The Board is still reviewing other options at this time. The work in our community is almost complete; Hou-Scape is scheduled to complete the planting of trees in the community area also very soon.

WESTLAKE PLACE HOMEOWNERS ASSOCIATION BOARD OF DIRECTORS MEETING DECEMBER 6, 2011 MINUTES Pursuant to Article V, Section I of the Bylaws of Westlake Place Homeowners Association, Inc., the regular monthly Board of Directors meeting was duly called and held on Tuesday, December 6, 2011 at 6:30 PM.

The Board requested a copy of the ACC request for the fence extension on Spanish Needle and the meeting minutes when the decision was made. The Board stated the pool and park rules posted on the Association’s website are not current and are incorrect.

CALL TO ORDER Director Ratliff called the meeting to order at 6:30 PM. Directors

The Board also requested any legal documents and paperwork related to the ACC form. The Board asked Management to contact the Association’s attorney for legal advice, submitted in writing, of the fence extension. Resolved, Director Ratliff motioned to approve the minutes from the November 3, 2011 meeting, as amended. Director DeBons seconded and the motion passed. OPEN SESSION The Board instructed Management to contact AT&T again regarding charges for 411 calls. There are still charges showing on the most recent bill and it does not appear the Association’s account was credited for the 411 calls on the previous bill. Director Ratliff stated she will contact an electrician to inspect the

The Board stated it may look into installing security cameras at the pool/park area. Management informed the Board that Sam’s Club had to reimburse the fee for the primary cardholder account in order to close the Association’s account. The reimbursement was issued in form of a $35 gift card. Director Ratliff stated she will pick up the card from Management and use the funds for the Association’s Christmas decorations. HOMEOWNER FORUM A homeowner was in attendance to compliment the Board on the most recent newsletter that was sent out. She stated there was more information in the newsletter than there has been in years. The homeowner also stated there is a vehicle that has not moved for several months on her street. Additionally, the property owner works on vehicles and has loud music during the evening. The homeowner was informed that she should contact the Sheriff’s department about the disturbances. Another homeowner was in attendance to inform the Board that her house has been vandalized and she contacts the police anytime it

of a shower at the pool besides the proposed option and what other options there might be for a drainage system. The Board wants to be sure that water from the shower does not drain into the pool. If not, the Board requested that Management contact a plumber to see if the current line the shower would be attached to could be rerouted so as not to drain into the dirt above ground and obtain estimates if possible. The Board discussed its decision to accept Management’s proposal for a contract renewal. Director Sealock stated she was not involved in the decision to approve the renewal. The Board stated that Director Sealock was in attendance at the December directors meeting when the Board reviewed and discussed the proposal. The Board decided to table the discussion of the contract. A special meeting was called for that purpose in December and she was given notice of the meeting. Director Sealock stated she was given notice that she was voted off of the Board before the decision was made. Director Sealock left the special meeting stating she was going to be turning in her letter for resignation at the next month, anyways. Director Ratliff explained to Director Sealock that she had been removed from

The Board requested that the necessary documents be sent to the Association’s Webmaster so they may be placed on the community website. Management will be sending the Webmaster the agenda for the monthly meetings so they may be posted on the website. The Board stated the pool rules on the website need to be removed as they are incorrect. AT&T will be issuing a credit to the Association’s account due to erroneous 411 charges, which have appeared, on the monthly invoices. The Directors stated they need a signed copy of the Association’s Landscaping contract. EXECUTIVE SESSION The Board closed the open session of the meeting and adjourned into executive session. ASSOCIATION BUSINESS Director Sealock turned in her letter of resignation to the Board of Directors, effective immediately. Her Association key was turned over to Director Ratliff. Director Ratliff accepted the key and turned it over to Director Vidal. The Board stated it would like to see estimates to install brick or stonewalls as a replacement for the fences along Fry Rd. and Greenhouse.

While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt to avoid the animal. Veterinary Public Health (formerly called Harris County Animal Control) advises that “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbored or keep any unlicensed dog or cat or to allow them to become a stray.” following circumstances: 1. When it is controlled by a line or leash not more than six feet in length, if the line or leash is held by a human being who is capable of controlling or governing the dog or cat in question or 2. Decker has been serving as interim executive director of athletics since the retirement of Rusty Dowling in January 2012. Decker has been with Katy ISD since 2005 as assistant athletic director. She has been responsible for assisting in the overall organization and administration of the Katy ISD Athletic Department.

Katy aniMal control Katy Animal Control works in conjunction with the Katy Police Department enforcing City and State laws. Lost pets are kept in a 3,000 sq. ft. temperature controlled, state-inspected building. The Katy Animal Shelter does not adopt out animals, therefore, it is extremely important that pets are licensed and vaccinated at six months of age. The department strives to make the licensing process as convenient as possible and can be scheduled by calling the shelter at 281-391-4740 or email dbrown@katypd.com. The shelter is open Monday through Friday, 8 AM to 5 PM and can be reached at 281-391-4740 (all calls are logged and returned, so please leave a message). For after hour emergencies, please call the Katy Police Department at 281-391-4848. It is unlawful to dump animals at the shelter.

Dogs and/or cats are not allowed to run at large on private property and must wear collar and tags at all times. Any person or entity raising, keeping and maintaining livestock and/or fowl on tracts of land larger than one acre shall obtain an annual permit from the city, except that no permit is required for single tracts of land larger than five acres. Live animal traps are available with a deposit and signed contract. PLEASE NOTE: This information applies only to the incorporated city limits of Katy.
