MERRY CHRISTMAS!

I don’t know about global warming, but I am firmly convinced that there is a global speed up phenomenon at play. How else can the shortening of the time between the dog days of summer and the onset of the Christmas season be explained? It seems like we have just quit swimming and here we are planning our Christmas menus! But the thing we shouldn’t lose sight of is how fleeting and precious our time is and the need to make every second of it count for something good. The fortunate among us will be able to get in some quality time with our families this Christmas. For others whose loved ones are far away, this won’t be possible of course. This is especially the case for the families of thousands of our countrymen and women overseas fighting to keep our country safe. Let’s not forget them as we celebrate and then indulge ourselves this Christmas. Let’s also not overlook the many disadvantaged citizens, many of them children living not geographically far from us, but in many respects a world away. This is the period of the year when it is even more important than ever to share our time and/or our bounty to help those less fortunate than ourselves. If we each do our bit we can make a positive difference in the lives of these people and hopefully steer them towards a more hopeful future. Your Board of Directors would like to wish all our residents a safe and very happy holiday.

One of the good things that Christmas brings us is the opportunity to see and enjoy the beautifully decorated homes in our neighborhood in celebration of the Christmas Holiday. In accordance with our long tradition, we will once again be holding the Christmas Holiday Yard Contest. On the weekend of December 15th and 16th, we will choose a 1st, 2nd and 3rd place yard and put the corresponding award signs in these yards where they will remain for the remainder of the month. Photographs of these award winners will also be posted on our website and these winners will be mentioned in the February edition of the community newsletter. Williamsburg Settlement is such a beautiful subdivision all year long and at Christmas our residents really make the neighborhood sparkle. So be sure to put up your lights and decorations early and maybe your yard will be chosen this year!

The November yard-of-the-month award goes to Linda and Ray King of 1506 Earl of Dunmore. They have lived in the Settlement since March 1985, rearing their two children here both of them attending Winborn, McDonald and Katy High School. Linda and Ray were attracted to the neighborhood because of its family friendliness, spacious lots and even though it has several entrances, it forms its own small neighborhood. You are welcomed to their home by two beautiful pots filled with Coleus at the walkway. Each tree is nicely manicured with a dark green ground cover. The beds have nicely groomed Boxwood, Red Tip Photinia and Nandina. The beds are accented with colorful Pansies, Begonias and Mums. There is also a nice carefully lined row of dark Monkey Grass that blooms with deep purple flowers. Hanging baskets displayed in the beds on strategically placed wrought iron stands also add beauty. Thank you Linda and Ray for you attention to your yard and helping maintain the beauty of the Settlement.

DRAFT MINUTES OF THE MEETING OF THE BOARD OF DIRECTORS OF Wsma, INC.

OCTOBER 18, 2012 A meeting of the Board of Directors of the Williamsburg Settlement Maintenance Association, Inc. was held on Tuesday, October 16, 2012, at 5:30 PM, at the Williamsburg Settlement clubhouse, 1602 Hoyt, Katy, Texas 77449. ATTENDANCE Board Members present were Cyndy Thompson, Walter Smith, Floyd Ball, Don McClelland, Martin Spears and Dave Ellis. Also, in attendance were Officer Chad King and Dolores Sue representing Planned Community Management, Inc. (PCMI). With a quorum being established, the meeting was called to order at 5:30 PM. MINUTES The Board reviewed the minutes of the September 18, 2012 meeting. A motion to accept the minutes as written was made by Walter Smith, seconded by Martin Spears and unanimously approved.

HOMEOWNER CONCERNS There was one homeowners present who is concerned about the current KISD policy of denying school bus transportation to children who live less than one (1) mile away from their school. He related his frustration with the lack of responsiveness of the KISD administration officials to his concern over the safety issues associated with children having to cross busy roads and walk along roads with no sidewalks. He believes that this issue could become even more of a problem in future years and could be reflected in lower property values in our community. It was suggested that he may have more success by contacting KISD board members (elected officials) and that if he wishes to enlist some residents in lobbying for a change to this program, that our Association would be prepared to help by making the website Guest Book available and by forwarding emails he would like distributed to the WSMA email list. Martin Spears offered to support the resident in this endeavor. PATROL SERVICE REPORT Martin Spears presented the patrol service report. It was a quiet month. At this time, the Board thanked Officer Chad King for attending and he left the meeting. FINANCIAL AND DELINQUENCY SUMMARY Dave Ellis presented the financials. As of September 30, 2012, the money in the bank totaled $498,503. This includes checking, savings accounts and CD’s and is the money to cover both operating expenses and the necessary reserve to fund maintenance and replacement of the Association’s capital assets. Delinquency for the month ending September 30, 2012 totaled $16,693.26. OLD BUSINESS Perimeter Fence Floyd Ball reported that the perimeter fence work days have been scheduled for October 19 and October 20, 2012. As the perimeter fence maintenance work is ongoing and to avoid the necessity for

multiple requests for the incremental release of funds, Floyd Ball requested that the Board approve up to the $3,000 per month that is in the budget for this purpose. A motion to this effect was proposed by Walter Smith, seconded by Cyndy Thompson and unanimously approved.

