ANNUAL GENERAL MEETING
April is now upon us and we are once again closing in on our all-important Annual General Meeting. This meeting is your opportunity to meet your current Board members and to cast your vote for candidates who are up for election to fill two open positions on the Board. All owners of record will be receiving by mail the official notification in accordance with our Bylaws. This notification will also include a proxy/ absentee ballot form for the use of anyone who is unable to attend the meeting in person. You may use this form to vote for a candidate or to assign your vote to another person who you choose to vote on your behalf or you can forego your vote and submit your proxy for quorum purposes only. In order to conduct the meeting we must have a quorum of our members so it is very important that if you cannot attend in person that you complete and submit your completed proxy/absentee ballot form in accordance with the instructions that will be included in the package. This meeting will be held in the clubhouse at 1602 Hoyt Lane on Tuesday April 19th. It will begin promptly at 7 PM, following a 30-minute registration period.
MARCH YARD-OF-THE-MONTH
The Yard-of-the-Month for March goes to Ron and Karen Mace of 1519 Durfey. The Mace’s have lived in The Settlement, since 1991 and have 2 adult children, Jason and Cameron. Ron and Karen both enjoy working in the yard, which they find soothing. Their yard is perfectly manicured. At the street the flowerbeds contain low junipers, society garlic and a large flowering firecracker plant. The island bed around the pine tree has Indian hawthorns, agapanthus and red geraniums. Along the front of the home are neatly trimmed hedges of ligustrums, boxwoods, azaleas and a Savannah’s Bird Girl statue. These beds are bordered with monkey grass. At the front door Karen has welcoming decorations, including a park bench, a large glass lamp and a beautiful wreath. Thank you Ron and Karen for adding so much beauty to our neighborhood.
2016 POOL SCHEDULE
The 2016 pool schedule is now posted on our web site. Again this year our pool will be managed by A-Beautiful Pools Inc. and we are looking forward to another great season. Those who haven’t visited the clubhouse recently will be pleasantly surprised to see that the clubhouse has been repainted and the pool area behind it landscaped. We have also replaced the water fountains and installed two awnings. One of these will provide shade over the baby pool and the other over part of the deck on the diving board side of the pool.

FLAGS ACROSS AMERICA
Aidan Smith - a Boy Scout in BSA Troop 1103 who lives in the Settlement is participating in a fund raising program called Flags Across America. It is a great program where you fly an American Flag in front of your house during seven U.S. holidays: Presidents Day, Memorial Day, Flag Day, July 4th, Labor Day, September 11th, Veteran’s Day. The flag is 3 foot by 5-foot and mounted on a 10-foot pole. For a yearly subscription of $35, he will personally install, put up, take down and store the flag for you. He takes care of everything and you get to enjoy the flag proudly displayed. All proceeds go directly to scouting and support its purpose of preparing young people to make ethical and moral choices over their lifetimes by instilling in them the values of the Scout Oath and Law. One resident attended the meeting with his son who is with Boy Scout Troup 1103. The troop is offering a flag service to the neighborhood. This service consists of scouts installing a flag holder at a price of $35 per year for each and then putting out into each installed holder a 3’ X 5’ flag on a 10’pole for the duration of each major holiday. The Board expressed its appreciation for this service and deferred a decision on whether to purchase one or more for installation at the clubhouse until a vote could be taken later in the meeting. The Board also invited the scout to provide a write-up of the service so that it could be made available to all subdivision residents to allow those interested to also participate in this program. The second homeowner attending the meeting was Katy Hall, who is the swim team liaison. She informed the meeting that the swim team Board is gearing up for a great swim season. At this time Floyd Ball introduced Tiffani Moyer of A-Beautiful Pools. Tiffanie is the A-Beautiful Aquatics Director who will be responsible for the running of our pool this season, replacing Marty Wadsworth who has left the company for another business opportunity. Tiffany has been with A-Beautiful for five years so brings a lot of experience to this assignment. She expressed her pleasure at being able to work with Williamsburg Settlement. The Board thanked Tiffani for attending the meeting.
PATROL SERVICE REPORT
The Board reviewed the patrol service report. Martin Spears reported there has been one burglary of a residence since the January report was published, but overall the subdivision is doing well with few incidents to report.
FINANCIAL REVIEW
Dave Ellis presented the financials. As of January 31, 2016 the money in the bank totaled $669,293.51. This figure includes checking, savings accounts and CD’s and is the money to cover both operating expenses and the necessary reserve to fund maintenance and replacement of the Association’s capital assets. The delinquency for the period ending January 31, 2016, was $159,449.47. This amount includes maintenance fees, accrued interest, the cost of force mows and legal fees. He did report that the 2015 year-end

