A HAPPY NEW YEAR TO YOU ALL

Here we are once again at the beginning of another year. A good time to look back and see what we have accomplished in 2015 and to think about what 2016 will bring. Those who use our recreation facilities will be aware that we have made significant improvements this year including a new metal fence around the pool, replacement of the deteriorating cladding around the posts supporting the clubhouse canopy and pavilion, the repainting of the exterior of the clubhouse and pavilion and replacement of the water fountains. These improvements followed the replacement of the concrete paths along the front of the clubhouse late in 2014. We also incurred some additional expenditure by moving the management of our pool to the A-Beautiful Pool Inc. This investment paid off “big time” in providing a vastly improved pool experience to those who use our pool and we are happy to be continuing to use this company during the coming year. In 2016, we hope to be able to add an awning over the baby pool and perhaps one on the diving board side of the main pool. We are also intending to replace the awning over the portion of the walkway between the two sets of tennis courts. The other major investment this year and which will continue into 2016 and beyond is the replacement of major portions of our perimeter fence. This is a big project for which we have been reserving funds for the last few years and which will require continuing investment to enable us to complete the project and continue to replenish our capital reserve account. All these improvements will ensure that the Settlement remains an attractive subdivision thus protecting the value of our respective properties. ~ Your Board of Directors would like to wish all our residents a safe and happy holiday and a wonderful New Year!

NEW YEAR’S EVE FIREWORKS

As New Year’s Eve approaches, residents are asked to respect the ban on letting off fireworks in the subdivision. They may be fun, but they spook pets, they leave litter on the streets and more importantly they are a potential fire hazard. If you feel compelled to set off fireworks please go to a safe area outside of our subdivision. But the best approach is to attend a professionally organized firework show. The Harris County Fire Marshal’s website (www.hcfmo.net/fireworks.aspx) has a lot of information on the use of fireworks within the County and should be consulted as we approach the holiday.

DRAFT MINUTES OF ANNUAL MEETING OF MEMBERS WSMA, INC. NOVEMBER 17, 2015

A meeting of the Board of Directors of the Williamsburg Settlement Maintenance Association, Inc. was held on Tuesday, November 17, 2015 at 5:30 PM at the Williamsburg Settlement clubhouse, 1602 Hoyt, Katy, Texas 77449.

ATTENDANCE

Board Members present were Floyd Ball, Walt Smith, Gail Owen, Michael Wood, Dave Ellis, Martin Spears and Larry Crain. Also in attendance was Dolores Sue representing Planned Community Management, Inc. (PCMI) and Officer Wilburn. Also invited guests Urbano Amzaldua and Nicholas Favre representing CenterPoint Energy. With a quorum being established, the meeting was called to order at 5:30 PM.

MINUTES

The minutes of the October 20, 2015 Board Meeting were reviewed. A motion to accept the minutes as written was made by Walt Smith seconded by Michael Wood and unanimously approved.

HOMEOWNER CONCERNS

There were twenty (20) homeowners present. Floyd Ball welcomed the attendees and Dave Ellis introduced the CenterPoint representatives who had been invited to the meeting to address the intermittent electrical interruptions that have been occurring recently in our subdivision. Mr. Favre, Senior Service Consultant, addressed the meeting and stated that these intermittent power interruptions being of very short

duration are not breaker trips and thus are not being detected as outages by CenterPoint. He speculated that capacitor banks, which are automatically switched in and out to support voltage levels to compensate for varying load levels could possibly be the cause. Homeowners present stated that this has been ongoing for at least the last two months asking what might have changed in the supply system during this period to have precipitated the problem. One person who has been monitoring some of the recent incidents stated that in November she had recorded outages on November 1st at 7:49 AM, November 2nd at 12:15 PM, November 6th at 5:34 PM and November 7th at 5:26 PM. The hours that homeowners agreed were a problem were 7 AM and 3 PM. Mr. Favre will arrange for a recorder to be temporarily connected to these circuits to detect the interruptions to determine exactly what is happening and thus what action will be necessary to resolve the problem. It was asked if perhaps the cumulative effect of the additional loads to service the large number of businesses in the immediate area may be contributing to the problem. Mr. Favre explained that all applications for additional loads are reviewed and must be approved by the CenterPoint Planning department before being connected to existing circuits so it is unlikely that the circuits are being overloaded. However, he will look at this as part of his investigation. The question was raised as to whether these interruptions will cause damage to home appliances and air conditioners. Mr. Favre said that it would be over-voltages caused by power surges that could cause such damage, whereas what we are experiencing are momentary power interruptions which do not cause over-voltage spikes. However, many residents expressed the belief that these incidents may be aging their appliances. A homeowner stated they had called CenterPoint because of these momentary outages and it was explained to her that if a crew came out and the problem is in the home there would be a trip charge. Mr. Favre stated that this is correct information. The resident said that she had called CenterPoint on many occasions when these interruptions occurred to the point that they told her to stop calling! She asked if there was a way to communicate with Mr. Favre instead and he passed out his business cards, which has his email address.

