NEW YEAR’S EVE FIREWORKS
As New Year’s Eve approaches, residents are asked to respect the ban on letting off fireworks in the subdivision. They may be fun, but they spook pets, they leave litter on the streets and more importantly, they are a potential fire hazard. If you feel compelled to set off fireworks, please go to a safe area outside of our subdivision. But the best approach is to attend a professionally organized firework show. The Fireworks page (http://www.hcfmo.net/ fireworks.aspx) of the Harris County Fire Marshal’s website has a lot of information on the use of fireworks within the County and should be consulted as we approach the holiday. By then, it will have the latest information on any Commissioner’s Court decisions on this subject together with the location of the closest organized firework displays.

A REQUEST TO DOG OWNERS
Although most dog owners do abide by the Harris County leash laws, which are published in this and each edition of the newsletter, regrettably some owners do not. The biggest problem about which the Board receives regular complaints remains owners who let their dogs out without any supervision at all. However, there are others who, although not letting their dogs out alone, will let them run free without adequate supervision while walking them around the subdivision. This is a major cause for concern to other dog owners who are walking their animals on a leash, only to have them aggressively approached by these unleashed dogs. And, of course, we have the unending complaints of owners failing to pick up after their dogs. This is a problem all along the dog walking routes, but seems to be particularly bad on corner lots. So, once again, those owners who do have dogs are asked to PLEASE be responsible and show respect for your neighbors. Thanks for your cooperation.

DRAFT MINUTES OF THE MEETING OF THE BOARD OF DIRECTORS OF WILLIAMSBURG SETTLEMENT MAINTENANCE ASSOCIATION, INC.
NOVEMBER 20, 2012 A meeting of the Board of Directors of the Williamsburg Settlement Maintenance Association, Inc. was held on Tuesday, November 20, 2012, at 5:30 PM, at the Williamsburg Settlement clubhouse, 1602 Hoyt, Katy, Texas 77449. ATTENDANCE Board Members present were Floyd Ball, Walter Smith, Cyndy Thompson, Don McClelland, Dave Ellis and Larry Crain. Also, in attendance were Officer Paul Wilburn and Dolores Sue, representing Planned Community Management, Inc. (PCMI). With a quorum being established, the meeting was called to order at 5:30 PM. MINUTES The Board reviewed the minutes of the October 16, 2012 meeting. A motion to accept the minutes as written was made by Walter Smith, seconded by Cyndy Thompson and unanimously approved. HOMEOWNER CONCERNS There was one homeowner present. PATROL SERVICE REPORT Officer Wilburn presented the patrol service report. Again, it was a quiet month. However, he reported there are on-going problems with loose dogs. At least one resident was bitten. He requested an article be placed on the website and newsletter to inform residents there is a leash law and violators are subject to being ticketed and fined. Further, he reported someone owns a Pit Bull, which has been seen near the school. If the officer catches this dog, the owner will receive a citation. At this time, the Board thanked Officer Wilburn for attending and he left the meeting. FINANCIAL AND DELINQUENCY SUMMARY Dave Ellis presented the financials. As of October 31, 2012, the

money in the bank totaled $469,007.59. This includes checking, savings accounts and CD’s and is the money to cover both operating expenses and the necessary reserve to fund maintenance and replacement of the Association’s capital assets. Dave Ellis made a motion to transfer $36,000 into the reserve account at year end to be allocated to the fence replacement fund in addition to the $21,000 capital reserve allocation. Both these amounts were included in the 2012 budget. The motion was seconded by Walter Smith and unanimously approved. Delinquency for the month ending October 31, 2012 totaled $14,135.65. OLD BUSINESS Perimeter Fence Floyd Ball reported that the next perimeter fence work days have been scheduled for November 30, 2012 and December 1, 2012. The primary focus for these days will be Mason Road and Colonial Parkway. This will conclude the perimeter fence repair work for 2012. Playground Mulch Floyd Ball informed the Board that the additional Kiddie Cushion mulch approved last month has now been installed on the playground. To prevent future rutting out of the mulch beneath the swings he proposed that two mats be purchased for a total of $156.96. A motion to purchase these mats was made by Walt Smith, seconded by Dave Ellis and unanimously approved. Clubhouse Dishwasher Replacement Larry Crain reported that Lowes is now offering free installation and; therefore, the Association will be replacing the dishwasher soon. Insurance Program The Board discussed the PCMI master insurance program through Brady, Chapman and Holland and the information given to the Board from their current insurance agent, Mark Conner of Willis Insurance. The Board continues to have the dilemma that the Association has a great deal of confidence in our current provider, Willis Insurance. As stated in the last meeting, in recent years, this company has

