Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Veterinary Public Health (formerly called Harris County Animal Control) advises that “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat or to allow any dog or cat to become a stray.” Restraint is defined as the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more then six (6) feet in length, if the line or leash is held by a human being who is capable of controlling or governing the dog or cat in question. 2. When it is within a fully enclosed vehicle. 3. When it is on the premise of the custodian and the animal does not have access to sidewalk to street. While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet.

SUMMER TIME ENERGY-SAVING TIPS
Fireworks are synonymous with our celebration of Independence Day. Yet, the thrill of fireworks can also bring pain. 240 people on average go the emergency room every day with fireworks-related injuries in the month around the July 4th holiday.
These tips are designed to help you choose effective ways to reduce your energy bills. Some measures may not be relevant depending on climate, the age of your home and appliances and past improvements made to your home.
Remember, fireworks can be dangerous, causing serious burn and eye injuries. You can help us prevent fireworks-related injuries and deaths. How? By working with a national, state or local organization where you live to promote fireworks safety in your community.
Fast and Free: The average home spends hundreds of dollars a year on energy costs. But you can lower your energy bills and help save the environment at the same time!
Follow these safety tips when using fireworks: • Never allow young children to play with or ignite fireworks. • Avoid buying fireworks that are packaged in brown paper because this is often a sign that the fireworks were made for professional displays and that they could pose a danger to consumers. • Always have an adult supervise fireworks activities. Parents don’t realize that young children suffer injuries from sparklers. Sparklers burn at temperatures of about 2,000 degrees - hot enough to melt some metals. • Never place any part of your body directly over a fireworks device when lighting the fuse. Back up to a safe distance immediately after lighting fireworks. • Never try to re-light or pick up fireworks that have not ignited fully. • Never point or throw fireworks at another person. • Keep a bucket of water or a garden hose handy in case of fire or other mishap. • Light fireworks one at a time, then move back quickly. • Never carry fireworks in a pocket or shoot them off in metal or glass containers. • After fireworks complete their burning, douse the spent device with plenty of water from a bucket or hose before discarding it to prevent a trash fire. • Make sure fireworks are legal in your area before buying or using them. www.cpsc.gov/en/Safety-Education/Safety-Education-Centers/ Fireworks/

Be a speedy chef: Nothing is more energy efficient for cooking than your microwave. It uses two-thirds less energy than your stove. Push a button to wash your dishes: Surprise! Your dishwasher uses less water than washing dishes by hand. Then let dishes air-dry to save even more! Fill up the fridge: Having lots of food in your fridge keeps it from warming up too fast when the door is open. So your fridge doesn’t have to work as hard to stay cool. Cutting back unnecessary energy use is an easy way to reduce energy consumption while saving money. Here are some additional suggestions you can do at home, at absolutely no cost to you. Turn up your thermostat: Set your thermostat to 78 degrees when you are home and 85 degrees or off when you are away. Using ceiling or room fans allows you to set the thermostat higher because the air movement will cool the room. Always take into account health considerations and be sure to drink plenty of fluids in warm weather. (Save: 1 - 3 percent per degree, for each degree the thermostat is set above 72 degrees) Use your appliances wisely: To help prevent electricity outages, avoid running your appliances during peak hours, from 4 PM to 6 PM or anytime an electricity emergency is declared. • Do your laundry efficiently by using the warm or cold water setting for washing your clothes. Always use cold water to rinse clothes. (Save: 4 percent) • Line dry clothes whenever you can. When you need to use the dryer, run full loads, use the moisture-sensing setting

Install a whole house fan: A whole house fan is permanently installed in your attic and draws cool air into your home through the windows while forcing hot air out through your attic vents. Use after sundown when the outside temperature drops below 80 degrees and in the early morning to cool your house and help reduce your air conditioning use. Install window shading: Install patio covers, awnings and solar window screens to shade your home from the sun. For additional future savings, use strategically planted trees, shrubs and vines to shade your home. Solar control window films applied to existing glass in windows and doors is an effective method to reduce peak demand during hot months and conserve energy anytime air conditioning might be required. In addition to the energy management benefits, the use of these films can also reduce exposure to ultraviolet radiation and reduce glare. Visit the International Window Film Association for more information. Invest in a new air-conditioning unit: If your air conditioner is on the way out, buy an ENERGY STAR® air conditioner (save: up to 10 percent). Seal your ducts: Leaking ductwork accounts for 25 percent of cooling costs in an average home, so have your ducts tested and have any leaks or restrictions repaired by a qualified contractor. Note: duct cleaning is not the same as duct sealing. As of October 1, 2005, if you install a new central air conditioner or furnace, your ducts will have to be inspected. Replace your refrigerator with an ENERGY STAR® model: Refrigerators with a top or bottom freezer design can save you an additional 2-3% on your bill compared to a side-by-side design. Increase attic insulation: If existing insulation level is R-19 or less, consider insulating your attic to at least R-30. RECIPES GREEN BEANS WITH CHERRY TOMATOES INGREDIENTS: 1 1/2 pounds green beans, trimmed and cut into 2 inch pieces 1 1/2 cups water 1/4 cup butter 1 tablespoon sugar 3/4 teaspoon garlic salt 1/4 teaspoon pepper 1 1/2 teaspoons chopped fresh basil 2 cups cherry tomato halves
DIRECTIONS: In 2-quart saucepan, heat, granulated sugar, water, lemon peel and lemon juice to boiling. Boil until sugar is dissolved. Remove from heat; cool lemon syrup completely. In large bowl, beat mascarpone, cream, powdered sugar and vanilla with electric mixer until stiff peaks form. Line bottom of ungreased 8-inch square (2-quart) glass baking dish with half of the ladyfingers. Generously brush about one-fourth of lemon syrup over ladyfingers. Spread half of mascarpone mixture evenly over ladyfinger layer. Top with half of the berries; brush with lemon syrup. Repeat layers until all ingredients are used. GARDEN TIPS FOR JULY • Plant fall flowering annuals where your spring annuals have bloomed out. Set our seeds like zinnia, marigold, cosmos, petunia and portulaca so you’ll have color until frost. Don’t let seedlings dry out. • In summer, prune roses to keep them in shape. Continue black spot and insect treatments. Water 2” once per week. • Remove spent crepe myrtle flowers to prolong bloom production. • Weeds rob plants of valuable water, nutrients--remove them. • Great sun/heat-lovers include coral honeysuckle, coreopsis, lantana, oleanders and hamelia. • Fertilize flowers lightly, if at all; too hot for heavy feedings. • Water your lawn longer but less frequent. Deep water of about 2 - 3” per week forces plant roots to grow down, instead of sideways into sunbaked upper soil levels. Use a bowl in your yard to measure during waterings.
