BOARD OF DIRECTORS MEETINGS
The monthly Board of Directors meeting for Williamsburg Colony generally are held on the 2nd Wednesday of each month at 6:00 PM, at the clubhouse located at 2315 John Crump. Anyone that would like to attend a meeting and address the Board should contact PCMI’s office 281-870-0585, at least a week prior to the meeting so that you can be included on the agenda. WCMA

PARK USE
Park hours have been posted. Park hours are 8 AM to 8 PM. Also, those wishing to play baseball in the park or street, please be careful. Any damage done to resident’s property is the responsibility of those parents of the children that cause it. Also it has been brought to the Board’s attention that use of foul language and trouble at the park must stop. If Constables report such behavior, individuals may become barred from park/pool area. Let’s all have fun and play nice. Older kids watch out for little ears nearby. Remember, $250 reward to anyone who provides information about damage or vandalism to the park. This reward will be paid and no one will ever know who reported such damage.
STREET LIGHTS
Your Association pays for your streetlights from your annual dues, whether they work or not. If a light is out in your area, please call 713-207-2222 and report it. Each light pole should have a number on it. When reporting the out or malfunctioning light, give them the pole number and closest street address. We want all of our lights to work. A lighted area is a safer area.

ABANDONED OR OVERGROWN PROPERTY
Do you live next door or near someone who has abandoned or left a house vacant? Has the grass grown two or more feet high? Are there rodents and snakes coming from their backyards? We need someone who will give permission for the Health Department to come on their property to view violations of neighbors. So please, help us get rid of dangerous conditions in our subdivision.
MINUTES OF THE WILLIAMSBURG COLONY MAINTENANCE ASSOCIATION, INC. BOARD OF DIRECTORS SEPTEMBER 11, 2012
A meeting of the Board of Directors of the Williamsburg Colony Maintenance Association, Inc., was held on Wednesday, September 11, 2013, at 5:00 PM, at the at the offices of PCMI pursuant to Notice attached as Exhibit “A.” Directors in attendance were Ken Rychlik, Shelli Shaw, Chad Ray, John Eberlan and Jana Heaton. Also in attendance was Dolores Sue representing Planned Community Management, Inc. (PCMI). With a quorum present the meeting was called to order at 5:00 PM. EXECUTIVE SESSION The Board reviewed requests from three (3) owners regarding maintenance fees and deed restriction violations. The Board reviewed all deed restrictions. At 6:00 PM, the Board adjourned to open forum. There were no homeowners present. For all your home maintenance and repair needs call us today. No job is too small.
MINUTES The minutes of the meetings held on August 14, 2013, were reviewed and approved as written. Minutes attached as Exhibit “B.” DECISIONS MADE DURING EXECUTIVE SESSION The Board reviewed the request from a homeowner they had met with previously at their August meeting. It was unanimously agreed, no fees would be waived, as it is not fair to the residents who do pay on time or acquire a payment plan.

The third request from a homeowner who wants to set up a hearing with the Board in regard to the deed restriction violation letters he has received. The Board set the hearing for Wednesday, September 18, 2013, at 5:00 PM. PCMI was instructed to inform the homeowners of the meeting.
NEW BUSINESS ANNUAL MEETING NOTICE The Board reviewed the Annual Meeting Notice to be mailed. A motion was made, seconded and unanimously agreed to mail the notice on or before September 24, 2013.
The Board instructed PCMI to turn over five (5) accounts to the Attorney for deed restriction violations.
CLUBHOUSE RENTAL ISSUE A resident brought a concern to the Board about the clubhouse not being cleaned to her satisfaction before she rents it. The Board discussed the cleaning schedule and noted that the clubhouse is cleaned every Thursday. A motion was made, seconded and unanimously agreed that when residents want to rent the clubhouse, it comes as-is and a resident has the option of hiring a cleaning company at his or her own expense to clean the facilities during the time frame of their rental agreement.
2013 LEGISLATIVE AMENDMENTS The Board reviewed the new laws that are in effect. The Board unanimously agreed to have the Association perform the needed tasks to bring the community into compliance. The new compliance law is attached as Exhibit “C.” 2014 BUDGET The Board reviewed the preliminary 2014 budget. Pursuant to reviewing, evaluating each budgetary item and amount and making all revisions, the 2014 budget was unanimously approved. The new 2014 budget is attached as Exhibit “D.” 2014 ASSESSMENT RATE A motion was made, seconded and unanimously agreed to keep the 2014 assessment rate at $390. This year, there will be a deficit of $9,994. The Board unanimously agreed the Association will have the funds to operate the entire year. The Board unanimously agreed to discuss the process for handling delinquent accounts at the annual meeting. The Board feels that homeowners have the right to know what steps are taken before turning a delinquent account over to the Attorney. The Board further feels that homeowners have the right to know where the financial burden lies for homeowners who do not pay their annual dues nor their attorney fees. With the number of delinquent accounts increasing, the Board finds that operating within the budget each year will prove more and more difficult. Because of this, the process will be explained in detail at the annual meeting in October.

