ANOTHER SUCCESSFUL NATIONAL NIGHT OUT

Thanks to so many who made our 2015 National Night Out a big success. Over 42 volunteers worked since August to put the event together. Residents from 15 of our streets attended to boost the attendance to 464. Major underwriters included Kroger, Academy, Mud 61, PCMI and 76 area vendors who donated gifts or items for the gift bags. The Bayou City Dixieland Band provided timeless music during the evening and the Eagle Drummers from Diane Winborn Elementary School thrilled us with their playing. Children of all ages were showing off their wild balloon hat creations created by magician artist Chuck Montgomery. Community first responders were well represented by the Sheriff’s Department, KISD Police and firefighters from HCES. Of course the fire truck was a big hit with children who loved getting sprayed by the fire hose. Our thanks to all the local companies that contributed their sponsorship and especially to director Michael Wood for his creative thinking and hard work in putting together this hugely successful event. And if you haven’t yet seen the photos a link to them is still posted on the home page of our web site www.wsmaonline.org.

NOVEMBER YARD-OF-THE-MONTH

The Yard-of-the-Month award for November goes to Amanda Applegath of 22530 Bucktrout. Amanda has lived in Williamsburg Settlement for 31 years and now has two adult daughters. Her favorite things about living in the Settlement are that it is established and very well maintained. Amanda’s yard is immaculate. Starting at the street she has a large pot with foxtail ferns on each side of the pathway. The curved flowerbeds along the front of the house have a wide variety of bedding plants and shrubs. These

CHRISTMAS YARD OF THE MONTH DECORATING CONTEST

One of the good things that Christmas brings us is the opportunity to see and enjoy the beautifully decorated homes in our neighborhood in celebration of the Christmas Holiday. In accordance with our long tradition, we will once again be holding the Christmas Holiday Yard Contest. On the weekend of December 12th and 13th, we will choose a 1st, 2nd and 3rd place yard and put the corresponding award signs in these yards where they will remain for the remainder of the month. Photographs of these award winners will also be posted on our web site and these winners will be mentioned in the February edition of the community newsletter. Williamsburg Settlement is such a beautiful subdivision all year long and at Christmas our residents really make the neighborhood sparkle. So be sure to put up your lights and decorations early and have them on during the weekend of the judging and maybe your yard will be chosen this year!

A meeting of the Board of Directors of the Williamsburg Settlement Maintenance Association, Inc. was held on Tuesday, October 20, 2015 at 5:30 PM at the offices of Planned Community Management, 15995 N. Barkers Landing, Houston, Texas 77449.

ATTENDANCE

Board Members present were Floyd Ball, Gail Owen, Michael Wood, Walt Smith, Dave Ellis, Martin Spears and Larry Crain. Also in attendance was Dolores Sue representing Planned Community Management, Inc. (PCMI) and Officer Felchak. With a quorum being established, the meeting was called to order at 5:30 PM.

MINUTES

The minutes of the September 15, 2015 Board Meeting were reviewed. A motion to accept the minutes as written was made by Michael Wood, seconded by Walt Smith and unanimously approved.

HOMEOWNER CONCERNS

There were 4 homeowners present. Katy Hall introduced herself. She is on the swim team Board and will be acting as a liaison with our Association. Another resident expressed his appreciation for the Board’s hard work for the community and asked about some deed restriction violations at a certain property. The Board explained that it is aware of the issues cited and that appropriate action has been initiated.

PATROL SERVICE REPORT

The Board reviewed the patrol service report. There were no major issues or concerns reported.

FINANCIAL REVIEW

Dave Ellis presented the financials. As of September 30, 2015 the money in the bank totaled $680,383. This figure includes checking, savings accounts and CD’s and is the money to cover both operating expenses and the necessary reserve to fund maintenance and

replacement of the Association’s capital assets. This total also includes $5,530.84 in prepaid assessments. Delinquency for the month ending September 30, 2015 was $16,277.50.

OLD BUSINESS

2016 Budget and Assessment Per the September 15, 2015 Board meeting the 2016 assessment rate will remain at $700 with no increase over the current rate.

WILLIAMSBURG ANIMAL CLINIC Happy Holidays!

National Night Out Michael Wood expressed thanks to all the volunteers who contributed their efforts to make the October 6th National Night Out a success. The event was attended by 456 residents from fifteen of the streets in our neighborhood. The Board thanked Michael for chairing this committee and all for his hard work. Various Actions Approved between Board Meetings Floyd Ball reported that with a majority of the Board it was decided:

1. To remove some horseshoe stakes from the area near the perimeter fence. 2. Some residents were given the opportunity to remove trees planted too near to the perimeter fence. Clubhouse Repairs Dave Ellis reported that work on the repainting of the clubhouse exterior and replacement of the cladding on the clubhouse canopy and cabana posts which was awarded to Evans Home Service is scheduled to begin early next week.