maintenance fee delinquency was less than one percent. At this time the delinquencies are high but it is the beginning of the year and the amount will (hopefully) fall significantly in February and subsequent months.
OLD BUSINESS
Perimeter Fence The Board reported that most of the 2015 and 2016 scheduled fence replacement has now been completed. One outstanding section is the portion on Colonial Parkway that has been removed to facilitate the Bucktrout drainage construction project. This will be completed at the conclusion of that project and the MUD 61 has donated a check to the Association to cover the cost of replacing this section. There is an additional almost two thousand feet (2,000’) on the West end of the subdivision that will need to be considered for replacement in 2017 or later. Recreation Area Drainage Dave Ellis reported that after an investigation following from the January meeting where a homeowner brought to the Board’s attention a drainage problem in the area between the parking lot and rear fences of the first two homes along N. Rebecca Burwell, Larry Crain and he met with the Association landscaping company. The proposed resolution is to install two drains in that area, one connecting via a 4” pipe into the existing line that drains the car park and another that will take water along the edge of the fence towards Hoyt. The price to complete this project would be $2,500 plus tax. A motion to accept the proposal was made by Floyd Ball, seconded by Gail Owen and unanimously approved. Call for Candidates for Upcoming Annual Meeting An email will be sent to our email distribution list and a post will be made on our website requesting that anyone interested in seeking election to the Board at our April 19th meeting submit their names to PCMI before March 4, 2016. This will allow their names together with the two (2) incumbents who are seeking reelection to be included on the printed ballot that will be mailed to all residents with the meeting notice. If the March 4 date is missed, a resident may still be nominated from the floor during the meeting.

Annual Meeting Notice, Proxy/Ballot and Pool Tag Distribution Notice The Board reviewed and approved the annual meeting notice and the proxy ballot. The pool tag memo was also reviewed and is ready to be mailed. The dates for distribution of the 2016 pool tags will be Sunday March 20 and Saturday March 26, 2016. Volunteers for March 20 will be Gail Owen, Walt Smith and Floyd Ball and for March 26, Dave Ellis and Floyd Ball and one other Board member to be assigned.
NEW BUSINESS
Contract Renewal The Board unanimously agreed that bids be invited for the renewal of our trash and recycling collection service the WCA contract for which expires at the end of June. Proposals will be solicited based on a continuation of garage door pick-up for household garbage and curbside pick-up of items for recycling. So as not to preclude companies that already have a full schedule on Mondays and Thursdays, alternative pick-up days will also be allowed. In the contract the Board wants an explicit statement included that trash collection be suspended on homes that have not paid their dues. PCMI was instructed to send the cancellation notice to WCA, however WCA will be allowed to submit a competitive bid for continuation of their service. Ratification of Board Decision to Make Common Areas Gun Free-Zones As the decision to make the common areas of the subdivision gunfree zones was voted on during the Executive Session of the January meeting without notice to the residents, ratification of that decision was delayed until this meeting to allow discussion in open forum. Thus ratification of that decision was posted as an agenda item and the Board revisited the topic. After due discussion the motion to make the Association’s recreational facilities gun free zones as is the school in our neighborhood was approved with a vote of three for and one abstention. Sprinkler Repair Issues Dave Ellis reported the risers on the sprinklers system around the clubhouse need to be replaced with 4” Sprayer heads and the

sprinklers that are along the edge of the tennis court fence should be closed off to minimize the amount water that blows onto the court surface during the irrigation cycle. The landscaping company presented a proposal for $360 plus tax to implement these changes. A motion to accept the proposal was made by Dave Ellis seconded by Martin Spears and unanimously approved. Mildew on Tennis Courts Dave Ellis reported that the tennis courts have a lot of mildew on their surfaces and need to be pressure washed. The last time they were washed the work was performed by the current landscaping company, which has now given a price of $650 for all 4 courts. A motion to accept this proposal was made by Dave Ellis seconded by Gail Owen and unanimously approved. Trimming of Crepe Myrtles at Front Entrances The Crepe Myrtles at the four entrances on Franz and Colonial Parkway are causing damage to the flags when they must be lowered to half-staff. Dave Ellis has obtained a quote of $700 plus tax from the current landscaping contractor to trim these Crepe Myrtles back to a height of 4 to 5 feet. This will keep them low enough, at least in the short term, to avoid further damage to the flags. A motion to accept this proposal to have the Crepe Myrtles trimmed back was made by Dave Ellis, seconded by Martin Spears and unanimously approved. Flag Pole Maintenance Dave Ellis presented a proposal from Kronberg’s Flags to replace the pulleys and ropes on the four flag poles at our entrances. A motion to authorize Kronberg’s Flags to perform this work for a price not to exceed $600 was made by Martin Spears, seconded by Gail Owen and unanimously approved. Scout Troop 1103’s Flag Service The proposal to allow the Scouts to provide the flag service discussed earlier in the meeting was discussed. A motion to have them provide two flags, one at each side of the path to the front gate of the clubhouse, for an annual price of $70 was made by Floyd Ball, seconded by Dave Ellis and unanimously approved.

