POOL TIME AGAIN
Once again it is time to head for our pool! Those of you who used our facilities last year will be pleased to see that the pool has been re-plastered and the clubhouse restrooms renovated since their last visit. By now each of you those interested will have picked up their swim tags – a prerequisite for use of our pool. As a reminder, the pool will be open weekends beginning May 5th (plus Memorial Day), full time June 1st through August 26th, reverting to weekends again (plus Labor Day) through its closing on September 4th. Hours of operation for the pool are 11:00 AM to 8:00 PM. For your ongoing reference this information is posted on the Swimming Pool tab of the Recreation page of our website www.wsmaonline.org. Also, in order to avoid disappointment, please remember that if the pool is open on a Monday for a Holiday, it will be closed the next day, Tuesday, for cleaning. This year the pool will be managed by Houston Recreational Management staff and with their help, we look forward to a safe and enjoyable pool season. AND don’t forget the sunscreen!
APRIL YARD-OF-THE-MONTH
The April Yard of the Month is awarded to Don and Melissa Sanders of 22450 Bucktrout. Don and Melissa have lived in the Settlement for 22 years during which time, they have raised three children here. Don and Melissa, as well as all three of their children graduated from Katy High School. True Katyites. They are now proud grandparents of three grandchildren. Their yard is a mixture of beautiful blooming begonias, gingers, ferns and many other lovely plants and their backyard is a delightful mixture of African Irises, begonias and several other blooming plants which surround two porches and a pool. Thank you Don and Melissa for your pride in our neighborhood.

DRAFT MINUTES OF THE MEETING OF THE BOARD OF DIRECTORS OF WILLIAMSBURG SETTLEMENT MAINTENANCE ASSOCIATION, INC.
MARCH 20, 2012 A meeting of the Board of Directors of the Williamsburg Settlement Maintenance Association, Inc. was held on Tuesday, March 20, 2012, 5:30 PM, at the Williamsburg Settlement clubhouse, 1602 Hoyt, Katy, Texas 77449. ATTENDANCE Board Members present were Floyd Ball, Martin Spears, Dave Ellis, Don McClelland, Cyndy Thompson and Larry Crain. Also in attendance were Dolores Sue, representing Planned Community With a quorum being established, the meeting was called to order at 5:30 PM. MINUTES The Board reviewed the minutes of the January 17, 2012 meeting. A motion to accept the minutes with one minor correction was made by Walter Smith seconded by Dave Ellis and unanimously approved. HOMEOWNER CONCERNS There were four (4) homeowners present. One resident addressed the Board and presented it with a copy for review of a Power of Attorney form of which he has a large number, which were signed by residents some years ago. He stated his intention to use these at the April 2012 annual meeting. He went on to say that if all proxies collected for the meeting are not notarized, he intends to challenge them. He wants the Association to seek competitive bids on the Management contract currently held by PCMI. He did say that he was not implying that PCMI are not providing good service but he wants to be sure that the Association is receiving the best value for its money and if proposals are not taken he will call for the Association to pay for a special meeting to enforce this issue and to remove one or more members of the Board who do not support his request.

OLD BUSINESS PumP Room DooR RePlacement Martin Spears reported that he submitted the invoice for the replacement of the pump room doors just prior to the start of the meeting. The doors will be purchased and installed before the next meeting. uPDate PeRimeteR Fence RePaiR PRoject The next perimeter fence repair day is scheduled for Saturday, March 24, 2012. One-thousand dollars ($1,000) for expenditure on materials was approved at the January meeting. Volunteers will meet at 8:00 AM at the In-and-Out store near the Earl of Dunmore entrance off Mason Road. It was noted in addition to the already scheduled work that some top rails are still needed on the Colonial Parkway section of the fence that was repaired earlier. The Board will continue the practice of providing lunch for the residents who volunteer for the fence repair in appreciation of their support on this project. tRee tRimming anD lanDscaPe issues Larry Crain reported that trees at four (4) of our entrances need to be trimmed. He obtained a quote of $600 for this work from Garcia Tree Trimming Company. A motion to place the tree trimming contract with Garcia Tree Trimming Company was made by Dave Ellis, seconded by Cyndy Thompson and unanimously approved. Larry Crain reported he has spoken to several homeowners on the cul-de-sacs and explained the Association budget constraints. He will proceed with improvements on the cul-de-sacs as the budget allows.
NEW BUSINESS Katy aRea economic DeveloPment council meeting RePoRt Dave Ellis reported that at the invitation of Rick Lawler, he had attended a meeting of the Katy Area Economic Development Council. This council has been established to organize and institute a plan for handling all emergency situations that could occur in our area. The Council working party handling this would like homeowners associations and municipal utility districts to help provide ideas for what the plan should include and how the information should be disseminated to area residents. The objective is to provide information so that residents would have prior notice of who to contact and how collection of pertinent information over the next two (2) months and begin drafting the plan. The Board members thanked Dave Ellis for attending this meeting and agreed that this is worthwhile project in which the community should participate. clubhouse Rental Dave Ellis informed the Board that there is a new Baptist Church being formed and they have not yet settled on a permanent place to hold church services. It is a small group and they have requested to rent the clubhouse small clubroom every Sunday morning until they can obtain a permanent place of worship. A motion that the church be allowed to rent the facility every Sunday on a trial period of three (3) months to make sure of the viability of the arrangement, was made by Larry Crain, seconded by Don McClelland and unanimously approved.