Approve Proposal for Replacement of up to Six Thousand Feet (6,000 feet) for Perimeter Fence Larry Crain explained that, as approved at the September meeting, a specification for the replacement of up to six thousand (6,000) feet of our original perimeter fence was prepared and five companies were invited to submit proposals. Of these, three responded with bids, which ranged from $20 to $24.5 per foot. The specification includes the provision that the quality of the construction will be reviewed after the selected contractor has completed fence sections spanning the first two lots and continuation of the contract will be contingent on it successfully passing this inspection. The Association also reserves the right to terminate the contract at any time it may become unsatisfied with the selected contractor’s performance. With these provisions, a motion to award the contract to the lowest bidder, Adrian Granados Company at a price of $20 per foot, was made by Larry Crain, seconded by Walt Smith and unanimously approved. Assessment letter to go with Invoices The letter to be mailed with 2016 invoices has been completed and will be mailed with the 2016 assessment notice. Contracts Up for Renewal with no Increase The landscaping Contract with Texas Lawn Care is up for renewal on November 1, 2015 and that for our patrol services on January 31, 2016. A motion to approve renewal of both of these contracts as of their termination dates was made by Walt Smith, seconded by Larry Crain and unanimously approved.

Issues Arising from the 84th Session of the Texas Legislature The Board is reviewing the revisions to the laws governing Home Owners’ Associations that were passed at the Texas Legislature’s 84th Session. One major change is that decisions on a certain category of issues can now be approved by a majority of Directors outside of regular meetings. Previously such decisions required unanimous written consent. There will be a need for other minor procedural adjustments and the Board is awaiting advice from the Association’s attorney. These changes will require revisions to both the Association bylaws and certain other of our dedicatory instruments and will be presented for approval by our members at the April 2016 general meeting.

The Board reviewed all Deed restriction matters and disposition of same. The Board discussed sending a special assessment notice to a mortgage company and obtaining some help on one specific account. The Board reviewed a request by a homeowner who requested help in paying for replacement of their fence, which backs up to the Association property but does not belong or benefit the Association. It was decided that the fence has to remain the homeowner’s responsibility and unfortunately the Association cannot contribute to its replacement. With no further business the meeting was adjourned at 6:33 PM. The next meeting will be the budget meeting, November 17, 2015 starting at 5:30 PM at the community clubhouse.

This is just a reminder that the email addresses to which emails from the WSMA Webmaster are broadcast are those that have been registered on the www.WSMAonline.org website by the residents themselves. This email distribution list is used to disseminate important announcements to Settlement residents. However, email addresses do tend to be rather dynamic as residents change their ISP for a variety of reasons and when they do so, unless they reregister their new email addresses on the Registration page of the website, they will no longer receive these broadcast emails. So please, when conveying a new email address to those in your address book, also update our mailing list by removing your old email address and replacing it with your new one. This will ensure that you continue to receive the timely announcements on important Settlement activities. And for those who have not yet registered, you are strongly urged to do so as this is the best mechanism we have to quickly communicate with our residents. Thanks in advance for your cooperation.

If any resident wishes to update the information that they have previously provided for publication on the Directory page of our website, they can do so by using the RESIDENTS’ DIRECTORY ENTRY FORM. This form is accessible via the Forms, Registration or Directory pages of our website www.wsmaonline.org. The webmaster uses the information submitted to maintain the directory database. If the resident indicates on the form that he or she is agreeable to having their information accessible via the online Residents’ Directory

page, the update will be made as soon as possible - usually within 24 hours. New residents to our subdivision are requested to use this same form to register their information for inclusion in the directory OR TO CONVEY THEIR DECISION THAT THEIR INFORMATION NOT BE INCLUDED. This request to new residents is included in the Welcome Packet given to each as soon as PCMI is made aware of the change in Ownership.

STREET LIGHT OUTAGES

To report a burned out streetlight, any resident may call CenterPoint directly at 713-207-2222. However, for those with Internet access, you may also make this report on-line. For those interested, you can go to http://cnp.centerpointenergy.com/outage. Then enter your contact details so that they can get back to you if more information is required. On the following page enter the details of the light(s) with the problem. Just as you would if reporting the outage via the telephone, you will need to provide the street address where the light is located and the 6-digit number that is prominently displayed on the front of the pole. Under normal circumstances the crew will be out to fix the problem within 7 working days. Anyone noticing a streetlight that is out or has some other malfunction is encouraged to report the problem to CenterPoint via either of these two methods without delay. Our Association is charged for every streetlight each month, irrespective of whether or not the light is functioning. So please help us get value for your hard earned money!

