COMMUNITY EVENTS COORDINATOR POSITION AVAILABLE Wanted! Community Event Coordinator: The Windsong CIA Board of Directors is actively seeking a qualified person who enjoys working with people and has an interest in the community. The Community Event Coordinator is compensated by WCIA on a monthly basis ($250 per month) with events held throughout the year. If you are interested, please send a resume to Windsong CIA, C/O SCS Management Services, Inc., 7170 Cherry Park Drive, Houston, TX 77095. Listed below is a brief summary of duties and responsibilities of the Community Events Coordinator. • Attend all scheduled Community Events and Facilities Registration dates. If unable to attend, notification to the Board is required at least one week in advance. Arrange for a volunteer replacement in the event of absence. • Answer and respond to telephone calls placed to the Windsong Resident Question and Answer Line (281-550-7996) regarding the Community Events and Facilities Registration (pool and tennis courts access). • Coordinate all community events including, but not limited to, the Easter Egg Hunt, 4th of July Parade, Teen Pool Party, National Night Out, Fall Festival, Winter Wonderland and any other event proposed to and approved by the WCIA Board of Directors. • Ensure to the extent possible, that all uses of the Windsong Community Center for Community Events comply with the WCC Rules and Regulations Governing the Rental and Use of the Windsong Community Center (“WCC Rules”).

EXECUTIVE SESSION • Director Shook called the meeting to order at 7:05 PM. Quorum was established.

EXECUTIVE SESSION SUMMARY During executive session, the Board reviewed the Association’s collections; the October Deed Restriction Board Referral List and the Mow List. Three properties on the Board Referral List were cleared and SCS was requested to send a second Notice of Non-Compliance for one property. One Architectural Review Application was approved.

BOARD BUSINESS: • Resignation - The Board accepted the resignation of Johnny Luttrell as a Board Member and Treasurer of WCIA effective October 15, 2012. • Appointment of Board Member - Lori Berthelot shared her background information and expressed interest in being a candidate for the vacant Board Member position. The Board appointed Lori Berthelot to fill the unexpired term of Johnny Luttrell until May 2014. • Election of Officers: Director Shook called for nominations for the election of officers. OLD BUSINESS: ACTION ITEM LIST • The Board addressed the disposition of the Action Item List. • The Board reviewed the proposals for the 2013 Pool Management Contract and approved the proposal from Houston Recreation Management in the amount of $30,568.77. NEW BUSINESS: • CERTIFIED LIGHTS - The Board reviewed and approved the proposal from Certified Lights for the installation of holiday decorations for the community utilizing WCIA’s decorations at a cost of $1,947. • IRON GATE REPAIR - Director Shook reported the iron gate to the clubhouse patio is in need of repair. The Board approved Primco to complete the repair at a ceiling of $250. • 2013 PROPOSED ANNUAL BUDGET - The Board reviewed the preliminary budget prepared by Nancy Callaway and adopted the budget with additions of Capital Improvement expenses. • 2013 ANNUAL ASSESSMENT RATE - The Board set the 2013 Annual Assessment Rate at $350. ADJOURNMENT: The meeting adjourned at 9:10 PM.

COMMUNITY EVENTS • The Board reviewed a written report provided by Michele Spees, Community Events Coordinator and approved a budget for the Fall Festival at a ceiling of $400 and a budget for $150 for snacks and crafts for the Winter Wonderland. MUD #183/SHERIFF • The activity reports for the month of September 2012 were presented in written form for the Board’s review. YARD OF THE MONTH • The September winner is Kenneth Hearn of 18194 Forest Cedars Drive. An article will be published in the Windsong Whistler. MANAGEMENT AND FINANCIAL REPORTS • Nancy Callaway, Association Manager, presented the Management and Financial Reports for review and consideration of the Board. There was 1 Statement mailed; 13 Installment Plans monitored; 1 Notice of Delinquency Letter processed; 7 Notices of Non-Compliance processed; and 3 Welcome Packets processed. • The CAMI Report dated October 12, 2012 was presented in written form and reviewed by the Board. The Board authorized MCS to replace the photocell that controls back porch lights for the clubhouse.

