NEW YEAR’S EVE FIREWORKS

As New Year’s Eve approaches, residents are asked to respect the ban on letting off fireworks in the subdivision. They may be fun, but they spook pets, they leave litter on the streets and more importantly, they are a potential fire hazard. If you feel compelled to set off fireworks, please go to a safe area outside of our subdivision. But the best approach is to attend a professionally organized firework show. The Harris County Fire Marshal’s website (www.hcfmo.net/fireworks.aspx) has a lot of information on the use of fireworks within the County and should be consulted as we approach the holiday.

BAGGED GRASS CLIPPINGS

Some of our residents may not realize that the requirements of ARTICLE 12 of our deed restrictions, which states in part: “garbage and other waste accumulated from normal household operations may be kept temporarily for purposes of collection. All such waste substances being kept on a lot pending collection thereof, shall be kept in closed sanitary containers with tops or lids or plastic bags with the tops thereof, tied and such containers shall be hidden from general view by a screen or enclosure” applies to ALL waste, as well as items that are often left on the curb following a weekend clean-out of the garage or spare room, this includes bagged grass clippings, leaves and other yard waste irrespective of whether this waste is generated by the residents or by contractors hired by them to maintain their yards. Some of these contractors don’t seem to be aware of this requirement and leave bagged yard waste at the curb. When this is done any time after the Thursday pick-up, for example, this unsightly garbage stays on the curb through the weekend until it is collected the following Monday. If the contractor performing your lawn maintenance does this, please let him know that this is not permitted in our subdivision and make arrangements to have this waste either removed directly from your home by the contractor or placed in an inconspicuous location until you can move it to the curb on the morning of the next pick-up day. DRAFT MINUTES OF THE MEETING OF THE BOARD OF DIRECTORS OF WILLIAMSBURG SETTLEMENT MAINTENANCE ASSOCIATION, INC. NOVEMBER 19, 2013

A meeting of the Board of Directors of the Williamsburg Settlement Maintenance Association, Inc. was held on Tuesday, November 19, 2013, at 5:30 PM, at the Williamsburg Settlement Clubhouse, 1602 Hoyt, Katy, Texas 77449. ATTENDANCE Board Members present were Walter Smith, Gail Owen, Floyd Ball, Dave Ellis and Michael Wood. Also in attendance were Officer Felchak and Dolores Sue representing Planned Community Management, Inc. (PCMI). With a quorum being established, the meeting was called to order at 5:30 PM. MINUTES The Board reviewed the minutes of the October 15, 2013 Board meeting. A motion to accept the minutes as written was made by Walt Smith, seconded by Larry Crain and unanimously approved. HOMEOWNER CONCERNS There were three (3) homeowners present. One new resident would like a recycle bin. PCMI will contact the garbage collection company and have one delivered. A resident stated that he has noticed more trailers in the streets and specially one that parks at one of the exits to the subdivision. He expressed the concern that now that it becomes darker earlier it is very dangerous for the trailer to be parked in that location. The Board confirmed they are aware of that and other similar situations and agree these trailers could be traffic hazards. Unfortunately, as the streets are the property of Harris County the Association has limited jurisdiction. Letters are sent in situation where these trailers are parked for extended periods. The Board reviewed a complaint from a resident concerning a home, no address provided, that the complaining resident believes is being used for more than a single family dwelling. The Board tabled this discussion until the Executive session. PATROL SERVICE REPORT Martin Spears presented the patrol service report. There was one break-in during the month of October. FINANCIAL REVIEW Dave Ellis presented the financials. As of October 31, 2013, the money in the bank totaled $550,597. This includes checking, savings accounts and CD’s and is the money to cover both operating expenses and the necessary reserve to fund maintenance and replacement of the Association’s capital assets.

Delinquency for the month ending October 31, 2013 was $15,784.52. RESERVE STUDY Dave Ellis presented the reserve study, which he has updated for 2014. This study is updated each year to ensure there is enough money in the reserve account to fund the future replacement of major items of our infrastructure when such replacement becomes necessary. It does not include the Perimeter Fence, however, which is handled separately.