REMINDER ABOUT HOUSE PAINTING
Residents need to be sure and pay attention to the state of the paint on their houses. Many of the houses in the settlement are of an age that they will soon need to be repainted or sided. Please be proactive in getting this done when necessary. Doing this before you have a problem will not only keep your house looking nicer, but doing it early can end up saving you money! But please remember that all such work does require Architectural Review Committee approval. This is obtained by completing a “Request For Home Improvement Approval” form and mailing it to PCMI. A blank copy of this form is available on the Board Notices and Forms page our website at WSMAonline.org.
CLUBHOUSE AND POOL RENTAL
The Clubhouse is available for rental for non-profit activities to all residents in good standing with the Association. The fees are as follows: BIG ROOM RENTAL FEE: Up to 49 people - $50 50-100 people - $75 Plus a refundable security deposit: No alcohol served - $100 Alcohol served or the attendance of 20 or more between the ages of 13 and 21- $200* SMALL ROOM RENTAL FEE: Up to 20 people - $30 Plus a refundable security deposit of $50 • *Note that when alcohol is served, two security guards must also be on duty. The requirement for two is mandated by the Sheriff’s Department. When no alcohol is being served but the event is attended by 50 or more people and continues past 6:00 PM or 20 or more people

between the ages of 13 and 21 unaccompanied by their family members, one security guard is required. • The charge for the security guards, which is paid directly to the officers, is the responsibility of the resident requesting the rental. • Also, if there are more than 20 young people between the ages of 13 and 21 unaccompanied by their family members the Association requires one responsible adult for every 10 of these young persons to act as chaperones. • All deposits refundable upon passing the exit inspection. POOL RENTAL The pool is available for private parties during the swim season (only), subject to the posted pool rules and the following restrictions. During Pool Hours: • Only 1 group at a time. • Parties must be scheduled at least 2 weeks ahead of time. • Parties held during open hours are restricted to 20 or fewer persons (adults and children) who will be entering the pool and do not have their own pool tags. • In the event that the total number of persons in the pool (including regular pool users who are not in the party) is likely to exceed the 50 that can be handled by the 2 regular lifeguards, then two weeks prior to the event, the renter may request that an additional lifeguard be added for the duration of the party. The charge for this additional guard will be $26 per hour. If no provision has been made for an additional lifeguard, then the number of party members entering the pool must be limited such that the total number of people in the pool at any time (including regular pool users who are not in the party) does not exceed 50. • Two responsible adults must be in the pool area at all times, acting as chaperones to ensure the good behavior of all members of the party. • Party to be over and the area cleaned up by pool closing at 8:00 PM

After Hours: • Parties must be scheduled at least 2 weeks ahead of time. • Rental Fees: 1-49 people - $50; 50 plus - $75. • Private pool parties may only be scheduled on days on which the pool is open. The parties may start at 8 PM and must end, the area cleaned up and the facility vacated by the scheduled end of the party, either 10 or 11 PM, as selected on the booking form. The lifeguards will clear the pool 15 minutes prior to end time. • One responsible adult for every 10 persons under the age of 21 must be in the pool area at all times acting as chaperones to ensure the good behavior of all members of the party. • Lifeguards will be booked by the Association from the pool management company. There will be a minimum of 2 lifeguards plus an additional guard for every 25 persons in excess of 50 who will be entering the pool. The per-lifeguard hourly fee is $26. • The cost for the lifeguards will be added to the rental fee and will be payable by the renter to the Association at the time the booking is confirmed. • A $150 refundable deposit is required.

Do you like to sing? Are you looking for a place to display your talents or just to have fun with music? You should be a Decibelle! We are a (ladies only) daytime chorus rehearsing every Friday morning from 10:30 AM to 12:30 PM, at the Treemont Retirement Center, 2501 Westerland, near Westheimer and Gessner. Some of us read music, but it is not required. We are provided a CD to help in learning new songs. Our director, Martha Upton and assistant director, Cay Eckland will help you find out if you are a Tenor, Lead, Baritone or Bass. We have been performing in the Houston area for over 38 years. We prepare two types of shows each year; a Christmas show with old favorites, but always a new fun tune including props, narratives and choreography. Our regular show this year is titled “Through the Years” We are singing songs from 1900 and every decade after that. If your meeting, gathering or any type “get together” would like a half hour of cheerful and melodic entertainment, call the Decibelles. We’ll be there in costume with a program of sheer delight.
Singers, dancers and Instrumentalists are invited to join the “Grace Notes” a performing group which shares music with the elderly in retirement homes, Alzheimer’s and nursing facilities and community events. We sing a combination of secular, patriotic and sacred music. We also sing once a month on Sunday morning for the congregation of St. Peter’s UMC. We rehearse during the school year on Tuesday mornings at 9:30 AM at St. Peter’s UMC. Babysitting is provided. Tuesday mornings are also our “outing” days to perform in the community. This program is for senior adults only-no exceptions. Seating is extremely limited. Although admission is free, participants are responsible for their own lunch. The bus will arrive back at the library approximately 6:30 PM. • DIY CRAFTS: CORK LETTERS - Make your initials out of cork! Join us on Tuesday, April 12th at 2 PM as we use wine corks to create various letters to decorate our homes and kitchens. Although we will be able to provide some wine corks, please save and bring your own. Seating for this is extremely limited. • STEPS TO STARTING YOUR OWN BUSINESS - Do you want to start your own business but are not sure how? On Saturday, April 16th at 2 PM, SCORE, a volunteer group who offer business counseling to small business owners, will be at the library to show you how it’s done.
