WINDSONG COMMUNITY IMPROVEMENT ASSOCIATION September Minute Briefs CALL TO ORDER: The September meeting of the Board of Directors of the Windsong CIA was held on September 27, 2012. Present were Board Members: Dennis Shook, Steve Zunker and Brenda McCullah. Also present were Nancy Callaway and Cristi Cauthron, SCS Management Services, Inc. EXECUTIVE SESSION • Director Shook called the meeting to order at 7:07 PM. Quorum was established. EXECUTIVE SESSION SUMMARY During executive session the Board addressed the September Board Referral List and approved three properties for additional Notice of Non-Compliance letters; one property for an attorney deed restriction demand letter and two properties for deed restriction lawsuits. Six properties on the Mow List were referred for force mowing. REGULAR SESSION Director Shook called the Regular Session of the Board Meeting to order at 7:30 PM. MINUTES: The Board approved the minutes of the Board of Directors Meeting held on June 28 2012 and July 26, 2012.

COMMITTEE REPORTS: CLUBHOUSE • The Board reviewed August and September written reports provided by Rhea Prevost, Clubhouse Manager. COMMUNITY EVENTS • The Board reviewed a written report provided by Michele Spees, Community Events Coordinator. The Board approved the purchase of snow and a slide from Ice Express at a cost of $3,375 for the Winter Wonderland to be held on December 15, 2012 from 3:005:00 PM. A part-time Deputy was also approved at $35 per hour for a 4 hr. minimum. GROUNDS & PARKS • McKenna Construction has reported the new spring playground equipment has been installed as well as necessary repairs to some of the equipment at the Holly Forest Drive playground. MUD #183/SHERIFF • The activity reports for the month of August 2012 were presented in written form for the Board’s review. POOL • The Board reviewed and approved a bid from Houston Recreation Management to fix the tower clock for $583.83. MANAGEMENT AND FINANCIAL REPORTS • Nancy Callaway, Association Manager, presented the Management and Financial Reports for review and consideration of the Board. She also advised that an insurance appraisal of the amenities areas is being conducted by Fisher-Smoucha Consulting for Willis of Texas. A report is pending. • The CAMI Report dated September 14, 2012 was presented in written form and reviewed by the Board. The Board authorized MSC to take care of the maintenance items listed on the report. OLD BUSINESS: ACTION ITEM LIST • The Board addressed the disposition of the Action Item List.

RATIFY INTERIM BOARD ACTIONS • The Board ratified the interim votes of the Board to approve the proposal from Corestone Paving and Construction for the parking lot bumpers at $985, the proposal from Watts Pools for the inspection and miscellaneous repairs at $1,707.12 and the proposal from McKenna Construction for playground repairs at $5,440. NEW BUSINESS: • GARDEN MANOR ENTRANCE DAMAGE - The Board reviewed and approved the sign repair bid from Steve Marshall Construction at a cost of $3,474. FN also removed all debris for a total of $487.13. SCS will submit the information to Texas Farm Bureau Insurance to pay the insurance claim. • CENTRAL TREE SERVICE PROPOSALS - The Board reviewed and approved the proposals from Central Tree Services to install shrubs and mulch at the pool area for $550, remove the yellow posts for $350, to install soil and sod to raise low area for $881.87 and trimming the three Oak trees at the clubhouse area for $676.56. • 2013 GROUNDS MAINTENANCE CONTRACT – Proposals were reviewed by the Board. The Board approved the proposal from Monarch Landscape Management for the amount of $25,778.66 per year effective January 1, 2013. ADJOURNMENT: The meeting adjourned at 8:55 PM.

The History of Thanksgiving in the United States George Washington, leader of the revolutionary forces in the American Revolutionary War, proclaimed a Thanksgiving in December 1777 as a victory celebration honoring the defeat of the British at Saratoga. The Continental Congress proclaimed annual December Thanksgivings from 1777 to 1783, except in 1782. George Washington again proclaimed Thanksgivings, now as President, in 1789 and 1795. President John Adams declared Thanksgivings in 1798 and 1799 and President James Madison declared the holiday twice in 1815; however, none of these were celebrated in autumn.

It was President Abraham Lincoln that set the holiday as a regular yearly event for the final Thursday of November in 1863.

In 1939, President Franklin Delano Roosevelt declared that Thanksgiving would be the penultimate Thursday of November rather than the last. This was to give merchants a longer period to sell goods before Christmas; at the time it was considered inappropriate to advertise goods for Christmas until after Thanksgiving. However, Roosevelt’s declaration was not mandatory; some states went along with this recommendation and others did not. The United States Congress in 1941 split the difference and established that the holiday would occur annually on the fourth Thursday of November, which was sometimes the last Thursday and sometimes the next to last. On November 26th that year President Roosevelt signed this bill into US law.

• Disposing of cans, plastic containers, ceramic pots or similar waterholding containers that have accumulated on your property. Do not overlook containers that have become overgrown by vegetation. • Empty standing water from used or discarded tires that may have accumulated on your property (e.g. tire swings). • Drill holes in the bottom of recycling containers that are left out of doors. Drainage holes that are located on the sides collect enough water for mosquitoes to breed in. • Clean clogged roof gutters on an annual basis, particularly if the leaves from surrounding trees have a tendency to plug up the drains. Roof gutters are easily overlooked but can produce millions of mosquitoes each season.