CLUBHOUSE UPGRADE The Board unanimously decided that the clubhouse needs a little decoration inside. Shelli Shaw volunteered to purchase some plants and maybe some art work for the walls. A motion was made, seconded and unanimously agreed that Shelli would purchase needed items at a cost not to exceed $500. She will submit her receipts and be reimbursed for all expenses. ONLINE CHECK AUTHORIZATION AND BILL PAYING SYSTEM FOR THE ASSOCIATION The Board unanimously agreed they will implement a new system for authorizing invoices and writing checks. This will all be done with an online institution called Strong Room and will required two (2) Board Members to review and accept payments. The next meeting will be the Annual Meeting, October 9, 2013. With no further business to come before the Board, the meeting was adjourned at 7:30 PM. Shelli Shaw, Secretary

The Annual Meeting for Williamsburg Colony Maintenance Association, Inc., was held on Wednesday, October 9, 2013, at 7:00 PM, at Williamsburg Colony Clubhouse, 2315 John Crump Lane, Katy, TX 77449. Meeting notice attached as Exhibit “A.” Directors in attendance were Ken Rychlik, Shelli Shaw, John Eberlan, Chad Ray and Jana Heaton. Ken Rychlik thanked all the homeowners in attendance. With fifty (50) homeowners represented in person and/or by proxy, a quorum was established. The meeting was called to order at 7:00 PM. There were two positions expiring on the Board. There were three (3) candidates on the ballot: Ken Rychlik, Incumbent, Shelli Shaw, Incumbent and John Atkins. The floor was opened for nominations. There were no nominations from the floor. Each candidate introduced themselves and spoke briefly about their concerns and goals for the neighborhood. At this time, ballots were completed and a homeowner agreed to help tabulate the votes. Ballots were collected. While the votes were being tabulated, the meeting continued. FINANCIAL STATEMENT At this time, the treasurer, Chad Ray, reviewed the financial statement and the 2014 budget. asked if the association was taking proposals for better prices as they felt the pool contract was extremely high. A resident was concerned about the delinquency and those homeowners who do pay or covering the short call. The Board explained they do take action on delinquent accounts. A question was asked why the dues are $390. The Board explained that everything goes up including, electricity, water and contracts. The largest increase was when the neighboring community decided to discontinue sharing a constable. The Board felt strongly that two (2) deputies were needed for the community and therefore chose to pay for two deputies. A resident stated the constables do a good job. CONFIRM ROLLOVER OF OPERATING FUNDS TO SUBSEQUENT YEAR FOR TAX FILINGS At this time, Ken Rychlik explained the rollover of operating funds to subsequent year for tax filings. Upon a motion duly made and seconded the following was resolved by the members present or represented; RESOLVED, that any excess assessments for the taxable year 2013 which are over and above the actual expenses paid or incurred for said year shall be applied against the following year’s assessment for operating expenses. DELINQUENT HOMEOWNER COLLECTION POLICY PROCESS Ken Rychlik explained to the homeowners present the collection policy for delinquent homeowners; Initial invoice, a demand letter from the association; after due process the delinquency is turned over to the attorney for legal action. The attorney then sends notices. At any time, a delinquent account can request a payment plan.

