WILLIAMSBURG SETTLEMENT NATIONAL NIGHT OUT WINS PRESTIGIOUS AWARD!
The National Association of Town Watch has selected our subdivision as a National Award Winner for our “outstanding participation” in the 32nd Annual National Night Out celebrations. This year’s event involved 38.8 million people in 16,728 communities from all 50 states, U.S. territories and military bases worldwide. In his congratulatory letter Matt A. Peskin, the National Project Coordinator, said “We extend our congratulations (to you) for being selected among the nation’s best and we salute you and your community for a job well done.” At our January 19th Board meeting Michael Wood presented the plaque we have received in recognition of this award to our President Floyd Ball. Our congratulations and thanks go to Michael for managing this endeavor, as well as to all those who contributed their efforts to make the night a success and the residents who attended and gave it their enthusiastic support. The plaque is now displayed in our clubhouse to mark this achievement.

FEBRUARY YARD-OF-THE-MONTH
The Yard-of-the-Month for February goes to Carolyn Keeling and Robert Robertson of 22715 Royal Arms Court. The have lived in The Settlement since 2006. Carolyn and Robert have 4 adult children and 6 wonderful grandchildren. Their favorite thing about living here is the feeling of community and safety. Their yard is beautifully manicured. On both sides of the brick mailbox are Indian Hawthorns, knockout roses and iris. The winding sidewalk leads to the lovely decorated front door area. The front beds have a wide variety of plants, which include variegated pittosporums, Indian hawthorns, knockout roses, foxtail ferns and more iris. Carolyn has planted pansies in both front beds. On the driveway side, they have another large foxtail fern, box woods and more knockout roses. Many thanks to Robert and Carolyn for adding so much beauty to Williamsburg Settlement.

Although we seem to have just started a new year it is not too early to begin thinking about our Annual General Meeting to be held on April 19, 2016 and the fact that this meeting will mark the expiry of the terms of two of our directors. Both of these incumbent directors are prepared to serve for a further term if re-elected but this is the opportunity for other residents to step in and offer fresh ideas and expertise to the Board.

One resident who attended the meeting lives in a home on North Rebecca Burwell where his fence and that of his neighbor is deteriorating due to poor drainage of the Association owned ground on the car park side of the clubhouse. He distributed some photos illustrating the problem. As this issue was on the agenda as a New Business item discussion was deferred until that portion of the meeting. Another resident thanked the Board for the good stewardship of the subdivision money. She stated that even though assessments have not been raised in quite a few years the Board has still managed to make major improvements with the replacement of most of the perimeter fence and a lot of work at the recreation area. This included replacing the wrought iron fence around the pool, installing new awnings over the baby pool and on the pool deck and replacing the deteriorated awning between the tennis courts. Repairs were also made to the support columns on the clubhouse canopy and the cabana. The clubhouse exterior and cabana/storage shed have also been repainted and the landscaping on the pool and car park side of the clubhouse has been replaced. She just wanted the Board to know how much she appreciates them and their great work for our community. At this time Dave Ellis introduced the CenterPoint representative Mr. Urbano Amzaldua who had been invited to the meeting to report CenterPoint’s progress on addressing the intermittent electrical interruptions that have been occurring in our subdivision. Mr. Amzaldua began by asking if the homeowners present had noticed any improvement since he was last here in November. Since that date some work has been done on the capacitor banks the switching of which may have been contributing to the problem, although he believes that most issues are arising due to foliage coming into contact with overhead power lines. Mr. Amzaldua said that he had walked the entire length of our overhead lines looking for problems and has made arrangements for CenterPoint crews to cut back tree branches

throughout our neighborhood. This task should be completed within two to three weeks. Floyd Ball asked that when this is done that all branches, which are cut down be hauled away. In response to Mr. Amzalduas’s question, a resident stated that she has experienced a few short duration power interruptions recently. She reported these to Dave Ellis who forwarded the information to Mr. Amzaldua who subsequently investigated. He checked several meters in the subdivision and could find a record of just one momentary outage in December and two, which occurred on one day in January. One resident, who is a master electrician, did take issue with the statement made at the November meeting that momentary interruptions, being under voltages as opposed to voltage spikes, wouldn’t cause equipment damage. He has experienced some recent severe power dips, which he believes may have caused damage to some of his equipment, which he has had to replace, although he couldn’t definitively prove the correlation between the damage and the power dips. Once again the question was raised of whether the momentary outages are a result of the new buildings in the area. Mr. Amzaldua stated definitively that the new construction is not the cause of our problems. Mr. Amzaldua explained that CenterPoint will continue to monitor the situation and he passed out his business cards to the homeowners present inviting them to call him with dates and times of momentary outages so that he can research each one. Dave Ellis volunteered to help in this process by asking residents who experience power problems to send him an email with as much information as possible about the event, including their street address and the time the anomaly was observed. He will then forward this information to Mr. Amzaldua who will continue to address these issues. The Board thanked Mr. Amzaldua for attending the meeting and for his efforts to help alleviate the problems we are experiencing.