supported without question, our claims both for Ike damage and for a complete replacement of both roofs at our clubhouse, plus has provided an appraisal of our assets at no charge to the Association. In addition, annual price increases have been reasonable. With this background, the Board unanimously agreed not to change insurance companies at this time. This decision will be revisited a month prior to the expiration date of the current policy.

NEW BUSINESS Municipal Utility Districts (MUD) Numbers 61 and 62 Floyd Ball reported that based on information from last month’s MUD Board 61 meeting, there is a developer who has approached both MUD Districts about developing a track of land South of Colonial Parkway near Ravello and Westside Parkway for a 352 until apartment complex. This complex would not be just for seniors but a regular apartment complex. 2012 Audit The Board reviewed the audit proposal from Kenneth Johse, CPA, to review and prepare the 2012 audit for a cost not to exceed $1,500 and to prepare the 2012 tax return for $300. Dave Ellis mentioned that the audit proposal did increase by $100 over last year; however, this would be the first increase since 1998. Dave Ellis made a motion to accept the 2012 audit and tax preparation proposal. This was seconded by Walter Smith and unanimously approved.

ADJOURNMENT TO EXECUTIVE SESSION At 6:00 PM, the Board adjourned to executive session to hold a hearing, discuss delinquencies and deed restriction matters. DECISIONS MADE DURING EXECUTIVE SESSION The Board held a hearing with a homeowner concerning maintenance fees. A payment agreement will be instated with this resident by a vote of 6 in favor and one against. PCMI was instructed to contact the Association attorney office with instructions.

Delinquency No new accounts will be turned over to the Association attorney for collection this month. Deed Restrictions There were one hundred seventy two (172) violations noted in the month of November. The Board unanimously agreed to send one (1) violation account to the Association attorney if the violation is not cured by December 15, 2012. With no further business, the meeting was adjourned at 6:55 PM. The next meeting will be January 15, 2013.

This is just a reminder that the email addresses to which emails from the WSMA Webmaster are broadcast are those that have been registered on the www.WSMAonline.org website by the residents themselves. This email distribution list is used to disseminate important announcements to Settlement residents. However, email addresses do tend to be rather dynamic as residents change their ISP for a variety of reasons and when they do so, unless they reregister their new email addresses on the Registration page of the website, they will no longer receive these broadcast emails. So please, when conveying a new email address to those in your address book, also update our mailing list by removing your old email address and replacing it with your new one. This will ensure that you continue to receive the timely announcements on important Settlement activities. And for those who have not yet registered, you are strongly urged to do so as this is the best mechanism we have to quickly communicate with our residents. Thanks in advance for your cooperation.

This request is included in the “Welcome Packet” given to all new residents, as soon as PCMI is made aware of the change in ownership.
STREET LIGHT OUTAGES
To report a burned out streetlight, any resident may call CenterPoint directly at 713-207-2222. However, for those with Internet access, you may also make this report on-line. For those interested, you can go to http://cnp.centerpointenergy.com/outage (the website address). Then enter your contact details so that they can get back to you if more information is required. On the following page enter the details of the light(s) with the problem. Just as you would if reporting the outage via the telephone, you will need to provide the street address where the light is located and the 6-digit number that is prominently displayed on the front of the pole. Under normal circumstances the crew will be out to fix the problem within 7 working days. Anyone noticing a streetlight that is out or has some other malfunction is encouraged to report the problem to CenterPoint via either of these two methods without delay. Our Association is charged for every streetlight each month, irrespective of whether or not the light is functioning. So please help us get value for your hard earned money!
RESIDENT DIRECTORY MAINTENANCE
If any resident wishes to change the information that they have previously provided for publication in the directory, they can do so by using the Residents’ Directory Entry Form accessible via our website www.wsmaonline.org on the Registration page. When the information is received, it will be updated on the database. If the resident indicates that he or she wants that information published in the directory, it will be sent out in a monthly update to all registered residents who can use it to manually annotate their copy and it will be marked for inclusion in the next edition. A log will be maintained of all changes since the last publication, which will be emailed to any resident who requests it. This way the directory can remain useful throughout its operational life.

