ADJOURNED ANNUAL MEETING - TUESDAY, JUNE 12, 2012 On Thursday, May 3, 2012, the WCIA held its Annual Meeting to present the financial report and elect two (2) Board Members to fill expiring three year terms. The required quorum of 10% or 114 was not met; therefore, it is necessary to hold an Adjourned Annual Meeting to finalize the election procedures. According to Article IV, Section 4 of the By-Laws, please be aware that in order to conduct the election at this meeting, the Association must have one-half of all the votes of the members with voting privileges that were present or represented by proxy at the Annual Meeting. Please mark Tuesday, June 12, 2012, on your calendar. This is when the Adjourned Annual Meeting of the WCIA will take place at the Windsong Community Center at 18150 Holly Forest Drive at 7:30 PM. A meeting notice and proxy has been mailed to all homeowners. Don’t miss this important meeting. Come out and vote and meet your Board Members and neighbors.

The parade will start at the clubhouse where prizes will be given to the most patriotic and most creative participants. We will then have a parade from the clubhouse to the pool where hot dogs and snow cones will be served. Come enjoy the festivities, food and fun. CALL TO ORDER: The April meeting of the Board of Directors of the Windsong CIA was held on April 26, 2012. The meeting was called to order at 7:25 PM. Present were Board Members: Dennis Shook, Chad Vowell and Steve Zunker. Also present was Nancy Callaway, SCS Management Services, Inc. MINUTES: The Board approved the minutes of the Regular Meeting of the Board held on March 22, 2012. COMMITTEE REPORTS: CLUBHOUSE * The Board reviewed a written Clubhouse Report from Rhea Prevost, Clubhouse Manager. COMMUNITY EVENTS * Michele Spees reported the Easter Event was successful and Facilities Registration forms are being processed. GROUNDS & PARKS * Director Zunker advised that the picnic tables have been installed at the Windsong Trails playground area. Installation of some of the benches is pending. FN Landscapes will be submitting a bid for kiddie mulch for the playground areas.

MUD #183/SHERIFF * The activity reports for the month of March 2012 were presented in written form for the Board’s review. POOL * Director Zunker reported that the items on the Houston Recreation Management list were purchased at a discount through K & L Supplies. The 911 sign and the No Diving signs will be purchased and installed by Houston Recreation Management. YARD OF THE MONTH * The April winners are Dub and Sandra Flindt of 5607 Forest Trails. An article will be published in the May Windsong Whistler. DEED RESTRICTIONS * The Deed Restriction Violation Summary, the Board Referral List and the Mow List for the month of April were presented in written form and reviewed by the Board. Director McCullah had emailed the reports after her inspection of the properties on the lists and made recommendations on further disposition of the properties. The disposition of the Board Referral List and the Mow List as authorized by the Board will be processed by SCS. ARCHITECTURAL REVIEW * The written Architectural Review Reports for the month of April were reviewed. OLD BUSINESS: ACTION ITEM LIST * The Board addressed the Action Item List. RATIFY INTERIM BOARD ACTIONS * The Board ratified the interim vote of the Board to approve the work order change from Corstone Paving and Construction in the amount of $4,625. NEW BUSINESS: CLUBHOUSE MANAGEMENT AGREEMENT * General discussion took place regarding clubhouse cleaning after Community Events. The Board approved allocating $50 towards future proposed budgets for events held at the clubhouse to hire a cleaning person to do the work. A Community Events Clubhouse Cleaning Checklist is required to be completed and returned to WCIA for their records. INSURANCE RENEWALS * The Board reviewed insurance renewal information from Willis of Texas, Inc. The Statement of Values and the Endorsement for Asbestos Exclusion were approved and the rejected terrorism insurance coverage by the Board. ANNUAL MEETING PREPARATION * The Board addressed the 2012 Annual Meeting preparation. The Annual Meeting will be held on Thursday, May 3, 2012, at the clubhouse, at 7:30 PM. Directors Vowell and Zunker’s terms are expiring.

INTRODUCTION OF DIRECTORS, OFFICERS & GUESTS Dennis Shook introduced himself as President of the Association. Steve Zunker, 2nd Vice President and Johnny Luttrell, Treasurer, introduced themselves. Director Shook advised that Chad Vowell, 1st Vice President and Brenda McCullah, Secretary, were unable to attend the meeting. Also introduced were Nancy Callaway and Cristi Cauthron of SCS Management Services, Inc. MESSAGE FROM THE BOARD Director Shook welcomed all residents present and thanked them for their attendance. He advised that Windsong CIA is a non-profit corporation filed with the State of Texas, which is administered by an elected Board of Directors and appointed Committees. It is the legal responsibility of the Association to maintain and operate amenities, enforce deed restrictions and protect property values. The Association has a compulsory membership tied to ownership of the land through title. Director Shook presented a brief overview of the accomplishments in 2011 and 2012. NOMINATIONS AND ELECTION OF DIRECTORS Director Shook explained that there are two (2) Board Member positions available for three-year terms. He advised that the terms of Steve Zunker and Chad Vowell have expired. Steve Zunker and Chad Vowell, incumbents, have agreed to place their names on the ballot for the election. A motion was made by Chuck Schwartkopf and seconded by Dennis Shook to nominate Steve Zunker and Chad Vowell as candidates for the election. All were in favor. Nominations were opened from the floor. There were no nominations from the floor. A motion was made by Johnny Luttrell and seconded by