ADJOURNMENT TO EXECUTIVE SESSION At 6:55 PM, the Board adjourned to executive session to discuss Delinquencies, Deed Restriction and contract matters. The Board thanked the residents for coming to the open session
Finalize annual meeting mail-out At the present time, the only residents who placed their names on the ballot for election are the incumbents Dave Ellis and Walter Smith. Nominations can be made at the Annual Meeting.
ADJOURNMENT OF EXECUTIVE SESSION At this time, the Board reconvened to open session to inform residents of decisions made during executive session. There were no homeowners present.

that you continue to receive the timely announcements on important Settlement activities. And for those who have not yet registered, you are strongly urged to do so, as this is the best mechanism we have to quickly communicate with our residents. Thanks in advance for your cooperation.
RESIDENT DIRECTORY MAINTENANCE
If any resident wishes to change the information that they have previously provided for publication in the directory, they can do so by using the Residents’ Directory Entry Form accessible via the Registration page of our website www.wsmaonline.org. When the information is received, it will be updated on the database. If the resident indicates that he or she wants that information published in the directory, it will be sent out in a monthly update to all registered residents who can use it to manually annotate their copy and it will be marked for inclusion in the next edition. A log will be maintained of all changes since the last publication, which will be emailed to any resident who requests it. This way, the directory can remain useful throughout its operational life. New residents to our subdivision are requested to use the same form to register their information for inclusion in the directory or to state their desire not to have their information included. This request is included in the “Welcome Packet” given to all new residents, as soon as PCMI is made aware of the change in ownership.
STREET LIGHT OUTAGES
To report a burned out street light, any resident may call CenterPoint directly at 713-207-2222. However, for those with Internet access, you may also make this report on-line. For those interested, the

website address to do this is http://cnp.centerpointenergy.com/ outage. Then enter your contact details so that they can get back to you if more information is required. On the following page enter the details of the light(s) with the problem. Just as you would if reporting the outage via the telephone, you will need to provide the street address where the light is located and the 6-digit number that is prominently displayed on the front of the pole. Under normal working days. Anyone noticing a streetlight that is out or has some other malfunction is encouraged to report the problem to CenterPoint via either of these two methods without delay. Our Association is charged for every streetlight each month, irrespective of whether or not the light is functioning. So please help us get value for your hard earned money!
REMINDER AbOUT HOUSE pAINTING
Residents need to be sure and pay attention to the state of the paint on their houses. Many of the houses in the settlement are of an age that they will soon need to be repainted or sided. Please be proactive in getting this done when necessary. Doing this before you have a problem will not only keep your house looking nicer, but doing it early can end up saving you money! But please remember that all such work does require Architectural Review Committee approval. This is obtained by completing a “Request For Home Improvement Approval” form and mailing it to PCMI. A blank copy of this form is included in this newsletter and is also available on the Board Notices and Forms page our website at WSMAonline.org.

Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Veterinary Public Health (formerly called Harris County Animal Control) advises that “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat or to allow any dog or cat to become a stray.” circumstances: 1. When it is controlled by a line or leash not more then six (6) feet in length, if the line or leash is held by a human being who is capable of controlling or governing the dog or cat in question or 2.
