The 2012 Annual Meeting of the Members is scheduled for March 29, 2012 at 6:30 PM. Sign in is scheduled to begin at 6:00 PM. A quorum of 10% of the homeowners, 84 lots, must be present in person or by proxy, for an official meeting to be held. If a quorum is not met, a recall meeting must be held. The cost for a recall meeting is approximately $2,000. In order to assist in obtaining a quorum at the Annual Meeting this year, drawings will be held for door prizes. There will be four $25 gift card drawings and two $50 gift card drawings. Only members present at the meeting are eligible to win. An election will also be held at the meeting. There are three Board of Directors positions up for election at this meeting. Each position carries a term of two years. If you would like to serve on the Board of Directors or know someone who would, please encourage them to attend the meeting to introduce themselves. Homeowner participation is what has kept Westfield Estates in a class of its own and one of the most sought after communities in Katy. Please encourage your neighbors to get involved to keep the community moving forward in the right direction!

Besides being a nuisance, unleashed dogs and uncollected dog waste is a serious problem for our Association. Next time you’re tempted to let your dog roam free or leave your dog’s droppings on the lawn, please remember these facts: 1. The Environmental Protection Agency is becoming aggressive about enforcing the Clean Water Act. Our Association could be fined if dog waste goes uncollected. 2. Unleashed dogs are not more likely to defecate in neighbor’s yards. Uncollected dog waste may lead to a special assessment. If fined by the EPA, the Association could face a potential special assessment that would be levied against all members - not just dog owners. 3. The appearance and quality of the common areas are known to affect home sales - not just for how much they sell, but how quickly. 4. The more residents complain about dog waste, the more time the manager must spend on enforcement rather than serving the Association. 5. Uncollected dog waste spreads disease and attracts rodents who feed on pet waste. We love dogs - we really do. We also love our community! That is why the Association is committed to enforcing the county leash law so all residents may enjoy our community. According to the U.S. Humane Society, an unleashed dog has an

average life span of less than four years! Allowing your dog to run free threatens your dog’s health and welfare and the happiness it brings to you. We trust we can count on you for voluntary compliance with the leash law. We don’t like to call animal control, but we won’t have any choice if your dog is running free.

Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Veterinary Public Health (formerly called Harris County Animal Control) advises that “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat, nor to allow any dog or cat to become a stray.”

Line a large trifle or other glass serving bowl with kiwi and strawberry slices, reserving two whole strawberries and two kiwi slices. Place one layer of cake in bottom of bowl, top with 1/3 of bananas and pineapple, and 1/3 of whipped topping mixture. Repeat layering until all ingredients are used.

INGREDIENTS: 1 (3 ounce) package lime flavored gelatin mix 1 cup boiling water 1 cup cold evaporated milk 1 (12 ounce) package vanilla wafers, crushed
DIRECTIONS: In a medium bowl, whisk together the gelatin and boiling water until dissolved. Refrigerate until thickened to the consistency of egg whites, about 1 hour. When the gelatin is thick, whip the evaporated milk in a chilled bowl with chilled beaters until thick enough to form peaks like whipped cream. Fold the whipped milk into the gelatin. Rinse an 8 cup mold and fill with the gelatin mixture. Cover and refrigerate overnight, or at least until set, about 4 hours. Unmold the gelatin onto a serving dish and sprinkle with cookie crumbs. However, be sure to prune spring flowering shrubs after they have bloomed. • Fertilize with a pre-plant application of a slow-release fertilizer analysis such as 19 - 5 - 9 at the rate of 3 pounds per 100 square feet of garden planting area. Early March is the ideal time to fertilize landscape plants because you give them food just before the spring growing season starts.

Palm trees growing near power lines create unique issues. Unlike other trees, palms grow in a straight, vertical line, with a single growing point at the top of the tree. Because of this single-growth point, normal pruning techniques are not effective. Registration for Fun, Fair, Positive Soccer (FFPS) is now open for boys and girls ages 4 to 18 for the fall season. Games start on April 7, 2012. FFPS is a non-profit youth soccer program dedicated to providing a positive youth sports experience for all children. Founded in 1986 in Katy, Texas, FFPS has grown to 22 leagues and 16,000 players throughout the Greater Houston area. FFPS offers children a fun and fair experience, including one practice per week, a full uniform and trophy for every player, equal playing time, opportunities to play every position, co-ed/balanced teams, positive coaching and more. No tryouts are required. Registration schedule and fees: Through March 5th: $90 Online March 6th – 19th: $95 Online After March 20th: $100 Online Registration fee includes a full uniform (shirt, shorts and socks), trophy, trained positive coaches, nice fields and background checks on all volunteers. All major credit cards are accepted. Coaches will call players to schedule practice by April 3rd. Practice times and location will be determined by the coach and team. The spring schedule includes eight games, with all games played locally on Saturdays from April 7th to May 26th. 2012 Folk life Festival
What was life like for the pioneers of early Texas? How did they Dress? What skills did they need to survive? Where did the children go to school? What kinds of animals did they own? These questions and many more will be answered for those who attend the 27th Annual Katy Folk Life Festival.