Dennis Shook to close the nominations. All were in favor. The election was conducted. Nancy Callaway asked that each homeowner complete their ballot for the election to be used at the Adjourned Annual Meeting. The ballots were tallied. TREASURER’S/FINANCIAL REPORTS Director Luttrell gave the Treasurer’s Report. He advised that the Association has collected $374,335 of the 2012 assessments for a collection rate of 92%. The delinquencies total is $99,800 and the cash on hand total is $801,531. He also reviewed the Association’s collection policy and schedule for 2012. The financial information was presented in written form to the membership in attendance. Directors Luttrell and Shook reviewed the following: * The 2011 Proposed Budget. * The 2011 Actual income and expenses. * The 2012 Proposed Budget. * The Balance Sheet dated April 30, 2012. * The Year to Date Actual vs. Budget dated April 30, 2012. * A question and answer session was conducted. COMMITTEE REPORTS: COMMUNITY EVENTS * Dennis Shook advised that Michele Spees is the Community Events Coordinator for WCIA. Her responsibilities are coordinating community events and volunteers for the events such as the Easter Egg Hunt, 4th of July Parade, Community Pool Party, Halloween Party and Winter Wonderland. She also is responsible for facilities registration for the pool and tennis courts. DEED RESTRICTIONS * Dennis Shook addressed the Deed Restrictions process. He advised that SCS Management Services is contracted to perform the deed restriction patrols for the Association. Once several notices are sent, a property still in violation is placed on a Board Referral List. Brenda McCullah, Deed Restriction Committee Chairperson, will then inspect the properties on the Board Referral List and recommend further action to the Board that may include referring the property to the Association Attorney for a deed restriction demand letter and/or lawsuit. ARCHITECTURAL CONTROL COMMITTEE REPORT * Johnny Luttrell, ACC Chairman, presented a brief explanation of the role of the Architectural Control Committee and the approval process.

CHIROPRACTIC HEALTH and WELLNESS CENTER FACILITIES REPORTS POOL * Steve Zunker gave the Pool Report. He advised that Houston Recreation Management has been contracted as the 2012 pool management company. He also recognized the Windsong Wave Breakers. TENNIS COURTS * Steve Zunker reported that the facilities access card can be used to access both the pool and the tennis courts. CLUBHOUSE * Dennis Shook addressed the Windsong Clubhouse Manager Agreement with Rhea Prevost. He explained the scope of work involved and addressed the rental process. Residents may contact the Resident Question and Answer Line at 281-550-7996 to reserve the clubhouse. PARKS AND GROUNDS REPORT * Steve Zunker presented the Parks and Grounds Report. He advised that FN Landscape has been contracted as the 2012 grounds maintenance company. He explained the role of the Parks and Grounds Committee indicating that ongoing inspections must be made to investigate any repairs/maintenance to the park equipment, landscaping, irrigation, etc. Pending maintenance/repairs include the playground equipment at both parks. YARD OF THE MONTH * Johnny Luttrell advised that Michele Luttrell is Yard of the Month Committee Chairperson. Yard of the Month awards are presented from April through October. A $50 gift certificate is awarded to the winners and a sign is placed in their front yards to recognize the achievement. There is also a Holiday Decoration Contest in December with 1st, 2nd and 3rd place awards presented to the winners. DRAWINGS Nancy Callaway, Association Manager, conducted the drawings. Carla Hathorn, 18002 Carbridge Drive was the attendance winner of $100. Dale R. Angelo, 17927 Glenledi Drive, was the proxy winner of $50.

OPEN FORUM A general question and answer session was conducted. Items addressed were a suggestion to establishment of an Elderly Help Team, mosquito fogging, facilities registration, deed restriction enforcement, abandoned properties, barking and/or vicious dogs, parking too close to a stop sign and 18 wheelers parked along Langham Way Drive outside of the community. ADJOURNMENT There being no further business, the meeting adjourned at 8:45 PM.

All late penalties and collection fees are charged to the delinquent property and become a part of the assessment amount due.