• Turn over plastic wading pools when not in use. A wading pool becomes a mosquito producer if it is not used on a regular basis. • Turn over wheelbarrows and do not allow water to stagnate in birdbaths. Both provide breeding habitat for domestic mosquitoes. Change water in birdbaths and wading pools on a weekly basis. • Aerate ornamental pools or stock them with fish. Water gardens are fashionable but become major mosquito producers if they are allowed to stagnate. • Clean and chlorinate swimming pools that are not being used. A swimming pool that is left untended by a family that goes on vacation for a month can produce enough mosquitoes to result in neighborhood-wide complaints. Be aware that mosquitoes may even breed in the water that collects on swimming pool covers. • Use landscaping to eliminate standing water that collects on your property. Mosquitoes can develop in any puddle that lasts more than 7 to 10 days during the summer. To reduce the risk of being bitten by mosquitoes: • Minimize time spent outdoors between dusk and dawn when mosquitoes are most active. • Be sure door and window screens are tight-fitting and in good repair. • Wear shoes, socks, long pants and a long-sleeved shirt when outdoors for long periods of time or when mosquitoes are most active. Clothing should be light colored and made of tightly woven materials that keep mosquitoes away from the skin. • Use mosquito netting when sleeping outdoors or in an unscreened structure and to protect small babies when outdoors. • Consider the use of mosquito repellent, according to directions, when it is necessary to be outdoors.

FLAGS AND FLAPOLES ARCHITECTURAL GUIDELINES FLAGS: This policy is only for the display of the flag of the United States of America; the flag of the State of Texas; and an official or replica flag of any branch of the United States Armed Forces on any property. No disrespect should be shown to the flag of the United States of America. Flags shall be no larger than 3 feet by 5 feet. FLAGPOLES: No more than one building or pole-mounted flagpole not to exceed 20 feet in height will be permitted on any property. Any flagpole attached to a dwelling or a freestanding flagpole must be constructed of permanent, long-lasting materials, with a finish appropriate to the materials used in the construction of the flagpole and harmonious with the dwelling. The display of a flag or the location and construction of the supporting flagpole, shall comply with applicable zoning ordinances, easements and setbacks of record. Flagpoles should be located so as to minimize their impact on neighboring properties. When locating freestanding flagpoles, the size of the property, relationship to adjacent residences, the size of the flag, the height, color and material of the pole shall be considered.

CONDITION: A displayed flag and the flagpole on which it is flown shall be maintained in good condition. Any deteriorated flag or deteriorated or structurally unsafe flagpole shall be repaired, replaced or removed. NOISE: Flags shall be displayed in such a manner so as to abate noise caused by an external halyard of a flagpole so as to not be a nuisance, irritant or adversely impact other neighboring property owners. LIGHTS: Any lighting used to illuminate a displayed flag must not be a nuisance or impact neighboring properties with regard to glare or intensity. Lighting which is part of the original structure may not be altered without prior approval. Proposed replacement or additional fixtures must be compatible in style and scale with the existing property. Exterior lighting shall not be directed outside the owner’s property and should not have an adverse visual impact upon adjoining neighbors. ASSOCIATION PROPERTY: Property Owners may not locate a displayed flag or flagpole on property that is owned or maintained by the Association.
BASKETBALL GOALS ARCHITECTURAL GUIDELINES Please be aware that if you have a basketball goal in street view it must be maintained at all times. Basketball goals are permitted subject to the prior approval of the ACC and the following: * A net shall be maintained on the rim at all times. The net shall be replaced in the event that it becomes frayed or torn. * A rim shall be affixed to the backboard at all times. The rim shall be repaired or, if necessary, replaced in the event that it becomes broken or bent. * The backboard shall be repainted, repaired or replaced in the event that the surface of the backboard becomes chipped or cracked or the backboard becomes warped or unaligned. The backboard shall also be kept clean of mildew or mold. * Basketball goals that are visible from the street shall be attached to the front of the garage or freestanding. * In no event shall a basketball goal be placed at any curb either temporarily or permanently. * The pole and all mounting supports must be maintained in an attractive condition. The pole shall be removed if the basketball goal is no longer functional.

TRASH SERVICE INFORMATION Royal Disposal collects our trash. The homeowner’s maintenance fee does not pay for trash pick-up. Residents are billed quarterly in advance on an individual basis. A letter regarding this service was mailed to all residents in January and articles were published for the first few months of 2011 in the “Windsong Whistler.” Information is also published on a monthly basis on the inside back cover. BE A GOOD NEIGHBOR We would like to address one of the items that the Windsong Community Improvement Association gets the most complaints about. We receive many complaints from homeowners about vehicles parked on the street blocking the flow of traffic. The reason for that is because the roads were not designed with a parking lane. There is not enough width to allow for a parking lane. More seriously, when an emergency vehicle is unable to obtain egress and ingress to a street, precious minutes are lost that could mean loss of life/ and or property. The problem becomes intolerable in cul-de-sacs where emergency vehicles or others cannot turn around due to vehicles parking inappropriately and not parallel to the curb. The neighbors of these improperly parked vehicles are inconvenienced when they have to go out of their way to get around them.