FINANCIAL REVIEW
Dave Ellis presented the financials. As of December 31, 2015 the money in the bank totaled $586,240.45. This figure includes checking, savings accounts and CD’s and is the money to cover both operating expenses and the necessary reserve to fund maintenance and replacement of the Association’s capital assets. This total also includes $225,295.24 in prepaid assessments for 2016. Dave Ellis reported that expenditures were over budget for the year as a result of Board decisions to implement the improvements mentioned by a resident earlier in the meeting. The delinquency for the year ending December 31, 2015, was $12,589.68. This amount includes maintenance fees, accrued interest, the cost of force mows and legal fees.
OLD BUSINESS
Decisions Made by Board since the November 17, 2015 Meeting 1. As the price which we are paying for the perimeter fence replacement is unlikely to be matched in the future, the Board decided to increase the scope of the project to include that fence along Mason Creek. This will bring the total length of fence replaced in 2015 and 2016 to 10,442 linear feet. This will leave 2,014 linear feet to be replaced in 2017 bringing the total replaced over the three years to 12,456 of the 13,674 total. The MUD District 61 has agreed to pay for the 131 linear feet of perimeter fence on their 22023 Bucktrout lot as soon as the drainage project has been completed. 2. Approval was given to place a contract with Southern Shade Structures for the supply of the two new awnings now installed in the pool area and the replacement of the awning between the tennis courts at a total price of $13,868.96. 3. Approval was given to place a contract with Texas Lawn Care for the replacement of clubhouse landscaping at a total price of $4,953.88.
NEW BUSINESS
2015 Audit and Tax Preparation The Board reviewed the audit and tax proposal from Elaine Combs, CPA, this is the same auditor who was used last year. The Board unanimously approved the audit and tax preparation for a price not to exceed $1,900. Drainage from Recreation Parking near Homeowner Fences The homeowner whose fence and that of his neighbor backs up to the recreational center car park requested that the Board take some action to address the issue of standing water illustrated in the photos that he distributed earlier in the meeting. He has been trying to repair the fence but is concerned that if the water ponding is not addressed any fence repairs made will be of little use as the replaced sections will deteriorate rapidly. Larry Crain stated that the ground elevations have not changed since the car park was installed and expressed the view that if the Board raises the elevation of the ground where the ponding is now occurring the situation would be made worse for the neighbors as the excess water would then flow into their yards. One solution would be to install a drain to carry the water out to Hoyt, but this would be prohibitively expensive. The resident volunteered that he would be prepared for us to provide some type of drain to connect with an existing drain on his property as a more reasonable priced alternative. The Board discussed this issue and agreed that more study is required before a decision can be reached. Larry Crain was given the action to work with the homeowner to review the alternative solutions and to report his recommendations to the Board.

