. The homeowner can write a check for each or cash deposit. Checks need to be made payable to Westlake Place HOA. If the rental money is not received, the booking date will be released. The check must show the name of the homeowner renting the clubhouse/pavilion and the Westlake Place HOA address. How do I get the key & take possession of the clubhouse/ pavilion for my rental? On the booking date, the homeowner will meet the Board director member to sign the lease, be given a key, before the day of the event and will go through rules/clean-up and provide the $50 deposit. As with the rental fee, the check must show the name of the homeowner renting the clubhouse and their Westlake Place HOA address. The Club house is not to be used after 10 PM Monday thru Sunday Homeowners must be current in their yearly Maintenance assessment fees, deposit made in order to lease the Clubhouse or Pavilion. All

The air-conditioner/heater can only be turned on the day of the party and must be turned off the night of the party before leaving, this includes cleaning up area, taking your trash and not damaging items being used. Fans, lights must be turned off under the pavilion and area swept and clean, all trash, decorations must be removed. (Or) the deposit will be forfeited. TIPS FROM OUR LANDSCAPING COMPANY COAR LAWN CARE SERVICE Fall is upon us. It’s time to make some changes to your lawn care and plants. Mowing in the fall as temperatures moderate in the fall, lower the mowing height to two inches again. While traditional practice includes lowering the mower to about 1 inch for the last mowing of the season to stimulate the development of encourage shoots from the base of the grass plants that will thicken up the turf for the following spring, it is not necessary. Mowing shorter than 1½ inches is OK in the cooler fall weather, but it exposes turf soil to lots of light which may germinate weed seeds if there is mild winter. Remember that our deed restrictions call for mowing twice a month during fall and winter; and weekly mowing during spring and summer. Fall lawn care for cool season grasses includes ensuring that lawns receive enough fall water to carry them through the long winter. Don’t think that because the temperatures outside are no longer consistently high, you can totally forget about watering in the autumn. Overall, you won’t need to water nearly as much as in summer, but during hot, dry spells in autumn, remember to provide sufficient water. The time now to make plans for fall landscaping projects. Clean up flowerbeds of fallen foliage, yellowed leaves and dead wood. Light green leaves may signify lack of iron (chlorosis). Correct with iron chelates. Cut off old dead foliage on irises. Scratch in a little bone meal around the roots. Prune roses to reshape and groom plants for fall growth. Wait until November to plant petunias and pansies. Chinch bug damage is obvious now. You will have areas of thin and/or dead turf where they weren’t brought under control. There is a new generation going now. This batch causes the most damage. Use Dursban to stop the damage. Until the weather gets back to the 80’s, St. Augustine grass grows slowly. If you fill in with sod, don’t expect a fast turnaround. The sod may look like it’s not growing while it puts down roots. You will need to water the new sod often and deeply to get it started but this also creates a disease environment. Water early so the sun can dry the turf. Now is a good time to work new beds. Till them up, add organic material, mix it in, than let them cure for a month or so. Add in any amendments like micro-nutrients. Keep the beds moist so the microorganisms have a favorable environment. Usually it will take all day to take care of this. During the winter season, pruning is the best time to prune mature trees in Texas is during the winter. Winter pruning allows open wounds time to harden off before a potential spring time infestation begins. Winter pruning allows stored nutrition to bolster new growth so that desirable limbs may flourish. The general cut-off day for pruning is Valentine’s Day. Make sure you trim the twigs that grow on the trunk of the tree to make it look healthier and beautiful. NEIGHBORHOOD SAFETY During the winter season, many visitors come into our subdivision. Some are invited and some are not. Be on the lookout for activity that does not look right and call police. If neighbors are on vacation and you have seen lights on in the house, it is usually a bad sign. If you see or hear people roaming in the area late at night, a call to the police is also warranted. Vandalism, damage and theft all usually takes place a night, under the cover of darkness. Look out for your neighbors and call police when you see something that does not look right. Police would rather respond to false alarms than not be called, then having to complete crime reports later on. Make sure your front light is working to light the darkness at night. Be vigilant of your surroundings. SAFETY AND SECURITY TIPS 1. Please do not keep any valuables visible in your parked vehicle 2. Keep the garage door and back yard gate securely closed at all times.