However, in the past few months, the Board has been approached by some that were at the attorney and asked them to waive attorney fees. The Board does not waive attorney fees or interest. They will permit a payment plan but feel that those fees should not be waived. The Board wanted to know how homeowners present felt and if they feel residents should be allowed not to pay for attorney fees. A resident stated that when you purchase your home, you know there is a yearly assessment and should be liable to pay just like everyone. A unanimously consensus of the residents is that the Board continue to force delinquent accounts to pay all fees due. They felt that since they pay their dues, it is not fair for the burdened of attorney fees to be paid by the association. A resident did inquire if the association has brought any delinquent homes to foreclosure. The Board replied yes it has gone that far. This is not something the Board wants, but everyone must pay their fees. A resident asked why the high cost in streetlights. It was explained that the streetlights are paid by the association and there are a number of street lights in the community. There was discussion about Elrod Street just outside the subdivision being very dark and dangerous. The Board explained that the West Harris County Municipal Utility District Number 2 (MUD #2) had worked with the Harris County to install a culvert and fill in ditch; further, they were willing to pay for a majority of the work. Harris County declined the offer. It was also explained that a walking trail was wanted on the pipeline easement. The Board held several meetings to get the permission from each resident, as they do own that easement. There were some homeowners that said okay and some homeowners who simply would not reply and then there were homeowners who would not sign over the easement unless they were paid for that easement. The money was not in the budget to pay to purchase land and therefore, there will be no walking trail.

Some of the residents presented, want Christmas Decorations installed at the entry and several offered to help decorate. Another resident suggested installed signs for the Board Meetings. Also, this resident suggested that when a mailing goes to put in different colored envelopes for different events and that they felt when the pool information is sent there is too much information included. They suggested using cute flyers to put in mailboxes.

CURFEW REMINDER
We would like to remind residents that being in Harris County means those under the age of 18 must not be roaming the streets after midnight. Any children spotted after midnight should be reported to the Constables at 281-463-6666. Most of the trouble we have in the subdivision that is attributed to mischievous minors occurs after the curfew. Once park hours are posted, anyone in the park after hours will be charged with trespassing.
GARAGE SALE SIGNS
To all Williamsburg Colony residents, garage sales are great, we can increase our attic and closet space, locate things we forgot that we had and most important, make a few extra bucks. The one thing that is sometimes forgotten is the placement and removal of our garage sale signs. So please neighbors, if and when you have a garage sale, let’s try and remember not to place garage sale signs on any of our community signs or poles. Also, remove signs that are staked when your garage sale is complete. Cleaner streets do make a difference.

Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Veterinary Public Health (formerly called Harris County Animal Control) advises that “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat, nor to allow any dog or cat to become a stray.” Restraint is defined as the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by human being who is capable of controlling or governing the dog or cat in question. 2. When it is within a fully enclosed vehicle. 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.” While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet.