FLAGS AND FLAPOLES ARCHITECTURAL GUIDELINES FLAGS: This policy is only for the display of the flag of the United States of America; the flag of the State of Texas; and an official or replica flag of any branch of the United States Armed Forces on any property. No disrespect should be shown to the flag of the United States of America. Flags shall be no larger than 3 feet by 5 feet. FLAGPOLES: No more than one building or pole-mounted flagpole not to exceed 20 feet in height will be permitted on any property. Any flagpole attached to a dwelling or a freestanding flagpole must be constructed of permanent, long-lasting materials, with a finish appropriate to the materials used in the construction of the flagpole and harmonious with the dwelling. The display of a flag or the location and construction of the supporting flagpole, shall

comply with applicable zoning ordinances, easements and setbacks of record. Flagpoles should be located so as to minimize their impact on neighboring properties. When locating freestanding flagpoles, the size of the property, relationship to adjacent residences, the size of the flag, the height, color and material of the pole shall be considered. CONDITION: A displayed flag and the flagpole on which it is flown shall be maintained in good condition. Any deteriorated flag or deteriorated or structurally unsafe flagpole shall be repaired, replaced or removed. NOISE: Flags shall be displayed in such a manner so as to abate noise caused by an external halyard of a flagpole so as to not be a nuisance, irritant or adversely impact other neighboring property owners. LIGHTS: Any lighting used to illuminate a displayed flag must not be a nuisance or impact neighboring properties with regard to glare or intensity. Lighting which is part of the original structure may not be altered without prior approval. Proposed replacement or additional fixtures must be compatible in style and scale with the existing property. Exterior lighting shall not be directed outside the owner’s property and should not have an adverse visual impact upon adjoining neighbors. ASSOCIATION PROPERTY: Property Owners may not locate a displayed flag or flagpole on property that is owned or maintained by the Association.
BASKETBALL GOALS ARCHITECTURAL GUIDELINES Please be aware that if you have a basketball goal in street view it must be maintained at all times. Basketball goals are permitted subject to the prior approval of the ACC and the following: * A net shall be maintained on the rim at all times. The net shall be replaced in the event that it becomes frayed or torn. * A rim shall be affixed to the backboard at all times. The rim shall be repaired or, if necessary, replaced in the event that it becomes broken or bent.

* The backboard shall be repainted, repaired or replaced in the event that the surface of the backboard becomes chipped or cracked or the backboard becomes warped or unaligned. The backboard shall also be kept clean of mildew or mold. * Basketball goals that are visible from the street shall be attached to the front of the garage or freestanding. * In no event shall a basketball goal be placed at any curb either temporarily or permanently. * The pole and all mounting supports must be maintained in an attractive condition. The pole shall be removed if the basketball goal is no longer functional.
BE A GOOD NEIGHBOR We would like to address one of the items that the Windsong Community Improvement Association gets the most complaints about. We receive many complaints from homeowners about vehicles parked on the street blocking the flow of traffic. The reason for that is because the roads were not designed with a parking lane. There is not enough width to allow for a parking lane. More seriously, when an emergency vehicle is unable to obtain egress and ingress to a street, precious minutes are lost that could mean loss of life/and or property. The problem becomes intolerable in cul-de-sacs where emergency vehicles or others cannot turn around due to vehicles parking inappropriately and not parallel to the curb. The neighbors of these improperly parked vehicles are inconvenienced when they have to go out of their way to get around them. Be aware that Law Enforcement can and will ticket vehicles parked too far from the curb, parked the wrong way on the street, parked facing in on a cul-de-sac instead of parallel to the curb or parking too close to a fire hydrant or a traffic sign.

CONTRACT DEPUTY PATROL The Harris County Municipal Utility District #183 has a contract through Harris County for one Deputy from the Sheriff’s Department to patrol the District. The MUD has also hired five part-time off duty police officers to patrol the District as needed. Their jobs are to watch out for suspicious persons and/or activities and report any incidents to the Sheriff’s Department for further action. The Deputy Sheriff and the part-time off duty police officers patrol the Windsong and Windsong Place communities as well as any commercial properties within the District.