GREEN LEAF TREE SERVICE

Previously, the Board had agreed by unanimous written consent to make necessary repairs to two segments of the perimeter fence while the grass was short enough in that area to make the repairs. The repairs would be performed by Juan Garcia for a cost of $2,341.

At this time, the Board rearranged the agenda for an Insurance Presentation. At this time, the Board introduced Tim Brady and Jeff Brady from Brady, Chapman and Holland. They explained that their company has been in the insurance business for over thirty (30) years and has qualified PCMI for a special master insurance program that can be offered to the Homeowner Associations that it manages. They explained the benefits of moving the WSMA insurance to their company and assured the Board that if their proposal was accepted as of November 1st as is being proposed, it would, in due course, receive a prorated insurance rebate from the current policy holder. Their proposal has some additional coverage and is being offered at a slightly lower price than we are currently paying. The Board asked if the offer would still be valid June 2013, the date at which our current policy expires. They said that it is probable that the offer would remain the same, subject to whatever premium increase might be applicable at that time. The Board stated that it would consider the offer and thanked them for attending the meeting. At this time the Board moved back to the regular agenda.

With all the above safeguards and the financial incentive, a motion was made by Dave Ellis to rescind last month’s decision to terminate the H-Rec contract and to accept its revised contract at a price of $28,866.10 in 2013, reverting to the original contract price of $33,079.10 in 2014. Martin Spears seconded the motion, which was unanimously approved. . Playground Mulch The Board reviewed three (3) proposals to top-up the mulch on our playground. A motion was made by Floyd Ball, seconded by Cyndy Thompson and unanimously approved to purchase the mulch from Adventure Playgrounds for a cost of $2,630.48.

OLD BUSINESS Pool Company Selection Pursuant to last month’s meeting, the Board had unanimously agreed to terminate the contract with Houston Recreation Management (H-Rec), the current pool company, for poor performance principally in regard to the lifeguard service. The cancellation clause in the current contract does allow an opportunity for the company to resolve such issues and upon hearing of the Board’s decision, it responded with a revised offer to address the problems and provide a financial incentive if the Board would reconsider. After some negotiation, H-Rec agreed to include in a revised contract that no lifeguard would be younger than eighteen (18) years old and would have at least one (1) year of experience or without experience, he or she would have to be at least twenty (20) years old. Further, H-Rec agreed that it would replace any lifeguard at the Association’s request. As a further safeguard, H-Rec agreed to grant the Association the right to terminate the contract without cause at any time should it deem this to be in its best interest. With these changes, H-Rec will offer their service for 2013 at their cost, reverting to the previously contracted price in 2014. These changes would provide the Association with far more control over the lifeguards than we would have with any competing company and at a considerably lower price.

NEW BUSINESS Kitchen Dishwasher Replacement Dave Ellis proposed to replace the deteriorating dishwasher in the clubhouse kitchen at a cost not to exceed $400. The motion was seconded by Walter Smith and unanimously approved. Lifeguard Chair Replacement Dave Ellis reported that one of the lifeguard chairs is broken and made a motion to purchase a replacement at a cost not to exceed $200. This motion was seconded by Walter Smith and unanimously approved. Contracts Expiring Prior to February 2013 At this time, the Board discussed whether to sign on to the PCMI master insurance program that was presented earlier in the meeting. The dilemma is that the Association has a great deal of confidence in our current provider, HRH Insurance. In recent years, this company has supported without question our claims both for Ike damage and for a complete replacement of both roofs at our clubhouse, plus has provided an appraisal of our assets at no charge to the Association. In addition, annual price increases have been reasonable. With this background the Board felt that it would be prudent to delay a decision to switch to the new carrier - which is at this time, an unknown entity - pending further research. It was, therefore, unanimously agreed to contact the current carrier regarding the issues associated with the additional coverage being offered under the PCMI master insurance program and to defer a decision as to whether to switch until a later date. Floyd Ball stated that the landscaping contract expires in December, 2012. The Board feels strongly that the current contractor is providing excellent service and has performed extra work over and above the current contract. This being the case, the Board will not place this contract out for competitive bidding at this time. Floyd Ball also stated the patrol service contract will be expiring January 31, 2013. As the Board is well satisfied with current performance and the hourly rates for 2013 will be unchanged from 2012, it unanimously agreed to continue under the existing contract for the coming year. ADJOURNMENT TO EXECUTIVE SESSION At 7:00 p.m. the Board adjourned to executive session to discuss delinquencies and deed restriction matters. DECISIONS MADE DURING EXECUTIVE SESSION Delinquency Floyd Ball reported one (1) account, which had not made the promised payment and thus had been sent back to the Association attorney for collection. Deed Restrictions There were one hundred ninety-one (191) violations noted in the month of October, 2012. The Board unanimously agreed to send three (3) violation accounts to the Association attorney. With no further business, the meeting was adjourned at 7:30 PM. The next meeting will be November 20, 2012 at 5:30 PM at the clubhouse.