INGREDIENTS: 1 pound dry black-eyed peas 3 (10.5 ounce) cans beef broth 1 cup uncooked long grain white rice 1 (4 ounce) can diced green chilies, drained 1 (1 ounce) package dry onion soup mix 1 pound smoked sausage, sliced ground black pepper to taste
DIRECTIONS: In a large pan, with enough water to cover, soak the blackeyed peas overnight or at least 8 hours. Drain and rinse the soaked black-eyed peas and return to the pan. Mix in the beef broth, dry onion soup mix, sausage, rice and green chilies. Season with pepper. Bring to a boil, reduce heat and simmer until the beans are tender, roughly 1 and a half hours. KATY ISD’S 16TH ANNUAL PROMISE TO READ
Community members from Katy and the surrounding area recently stopped what they were doing to read to students in more than 375 classes as part of Katy ISD’s 16th annual Promise to Read program. Through Promise to Read, volunteers promise to spend 30 minutes reading to an elementary classroom during two weeks in November. This year, 10 Katy ISD elementary campuses hosted the event with Partners in Education: Cimarron, Creech, Franz, Golbow, Exley, Rhoads, Rylander, Williams, Wilson and Winborn Elementary Schools. Host campuses rotate each year so that, over a three-year period, every Katy ISD elementary has an opportunity to participate. Readers represented a cross section of local companies and organizations including: American Kids Athletics, AXA Financial Advisors, Brazos Valley Schools Credit Union, BP America, Inc., CenterPoint Energy, Chick-fil-A of Katy, College Nannies and Tutors of Katy, Cinco Ranch Conservatory of Music, ExxonMobil, First Victoria Bank, Grand Vision Center, Hasta La Pasta, H-E-B Katy Market, Herff Jones Graduation Center, Katy Area Chamber of Commerce, Katy Family YMCA, Members Choice Credit Union, Omni Houston Hotel Westside, Pediatric Dentists of Katy, Pepper Lawson Construction, Rainforest Café, The Shady Lady Window Coverings, Tradition Bank, Wood Group and more.
During the November Board Work Study meeting, Officer Shannon Taylor was sworn in to serve on the Katy ISD Police Force. Officer Taylor’s law enforcement experience includes having served as a police officer for the Delphi, Indiana Police Department and Purdue University. Officer Taylor is a graduate from the Indiana Law Enforcement Academy and has been an officer for more than 14 years. After serving for Purdue and Delphi, Officer Taylor served three years as a police officer at Rice University. She resides in Katy with her husband, John Taylor and her daughter. Katy ISD peace officers are licensed and certified by the Texas Commission on Law Enforcement Officers Standards and Education. The Katy ISD police jurisdiction includes all territory within the boundaries of the District (181 square miles) and all property, real and personal, outside the boundaries of the District that is owned, leased or rented by the District or otherwise under the District’s control. Peace officers employed by Katy ISD have the same authority, powers, privileges and immunities as bestowed on all Texas peace officers while on or off duty. The Katy ISD Education Foundation is pleased to announce that BP America has joined the organization as a Cornerstone Investor by contributing $50,000 for STEM-related teacher grants. The BP STEM Grant Program will be administered via the foundation’s Inspiring Imagination teacher grant initiative. CHRISTIN VOGEL EARNS GIRL SCOUT GOLD AWARD
Girl Scout Ambassador Christin Vogel recently earned the Girl Scout Gold Award, the highest award a girl scout can achieve. Less than five percent of girls who join Girl Scouts earn this recognition. Thousands of squirrels and swamp rabbits are injured yearly due to natural causes such as storms and diseases, as well as animal attacks and human interaction. Christin’s project addressed the issue of providing shelter for squirrels and swamp rabbits while they recover from injuries. Christin and her volunteers built squirrel boxes and swamp rabbit boxes to donate to the Texas Wildlife Rehabilitation Center. The Texas Wildlife Rehabilitation Center rehabilitates wounded animals with the intent to release back into the wild. The shelters that were built will be placed in their natural habitats and the squirrels and swamp rabbits will use these temporary shelters until they are once again fully adapted to the wild and can live efficiently on their own. Christin also conducted educational workshops at local libraries and informed people about how the Texas Wildlife Rehabilitation Center takes in harmed animals and helps them recover strength, confidence and their natural habits. She also described signs of an injured animal and discussed what to do if an animal does become injured and how to avoid harming wild animals. Christin demonstrated outstanding leadership skills, community involvement, time management and personal development in order to carry out her Gold Award project. As an active member of Girl Scouts for 9 years, Christin has also earned her Bronze and Silver Awards. Christin is currently a Junior at Cinco Ranch High School.

This is an interactive program for children, ages 0 to 18 months and their caregivers. Each session will last about 20 minutes, featuring nursery rhymes, songs and finger plays. • TOTALLY TODDLER STORYTIME - Toddlers, ages 18 to 36 months, are invited to participate in our Totally Toddler Storytime, which will be held on Tuesdays, at 10:15 AM and 11:15 AM and Wednesdays, at 10:15 AM. This program is designed with “little wrigglers” in mind. Together the children and their caregivers participate in songs, games, fingerplays and hear some good stories.