A homeowner asked from which substation our circuits are supplied. Mr. Favre stated that it is substation 45.

Other Homeowner concerns were: A homeowner wanted speed bumps in the community. It was explained that the streets belong to Harris County and they will not allow speed bumps.

It was requested that a shade structure and park benches be added to the playground. Mr. Ball said that the resident could request that these additions be placed on the January 2016 meeting agenda. A homeowner gave an update on the Spark Park at Winborne Elementary. The school had a penny drive and has already collected $2,000. The drive ends Friday.

The Board reviewed the patrol service report. There were no major issues or concerns reported.

Dave Ellis presented the financials. As of October 31, 2015 the money in the bank totaled $648,907. This figure includes checking, savings accounts and CD’s and is the money to cover both operating expenses and the necessary reserve to fund maintenance and replacement of the Association’s capital assets. This total also includes $6,613 in prepaid assessments. Delinquency for the month ending September 30, 2015 was $14,810.29. The Board gave approval for Dave Ellis to move funds from NewFirst bank to Alliance CDARS to maximize interest income as 2016 maintenance fees are deposited.

OLD BUSINESS

Perimeter Fence Floyd Ball explained that the Board had previously approved the replacement of up to 6,000 feet of the “pre-Ike” portions of the perimeter fence. However, after reviewing the entire length of fence where sections are to be replaced the committee determined that some sections previously replaced after hurricane Ike are also deteriorating and again need to be replaced. Floyd therefore requested approval of an additional 1,000 feet of fence construction. He also reported there are three trees over 10 inches in diameter that obstruct the fence and their removal is the Association’s responsibility. This number will increase as fence replacement continues. A motion to move $24,000 from the operating reserve to the fence reserve to fund the additional fence expenditure and the spending of up to $5,000 for removing trees that are obstructing fence construction was made by Floyd Ball, seconded by Walt Smith and unanimously approved. Tennis Court and Pool Awnings Since this subject was addressed at the September meeting some Board members have visited an installation of AAA Awnings and determined that the product bid by this company would be acceptable. This being the case, the bids from three companies that submitted their bids in August were again reviewed. A motion that Larry Crain negotiate with the lowest bidder to obtain its best price for an awning over the baby pool, one alongside the East side of the pool and a replacement of the deteriorating awning over the tennis court walkway, all for a pre-tax price not to exceed $3,000 was made by Dave Ellis, seconded by Martin Spears and unanimously approved. The Board agreed that the color of the awnings should be Desert Sand. NEW BUSINESS The Board discussed the implications of the changes to laws affecting Home Owner Associations that were passed by the 84th session of the Texas Legislature. This will ensure that you continue to receive the timely announcements on important Settlement activities. RESIDENT DIRECTORY MAINTENANCE

If any resident wishes to update the information that they have previously provided for publication on the Directory page of our website, they can do so by using the RESIDENTS’ DIRECTORY ENTRY FORM. This form is accessible via the Forms, Registration or Directory pages of our website www.wsmaonline.org. The webmaster uses the information submitted to maintain the directory database. If the resident indicates on the form that he or she is agreeable to having their information accessible via the online Residents’ Directory page, the update will be made as soon as possible - usually within 24 hours. New residents to our subdivision are requested to use this same form to register their information for inclusion in the directory OR TO CONVEY THEIR DECISION THAT THEIR INFORMATION NOT BE INCLUDED. This request to new residents is included in the Welcome Packet given to each as soon as PCMI is made aware of the change in Ownership.

STREET LIGHT OUTAGES

To report a burned out streetlight, any resident may call CenterPoint directly at 713-207-2222. However, for those with Internet access, you may also make this report on-line. For those interested, you can go to http://cnp.centerpointenergy.com/outage. Then enter your contact details so that they can get back to you if more information is required. On the following page enter the details of the light(s) with the problem. Just as you would if reporting the outage via the telephone, you will need to provide the street address where the light is located and the 6-digit number that is prominently displayed on the front of the pole. Under normal circumstances the crew will be out to fix the problem within 7 working days. Anyone noticing a streetlight that is out or has some other malfunction is encouraged to report the problem to CenterPoint via either of these two methods without delay. Our Association is charged for every streetlight each month, irrespective of whether or not the light is functioning. So please help us get value for your hard earned money!