Reminder About House painting
Residents need to be sure and pay attention to the state of the paint on their houses. Many of the houses in the settlement are of an age that they will soon need to be repainted or sided. Please be proactive in getting this done when necessary. Doing this before you have a problem will not only keep your house looking nicer, but doing it early can end up saving you money! But please remember that all such work does require Architectural Review Committee approval. This is obtained by completing a “Request For Home Improvement Approval” form and mailing it to PCMI. A blank copy of this form is included in this newsletter and is also available on the Board Notices and Forms page our website at WSMAonline.org.

SMALL ROOM RENTAL FEE: Up to 20 people - $30 Plus a refundable security deposit of $50 • *Note that when alcohol is served, two security guards must also be on duty. The requirement for two is mandated by the Sheriff’s Department. When no alcohol is being served but the event is attended by 50 or more people and continues past 6:00 PM or 20 or more people between the ages of 13 and 21 unaccompanied by their family members, one security guard is required.
• Also, if there are more than 20 young people between the ages of 13 and 21 unaccompanied by their family members the Association requires one responsible adult for every 10 of these young persons to act as chaperones.
During Pool Hours: • Only 1 group at a time. • Parties must be scheduled at least 2 weeks ahead of time. • Parties held during open hours are restricted to 20 or fewer persons (adults and children) who will be entering the pool and do not have their own pool tags. • In the event that the total number of persons in the pool (including regular pool users who are not in the party) requires an additional lifeguard then the cost of the additional guard will be deducted from the renter’s deposit. • Two responsible adults must be in the pool area at all times acting as chaperones to ensure the good behavior of all members of the party. • Party to be over and the area cleaned up by pool closing at 8:00 PM • A $100 refundable deposit is required. After Hours: • Parties must be scheduled at least 2 weeks ahead of time. • Fees: 1-49 people - $50; 50 plus - $75. • Private pool parties may start at 8:00 PM. They must end and the area must be cleaned up by the scheduled end of the party, either 10:00 or 11:00 PM as selected on the booking form. • One responsible adult for every 10 persons under the age of 21 must be in the pool area at all times acting as chaperones to ensure the good behavior of all members of the party. • Lifeguards will be booked by the Association. There will be a minimum of 2 lifeguards plus an additional guard for every 25 persons in excess of 50 who will be entering the pool. The per-lifeguard

Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Veterinary Public Health (formerly called Harris County Animal Control) advises that “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat or to allow any dog or cat to become a stray.” Restraint is defined as the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more then six (6) feet in length, if the line or leash is held by a human being who is capable of controlling or governing the dog or cat in question. 2. When it is within a fully enclosed vehicle. 3. When it is on the premise of the custodian and the animal does not have access to sidewalk to street. While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet.

Community members from Katy and the surrounding area recently stopped what they were doing to read to students in more than 345 classes as part of Katy ISD’s 15th annual Promise to Read program. Through Promise to Read, volunteers promised to spend 30 minutes reading to an elementary classroom during one week in November. This year, ten Katy ISD elementary campuses hosted the event with Partners in Education: Morton Ranch, Hutsell, Nottingham, Kilpatrick, King, Pattison, Mayde Creek, Griffin, Bear Creek and McRoberts Elementary. Host campuses rotate each year so that, over a threeyear period, every Katy ISD elementary has an opportunity to participate. “Promise to Read has become a volunteer event that many in our community really look forward to.