Dave Ellis discussed the amount to be transferred to the Reserve at the end of 2013, recommending that the budgeted $22,000 be transferred to the general reserve together with the budgeted $36,000 to the perimeter fence replacement fund. Walt Smith made a motion to make these transfers. The motion was seconded by Larry Crain and unanimously approved. OLD BUSINESS STATUS ON REPAIRS TO CARTER’S GROVE MONUMENT The repairs have now been completed. The Board discussed the approach to seeking compensation from the insurance company of the vehicle that damaged the monument for the expenditures incurred in excess of the amount covered by our insurance. This excess includes the cost of landscaping, sprinkler system repair and some electrical work. The Board will work with PCMI to refer the invoices to the appropriate insurance agent. NEW BUSINESS EXPLORE WAYS TO SAVE RESIDENT’S MONEY FOR SERVICES PROVIDED Floyd Ball informed the meeting that the Harris County Municipal Utility District Number 61 (MUD 61) has placed on the agenda of their Tuesday, November 26, 2013 meeting, a discussion of some services currently provided by the Association, which could possibly be supplied by the MUD at a lower cost. Floyd will attend the meeting and bring back for discussion at a future Association Board meeting any recommendations that the MUD may make. MUNICIPAL UTILITY DISTRICT NUMBER 61 (MUD 61) - FLOOD PREVENTION PROJECT Floyd Ball reported that the MUD 61 has proceeded with the purchase of the home at 22023 Bucktrout that was discussed at last month’s meeting in connection with the proposed flood abatement project. Based on the advice of the Association attorney, the Board was unable to sign the agreement, which the MUD had initially requested from the Association.

2014 ASSESSMENT INVOICES Floyd Ball informed the meeting that the 2014 invoices have now been mailed on or about November 15, 2013. Dave Ellis will send an email letting residents know and asking anyone who has not received theirs to contact PCMI. Early in the new year, Floyd Ball and Dave Ellis will meet with Tammy Evans, the PCMI Regional Manager, to discuss improvements to the invoicing procedure for 2015. CONTRACTS ENDING DECEMBER 31, 2013 The contracts for the previously approved 2014 landscaping and patrol services were signed. HOLIDAY DECORATIONS There is a need for some renovation of the signs for the holiday decoration winners and some of the garland used to decorate the subdivision entrances. A motion to have Gail Owens and Larry Crain work together and giving them authority to spend up to $500 on this project was made by Larry Cain, seconded by Walt Smith and unanimously approved. GARAGE SALES The Association has received a request to consider having assigned Garage Sale days or weekends. The Board tabled this discussion until its January 2014 meeting. ADJOURNMENT TO EXECUTIVE SESSION At 7:10 PM, the Board adjourned to executive session to discuss delinquencies, deed restriction and other matters. DECISIONS MADE DURING EXECUTIVE SESSION DELINQUENCY The Board reviewed the delinquency report. At the present time, no additional accounts need to be sent to the Association attorney. DEED RESTRICTIONS The Board reviewed the deed restriction list from the inspections

SINGLE FAMILY RESIDENCE RESTRICTION There was some discussion of the legal issues associated with this subject that was brought to the Board’s attention in a letter from a resident. A letter explaining such issues will be sent to the resident who made the request, inviting him to attend a future Executive session if he wants the Board to address a specific situation. ADJOURNMENT With no further business, the meeting was adjourned at 7:30 PM. The next meeting will be January 21, 2014 at the community clubhouse. STREET LIGHT OUTAGES

To report a burned out streetlight, any resident may call CenterPoint directly at 713-207-2222. However, for those with Internet access, you may also make this report on-line. For those interested, you can go to http://cnp.centerpointenergy.com/outage. Then enter your contact details so that they can get back to you if more information is required. On the following page enter the details of the light(s) with the problem. Just as you would if reporting the outage via the telephone, you will need to provide the street address where the light is located and the 6-digit number that is prominently displayed on the front of the pole. Under normal circumstances the crew will be out to fix the problem within 7 working days. Anyone noticing a streetlight that is out or has some other malfunction is encouraged to report the problem to CenterPoint via either of these two methods without delay. Our Association is charged for every streetlight each month, irrespective of whether or not the light is functioning. So please help us get value for your hard earned money!

GARDENING TIPS FOR JANUARY

• Birds: Provide food and fresh water. More birds die from lack of water than from lack of food. • Cacti: Semi-dormant now. Reduce watering. • Camellias: Plants may be moved. Pick up and discard fallen blooms. • Cultivation: Changes in design may now be made, new beds dug and old ones rebuilt. Correct defects in drainage. Incorporate gypsum into heavy soils: repeat in three weeks. Dig granite dust, rock phosphate and quantities of organic matter into soil. Allow time for settling before planting. • Fertilize: Daylilies, spuria, Louisiana and bearded irises with complete fertilizer. Give strawberries 1 teaspoon ammonium sulfate, keeping six inches away from plant. Fertilize pansies with manure tea or blood meal. Water in. • Fruits: Plant fruit trees. Mulch figs with grass or straw to prevent freeze damage to crown. • House Plants: Water, when surface soil is crumbly dry. Wash dust off leaves to open pores. Mist often. Inspect for diseases and insects. Reduce water for poinsettias. • Lawns: Remove thatch aerate, and feed with low nitrogen mixture. • Pests: For petal blight prevention, spray azaleas and camellias as flowers open. Spray for scale with dormant oil solution if temperature will be above 35˚ and below 85˚ for next 48 hours. Always read and heed manufacturer s directions before spraying. • Propagation: Ivy cuttings root easily this month and next. Root cuttings of shrubs in mixture of loam and coarse sand; keep damp and semi-shaded until rooted. • Prune: Fruit trees in advance of new growth. Prune to groom and shape. Do not remove too much. Remove dead wood from trees and shrubs before spring buds swell, but do not prune spring bloomers. Prune crape myrtles. Prune nandina and others of similar growth habit by cutting unwanted canes out at base of plant. • Roses: Annual pruning about the middle of February, just before the spring buds break. To prevent later appearance of disease in the old beds, keep garden clean of debris and weeds. Complete preparation of new beds for roses. • Transplanting: January is one of the best months to transplant woody plants, both evergreen and deciduous, especially trees. KATY ISD’S 16TH ANNUAL PROMISE TO READ