TRASh CANS IN VIEW OF ThE STREET WCIA and SCS receives resident complaints periodically regarding trash cans stored in front of garage doors, in driveways and/or at the side of the house. We ask that you remember to put your trashcans away out of street view when it is not trash pick-up day. SCS does cite for this violation of the deed restrictions and residents do comply. Sometimes residents will comply and then again become complacent and store trashcans in street view. This means that a violation would be cleared and then cited again numerous times. The Board has requested that SCS take this violation through all phases of enforcement; First Notice, Second Notice, Notice of NonCompliance and Board Referral. This means that there is a $35 Notice of Non-Compliance fee charged to the property owner’s assessment account. Bear in mind that curb appeal is so very important especially when someone is trying to sell their home so please take the necessary steps to comply.

Reminder: Please submit an Architectural Review application prior to commencing any exterior changes to your property. An application is included in the “Windsong Whistler” for your convenience.

DEED RESTRICTION/HOmE ImpROVEmENT

SCS Management Services is contracted to enforce our deed restriction guidelines in an effort to continuously improve our community and keep property values up. We would like to ask everyone to refer to their deed restrictions on issues that might pertain to our community. Citing (if applicable to your guidelines) could result from one or more of the following:

1) Garage door paint should match your house or trim. 2) Houses/garages should be clean of dirt and mildew. 3) House, garage and trim in need of repainting (i.e. - fading, peeling or poor quality of paint). 4) Trim boards, garage doors, shutters or gutters in need of repair. 5) Oil stains in the driveway or street. 6) Flower beds, shrubs or trees that need weeding or pruning. 7) Yard Decorations should be repaired/maintained as needed.

YARD/LANDSCApE mAINTENANCE VIOLATIONS

Because of the drought, the Board of Directors of WCIA has afforded all residents the opportunity to maintain their yards and landscaping before starting to cite again this year for violations. Little by little most residents have worked diligently to bring their properties back up to the standards of the WCIA by complying with the deed restrictions. Your efforts are appreciated by all. During the month of May, SCS was requested by the Board to begin again to send deed restriction violation letters to residents who have not complied with fertilizing to revitalize the lawn, re-sodding the lawn, trimming trees and shrubs; removing tree stumps and/or removing dead trees and shrubs.

The purpose of the inspections is to bring about an improvement in the appearance of our community. Let’s all make an effort to reduce the number of violations each month. We want our community to look good and to maintain our property values. It is up to each of us individually to accomplish this.

Any flagpole attached to a dwelling or a freestanding flagpole must be constructed of permanent, long-lasting materials, with a finish appropriate to the materials used in the construction of the flagpole and harmonious with the dwelling. The display of a flag or the location and construction of the supporting flagpole, shall comply with applicable zoning ordinances, easements and setbacks of record. Flagpoles should be located so as to minimize their impact on neighboring properties. When locating freestanding flagpoles, the size of the property, relationship to adjacent residences, the size of the flag, the height, color and material of the pole shall be considered. CONDITION: A displayed flag and the flagpole on which it is flown shall be maintained in good condition. Any deteriorated flag or deteriorated or structurally unsafe flagpole shall be repaired, replaced or removed. NOISE: Flags shall be displayed in such a manner so as to abate noise caused by an external halyard of a flagpole so as to not be a nuisance, irritant or adversely impact other neighboring property owners. LIGHTS: Any lighting used to illuminate a displayed flag must not be a nuisance or impact neighboring properties with regard to glare or intensity. Lighting which is part of the original structure may not be altered without prior approval. Proposed replacement or additional fixtures must be compatible in style and scale with the existing property. Exterior lighting shall not be directed outside the owner’s property and should not have an adverse visual impact upon adjoining neighbors. ASSOCIATION PROPERTY: Property Owners may not locate a displayed flag or flagpole on property that is owned or maintained by the Association.

BASKETBALL GOALS ARCHITECTURAL GUIDELINES

Please be aware that if you have a basketball goal in street view it must be maintained at all times. Basketball goals are permitted subject to the prior approval of the ACC and the following: * A net shall be maintained on the rim at all times. The net shall be replaced in the event that it becomes frayed or torn. * A rim shall be affixed to the backboard at all times. The rim shall be repaired or, if necessary, replaced in the event that it becomes broken or bent. * The backboard shall be repainted, repaired or replaced in the event that the surface of the backboard becomes chipped or cracked or the backboard becomes warped or unaligned. The backboard shall also be kept clean of mildew or mold. * Basketball goals that are visible from the street shall be attached to the front of the garage or freestanding. * In no event shall a basketball goal be placed at any curb either temporarily or permanently. * The pole and all mounting supports must be maintained in an attractive condition. The pole shall be removed if the basketball goal is no longer functional.

