2016 BUDGET - MAINTENANCE FEE TO REMAIN AT CURRENT LEVEL

At its September 15th meeting, your Board of Directors developed the budget for 2016. As in years past, the approach taken was to first review all of the previous year’s costs and the anticipated changes that are expected to occur in each cost category for the coming year and then to project the income required to meet these expenses. In addition, the Board has a fiscal responsibility to set aside some money each year for the capital reserve account, which is required to fund major future expenses that cannot be reasonably included in a single year’s operating budget. This is the fund from which we have recently replaced the iron fence around the pool and are in the process of replacing major sections of our perimeter fence. The table below gives the amount forecasted in each income and cost category followed by a pie chart illustrating pictorially how the maintenance fees are spent. This data together with that for the previous four years is also shown in the Budget section of the Association web site www.WSMAonline.org where you can review it at any time. Working with our major contractors the Board has been able to reach agreements that they hold their prices for another year. With some optimistic projections in other areas this has allowed the Board to hold the 2016 maintenance assessment at its current level of $700 per residence, where it has been since the last increase in 2011. However, at this income level we are projecting an increase in our operating deficit from $8,333 this year to $10,937 in 2016. This is not taken lightly, but recognizing that growth in our residents’ incomes may still not be fully tracking the slowly improving economy, the Board has decided to once again hold the line for another year. Residents should be aware that 2016 will probably be the last year without a fee increase and we encourage residents to plan their 2017 budgets accordingly. The Board is committed to careful management of expenditures and continued emphasis on collecting the funds that are owed to the Association by homeowners who are delinquent on their accounts. This is essential for the viability of the budget.

DRAFT MINUTES OF ANNUAL MEETING OF MEMBERS WSMA, INC. SEPTEMBER 15, 2015

A meeting of the Board of Directors of the Williamsburg Settlement Maintenance Association, Inc. was held on Tuesday, September 15, 2015 at 5:30 PM at the offices of Planned Community Management, 15995 N. Barkers Landing, Houston, Texas 77449.

ATTENDANCE

Board Members present were Gail Owens, Walt Smith, Floyd Ball, Dave Ellis, Michael Wood, Larry Crain and Martin Spears. Also in attendance was Dolores Sue representing Planned Community Management, Inc. (PCMI). With a quorum being established, the meeting was called to order at 5:30 PM.

MINUTES

The minutes of the August 18, 2015 Board Meeting were reviewed. A motion to accept the minutes as written was made by Walt Smith, seconded by Dave Ellis and unanimously approved.

HOMEOWNER CONCERNS

There were no homeowners present.

OLD BUSINESS

Baby Pool and Pool Deck Sun Shades This decision was deferred until an inspection can be conducted of an installation similar to the product that is being proposed.

TENNIS COURT SUN SHADE REFURBISHMENT/REPLACEMENT

This was deferred until a decision on the pool area shades has been made.

REPLACEMENT OF POOL DRINKING FOUNTAIN

Dave Ellis reported he had received bids for either a turn-key replacement of the broken clubhouse water fountain or for just for the installation of a unit purchased by the Association. As he has located a suitable unit on-line at a lower price that which is in the turn-key bid, he recommended that we accept the bid for the installation only. A motion was made by Walt Smith to approve the replacement of the water fountain based on the Association’s on-line purchase of the unit and its installation by a by a contractor, total price not to exceed $2,200. The motion was seconded by Michael Wood and unanimously approved.

CLADDING ON CANOPY POSTS /CLUBHOUSE PAINTING

The Board discussed proposals received for the re-cladding of the posts on both the pool and clubhouse canopies and for the painting of the clubhouse. A motion was made by Martin Spears to have the work performed but to exclude the interior hall Hardie Plank walls as these were repainted relatively recently and that the work to be completed at a total price not to exceed $5,500. The motion was seconded by Walt Smith and unanimously approved.