TRASH SERVICE INFORMATION Royal Disposal collects our trash. The homeowner’s maintenance fee does not pay for trash pick-up. Residents are billed quarterly in advance on an individual basis. Pet Hotline News Kittens and puppies are being dumped in Subdivisions and shopping strips. They will not find good homes. Most will be taken by the pound or shelter and those are overflowing with pets. They cannot help but have to euthanize some. You, as a responsible pet owner can be of great help by having your cat or dog spayed or neutered and not worry about finding homes for the offspring. You will have a healthier and happy pet. Another and very important thing you can do is have a collar with some form of ID and your phone number on it. Pet stores have special ID’s for your pets. Many pet owners are now “chipping” the pets. If found and taken to a vet they can scan chip and find the owner. If your pet has a rabies tag, the vet has your name and #. The first thing I ask a caller is “does the pet have ID on it.” If it does, I will help contact the # on the ID and get the pet to it’s owner ASAP. Or, the owner can pick up their lost pet. Having an ID on a pet makes life easier for all.

CY-LAKES HIGH SCHOOL AND CENTRAL TAPE AND LABEL OF HOUSTON HAVE HEART For the past 8 years, Cypress Fairbanks ISD has supported the American Heart Association by participating in their annual Northwest Harris County Heart Walk. In addition to participating in the Heart Walk which was held Saturday, November 2nd, the students and staff at Cy-Lakes raised a record breaking $4,387.97 this year for the American Heart Association. One of the symbols that the Cy-Lakes Spartans proudly wear when they donate money for this great cause is a bright colored heart. These hearts are made possible by Central Tape and Label of Houston, a company which has generously opened up its heart every year to donate heart stickers to Cy-Lakes High School. Sarah Harty, principal of Cy-Lakes High School, expressed her appreciation for the students and staff at the school for their generous donations, as well as Central Tape and Label of Houston for helping to promote this worthwhile event.
CY-LAKES ART TEACHER’S WORK FEATURED AT UNIVERSITY MUSEUM AT TEXAS SOUTHERN UNIVERSITY Lee Ann Jackson, Cy-Lakes High School art teacher, saw her lifelong dream come to reality. The University Museum at Texas Southern University held an artist reception on October 28th, where nine pieces of Jackson’s work were on exhibit. Through encouragement from her parents, Jackson became the artist that she is today. She hails from the University of Houston, earning a Bachelor of Arts Degree and a Master of Education Degree. Previously, Jackson’s work was displayed at the Gremillion and Co. Fine Art, Inc., the Community Artists’ Collective, Lawndale Art Center, War’hous Visual Studios and East End Gallery. She has created chalk art murals in the Houston’s Via Colori Street Painting Festival for the past 5 years and she involves her students in various art venues.

Regarding her art, Jackson said, “My conceptual work consists of thoughts from the present moment and is illustrated through the use of mixed media. I often combine traditional and innovative techniques as it renews my creative process. I simply plan art around my daily influences.”
CY-LAKES COUNSELOR SOARS Cypress Lakes High School coordinating counselor Donna Dunn was nominated by the Navy Recruiting District of Houston as a Key Influencer of Youth. Key Influencers are defined as “people who help to shape attitudes and opinions of youth in their communities. People turn to Key Influencers for advice and information because they have credibility.” As a result of her selection as a Key Influencer, Dunn was chosen to fly with the U.S. Navy Blue Angels in the Wings Over Houston Airshow, October 27 th -28 th at Ellington Airport. Dunn flew in the C-130 “Fat Albert,” known as the operational workhorse of the Blue Angels, which travels as a cargo plane with the fleet from show to show. “Being nominated by the Navy Recruiting District, Houston, as a Key Influencer of Youth is a tremendous honor,” Dunn said. “Having been selected to ride with the Blue Angels on Fat Albert is absolutely thrilling! I am very excited to be given this once-in-a-lifetime opportunity. I’ll be flying for all educators - counselors, teachers and administrators - who positively influence our students every day.”

