Texas Parking Laws Strictly Enforced
The state of Texas parking laws are being strictly enforced in Westlake, Westlake Forest and Westlake Place. For several years we have been advising our neighbors regarding consideration of others in their parking habits. This effort, obviously, has failed to reach those who are the worst offenders. District patrol, our contract deputy and unmarked units will continue to patrol our subdivision and write warnings and tickets to illegally parked vehicles. The law is specific: park facing the traffic flow, do not block sidewalks, do not park within 10 feet of an intersection or stop sign, do not park within 5 feet of a fire hydrant, do not park unattached trailers or boats on the street, do not park on the street for more than 48 hours, do not park on the street if you have an expired inspection sticker or registration. There are numerous other portions of the state parking code, however these are the ones, which seem to be causing the most problems in our neighborhoods. The deputies will continue to enforce the parking laws in our neighborhoods; whenever possible, park in your garage and on your driveway. Leave the street as clear as possible for short-term visitor parking. Safety is the main focus of this strict parking enforcement. We hope all neighbors will do their part to keep our subdivisions’ streets orderly and safe for children, passing vehicles and emergency vehicles.

If you are in the habit of doing a “California stop” at stop signs in the neighborhood, you might want to reconsider this option. Due to the many violations by “cut through” traffic as well as residential traffic, the Sheriff’s Office has launched a “zero tolerance” of traffic violations. Do not speed in the subdivisions. Do not run stop signs. Pay careful attention to parked vehicles as children can dart out into your path in two seconds. You have no time to react. Drive carefully in the neighborhood. We love our children and we continue to strongly support the traffic initiative in our neighborhood.
Holiday Decorations Should Be Removed
If you decorated the exterior of your home for the holidays and haven’t removed the lights and decorations, it is time to do so. All holiday decorations should have been completely removed by the end of January. Thank you for participating in the spirit of the season.
Burglary of Vehicles Continues in Area
We are still seeing unlocked cars and trucks parked on the street and in driveways. When these cars are “burglarized,” it is classified as a Burglary of Motor Vehicle. Please lock your cars and remove all attractive items from the passenger compartment including the floor and under the seats. As these “kids” walk through the two subdivisions late at night, it is very easy to “pull doors” and see what they can find. Don’t be the next victim of a BMV.

Don’t Be A Victim Lock Your Vehicle
Harris County has recently seen a tremendous uptick in the burglary of motor vehicles. 90% of these burglaries are essentially thefts from unlocked vehicles. Do not leave any valuables in plane sight. Do not leave a garage door opener in your car that is parked on the driveway or on the street. If you must park in your driveway or on the street, remove anything of value, park legally on the street and lock your vehicle. We have seen laptop computers, cell phones, wallets, cash, ipods, Blackberries, books, priceless family treasures and other items stolen from unlocked vehicles. Some people leave cash in their cars. This is a definite incentive to a criminal to break the glass on your vehicle to gain access. An empty, locked vehicle has the lowest chance of being burglarized. Think about it.

Trash Pick-up Stickers Belong On Trash Cans
The garbage pickup sticker you receive each quarter shows you have paid your invoice and are a valid customer. It contains your address and the expiration date. The sticker is designed to be placed on a garbage can. These stickers occasionally won’t stick even to a garbage can; use a heavy duty tape when this occurs. Remove your cans from the street as soon as possible. Do not place these stickers on your mailbox. They may well be stolen. Do not leave your garbage cans out for a period of time. The stickers might be stolen and the garbage cans could be stolen. A word to the wise should be sufficient.

Place potatoes skins on a greased baking sheet. Combine oil, Parmesan cheese, salt, garlic powder, paprika and pepper; brush over both sides of skins. Bake at 475 degrees F for 7 minutes; turn. Bake until crisp, about 7 minutes more. Sprinkle bacon and cheddar cheese inside skins. Bake 2 minutes longer or until the cheese is melted. Top with sour cream and onions. Serve immediately. Beets. Choose beets that are firm with a deep red color, smooth surface and slender tap root. You can also judge freshness from the condition of the beet tops. Wilted or decayed greens may indicate a lack of freshness. However, beets that remain firm to the touch, rather than wilted or soft, may still be good. Beets can be stored refrigerated in a plastic bag or vegetable crisper for about 1-2 weeks. The greens should be removed prior to storage. If eating the greens, be sure to thoroughly wash them in cold water. Beet greens will keep refrigerated for about 3-5 days. Broccoli. Fresh broccoli should have fresh-looking light green stalks of consistent thickness. Bud clusters should be tight and dark green, sometimes with a purple hue. Avoid broccoli with tough stems or open, flowering bud clusters. Fresh broccoli will keep refrigerated in the crisper for up to 3 to 5 days.

Cabbage. Cabbage heads should be firm and heavy for their size. Look for crisp blemish-free leaves with an even color that clings tightly to the head. Cabbage will absorb odors of other foods. Refrigerate uncut and unwashed in a plastic bag or container for up to seven days. Carrots. Look for carrots that are well-shaped with firm, smooth exteriors. Colors should be vibrant orange to red orange although there are white and even maroon varieties of carrots available in specialty markets. Tops are typically trimmed closely since the leafy greens decay rapidly and contribute to the decline of the carrot itself. Flabby, soft or wilted carrots, or those that show any mildew, decay, growth cracks or splits, should be avoided. When purchasing fresh carrots with tops, remove the tops and store unwashed in a plastic bag in the refrigerator for up to 2 weeks. Celery. Choose stalks with rigid ribs that snap crisply when bent. The inside surface of the ribs should be clean and smooth. Leaves should be fresh with no signs of wilting. Refrigerate covered, unwashed celery for up to 2 weeks. Leave the ribs attached to the stalk until ready for use. Grapefruit. Choose grapefruit that are heavy for their size and well shaped. The skin should be smooth with a blemish-free outer peel. Don’t worry about any slight greening of the skin after harvesting; it does not affect the quality of the fruit. Surface marks that result from the fruit being wind-brushed against the tree do not affect the quality of the fruit either. Keep refrigerated. The fruit will keep for 7-10 days. Grapefruit does not ripen further after harvest. Greens. Cracked ice around and in packages may help extend shelf life. Keep at proper humidity levels to prevent wilting. Collard greens should be handled like spinach. Kale will freeze at 31° F, -.6° C. Do not store or transport ethylene-sensitive items with commodities that produce ethylene. Two can be lightly frozen several times without sustaining serious damage. Herbs. Typical shelf life: bag, 5+ days; tub, 7+ days when stored at the proper temperature. Mushrooms. Look for firm, evenly colored mushrooms. Avoid those that are broken, damaged or have soft spots, as well as those that seem damp. A good mushroom will have a good smell. Store fresh mushrooms, unwashed, in the refrigerator for up to three days. Oranges. Reach for firm fruit that is heavy for its size. Take a sniff too. There should be a distinct citrus aroma. Avoid shriveled or soft fruit. Keep your oranges at room temperature. They should last for about two weeks. Make sure to turn them often and check for signs of mold, especially in a high humidity environment.

Ms. Douglas performed a song she wrote entitled, Till The End (dedicated to Cancer victims), with her guitar; 2nd place winner was Ms. Skyler Sadler (Katy, TX) who performed At Last by Etta James; and the 3rd place winner was Ms. Kaitlyn Wright (Katy, TX) who performed Change by Carrie Underwood.