If any resident wishes to change the information that they have previously provided for publication in the directory, they can do so by using the Residents’ Directory Entry Form accessible via our website www.wsmaonline.org on the Registration page. When the information is received, it will be updated on the database. If the resident indicates that he or she wants that information published in the directory, it will be sent out in a monthly update to all registered residents who can use it to manually annotate their copy and it will be marked for inclusion in the next edition. A log will be maintained of all changes since the last publication, which will be emailed to any resident who requests it. This way the directory can remain useful throughout its operational life. New residents to our subdivision are requested to use the same form to register their information for inclusion in the directory or to state their desire not to have their information included. This request is included in the “Welcome Packet” given to all new residents, as soon as PCMI is made aware of the change in ownership.

To report a burned out streetlight, any resident may call CenterPoint directly at 713-207-2222. However, for those with Internet access, you may also make this report on-line. For those interested, you can go to http://cnp.centerpointenergy.com/outage (the website address). Then enter your contact details so that they can get back to you if more information is required. On the following page enter the details of the light(s) with the problem. Just as you would if reporting the outage via the telephone, you will need to provide the street address where the light is located and the 6-digit number that is prominently displayed on the front of the pole. Under normal circumstances the crew will be out to fix the problem within 7 working days. Anyone noticing a streetlight that is out or has some other malfunction is encouraged to report the problem to CenterPoint via either of these two methods without delay. Our Association is charged for every streetlight each month, irrespective of whether or not the light is functioning. So please help us get value for your hard earned money!

Reminder About House painting

Residents need to be sure and pay attention to the state of the paint on their houses. Many of the houses in the settlement are of an age that they will soon need to be repainted or sided. Please be proactive in getting this done when necessary. Doing this before you have a problem will not only keep your house looking nicer, but doing it early can end up saving you money! But please remember that all such work does require Architectural Review Committee approval. This is obtained by completing a “Request For Home Improvement Approval” form and mailing it to PCMI. A blank copy of this form is included in this newsletter and is also available on the Board Notices and Forms page our website at WSMAonline.org.

WILLIAMSBURG SETTLEMENT CLUBHOUSE AND POOL RENTAL

The Clubhouse is available for rental for non-profit activities to all residents in good standing with the Association • The fees are as follows: BIG ROOM RENTAL FEE: Up to 49 people - $50 50-100 people - $75 Plus a refundable security deposit: No alcohol served - $100 Alcohol served or the attendance of 20 or more between the ages of 13 and 21- $200* SMALL ROOM RENTAL FEE: Up to 20 people - $30 Plus a refundable security deposit of $50 • *Note that when alcohol is served, two security guards must also be on duty. The requirement for two is mandated by the Sheriff’s Department. When no alcohol is being served but the event is attended by 50 or more people and continues past 6:00 PM or 20 or more people between the ages of 13 and 21 unaccompanied by their family members, one security guard is required.

• The charge for the security guards, which is paid directly to the officers, is the responsibility of the resident requesting the rental. • Also, if there are more than 20 young people between the ages of 13 and 21 unaccompanied by their family members the Association requires one responsible adult for every 10 of these young persons to act as chaperones. • All deposits refundable upon passing the exit inspection. POOL RENTAL The pool is available for private parties during the swim season (only), subject to the posted pool rules and the following restrictions. During Pool Hours: • Only 1 group at a time. • Parties must be scheduled at least 2 weeks ahead of time. • Parties held during open hours are restricted to 20 or fewer persons (adults and children) who will be entering the pool and do not have their own pool tags. • In the event that the total number of persons in the pool (including regular pool users who are not in the party) requires an additional lifeguard then the cost of the additional guard will be deducted from the renter’s deposit. • Two responsible adults must be in the pool area at all times acting as chaperones to ensure the good behavior of all members of the party. • Party to be over and the area cleaned up by pool closing at 8:00 PM • A $100 refundable deposit is required. After Hours: • Parties must be scheduled at least 2 weeks ahead of time. • Fees: 1-49 people - $50; 50 plus - $75. • Private pool parties may start at 8:00 PM. They must end and the area must be cleaned up by the scheduled end of the party, either 10:00 or 11:00 PM as selected on the booking form. • One responsible adult for every 10 persons under the age of 21 must be in the pool area at all times acting as chaperones to ensure