WINDSONG CIA RESIDENT DEED RESTRICTION COMPLAINT FORM The Board of Directors receives resident complaint forms on a monthly basis. We thank those who take the time to send them. The forms are reviewed at the monthly Board meetings and then referred to SCS Management Services to process. SCS verifies the report during their next drive-by deed restriction patrol of the community. Many times we receive complaints such as disturbing the peace, animal smells coming from a house or yard, barking dogs, neighbor to neighbor disputes, etc. We want to let you know that the association cannot enforce these types of reports.
1. First things first…an Architectural Control Application needs to be completed and submitted to Windsong CIA c/o SCS management Services before any work is started. 2. Include samples of paint, shingles, etc. with the application. 3. Once submitted, SCS Management Services will forward the application to the Architectural Control Committee for review. 4. Wait for a written approval from the ACC before beginning any work.

The Board of Directors and the Architectural Control Committee are concerned that residents are completing projects without prior approval. The MUD has also hired five part-time off duty police officers to patrol the District as needed. The Cornerstone United Methodist Church (CUMC) will be hosting a Live Nativity on Saturday, December 8th, from 6-8 PM, as we transform the front area of the church into scenes that will depict the story of the birth of Jesus Christ. There will be shepherds with their sheep, the Three Wise Men and a camel, Mary and Joseph with baby Jesus in a manger and an angel portraying this holy event. You will be able to visually embrace this event as you drive through, read scriptures and listen to music that tell of the wondrous night.

RECIPES Chocolate Peanut Butter Pie
BROCCOLI GRATIN WITH MUSTARD-CHEESE STREUSEL
Ingredients: 4 tablespoons (1/2 stick) butter 1/3 cup minced onion 2 large garlic cloves, minced 1/2 teaspoon dry mustard 4 tablespoons Dijon mustard 2 1/2 cups fresh breadcrumbs made from crustless sourdough bread 1 cup (packed) grated Parmesan cheese (about 3 ounces) 12 to 13 cups broccoli florets (from about 3 pounds broccoli crowns) 1/2 cup whipping cream DIRECTIONS: Melt butter in large nonstick skillet over medium-high heat. Add onion and garlic; sauté until onion is soft, about 4 minutes. Mix in dry mustard, then 2 tablespoons Dijon mustard, blending well. Add breadcrumbs; sauté until crumbs are crisp and golden, stirring and pressing with back of fork to separate, about 8 minutes. Season with salt and pepper; cool completely. Mix in 3/4 cup cheese. Cook broccoli florets in large pot of boiling generously salted water until crisp-tender, about 3 minutes. Drain. Transfer to paper towels; cool. (Streusel and broccoli can be made 1 day ahead. Cover separately and refrigerate.) Preheat oven to 350°F. Butter 13x9x2-inch glass baking dish. Place broccoli in large bowl. Add whipping cream, remaining 2 tablespoons Dijon mustard and 1/4 cup cheese; toss to coat evenly. Arrange broccoli in prepared dish. Sprinkle streusel over. Ingredients: 1 (9 inch) prepared chocolate cookie crumb crust 4 eggs 1 cup butter, softened 8 (1 ounce) squares semisweet chocolate 2 cups confectioners’ sugar 1 cup smooth peanut butter 1/3 cup heavy whipping cream DIRECTIONS: Melt 6 ounces semi sweet chocolate and cool to room temperature. Beat the eggs with 3/4 cup butter or margarine, chocolate and confectioners’ sugar for a FULL 5 minutes. Mixture will be thick and smooth. In a separate bowl, beat the peanut butter, 1/4 cup butter, and cream. Spoon chocolate filling into crust. Swirl peanut butter filling into chocolate filling. Drizzle remaining 2 oz of melted chocolate on top of pie. Refrigerate for at least 1 hour and serve.

Windsong Community Improvement Association handles the financial and legal affairs of the subdivision. Each lot owner is required to pay an annual maintenance fee which is used to pay street lights; taxes on and maintenance the common areas, such as the swimming pool, tennis courts, clubhouse, playgrounds, and entrances.; contract deputy patrols; and legal expenses incurred to enforce the deed restrictions, etc. The Board meets the 4th Thursday of each month at 7:00 PM in the meeting room at the Windsong Community Clubhouse. The Annual Meeting of Members is held on the 1st Thursday in May. Board Members hold three year staggered terms and are elected. The election process is as follows: 1) Voting by proxy. Mail in proxies will be mailed with the Annual Meeting Notice. 2) Voting in person will be by attendance at the Annual Meeting.

TRASH COLLECTION ROYAL DISPOSAL. Royal Disposal collects our trash. The homeowner’s maintenance fee does not pay for trash pick-up. Residents are billed quarterly in advance on an individual basis. Curbside pick-up for each home for a maximum of 6 cans per day. 3. All tree branches less than 3 inches in diameter and shrub trimmings should be cut in four feet lengths and bundled. 4.