REMINDER ABOUT HOUSE PAINTING

Residents need to be sure and pay attention to the state of the paint on their houses. Many of the houses in the settlement are of an age that they will soon need to be repainted or sided. Please be proactive in getting this done when necessary. Doing this before you have a problem will not only keep your house looking nicer, but doing it early can end up saving you money! WILLIAMSBURG SETTLEMENT CLUBHOUSE AND POOL RENTAL

The Clubhouse is available for rental for non-profit activities to all residents in good standing with the Association. • The fees are as follows: BIG ROOM RENTAL FEE: Up to 49 people - $50 50-100 people $75 Plus a refundable security deposit: No alcohol served - $100 Alcohol served or the attendance of 20 or more between the ages of 13 and 21- $200* SMALL ROOM RENTAL FEE: Up to 20 people - $30 Plus a refundable security deposit of $50 • *Note that when alcohol is served, two security guards must also be on duty. The requirement for two is mandated by the Sheriff’s Department. When no alcohol is being served but the event is attended by 50 or more people and continues past 6:00 PM or 20 or more people between the ages of 13 and 21 unaccompanied by their family members, one security guard is required. • The charge for the security guards, which is paid directly to the officers, is the responsibility of the resident requesting the rental. • Also, if there are more than 20 young people between the ages of 13 and 21 unaccompanied by their family members the Association requires one responsible adult for every 10 of these young persons to act as chaperones.

• All deposits refundable upon passing the exit inspection. POOL RENTAL The pool is available for private parties during the swim season (only), subject to the posted pool rules and the following restrictions. During Pool Hours: • Only 1 group at a time. • Parties must be scheduled at least 2 weeks ahead of time. • Parties held during open hours are restricted to 20 or fewer persons (adults and children) who will be entering the pool and do not have their own pool tags. • In the event that the total number of persons in the pool (including regular pool users who are not in the party) is likely to exceed the 50 that can be handled by the 2 regular lifeguards, then two weeks prior to the event, the renter may request that an additional lifeguard be added for the duration of the party. The charge for this additional guard will be $26 per hour. If no provision has been made for an additional lifeguard, then the number of party members entering the pool must be limited such that the total number of people in the pool at any time (including regular pool users who are not in the party) does not exceed 50. • Two responsible adults must be in the pool area at all times, acting as chaperones to ensure the good behavior of all members of the party. • Party to be over and the area cleaned up by pool closing at 8:00 PM After Hours: • Parties must be scheduled at least 2 weeks ahead of time. • Rental Fees: 1-49 people - $50; 50 plus - $75. • Private pool parties may only be scheduled on days on which the pool is open. The parties may start at 8 PM and must end, the area cleaned up and the facility vacated by the scheduled end of the party, either 10 or 11 PM, as selected on the booking form. The lifeguards will clear the pool 15 minutes prior to end time. • One responsible adult for every 10 persons under the age of 21 must be in the pool area at all times acting as chaperones to ensure the good behavior of all members of the party. • Lifeguards will be booked by the Association from the pool management company. There will be a minimum of 2 lifeguards plus

an additional guard for every 25 persons in excess of 50 who will be entering the pool. The per-lifeguard hourly fee is $26. • The cost for the lifeguards will be added to the rental fee and will be payable by the renter to the Association at the time the booking is confirmed. • A $150 refundable deposit is required. For clubhouse and pool availability, refer to the Clubhouse Bookings page of the Association website www.wsmaonline.org and then to make a reservation, please complete the pool entries on the on-line Clubhouse Booking Form. This wonderful initiative, held each December, allows the community of Katy to bring a little joy into the homes of some of our students and their families. Principals identify students for the program, and Partners in Education collects community and corporate donations. KATY STUDENT WINS WRITING CONTEST - READ3ZERO

On Saturday, November 14th, the Houston non-profit literacy organization, READ3Zero, honored one Katy student at a memorable Luncheon and Book Signing event for this year’s winners of the “I Write” contest and celebrated the organization’s sixth year. The student is Sachi Khemka from Taylor High School. The Awards Ceremony offered individual recognition in the form of a certificate of excellence to each student author and illustrator followed by the Literacy Luncheon and Book Signing with Honorees, Neil and Maria Bush, co-chairs to the Barbara Bush Literacy Foundation, Luncheon co-chairs Michael Pearce and Matt Burrus, emceed by Deborah Duncan of Great Day Houston. The luncheon was held at the Hilton Americas located at 1600 Lamar Street, Houston, TX 77010. Founded in 2009 by children’s author and public speaker, Melissa M. Williams, READ3Zero has embarked on a mission to help share aspects of the literacy and publishing world, influencing the lives of children to learn outside the classroom. One of the primary creative projects at READ3Zero is the annual short-story contest, which emphasizes the concept that reading and writing go hand in hand. The program provides leadership and speaking opportunities to the students after they are published. Children are also allowed to submit drawings for the front and back cover of the book. Organizations, businesses and community members are able to help fund the efforts of READ3Zero by contributing support for future projects. FIRST ANNUAL WOMEN’S QUARTER MARATHON EVENT - JANUARY 9, 2016

The 2016 Women’s Quarter Marathon is a women’s-only race to empower women and young girls through fitness and a healthy lifestyle. The route will start at Central Green Park, run through Cinco Ranch and back to Central Green Park where the post-race party will take place. The distance is a quarter of a marathon, which is 6.55 miles. The Mini-Quarter Marathon is 1.25 miles and is designed for girls under the age of 13 who also want to join the movement. Registration opened September 15, 2015 for this new Houston running event. Girls Inc. of Greater Houston’s mission is to inspire all girls to be strong, smart and bold by developing programs of informal