NEW BUSINESS

Decision Made by Unanimous Vote Approval since the August 18, 2 015 meeting The Board ratified the following unanimous decisions made by the directors after the August 18, 2015 meeting: 1. Franz Road Fence Repair - The acceptance of a bid for the immediate replacement of 349 ft. (three hundred and forty nine feet) of perimeter fence along Franz road that was falling and required immediate attention. The bid was from J.J. Garcia. 2. Perimeter Fence Replacement - Approval to proceed with the replacement of major sections of the original perimeter fence, initially

along the major roads bordering our subdivision. It was agreed that bids be sought for the replacement of up to 6,000 ft., the length depending on the best price per foot obtainable for such a major project. This project will be funded from the fence reserve account.

CUTTING BRUSH AND MOWING 6’ (SIX FEET) A LONG MASON CREEK FOR FENCE REPAIR

Before the volunteer fence repair task force is able to inspect and perform minor repairs along the Mason Creek section of the perimeter fence, long grass, brush and some small trees need to be removed. The Board has obtains a quotation of $650 from J.J Garcia for performing this task. A motion to accept this contract was made by Walt Smith, seconded by Michael Wood and unanimously approved.

APPROVAL OF NATIONAL NIGHT OUT EXPENDITURES

Michael Wood sought Board approval for the following expenditures as part of the October 6 National Night Out celebrations: Bayou City 7 piece band - $700, Comedian - $200, Rental of Inflatables - $329.30. A motion to approve these expenditures was made by Walter Smith, seconded by Gail Owen and unanimously approved.

2016 BUDGET

The Board conducted a review of the projected expenditures presented that were included in the draft budget for 2016. After some changes, a motion to approve the amended budget was made by Walt Smith, seconded by Michael Wood and unanimously approved.

2016 ASSESSMENT RATE

While the budget does show a deficit the Board unanimously agreed that the maintenance fee should stay at its current level for an additional year. Therefore, the 2016 Assessment will remain at $700 per residence.

2016 RESERVE STUDY

Dave Ellis requested approval of the 2016 update to the Association’s reserve study, which had been previously sent to the Board members for their review. Board approval is necessary prior to it being given to the auditor for inclusion in the 2015 audit. A motion to approve the updated reserve study as presented was made by Walt Smith, seconded by Martin Spears and unanimously approved.

At 6:25 PM, the meeting was adjourned to executive session. Decisions Made During Executive Session The Board reviewed all delinquencies, including those accounts that have been sent to the Association attorney for collection. There may be at least one more account that will need to be sent to the attorney in September. The Board reviewed all deed restriction matters and disposition of same. With no further business the meeting was adjourned at 6:55 PM. The next meeting will be the budget meeting, October 20, 2015 starting at 5:30 PM at the offices of PCMI.

NEXT WSMA BOARD MEETING

The next meeting of the WSMA Board of Directors will be held in the clubhouse on Hoyt Lane at 5:30 PM on Tuesday November 17, 2015. If you wish to be placed on the agenda, please contact PCMI at 281-870-0585 at least three days prior to the meeting.

OCTOBER YARD-OF-THE-MONTH

The October Yard-of-the-Month award goes to Terry and Jo Anne Nickens of 22410 Unicorns Horn. Terry and Jo Anne have lived in the Settlement for 25 years. They have 5 children and lots of beautiful grandchildren. Terry and Jo Anne love living here for all these years because it is quiet neighborhood and a great location. The Nickens yard is perfectly manicured, starting at the street, with flowering potted plants. They have a wide assortment of beautiful shrubs. Crepe myrtles, knockout roses, boxwoods, azaleas and caladiums are in the flowerbeds along the front of the house. A large boulder decorates the front bed, along with 2 tilted pots containing pink begonias. Both sides of the flowerbeds are outlined with large variegated Aztec grass. This lovely yard is topped off with an inviting black wrought bench and decorative pillows on the porch. Thank you Terry and Jo Anne for adding so much beauty to our neighborhood.

UPDATE OF EMAIL ADDRESSES

This is just a reminder that the email addresses to which emails from the WSMA Webmaster are broadcast are those that have been registered on the www.WSMAonline.org website by the residents themselves. This email distribution list is used to disseminate important announcements to Settlement residents. However, email addresses do tend to be rather dynamic as residents change their ISP for a variety of reasons and when they do so, unless they reregister their new email addresses on the Registration page of the website, they will no longer receive these broadcast emails. So please, when conveying a new email address to those in your address book, also update our mailing list by removing your old email address and replacing it with your new one. This will ensure that you continue to receive the timely announcements on important Settlement activities. And for those who have not yet registered, you are strongly urged to do so as this is the best mechanism we have to quickly communicate with our residents. Thanks in advance for your cooperation.

