TRASH COLLECTION WCA WCA collects our trash. The homeowner’s maintenance fee does not pay for trash pick-up. Residents are billed monthly in advance on an individual basis. You must call WCA to start service at 281-368-8397 1. Trash pick-up days are Tuesdays and Fridays between 7:00 AM and 6:00 PM. 2. All tree branches less than 3 inches in diameter and shrub trimmings should be cut in four feet lengths and bundled. 3. No pick-up is schedule on New Year’s Day; Memorial Day; Independence Day; Labor Day; Thanksgiving Day; and Christmas Day. Pick-up will resume the next regularly schedule day. 4. Heavy trash pick-up is scheduled for 1st & 3rd Fridays. 5. III. OPEN FORUM: The Board opened the floor to residents to discuss any concerns. WCA was present to discuss the community’s concerns on lack of communication. The Board requested a conference call with Trevor Reese, Regional Manager. IV. APPROVAL OF MINUTES: The Board of Directors reviewed the November 24, 2015 meeting minutes. A motion was made by Rick Gomez to accept the minutes as written. The motion was seconded by Kelli Mosby; passed unanimously. V. COMMITTEE REPORTS: A. Clubhouse: Wendi Perez presented the report. She will submit a monthly calendar at the upcoming meetings. B. Community Events: Upcoming Event schedule as follows: 3/19 Bunny Breakfast & Egg Hunt. The 2016 Budget breakdown was presented to the Board for review/discussion. C. MUD #183/Sherriff: The officers are focusing on traffic detail at this moment and being visible within the community. D. Pool: No report at this time. VI. FINANCIAL REPORT: PMG presented the November & December financials to the Board review. A motion was made by Kelli Mosby to approve the November & December 2015 financials as presented. The motion was seconded by Rick Gomez; passed unanimously.

VIII. OLD/NEW BUSINESS: A. Keith Harrow Fence - UPDATE: the start date for this project is Monday, February 8th. Notices have been mailed, emailed and hand delivered to the properties this affects. B. 2015 Audit: The Board reviewed the proposal from Nagesh & Carter to complete the 2015 audit & tax return. A motion was made by Rick Gomez to approve the proposal. The motion was seconded by Kelli Mosby; passed unanimously. C. 2016 Cypress Creek: The Board reviewed the proposal from Cypress Creek Pest Control (CCPC) to spray for mosquitoes. A motion was made by Rick Gomez to approve CCPC to begin the spraying March 15th-November 15th and to maintain the TCEQ log. The motion was seconded by Kelli Mosby; passed unanimously. D. IMS - Irrigation proposal: community Manager Morgan presented the irrigation proposal from IMS. A motion was made by Ronnie Hale to accept the proposal for $322. The motion was seconded by Rick Gomez; passed unanimously. E. Reserve Study Update: Community Manager Morgan informed the Board that everything has been submitted for the reserve study and that the site visit is scheduled for February. VII. MANAGEMENT REPORT: Community Manager Morgan provided the Board with the November/December action list and property inspection.

EXTERIOR MODIFICATIONS Are you planning to make repairs and upgrades to the exterior of your home including the landscaping? HARRIS COUNTY ALARM DETAIL Please be aware that it is a requirement for you to obtain a permit for operating an alarm system within unincorporated Harris County. Obtaining the required permit will avoid the issuance of a citation and excessive false alarm fees. Should you require a copy of the permit application form or would like to review the regulations regarding permit requirements, you may do so by visiting the Harris County Sheriff’s Office website at www. hcso.hctx.net. The application can be printed from the website, then completed and mailed to our office with the applicable fee. FLAGS: This policy is only for the display of the flag of the United States of America; the flag of the State of Texas; and an official or replica flag of any branch of the United States Armed Forces on any property. No disrespect should be shown to the flag of the United States of America. Flags shall be no larger than 3 feet by 5 feet. FLAGPOLES: No more than one building or pole-mounted flagpole not to exceed 20 feet in height will be permitted on any property. Any flagpole attached to a dwelling or a freestanding flagpole must be constructed of permanent, long-lasting materials, with a finish appropriate to the materials used in the construction of the flagpole and harmonious with the dwelling. The display of a flag or the location and construction of the supporting flagpole, shall comply with applicable zoning ordinances, easements and setbacks of record. Flagpoles should be located so as to minimize their impact on neighboring properties. When locating freestanding flagpoles, the size of the property, relationship to adjacent residences, the size of the flag, the height, color and material of the pole shall be considered. CONDITION: A displayed flag and the flagpole on which it is flown shall be maintained in good condition. Any deteriorated flag or deteriorated or structurally unsafe flagpole shall be repaired, replaced or removed. NOISE: Flags shall be displayed in such a manner so as to abate noise caused by an external halyard of a flagpole so as to not be a nuisance, irritant or adversely impact other neighboring property owners. LIGHTS: Any lighting used to illuminate a displayed flag must not be a nuisance or impact neighboring properties with regard to glare or intensity. Lighting which is part of the original structure may not be altered without prior approval. Proposed replacement or additional fixtures must be compatible in style and scale with the existing property. Exterior lighting shall not be directed outside the owner’s property and should not have an adverse visual impact upon adjoining neighbors. ASSOCIATION PROPERTY: Property Owners may not locate a displayed flag or flagpole on property that is owned or maintained by the Association.