REMINDER ABOUT HOUSE PAINTING

Residents need to be sure and pay attention to the state of the paint on their houses. Many of the houses in the settlement are of an age that they will soon need to be repainted or sided. Please be proactive in getting this done when necessary. Doing this before you have a problem will not only keep your house looking nicer, but doing it early can end up saving you money! But please remember that all such work does require Architectural Review Committee approval. This is obtained by completing a “Request For Home Improvement Approval” form and mailing it to PCMI. A blank copy of this form is available on the Board Notices and Forms page our website at WSMAonline.org.

WILLIAMSBURG SETTLEMENT CLUBHOUSE AND POOL RENTAL

The Clubhouse is available for rental for non-profit activities to all residents in good standing with the Association • The fees are as follows: BIG ROOM RENTAL FEE: Up to 49 people - $50 50-100 people $75 Plus a refundable security deposit: No alcohol served - $100 Alcohol served or the attendance of 20 or more between the ages of 13 and 21- $200* SMALL ROOM RENTAL FEE: Up to 20 people - $30 Plus a refundable security deposit of $50 • *Note that when alcohol is served, two security guards must also be on duty. The requirement for two is mandated by the Sheriff’s Department. When no alcohol is being served but the event is attended by 50 or more people and continues past 6:00 PM or 20 or more people between the ages of 13 and 21 unaccompanied by their family members, one security guard is required. • The charge for the security guards, which is paid directly to the officers, is the responsibility of the resident requesting the rental. • Also, if there are more than 20 young people between the ages of 13 and 21 unaccompanied by their family members the Association requires one responsible adult for every 10 of these young persons to act as chaperones. • All deposits refundable upon passing the exit inspection. POOL RENTAL The pool is available for private parties during the swim season (only), subject to the posted pool rules and the following restrictions.

During Pool Hours: • Only 1 group at a time. • Parties must be scheduled at least 2 weeks ahead of time. • Parties held during open hours are restricted to 20 or fewer persons (adults and children) who will be entering the pool and do not have their own pool tags. • In the event that the total number of persons in the pool (including regular pool users who are not in the party) is likely to exceed the 50 that can be handled by the 2 regular lifeguards, then two weeks prior to the event, the renter may request that an additional lifeguard be added for the duration of the party. The charge for this additional guard will be $26 per hour. If no provision has been made for an additional lifeguard, then the number of party members entering the pool must be limited such that the total number of people in the pool at any time (including regular pool users who are not in the party) does not exceed 50. • Two responsible adults must be in the pool area at all times, acting as chaperones to ensure the good behavior of all members of the party. • Party to be over and the area cleaned up by pool closing at 8:00 PM After Hours: • Parties must be scheduled at least 2 weeks ahead of time. • Rental Fees: 1-49 people - $50; 50 plus - $75. • Private pool parties may only be scheduled on days on which the pool is open. The parties may start at 8 PM and must end, the area cleaned up and the facility vacated by the scheduled end of the party, either 10 or 11 PM, as selected on the booking form. The lifeguards will clear the pool 15 minutes prior to end time. • One responsible adult for every 10 persons under the age of 21 must be in the pool area at all times acting as chaperones to ensure the good behavior of all members of the party. • Lifeguards will be booked by the Association from the pool management company. There will be a minimum of 2 lifeguards plus an additional guard for every 25 persons in excess of 50 who will be entering the pool. The per-lifeguard hourly fee is $26. • The cost for the lifeguards will be added to the rental fee and will be payable by the renter to the Association at the time the booking is confirmed. • A $150 refundable deposit is required.

VETERINARY PUBLIC HEALTH LEASH LAW

Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Veterinary Public Health (formerly called Harris County Animal Control) advises that, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat or to allow any dog or cat to become a stray.” Restraint is defined as the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more then six (6) feet in length, if the line or leash is held by a human being who is capable of controlling or governing the dog or cat in question. 2. When it is within a fully enclosed vehicle. 3. When it is on the premise of the custodian and the animal does not have access to sidewalk to street. While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet.

KATY ISD HONORED BY COLLEGE BOARD

Katy ISD is one of 425 school districts in the U.S. and Canada being honored by the College Board with placement on the 6th Annual AP® District Honor Roll for increasing access to Advanced Placement (AP) course work while simultaneously maintaining or increasing the percentage of students earning scores of 3 or higher on AP Exams. Reaching these goals indicates that the District is successfully identifying motivated, academically prepared students who are likely to benefit from rigorous AP course work. Since 2014, the number of Katy ISD students participating in AP exams increased by 13 percent and more than 7,700 students earned a 3 or higher on these exams. Inclusion on the 6th Annual AP District Honor Roll is based on the examination of three years of AP data, from 2013 to 2015, looking across 34 AP Exams, including world language and culture. SUPERINTENDENT CELEBRATED STUDENT AND STAFF ACCOMPLISHMENTS

