IMPORTANT NOTICE collection by adding the now familiar recycle bin. The Board of Directors wanted to remind all residents that part of our deed restrictions requires that all trash containers, which includes the new bin, should be stored out of view when they are not on the street awaiting collection. The Association has been lenient about the storage of trashcans and recycle bins, but wants to give everyone notice that this restriction will once again be enforced. Deed Restriction Violation Letters will be sent for trashcans, bags and recycle bins stored in public view. in closed sanitary containers with tops or lids or in plastic bags with the tops tied. Any such containers shall be hidden from general view by a screen or enclosure, the enclosure subject to the approval the Association. All trash shall be kept in a clean and sanitary condition. The Board is requesting that all residents be mindful of storing the cans and bins behind the fence, in the garage or behind a small approved structure on the side of the home. Together we can make a much nicer, cleaner subdivision in which to live.

Let’s all have fun and play nice. Older kids watch out for little ears nearby. Remember, $250 reward to anyone who provides information about damage or vandalism to the park. This reward will be paid and no one will ever know who reported such damage.
Street LIGHtS
Your Association pays for your streetlights from your annual dues, whether they work or not. If a light is out in your area, please call 713-207-2222 and report it. Each light pole should have a number on it. When reporting the out or malfunctioning light, give them the pole number and closest street address. We want all of our lights to work. www.metplumbing.com NEW BUSINESS Special Meeting to Amend By-Laws Due to the new laws and the actuality of having a quorum at the annual meetings being almost impossible, even with the recalls and walking the streets, it was decided to amend the by-laws to obtain a lower quorum in order to be capable of conducting Association business and electing directors. The Board would like the amendment to read, “a quorum is established with thirty (30) people either in attendance or by proxy” instead of the current ten percent (10%). PCMI was instructed to contact the Association and advise the Board. The special date was set for Wednesday, June 13, 2012, at the Association clubhouse at 6:00 PM.
FINANCIAL 29, 2012. As of February 29, 2012, the money in the bank totaled $491,799.16. This includes checking and money market accounts and is the money to cover both operating and reserve expenses. DELINQUENCY Total delinquency for the month ending February 29, 2012, was $191,789.90. The Board unanimously agreed to hold the April 11, accounts. BOARD ANNOUNCED DECISIONS MADE DURING EXECUTIVE SESSION During executive session, the Board reviewed each deed restriction matter. Total violations noted for the month were two hundred thirtyeight (238). The Board unanimously agreed to send one (1) violation to the Association attorney for legal action. Those accounts have been properly noticed as required.
The Board unanimously agreed that because it is impossible to obtain the quorum, it would also be impossible to amend the bylaws. Therefore, the Board unanimously agreed to send a letter from the Board President and deactivate all access cards. This will serve two (2) purposes: one - to obtain proxies for the meeting; and two - ascertain if any cards are activated that need deactivation due to delinquency and or have moved from the property. In order to reactivate their access cards, homeowners will need to attend registration and owners will have the opportunity to give their proxies at that time. This will help obtain the needed number of owners to amend the by-laws. The registration dates were set for: Sunday May 13, 2012, from 12:00 PM to 4:00 PM. Registration will be handled by Ken Rychlik and Chad Ray. Saturday, May 19, 2012, from 12:00 PM to 4:00 PM. Registration that day will be handled by Jana Heaton and Shelli Shaw
Legal Status Report All cards will be deactivated June 1, 2012. homeowners for deed restriction violations. The Board unanimously agreed to include a deed restriction violation with the lawsuit for money against one (1) homeowner.
The next regular Board Meeting will be held April 11, 2012, 5:00 PM
OLD BUSINESS There was no old business to come before the Board.
With no further business to come before the Board, the meeting was adjourned at 6:08 PM. Shelli Shaw, Secretary

RESIDENT COMMENT CARD
Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal.
If you have noticed a problem in the subdivision you think needs taken care of, please complete a resident comment form and mail it in. We get a drive through once a month and sometimes we might miss something.
Veterinary Public Health (formerly called Harris County Animal Control) advises that “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat, nor to allow any dog or cat to become a stray.” circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by human being who is capable of controlling or governing the dog or cat in question or 2. When it is within a fully enclosed vehicle or 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.” While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet.

CURFEW REMINDER
We would like to remind residents that being in Harris County means those under the age of 18 must not be roaming the streets after midnight. Any children spotted after midnight should be reported to the Constables at 281-463-6666. Most of the trouble we have in the subdivision that is attributed to mischievous minors occurs after the curfew. Once park hours are posted, anyone in the park after hours will be charged with trespassing.
GARAGE SALE SIGNS
To all Williamsburg Colony residents, garage sales are great, we can increase our attic and closet space, locate things we forgot that we had and most important, make a few extra bucks. The one thing that is sometimes forgotten is the placement and removal of our garage sale signs. So please neighbors, if and when you have a garage sale, let’s try and remember not to place garage sale signs on any of our community signs or poles. Also, remove signs that are staked when your garage sale is complete. Cleaner streets do make a difference.

Mulching (organic or inorganic) is a layer of material on the surface of the soil around the plant. Mulches conserve water by reducing evaporation, insulates the soil and protects it from the drying wind and hot sun. Mulches break the force of rain and irrigation water and tend to prevent erosion, soil compaction, and crusting. Lastly, a 2-3 inch layer of mulch will almost eliminate weed problems.

Singers and instrumentalists are invited to join the “Grace Notes,” a performing group which shares music with the elderly in retirement, alzheimer’s and nursing facilities. We sing a combination of secular, patriotic and sacred music. We also sing once a month for the congregation of St. Peter’s UMC and various other events in the community. We rehearse during the school year on Tuesday mornings at 9:30 AM at St. Peter’s UMC - Room E106. Babysitting is provided. Tuesday mornings are also our “outing” days to perform in the community. Come and join this fun and wonderful music ministry. Please contact Gail Shipley at 281-347-0233 or gshipnote@live.com for more information.