BASKETBALL GOALS ARCHITECTURAL GUIDELINES Please be aware that if you have a basketball goal in street view it must be maintained at all times. Basketball goals are permitted subject to the prior approval of the ACC and the following: * A net shall be maintained on the rim at all times. The net shall be replaced in the event that it becomes frayed or torn. * A rim shall be affixed to the backboard at all times. The rim shall be repaired or, if necessary, replaced in the event that it becomes broken or bent. * The backboard shall be repainted, repaired or replaced in the event that the surface of the backboard becomes chipped or cracked or the backboard becomes warped or unaligned. The

backboard shall also be kept clean of mildew or mold. * Basketball goals that are visible from the street shall be attached to the front of the garage or freestanding. * In no event shall a basketball goal be placed at any curb either temporarily or permanently. * The pole and all mounting supports must be maintained in an attractive condition. The pole shall be removed if the basketball goal is no longer functional.

The Harris County Municipal Utility District #183 has a contract through Harris County for one Deputy from the Sheriff’s Department to patrol the District. The MUD has also hired five part-time off duty police officers to patrol the District as needed. Their jobs are to watch out for suspicious persons and/or activities and report any incidents to the Sheriff’s Department for further action. The Deputy Sheriff and the part-time off duty police officers patrol the Windsong and Windsong Place communities as well as any commercial properties within the District.

CY-LAKES ORCHESTRA STUDENTS ARE TOP PERFORMERS

In February, 61 orchestra students from Cy-Lakes High School performed at the region Solo and Ensemble contest at Cypress Springs High School. Although many students received a 1st division on their solo/ensemble performances and received medals, for the first time, five students qualified for performing at the State Solo Ensemble to be held at University of Texas in May. The qualifying students are Brandon Estrada, Denarius Terry, Jesse Serpas, Trey Dadzie and Oscar Kitmanyen. These students practiced for months and memorized lengthy pieces of music. Natalie Purdy, director of orchestras at Cy-Lakes, states that all the students get critiqued by a certified judge and receive feedback and a rating. This is a great accomplishment for these young people. Currently, the Cy-Lakes orchestras are preparing to perform at UIL in April and at Disney.

CY-LAKES STEP TEAM STEPS UP TO HELP The Cy-Lakes Step Team, under the direction of Andrew White, does more than give excellent step performances. The team, officially known as Lambda Nu Theta, is part of YMPA (Young Men for Positive Action) and is making concerted efforts to reach out to the community and make a difference. Recently, the team went to Third Ward and cleared an overgrown lot to create space for a community garden. They also volunteered at the Houston Food Bank where they sorted through donations to remove expired or damaged products and group like products together. Lambda Nu Theta participated in the heart walk and donated $100 to the fundraiser. The team puts on a Stocking

LIVESTOCK SHOW AND SALE GENERATES MORE THAN $500,000 FOR PROJECTS CFISD students are expected to raise more than $500,000 from the 22nd Annual CFISD Livestock Show and Sale, held February 4th - 6th at the CFISD Exhibit Center. The CFISD community showed an incredible amount of generosity in the live auction, freezer sale and via additional monetary contributions to students. WWII AIRCRAFT FLY-IN AND OPEN HOUSE Saturday and Sunday, April 16th & 17th, 10 AM to 5 PM, those big, old airplanes with the mighty round engines will be flying again as the Commemorative Air Force’s Houston Wing presents its 2016 Open House at Hangar B-5, West Houston Airport. Bring the family and get up close and feel the prop wash and hear the noise as radial engines power these WWII aircraft. See some of the old planes your father, grandfather or grandmother learned to fly for World War II. We expect to have 15 - 20 historic aircraft on display along with several WWII military vehicles. Did you know that Texans ages 16 to 34 are the most likely to litter? We need to do all we can to motivate young Texans to keep our environment free of trash. This contest is a great way to share the Don’t mess with Texas and Keep Texas Beautiful litter prevention messages with your elementary school students so that they learn good habits from an early age. Get creative! Inspired by their creativity and desire to protect our environment, elementary school students from across Texas can submit their best litter prevention design to be considered for the 2016 Don’t mess with Texas Calendar. Entries will be judged based on creativity/uniqueness, inclusion of a litter prevention message and interpretation of theme, overall visual appeal, composition and age appropriateness. Students win prizes and have their art featured. Students who create the top 13 winning designs will have their artwork assigned to a month or featured on the cover of the 2016 Don’t mess with Texas Calendar. Each will also win an iDeaUSA 8 tablet donated by H-E-B and Central Market. All student winners and their artwork will be showcased on the Don’t mess with Texas and Keep Texas Beautiful websites and social media sites, at the 2016 Keep Texas Beautiful annual conference, in media announcements and through other means as appropriate.

MEN’S OUTWARD FLAG FOOTBALL Come join men 18 yrs and older for our men’s Outward Flag Football league coming this spring. Practice/Games will be on Saturday afternoons around 2 PM. The league will have a tournament at the conclusion of the season. Evaluations for all players will be Monday, Tuesday and Thursday, March 14th, 15th and 17th from 6-7 PM and Saturday, March 19th from 10:30-11:30 AM.