Several Cy-Lakes Spartans received honors recently. Cypress Lakes High School senior Lauren Longoria was selected by The Center for Hearing and Speech (CHS) to participate in the seventh annual Via Colori street painting festival Nov. 17th -18th, during which the streets of downtown Houston will transform into an unconventional art gallery. Longoria will join nine fellow emerging artists from Houston area high schools in the Via Apprendista section, each creating a 6-foot by 6-foot street art mural at the festival. Each high school artist has signed on to volunteer their time and talent for this local grassroots event in hopes of increasing public access to art. Via Colori attracts thousands every year with its distinctive and massive colorful chalk murals, celebrating the art of creativity and benefiting children with hearing impairments Cypress Lakes junior Chris Chen is a recent recipient of the President’s Education Award for Outstanding Academic Excellence. He also won an award for outstanding performance in the agricultural course livestock production. Chen states, “I want to always learn new things, gain new experiences and help people and animals and apply them all to my life to help bring the world into a better place.” Another Cy-Lakes junior was featured in the Campus Highlights section of the CFISD eConnection newsletter in October. Myy Nguyen was a member of the Science Olympiad state-qualifying team in 2012. She is a distinguished honor roll student and a recipient of Distinguished Achievement Awards in Geometry and World History AP. Myy says, “I hope to change the world through acts of kindness and the invention of a beneficial antidote to the world’s suffering. These have been my dreams since I was a child.”

Drain half liquid (dark red kidney, black beans, navy beans, pinto beans, etc.) 1 (31 oz) can pork and beans ( Do not drain) ½ cup brown sugar ½ cup barbecue sauce ½ cup ketchup ½ large onion, chopped 1 10oz can regular or spicy chopped tomatoes, drained 1 teaspoon liquid smoke 1 teaspoon mustard ½ teaspoon salt ½ teaspoon ground pepper 6 to 8 strips bacon Preheat oven to 350 . In a large skillet, brown the sausage, breaking it up into pieces as it cooks. When cooked through, remove from skillet and drain fat. In very large bowl, mix sausage and everything else except bacon. Transfer mixture to a 9x13 inch or other large baking pan. Place bacon strips on top and bake for 1 hour. If necessary, run under broiler to crisp bacon before serving. Makes 15 servings

Windsong Community Improvement Association handles the financial and legal affairs of the subdivision. Each lot owner is required to pay an annual maintenance fee which is used to pay street lights; taxes on and maintenance the common areas, such as the swimming pool, tennis courts, clubhouse, playgrounds, and entrances.; contract deputy patrols; and legal expenses incurred to enforce the deed restrictions, etc. The Board meets the 4th Thursday of each month at 7:00 PM in the meeting room at the Windsong Community Clubhouse. Residents are welcome to attend. Anyone wishing to place an item on the agenda should call SCS Management Services, Inc. at 281-463-1777 at least 5 days in advance..

DEED RESTRICTIONS
The Annual Meeting of Members is held on the 1st Thursday in May. Board Members hold three year staggered terms and are elected. The election process is as follows: 1) Voting by proxy. Mail in proxies will be mailed with the Annual Meeting Notice. 2) Voting in person will be by attendance at the Annual Meeting.
Deed restrictions are strictly enforced by Windsong Community Improvement Association. Copies of the restrictions are available upon request by mail. Please call 281-463-1777. Complaint forms are included in every “Windsong Whistler” for your convenience. The association’s office verifies complaints and writes letters to violators. WCIA will initiate legal action when warranted, to enforce the deed restrictions.

TRASH COLLECTION ROYAL DISPOSAL. Royal Disposal collects our trash. The homeowner’s maintenance fee does not pay for trash pick-up. Residents are billed quarterly in advance on an individual basis. You must call Royal Disposal to start service at 713-526-1536. 1. Trash pick-up days are Tuesdays and Fridays between 7:00 AM and 6:00 PM. 2. Curbside pick-up for each home for a maximum of 6 cans per day. 3. All tree branches less than 3 inches in diameter and shrub trimmings should be cut in four feet lengths and bundled. 4. No pick-up is schedule on New Year’s Day; Memorial Day; Independence Day; Labor Day; Thanksgiving Day; and Christmas Day. Pick-up will resume the next regularly schedule day. 5. Heavy trash pick-up is scheduled every Friday. 6. Excluded items include, but are not limited to, acids; batteries; car parts; car tires; chemicals; construction trash (to include concrete, large quantities or rolls of carpeting, fencing, construction material and debris); dirt; garage door openers; hazardous or toxic or radioactive waste; large pieces of glass (must be broken and placed in cardboard box and weigh less than 40 pounds); human or animal fecal waste; large sofas and sleepers and furniture with metal frames; metal items; paint; petroleum products or filers; refrigerators (if Freon is not removed and refrigerator tagged); rocks; sand.