2016 Annual Meeting/Pool Tag Distribution The Board reviewed the draft annual meeting notice and proxy form. They also reviewed the pool schedule memo and discussed pool tag distribution days. It was agreed that these should be Sunday, March 20, 2016 from 1 PM to 4 PM and Saturday, March 26, 2016 from 10 AM to 2 PM subject to agreement with the Swim team, which uses one of these days for swim team sign up. Volunteer assignments will be determined at the next Board Meeting. Mosquito Fogging Contract The Board reviewed two (2) proposals for the 2016 mosquito fogging contract. A motion to accept the contract with Excalibur at $62.80 plus tax per trip was made by Martin Spears, seconded by Dave Ellis and unanimously approved. National Night Out Floyd Ball announced that our subdivision was selected as a National Award Winner for our outstanding participation in the 32nd Annual National Night out celebrations. The Board expressed its appreciation to Michael Wood, his team of volunteers and all those who attended for the success of this event.
ADJOURNMENT TO EXECUTIVE SESSION
Run for the Heart: 5k Run and Walk is coming to Williamsburg Settlement Subdivision! The race will be held on Saturday, February 27, 2016 and will be sponsored by Winborn PTA. Run for the Heart is a fundraiser that will benefit the SPARK Park project, underway at Winborn Elementary during the 2015-16 school year. The event will feature a competitive 5K race, a 5k Run/Walk and a 1-mile Family Fun Run or Walk. Race entries include a commemorative race shirt, chip timing, chance to win giveaway prizes and postrace refreshments. Participants can find complete information and register online beginning January 15, 2016 at www.active.com.
Decisions Made During Executive Session The Board reviewed the attorney status report. The Association attorney had collected $17,543.28 for the year 2015.
The SPARK School Program works with schools and neighborhoods to develop community parks on public school grounds. In the past 30 years, SPARK has built over 200+ community parks throughout the Houston/Harris County area. Winborn Elementary has been chosen as the first campus in Katy ISD to receive this honor.
The Board discussed the new Texas Open Carry Hand Gun Law and unanimously decided that the common areas of Williamsburg Settlement should be gun-free zones. A motion was made, seconded and unanimously approved that PCMI purchase the signs required by Texas State Law for the clubhouse and all parts of our recreation area.
Because SPARK Parks are available for public use during nonschool hours and on weekends, the first goal of the SPARK project at Winborn is to build a walking/running track on the school grounds for the surrounding neighborhood to use and enjoy. All proceeds from Run for the Heart will be allocated for the Winborn SPARK Park community track.

This is just a reminder that the email addresses to which emails from the WSMA Webmaster are broadcast are those that have been registered on the www.WSMAonline.org website by the residents themselves. This email distribution list is used to disseminate important announcements to Settlement residents. However, email addresses do tend to be rather dynamic as residents change their ISP for a variety of reasons and when they do so, unless they reregister their new email addresses on the Registration page of the website, they will no longer receive these broadcast emails. So please, when conveying a new email address to those in your address book, also update our mailing list by removing your old email address and replacing it with your new one. This will ensure that you continue to receive the timely announcements on important Settlement activities. And for those who have not yet registered, you are strongly urged to do so as this is the best mechanism we have to quickly communicate with our residents. Thanks in advance for your cooperation.
RESIDENT DIRECTORY MAINTENANCE
If any resident wishes to update the information that they have previously provided for publication on the Directory page of our website, they can do so by using the RESIDENTS’ DIRECTORY ENTRY FORM. This form is accessible via the Forms, Registration or Directory pages of our website www.wsmaonline.org. The webmaster uses the information submitted to maintain the directory database. If the resident indicates on the form that he or she is agreeable to having their information accessible via the online Residents’ Directory page, the update will be made as soon as possible - usually within 24 hours. New residents to our subdivision are requested to use this same form to register their information for inclusion in the directory OR TO CONVEY THEIR DECISION THAT THEIR INFORMATION NOT BE INCLUDED. This request to new residents is included in the Welcome Packet given to each as soon as PCMI is made aware of the change in Ownership.

STREET LIGHT OUTAGES
To report a burned out streetlight, any resident may call CenterPoint directly at 713-207-2222. However, for those with Internet access, you may also make this report on-line. For those interested, you can go to http://cnp.centerpointenergy.com/outage. Then enter your contact details so that they can get back to you if more information is required. On the following page enter the details of the light(s) with the problem. Just as you would if reporting the outage via the telephone, you will need to provide the street address where the light is located and the 6-digit number that is prominently displayed on the front of the pole. Under normal circumstances the crew will be out to fix the problem within 7 working days. Anyone noticing a streetlight that is out or has some other malfunction is encouraged to report the problem to CenterPoint via either of these two methods without delay. Our Association is charged for every streetlight each month, irrespective of whether or not the light is functioning. So please help us get value for your hard earned money!
REMINDER ABOUT HOUSE PAINTING
Residents need to be sure and pay attention to the state of the paint on their houses. Many of the houses in the settlement are of an age that they will soon need to be repainted or sided. Please be proactive in getting this done when necessary. Doing this before you have a problem will not only keep your house looking nicer, but doing it early can end up saving you money! But please remember that all such work does require Architectural Review Committee approval. This is obtained by completing a “Request For Home Improvement Approval” form and mailing it to PCMI. A blank copy of this form is available on the Board Notices and Forms page our website at WSMAonline.org.