If you find a suspicious vehicle parked near your house, please do not confront it, but write down the license plate number, color of the vehicle, the type of the vehicle, the maker of the vehicle and send that information in to the sheriff’s department either by email or phone call. 6. In case of suspicious activity going on nearby your house promptly call local authority. HARRIS COUNTY CURFEW TO BE STRICTLY ENFORCED The Harris County Sheriff’s Office deputies will be strictly enforcing curfew, zero tolerance. Most parents are unaware that Harris County has a curfew. Children under the age of 17 must be in at midnight (12 AM). Parent’s need to make sure that their children are at home the entire night. If children are caught wandering around at late hours after midnight, the Harris County Sheriff’s will give them a citation. This is a class C misdemeanor; both the child and the parent must appear in front of court and pay a fine. Usually it will take all day to take care of this and the fine may exceed $150.
OUR COMMUNITY SECURITY SUPPLEMENT OF LAW ENFORCEMENT
Westlake Place HOA-Board of Directors have hired off-duty deputies employed with the Harris County Sheriff’s Office for our community. A friendly reminder from Westlake Place HOA-Board of Directors, having security does not mean you should not secure your own property or not be responsible for your own security. The Board’s number one priority is trying to keep the entire subdivision safer and informed. Community Safety Awareness 1. Know your neighbors. 2. Report anything suspicious to the local authorities. 3. Lock all doors, windows and close garages. 4. Close all blinds and window coverings when away and at dusk. 5. Lock your vehicle and take all valuables inside or park your vehicle in your garage. 6. Turn on your exterior lights at night and consider installing motion detector lighting. Please check to see if the approval is required before installing exterior motion lighting. 7. Report any street light outages to the power company. 8. If you are going away consider placing a temporary hold on your paper and mail and setting your interior lights to come on at nightfall and place a vacation watch with the sheriff’s office. 9. Do not leave a spare key outside of your home. Leave it with a trusted neighbor. CRIME IN THE SUBDIVISION Be Vigilant/ Get to know your surroundings. Here are the reports given: Reported crimes were vandalism not only in our subdivision but throughout neighboring subdivision, Katy and Cypress area. Once again, we would like to give you a Friendly reminder to obey traffic laws. As of lately we have had more traffic using our subdivision as a short-cut and several Speeding citations were given out for speeding. Get to know your neighbors and who should be at their house or who is a stranger. Also, be careful when someone is at your door making sure that you know who they are prior to opening the door. Continue to be vigilant of your surroundings!!! REPORT ANY SUSPICIOUS ACTIVITIES AND CRIMES When you see suspicious activity and would like to file a report etc, call the non-emergency. When a crime is in progress and or a human life is at risk call 9-1-1. If at any time someone observes a suspicious person or vehicle in the subdivision they should not hesitate in reporting it to the Harris County Sheriff’s Office. The first thing a resident should do is contacting the Harris County Sheriff’s Office to file report. There are three ways to do this. If your incident

Please be aware that taping a sign of any kind to a stop sign or a road sign IS AGAINST THE LAW and could result in our deputies issuing you a citation. The correct way in our subdivision is using a staked sign place your address, time and date and remove later on that day or as soon as the event is over. This is the only acceptable way to post such signs. If posting a sign on a resident’s property, please ask for prior permission as a courtesy. If a resident places a garage sale sign in median of the front or back entrance and if this results in any type of damage to the sprinkler system, you will be charged for any needed repairs. We are requesting that all residents limit your garage sales to no more than once a quarter - meaning four times a year only.

All residents must complete a home improvement form for all improvements, including but not limited to: repainting (even the same color), re-roofing, new siding, sheds or outbuildings, new garage doors and basketball goals. Mayde Creek HS is looking for bowlers who would like to join our bowling team. Last year, Trey Viator was ranked 5th for the boys in the district and Vanessa Treviño was ranked 8th for the girls in the district, they both represented Mayde Creek HS at Regionals in the All Star District Team. This organization meets after school at Times Square on Grand Parkway. Youth can earn scholarship funds and learn the sport of bowling. We prepare students for fun bowling, league bowling, HS bowling and collegiate bowling. Last year, the Saturday league gave out $36,000 dollars in scholarships to students in Katy. Every student is eligible not matter the grade level. You can also earn your letterman jacket. The fall league started in September. The Girls Cross Country teams competed at The Caldwell Invitational Cross-Country Meet on Saturday, September 19th. The Varsity Girls and JV Girls both had outstanding performances and each won their division, bringing back lots of hardware! All of the Mayde Creek Cross Country girls competed extremely hard and there were many personal bests. It was especially nice being able to bring back the Championship Plaques and 13 medals from the meet!