RESIDENT DIRECTORY MAINTENANCE

If any resident wishes to update the information that they have previously provided for publication on the Directory page of our website, they can do so by using the RESIDENTS’ DIRECTORY ENTRY FORM. This form is accessible via the Forms, Registration or Directory pages of our website www.wsmaonline.org. The webmaster uses the information submitted to maintain the directory database. If the resident indicates on the form that he or she is agreeable to having their information accessible via the online Residents’ Directory page, the update will be made as soon as possible - usually within 24 hours. New residents to our subdivision are requested to use this same form to register their information for inclusion in the directory OR TO CONVEY THEIR DECISION THAT THEIR INFORMATION NOT BE INCLUDED. This request to new residents is included in the Welcome Packet given to each as soon as PCMI is made aware of the change in Ownership.

STREET LIGHT OUTAGES

To report a burned out streetlight, any resident may call CenterPoint directly at 713-207-2222. However, for those with Internet access, you may also make this report on-line. For those interested, you can go to http://cnp.centerpointenergy.com/outage. Then enter your contact details so that they can get back to you if more information is required. On the following page enter the details of the light(s) with the problem. Just as you would if reporting the outage via the telephone, you will need to provide the street address where the light is located and the 6-digit number that is prominently displayed on the front of the pole. Under normal circumstances the crew will be out to fix the problem within 7 working days. Anyone noticing a streetlight that is out or has some other malfunction is encouraged to report the problem to CenterPoint via either of these two methods without delay. Our Association is charged for every streetlight each month, irrespective of whether or not the light is functioning. So please help us get value for your hard earned money!

REMINDER ABOUT HOUSE PAINTING

Residents need to be sure and pay attention to the state of the paint on their houses. Many of the houses in the settlement are of an age that they will soon need to be repainted or sided. Please be proactive

in getting this done when necessary. Doing this before you have a problem will not only keep your house looking nicer, but doing it early can end up saving you money! But please remember that all such work does require Architectural Review Committee approval. This is obtained by completing a “Request For Home Improvement Approval” form and mailing it to PCMI. POOL RENTAL

The pool is available for private parties during the swim season (only), subject to the posted pool rules and the following restrictions. During Pool Hours: • Only 1 group at a time. • Parties must be scheduled at least 2 weeks ahead of time. • Parties held during open hours are restricted to 20 or fewer persons (adults and children) who will be entering the pool and do not have their own pool tags. • In the event that the total number of persons in the pool (including regular pool users who are not in the party) is likely to exceed the 50 that can be handled by the 2 regular lifeguards, then two weeks prior to the event, the renter may request that an additional lifeguard be added for the duration of the party. The charge for this additional guard will be $26 per hour. If no provision has been made for an additional lifeguard, then the number of party members entering the pool must be limited such that the total number of people in the pool at any time (including regular pool users who are not in the party) does not exceed 50. • Two responsible adults must be in the pool area at all times, acting as chaperones to ensure the good behavior of all members of the party. • Party to be over and the area cleaned up by pool closing at 8:00 PM

The lifeguards will clear the pool 15 minutes prior to end time. • One responsible adult for every 10 persons under the age of 21 must be in the pool area at all times acting as chaperones to ensure the good behavior of all members of the party. • Lifeguards will be booked by the Association from the pool management company. There will be a minimum of 2 lifeguards plus an additional guard for every 25 persons in excess of 50 who will be entering the pool. The per-lifeguard hourly fee is $26. • The cost for the lifeguards will be added to the rental fee and will be payable by the renter to the Association at the time the booking is confirmed. • A $150 refundable deposit is required. Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Veterinary Public Health (formerly called Harris County Animal Control) advises that, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat or to allow any dog or cat to become a stray.” Restraint is defined as the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more then six (6) feet in length, if the line or leash is held by a human being who is capable of controlling or governing the dog or cat in question. 2. When it is within a fully enclosed vehicle. 3. When it is on the premise of the custodian and the animal does not have access to sidewalk to street. While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet.