The Clubhouse is available for rental for non-profit activities to all residents in good standing with the Association • The fees are as follows: BIG ROOM RENTAL FEE: Up to 49 people - $50 50-100 people $75 Plus a refundable security deposit: No alcohol served - $100 Alcohol served or the attendance of 20 or more between the ages of 13 and 21- $200* SMALL ROOM RENTAL FEE: Up to 20 people - $30 Plus a refundable security deposit of $50 • *Note that when alcohol is served, two security guards must also be on duty. The requirement for two is mandated by the Sheriff’s Department. When no alcohol is being served but the event is attended by 50 or more people and continues past 6:00 PM or 20 or more people between the ages of 13 and 21 unaccompanied by their family members, one security guard is required. • The charge for the security guards, which is paid directly to the officers, is the responsibility of the resident requesting the rental. • Also, if there are more than 20 young people between the ages of 13 and 21 unaccompanied by their family members the Association requires one responsible adult for every 10 of these young persons to act as chaperones. • All deposits refundable upon passing the exit inspection.

The pool is available for private parties during the swim season (only), subject to the posted pool rules and the following restrictions. During Pool Hours: • Only 1 group at a time. • Parties must be scheduled at least 2 weeks ahead of time. • Parties held during open hours are restricted to 20 or fewer persons (adults and children) who will be entering the pool and do not have their own pool tags. • In the event that the total number of persons in the pool (including regular pool users who are not in the party) is likely to exceed the 50 that can be handled by the 2 regular lifeguards, then two weeks prior to the event, the renter may request that an additional lifeguard be added for the duration of the party. The charge for this additional guard will be $26 per hour. If no provision has been made for an additional lifeguard, then the number of party members entering the pool must be limited such that the total number of people in the pool at any time (including regular pool users who are not in the party) does not exceed 50. • Two responsible adults must be in the pool area at all times, acting as chaperones to ensure the good behavior of all members of the party. • Party to be over and the area cleaned up by pool closing at 8:00 PM After Hours: • Parties must be scheduled at least 2 weeks ahead of time. • Rental Fees: 1-49 people - $50; 50 plus - $75. • Private pool parties may only be scheduled on days on which the pool is open. The parties may start at 8 PM and must end, the area cleaned up and the facility vacated by the scheduled end of the party, either 10 or 11 PM, as selected on the booking form. The lifeguards will clear the pool 15 minutes prior to end time. • One responsible adult for every 10 persons under the age of 21 must be in the pool area at all times acting as chaperones to ensure the good behavior of all members of the party. • Lifeguards will be booked by the Association from the pool management company. There will be a minimum of 2 lifeguards plus an additional guard for every 25 persons in excess of 50 who will be entering the pool. The per-lifeguard hourly fee is $26.

Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Veterinary Public Health (formerly called Harris County Animal Control) advises that, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat or to allow any dog or cat to become a stray.” Restraint is defined as the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more then six (6) feet in length, if the line or leash is held by a human being who is capable of controlling or governing the dog or cat in question. 2. When it is within a fully enclosed vehicle. 3. When it is on the premise of the custodian and the animal does not have access to sidewalk to street. While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet.

Saturday and Sunday, April 16th & 17th, 10 AM to 5 PM, those big, old airplanes with the mighty round engines will be flying again as the Commemorative Air Force’s Houston Wing presents its 2016 Open House at Hangar B-5, West Houston Airport. Bring the family and get up close and feel the prop wash and hear the noise as radial engines power these WWII aircraft. This year’s celebration will feature Houston’s premier Irish band, the Godfrey’s Rangers! The event includes authentic Irish music, a flyover by the “Texas V-Tails,” a parade, children’s activities, shopping and food. Do you like to sing? Are you looking for a place to display your talents or just to have fun with music? You should be a Decibelle! We are a (ladies only) daytime chorus rehearsing every Friday morning from 10:30 AM to 12:30 PM, at the Treemont Retirement Center, 2501 Westerland, near Westheimer and Gessner. Some of us read music, but it is not required. We are provided a CD to help in learning new songs. Our director, Martha Upton and assistant director, Cay Eckland will help you find out if you are a Tenor, Lead, Baritone or Bass. We have been performing in the Houston area for over 38 years. We prepare two types of shows each year; a Christmas show with old favorites, but always a new fun tune including props, narratives and choreography. Our regular show this year is titled “Through the Years” We are singing songs from 1900 and every decade after that.