In November, Katy ISD Superintendent Alton Frailey spoke to hundreds of Katy community members, dignitaries and staff during his annual State of the District Address. Along with a snapshot of the District’s accomplishments and current enrollment growth, Frailey shared with attendees an update on 2014 bond projects, as well as his vision for the future of the District. During the address, Frailey shared some of the District’s major accomplishments, such as being recognized on the College Board AP Honor Roll for increasing access to AP course work and increasing the percentage of students earning scores of 3 or higher, and being recognized as the 57th largest district in the nation. During the 2014-2015 school year, Katy ISD had more than 60 students named semifinalists in the National Merit Scholarship Program, 85 student athletes that signed letters of intent to

play sports at colleges and universities across the nation and the Class of 2015 graduates accepted more than $21 million in scholarships. Attendees also enjoyed special guest speakers Chuck Brawner, Mayor Pro Tem of the City of Katy; Lance LaCour, President and CEO of the Katy Area Economic Development Council; Ann Hodge, President and CEO of the Katy Area Chamber of Commerce and Carol Adams, author of ‘Historic Katy, An Illustrated History’ and former City of Katy Councilmember.

BASEBALL - T-BALL, COACH, MACHINE & KID PITCH

We would like to invite children from 4 yrs. (as of Sept. 1, 2015) to 13 years old to join us as we enjoy another season of T-Ball, Coach, Machine and Kid Pitch. We look forward to teaching your children the skills and watching them enhance their abilities. We will offer several evaluations (skills assessment) days so we can check on their skill level and even out the teams. The first evaluation will be Monday, Tuesday and Thursday Nights, February 22nd, 23rd and 25th, between 5-6:30 PM. The last evaluation will be Saturday, February 27th between 9-11 AM. It only takes a few minutes for us to run them through the drills and then we will contact each player the week before they begin practices. After Monday, February 29th, we cannot guarantee a place on a team. They will practice for one hour a week on a Monday, Tuesday, Thursday or Friday. Practices begin the week of March 21st and the league runs through May 21st. The early cost will be $80 for those registering before February 23rd. After February 23rd, the cost will be $90. Registration will begin January 1st.

FORWARD BASKETBALL - HIGH SCHOOL GUYS

Be a part of one of our basketball leagues. Practice/Games will be on Monday, Tuesday or Thursday nights. January 9, 2016: The 2016 Women’s Quarter Marathon is a women’s-only race to empower women and young girls through fitness and a healthy lifestyle. The route will start at Central Green Park, run through Cinco Ranch and back to Central Green Park where the post-race party will take place. The distance is a quarter of a marathon, which is 6.55 miles. The Mini-Quarter Marathon is 1.25 miles and is designed for girls under the age of 13 who also want to join the movement. Registration opened September 15, 2015 for this new Houston running event. The Titmouse Club is a nature program for children ages 2 ½ to 5 sponsored by the Houston Audubon Docent Guild. The program is offered every Tuesday and Wednesday morning, 10 to 11 AM, from mid-September until mid-May at the Edith L. Moore Nature Sanctuary, 440 Wilchester Boulevard. Each week features a different nature theme and may include nature talks, stories, hands-on activities and walks in the woods. DECIBELLES (A BARBERSHOP CHORUS)

Do you like to sing? Are you looking for a place to display your talents or just to have fun with music? You should be a Decibelle! We are a (ladies only) daytime chorus rehearsing every Friday morning from 10:30 AM to 12:30 PM, at the Treemont Retirement Center, 2501 Westerland, near Westheimer and Gessner. Some of us read music, but it is not required. We are provided a CD to help in learning new songs. Our director, Martha Upton and assistant director, Cay Eckland will help you find out if you are a Tenor, Lead, Baritone or Bass. We have been performing in the Houston area for over 38 years. We prepare two types of shows each year; a Christmas show with old favorites, but always a new fun tune including props, narratives and choreography. Singers, dancers and Instrumentalists are invited to join the “Grace Notes” a performing group which shares music with the elderly in retirement homes, Alzheimer’s and nursing facilities and community events. Harris County ESD 48 Fire Department was formed on August 17, 2015 and assumed the role of emergency service provider in the territory covered by Emergency Services District #48 (ESD 48). “We are very proud of the fact that almost 95% of the active personnel from the previous fire department chose to join us creating a ‘Fire Department of the future,’” said Fire Chief Hevey. HCESD 48 Fire Department is a true combination fire department staffed 24/7 with full-time, part-time and volunteer personnel. In addition to answering the call when and emergency happens, we are very focused on preventing emergencies like never before.