We would like to address one of the items that the Windsong Community Improvement Association gets the most complaints about. We receive many complaints from homeowners about vehicles parked on the street blocking the flow of traffic. The reason for that is because the roads were not designed with a parking lane. There is not enough width to allow for a parking lane. More seriously, when an emergency vehicle is unable to obtain egress and ingress to a street, precious minutes are lost that could mean loss of life/and or property. The problem becomes intolerable in cul-de-sacs where emergency vehicles or others cannot turn around due to vehicles parking inappropriately and not parallel to the curb. The neighbors of these improperly parked vehicles are inconvenienced when they have to go out of their way to get around them. Be aware that Law Enforcement can and will ticket vehicles parked too far from the curb, parked the wrong way on the street, parked facing in on a cul-de-sac instead of parallel to the curb or parking too close to a fire hydrant or a traffic sign. Everyone can “look the other way” and tolerate a vehicle parked temporarily for a visitor. We are referring to vehicles parked overnight, day after day. Please try to think of others and be a good neighbor. Don’t block your neighbor’s ability to enter and exit his driveway safely or block his/or her mailbox. We know that the homes in Windsong have two car garages. If you have multiple vehicles, please try to park them in the driveway and/or the garage overnight and whenever possible. 1. First things first…an Architectural Control Application needs to be completed and submitted to Windsong CIA c/o SCS management Services before any work is started. 2. Include samples of paint, shingles, etc. with the application. 3. Once submitted, SCS Management Services will forward the application to the Architectural Control Committee for review. 4. Wait for a written approval from the ACC before beginning any work. Contact SCS at 281-463-1777 if you need an application. The Board of Directors and the Architectural Control Committee are concerned that residents are completing projects without prior approval. Did you know that if you complete any project that does not meet architectural guidelines you are in violation of the deed restrictions? The Association has the right to take action to enforce the deed restrictions and request the removal or modification of your improvement. Remember, that the deed restrictions and the architectural guidelines are in place to protect neighborhood harmony and maintain everyone’s property values.

Each new resident is mailed a New Resident Welcome Packet that contains among other things a copy of the Architectural Guidelines that is recorded in the real property records of Harris County. Kittens and puppies are being dumped in Subdivisions and shopping strips. They will not find good homes. Most will be taken by the pound or shelter and those are overflowing with pets. They cannot help but have to euthanize some. You, as a responsible pet owner can be of great help by having your cat or dog spayed or neutered and not worry about finding homes for the offspring. You will have a healthier and happy pet. Another and very important thing you can do is have a collar with some form of ID and your phone number on it. Pet stores have special ID’s for your pets. Many pet owners are now “chipping” the pets. If found and taken to a vet they can scan chip and find the owner. If your pet has a rabies tag, the vet has your name and #. The first thing I ask a caller is “does the pet have ID on it.” If it does, I will help contact the # on the ID and get the pet to it’s owner ASAP. Or, the owner can pick up their lost pet. Camp Cornerstone is the plaCe to be this summer

For ages 2 through completion oF 4th grade! Camp Cornerstone is a week-long camp facilitated by Cornerstone United Methodist Church and is for children ages 2 through the completion of 4th grade. TRASH COLLECTION ROYAL DISPOSAL. Royal Disposal collects our trash. The homeowner’s maintenance fee does not pay for trash pick-up. Residents are billed quarterly in advance on an individual basis. You must call Royal Disposal to start service at 713-526-1536. 1. Trash pick-up days are Tuesdays and Fridays between 7:00 AM and 6:00 PM. 2. Curbside pick-up for each home for a maximum of 6 cans per day. 3. All tree branches less than 3 inches in diameter and shrub trimmings should be cut in four feet lengths and bundled. 4. No pick-up is schedule on New Year’s Day; Memorial Day; Independence Day; Labor Day; Thanksgiving Day; and Christmas Day. Pick-up will resume the next regularly schedule day. 5. Heavy trash pick-up is scheduled every Friday. 6. Excluded items include, but are not limited to, acids; batteries; car parts; car tires; chemicals; construction trash (to include concrete, large quantities or rolls of carpeting, fencing, construction material and debris); dirt; garage door openers; hazardous or toxic or radioactive waste; large pieces of glass (must be broken and placed in cardboard box and weigh less than 40 pounds); human or animal fecal waste; large sofas and sleepers and furniture with metal frames; metal items; paint; petroleum products or filers; refrigerators (if Freon is not removed and refrigerator tagged); rocks; sand. Resident may call Customer Service at 713-526-1536 and arrange for items to be picked up at a negotiated price. WATER DISTRICT Windsong Community Improvement Association is serviced by Harris County MUD District #183. Southwest Water Services was hired by the Water Board to manage the utility district and they can assist you if you have any problems. For new service or billing information call 713-405-1750.