Community members from Katy and the surrounding area recently stopped what they were doing to read to students in more than 375 classes as part of Katy ISD’s 16th annual Promise to Read program. Through Promise to Read, volunteers promise to spend 30 minutes reading to an elementary classroom during two weeks in November. This year, 10 Katy ISD elementary campuses hosted the event with Partners in Education: Cimarron, Creech, Franz, Golbow, Exley, Rhoads, Rylander, Williams, Wilson and Winborn Elementary Schools. Host campuses rotate each year so that, over a three-year period, every Katy ISD elementary has an opportunity to participate. Readers represented a cross section of local companies and organizations including: American Kids Athletics, AXA Financial Advisors, Brazos Valley Schools Credit Union, BP America, Inc., CenterPoint Energy, Chick-fil-A of Katy, College Nannies and Tutors of Katy, Cinco Ranch Conservatory of Music, ExxonMobil, First Victoria Bank, Grand Vision Center, Hasta La Pasta, H-E-B Katy Market, Herff Jones Graduation Center, Katy Area Chamber of Commerce, Katy Family YMCA, Members Choice Credit Union, Omni Houston Hotel Westside, Pediatric Dentists of Katy, Pepper Lawson Construction, Rainforest Café, The Shady Lady Window Coverings, Tradition Bank, Wood Group and more.

During the November Board Work Study meeting, Officer Shannon Taylor was sworn in to serve on the Katy ISD Police Force. Officer Taylor’s law enforcement experience includes having served as a police officer for the Delphi, Indiana Police Department and Purdue University. Officer Taylor is a graduate from the Indiana Law Enforcement Academy and has been an officer for more than 14 years. After serving for Purdue and Delphi, Officer Taylor served three years as a police officer at Rice University. She resides in Katy with her husband, John Taylor and her daughter. Katy ISD peace officers are licensed and certified by the Texas Commission on Law Enforcement Officers Standards and Education. The Katy ISD police jurisdiction includes all territory within the boundaries of the District (181 square miles) and all property, real and personal, outside the boundaries of the District that is owned, leased or rented by the District or otherwise under the District’s control. Peace officers employed by Katy ISD have the same authority, powers, privileges and immunities as bestowed on all Texas peace officers while on or off duty. The Katy ISD Education Foundation is pleased to announce that BP America has joined the organization as a Cornerstone Investor by contributing $50,000 for STEM-related teacher grants. The BP STEM Grant Program will be administered via the foundation’s Inspiring Imagination teacher grant initiative. CHRISTIN VOGEL EARNS GIRL SCOUT GOLD AWARD

Girl Scout Ambassador Christin Vogel recently earned the Girl Scout Gold Award, the highest award a girl scout can achieve. Less than five percent of girls who join Girl Scouts earn this recognition. Thousands of squirrels and swamp rabbits are injured yearly due to natural causes such as storms and diseases, as well as animal attacks and human interaction. Christin’s project addressed the issue of providing shelter for squirrels and swamp rabbits while they recover from injuries. Christin and her volunteers built squirrel boxes and swamp rabbit boxes to donate to the Texas Wildlife Rehabilitation Center. The Texas Wildlife Rehabilitation Center rehabilitates wounded animals with the intent to release back into the wild. The shelters that were built will be placed in their natural habitats and the squirrels and swamp rabbits will use these temporary shelters until they are once again fully adapted to the wild and can live efficiently on their own. Christin also conducted educational workshops at local libraries and informed people about how the Texas Wildlife Rehabilitation Center takes in harmed animals and helps them recover strength, confidence and their natural habits. She also described signs of an injured animal and discussed what to do if an animal does become injured and how to avoid harming wild animals. Christin demonstrated outstanding leadership skills, community involvement, time management and personal development in order to carry out her Gold Award project. As an active member of Girl Scouts for 9 years, Christin has also earned her Bronze and Silver Awards. Christin is currently a Junior at Cinco Ranch High School.