the good behavior of all members of the party. • Lifeguards will be booked by the Association. There will be a minimum of 2 lifeguards plus an additional guard for every 25 persons in excess of 50 who will be entering the pool. The perlifeguard hourly fee is $25. • Lifeguards will be ordered by the Association from the pool management company and paid for by the renter at same time as the rental fee. • The cost for the lifeguards will be added to the rental fee and will be payable by the renter to the Association at the time the booking is confirmed. • A $150 refundable deposit is required. Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Veterinary Public Health (formerly called Harris County Animal Control) advises that “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat or to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more then six (6) feet in length, if the line or leash is held by a human being who is capable of controlling or governing the dog or cat in question. 2. When it is within a fully enclosed vehicle. 3. When it is on the premise of the custodian and the animal does not have access to sidewalk to street.

While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet.

GARDENING TIPS FOR DECEMBER

• If a long flowering period is desired, pansies should be placed in their permanent beds not later than this month. Fertilize monthly with manure, super-phosphate or a liquid high-phosphate product. Keep flowers picked for more bloom. • Take tulips out of cold storage and plant late this month. • Fertilize established trees, spring-blooming shrubs, spurias and sweet peas (after they are a foot tall) with a fertilizer such as 13-1313; Louisiana iris with cotton seed meal and manure. • Azaleas and camellias may be moved now. Keep moist to lesson cold weather damage. May acidify again. • Last month to plant early blossoming spring bulbs, speciosum and other varieties of lilies. Mulch. • Water plants well before a freeze; dry roots are easily damaged. • Don’t forget to provide food and fresh water for birds. More birds die from lack of water than lack of food.

LOCAL TEACHERS ATTEND TSCA CONVENTION

San Antonio was the site of the recent Texas Speech Communication Association convention (TSCA) which was attended by a group of six current and retired speech teachers and debate coaches from Katy. In addition to numerous interesting, useful and thought provoking sessions on all aspects of teaching speech and debate, several awards were given. Notably among the awards was Secondary Speech Educator of the Year, which was presented to Gay Hollis, James Taylor High School debate coach. She has had a very successful coaching career at Taylor and other schools and is a teacher looked up to by students and colleagues alike. Other teachers attending were the speech and debate coaches from Mayde Creek High School, Greg McGee; from Morton Ranch High School, Carrie Sanguinetti and from Seven Lakes High School, Charli Lennon.

Rounding out the group were retired Katy teachers Norma Coston and Bo Williamson who currently own Custom Awards & Engraving in Katy. Although retired from teaching and coaching, the two remain active in their professional association and Custom Awards & Engraving donates the award plaques each year for the various categories of Educator of the Year. Both Bo and Norma are Life Members of the association and while Coston has been a member for 32 years, Williamson boasts a 48-year membership. Another winner from our area was George Tennison, speech teacher and debate coach from Olle Middle School in the Alief School District. He was honored as TSCA’s Middle School Speech Educator of the Year. Next year’s convention will be held in Corpus Christi and all speech and debate teachers are encouraged to attend and learn from the sessions provided as well as ideas of colleagues’ they meet. It’s a “once a year” opportunity to experience a “teaching growth spurt” over a short period of time.

CELEBRATION OF LIVESTOCK SHOW & RODEO’S 70TH ANNIVERSARY BRINGS COUNTRY ACT TO BENEFIT SCHOLARSHIP FUND

Following the FFA motto “…Living to serve,” in 1943, L.D. Robinson, former Katy High School agriculture teacher, initiated the Katy ISD FFA Livestock Show & Rodeo to serve and better prepare Katy ISD students. To celebrate the legacy of Robinson and the anniversary of the FFA Livestock Show & Rodeo, the Casey Donahew Band will perform a concert on February 9, 2013 at 7 PM at the Leonard E. Merrell Center. All proceeds from the concert will benefit the L.D. Robinson Scholarship Fund. The L.D. Robinson Scholarship Fund was established in 1970 to honor Robinson. Multiple four-year scholarships are awarded in the amount of $500 per semester to graduating seniors in the Katy ISD FFA and Agriculture Science program who meet the requirements of the scholarship. To date, the scholarship fund has awarded almost 90 recipients.

Kimberly Akimbo is a play written in 2000 by Pulitzer prize-winning playwright David Lindsay-Abaire. Its title character is a lonely teenage girl suffering from a disease a lot like progeria, that causes her to age 4 and a half times as fast as normal. Thus, Kimberly is trapped inside the frail physical body of an elderly woman. She meets another misfit (a teenage boy) and the two form an attachment to one another that borders on attraction. The situation is not helped by Kimberly’s rapidly deteriorating health. Soon Kimberly’s family gets mixed up in some crazy money schemes and the family gets emotionally destroyed.
